Airwars assessment

Three civilians were killed and three injured in a mortar strike by an unknown party during the battle for control of al Hermat, according to an Amnesty International field investigation.

Amnesty shared the following eyewitness report with Airwars: “On 8 May, a mortar shell fell on my neighbour’s house, in Hermat 5, right next to our house. Our house is one street away from al-Haq Mosque and close to the only health centre in Hermat. The Sadeeq al-Amin primary school is also close. The mortar hit around 1pm. The battle had gone on from 8am. Three of my neighbours were killed, and they just buried the dead in their yard. It hit the roof, and we heard the ‘whiiiiish’ and then the explosion. There was shrapnel and stones falling on our heads, and the doors and windows of our house was ripped off. There was so much damage – parts of our house turned to rubble. At least three women were injured – we could hear them crying, ‘Please, come and rescue us.’ And we heard later that at least three were killed. There were huge attacks behind us, next to us, and all around us, so it’s hard to remember all the details of just one attack.”

In June the Coalition confirmed a civilian casualty in what may be this event: “May 8, 2017, near Mosul, Iraq, via self-report: During a strike on an ISIS command and control node, it was assessed that one civilian was unintentionally killed after entering the target area after the munition was released.”

Airwars is seeking further information on this report.

Airwars assessment

Three civilians were reportedly killed when an alleged Coalition airstrike hit an ISIL car belonging to the religious police, known as Hasba, killing four of its members.

The men were reportedly arrested by the religious police and were being transported in their car when they were killed.

A number of local sources named two of the men, meanwhile the third man was not identified.

One of the ISIL members killed was named as Abu Hazifa al Ansari.

One man, named as Eyad al Khalaf al Jassem, was reportedly in the vicinity of the strike, but was not seriously injured.

Four sources said the Coalition was responsible for the strike.

No further details are currently available.

For May 15th-16th the Coalition reported: “Near Raqqah, eight strikes engaged seven ISIS tactical units; destroyed four vehicles, two fighting positions, two VBIEDs, a front-end loader and a supply cache; and damaged an ISIS supply route.” It was later also noted that “Additionally, one strike was conducted in Syria on May 15th that closed within the last 24 hours. Near Raqqah, one strike destroyed an ISIS headquarters.”
For May 16th-17th, the Coalition reported: “Near Raqqah, six strikes engaged five ISIS tactical units; destroyed five vehicles, two VBIEDs, two mortar systems, and an ISIS storage facility; and damaged an ISIS bridge.” The Coalition also additionally reported that on May 16th “Near Raqqah, one strike damaged an ISIS supply route,” and that “Near Raqqah, Syria, on May 16th, one strike engaged an ISIS tactical unit and destroyed six ISIS-held buildings, four ISIS tunnels, two fighting positons, and one tactical vehicle.”

Up to three civilian men died as a result of a Coalition airstrike on Mansoura, local media said.

According to the Syrian Observatory for Human Rights on May 30th, “two men died following injuries they had sustained in shelling by the International Coalition’s warplanes on areas in al-Mansoura town in the western countryside of al-Raqqa”.

In June 2019 the Coalition accepted responsibility for this event. Its monthly civilian casualty report noted “Coalition aircraft conducted an airstrike against a Daesh fighting position. Regrettably, one civilian was unintentionally wounded due to their proximity to the strike.”

The Coalition provided Airwars with the location of this incident, accurate to within a 100 metre box.

In May 2020 in its annual civilian harm report to Congress, the Pentagon declared this to have been a US action.

For May 28th-29th, the Coalition reported: "Near Raqqah, eight strikes engaged three ISIS tactical units; destroyed two fighting positions, two vehicles, two VBIED factories, two VBIED facilities, and an ISIS mechanical facility." Three civilians, displaced from Palmyra, died in an airstrike on Nazlet Shahata according to local media.

Only one source, @PalmyraRev1, explicitly blamed the Coalition. Other sources referred only to “bombing” and did not identify the culprit.

In the first of their September 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that after a review of all available records it was determined that, more likely than not, civilian casualties did not occur as a result of a Coalition action.

In the last week (20th-27th) France reports carrying out two strikes in Raqqah, destroying two ISIL combat positions. Task Force (TF) Wagram carried out 21 artillery strikes in Mosul. The overall record of air activity since September 19th 2014 amounts to 1,324 strikes, 2,092 targets destroyed and 6,857 sorties.

‘OPÉRATION CHAMMAL SITUATION En Syrie, Dans la ville de Raqqah, Daech continue de perdre du terrain, jour après jour, face aux Forces Démocratiques Syriennes. Les combattants terroristes continuent néanmoins de disposer de solides positions défensives dans le cœur de la ville, à partir desquelles ils mènent des contre-attaques régulières et des actions de harcèlement. En Irak, Les forces de sécurités irakiennes poursuivent leurs opérations de sécurisation de la ville de Mossoul, face à des équipes isolées de combattants qui continuent de mener des actions symboliques de harcèlement. Dans le même temps, Daech consolide ses positions autour de Tal Afar, pour tenter de résister à l’offensive prochaine de la Coalition pour libérer aussi cette ville. Daech poursuit par ailleurs ses actions de diversion et de harcèlement, en se concentrant dans les régions de l’Anbar et d’Hawijah. Sunday 23 July – Tornados and Typhoons attacked six Daesh positions in Raqqa… On 23 July, three flights of Tornados and Typhoons conducted missions over the city, in which they delivered successful attacks on six Daesh positions, using Paveways IV bombs and Brimstone missiles.

In an incident not previously tracked by Airwars, the Coalition later confirmed the deaths of three civilians and the injury of another.

Their October 2017 civilian casualty report noted: “During a Coalition strike that engaged an ISIS tactical unit and destroyed a logistics node, it was assessed that three civilians were unintentionally killed and one civilian was unintentionally injured.”

This incident might or might not be related to local reports of civilian harm that day in Raqqa (see S1197 above). We have reached out to the Coalition for clarification.

This is one of the three events in which the Coalition has confirmed to have caused civilian casualties on August 13th — see S1196 and S1197a above.

In July 2019, the Coalition provided Airwars with the coordinates for this event accurate to within a 100m box.

For August 12th-13th the Coalition reported *Near Raqqah, 15 strikes engaged 14 ISIS tactical units and destroyed three command and control nodes, two ISIS headquarters, an ISIS UAS launch site and a vehicle. It additionally reported that “On Aug. 12, near Raqqah, Syria, 21 strikes engaged 16 ISIS tactical units and destroyed a fighting position, an anti-aircraft artillery system, and a mortar system.” And that “On Aug. 12, near Raqqah, Syria, one strike destroyed an ISIS fighting position.”

In the past week, (11th-18th) France conducted 27 sorties, including 22 armed reconnaissance and ground support (CAS), 1 refueling outlet and 4 intelligence gathering sorties by Atlantic 2 or Rafale patrols. Two strikes were carried out in the Raqqah region of Syria. They helped support the Syrian democratic forces in their offensive to retake the city.

OPÉRATION CHAMMAL SITUATION En Syrie, A Raqqah, la progression des forces démocratiques syriennes se poursuit. Au sud de la ville, la manœuvre de tenaille, amorcée il y a 15 jours, s’est achevée en fin de semaine dernière. Elle a permis de réaliser la jonction des fronts est et ouest. Depuis, les forces démocratiques syriennes ont relancé une offensive vers le centre de la ville mais elles font face à une défense acharnée des combattants de Daech. En Irak, Les forces de sécurité irakiennes poursuivent leurs opérations dans l’objectif de libérer, à terme, le nord de l’Irak. Airwars assessment

In an incident not previously tracked by Airwars, the Coalition later confirmed the deaths of two civilians and the injuries of three others in an event in northeast Mosul.

Their May 2018 civilian casualty report noted: “near Al Hiri village, Deir Ezzour, Syria via self-report. During a strike on Daesh-travelled roadway two civilians were unintentionally wounded and three civilians were unintentionally killed when they entered the impact area.”

The Coalition provided Airwars with the location of this incident, accurate to within a 100 metre box. This places the event right at the border of Syria and Iraq. It is five kilometres away from the al Harri village where local sources had reported civilian casualties from artillery fire on the same day – see S1456.

The local time of the incident is unknown.
