Airwars assessment

A reported 1am airstrike on the ISIL-occupied village of Arbeed was said to have killed two women at the home of Adel al Kharfan. Mr al Kharfan’s wife (a mother of six children) died along with her relative, the wife of Ismael al Kharfan and a mother of four.

Mr al-Kharfan’s son later told SN4HR: “We went back to our town to find our house completely destroyed and turned to rubble. There was shrapnel left from the rockets everywhere. We pulled out my mother’s body and that of my aunt Sara.”

Buzzfeed also later reported on the event, noting that “Khawla Yassin al-Ali, 47, spent her days taking care of her paraplegic husband in their village outside the border town of Tel Abyad. She was killed by a coalition strike on June 19, said her son, Mohammad Adel al-Kharfan. “We are farmers,” he said. “I don’t understand why they bombed my home.”

According to local MP Abdulrahman al Louzi, a dozen male agricultural workers died when the Coalition struck the village of Majareen.

Among the dead were said to be five brothers from one family. The men were reported to have been converting hay to animal feed at the time of the attack.

According to al-Louzi, “I did not want to comment on this until I was quite sure that those people killed are civilians, because I’m not ready to defend anyone linked to Daesh. Sources today confirmed that those persons are actually civilians, and that among them were five brothers from one family.“

In its civilian casualty report for October 2019 – published on December 5th of that year, the Coalition assessed this event as ‘not credible, asserting: “July 18, 2015, in Majareen, Iraq, via Airwars report. After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties. 2786/CI085 38SKF956266”.

Officials published a location for the event to within 100 metres of where they had remotely assessed the incident.

A single source, NINA, alleged that the Coalition had killed 13 civilians during airstrikes on ISIS targets in the south of Mosul city.

According to the National Iraqi News Agency, “33 civilians were martyred and wounded, including women and children, following aerial bombardment by the international Coalition which targeted residential areas in the south of Mosul, according to local residents. Residents said the international coalition bombed dozens of houses that had been occupied by Daash previously, but which had been evacuated almost a year ago.

“They said 13 civilians were killed, including three women and seven children, and about 20 civilians, including women and children, and the elderly were also injured, when aircraft “targeted Daesh nests in the Jawasaq area [of Mosul] as well as Aldndan and Aekadat.”

In its monthly civilian casualty report for October 2019 – published on December 5th of the same year – the US-led Coalition assessed this event as ‘non credible’, noting: “September 3, 2015, in Mosul, Iraq, via Airwars report. After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties. 2815/CI100 38SLF293240”.

The Coalition published a location for the assessment identifying to within 100 metres the area where it had focused its review.

Local sources reported that either government shelling or a warplane from the international Coalition struck civilians betwen noon and 1pm as they were using the Albu Shajal crossing point north of Fallujah, allegedly killing up to 14 non-combatants and injuring 12 more. According to Al Fallujah News there were two strikes at the crossing point, separated by several hours.

Al Alamy, claiming to cite medical officials at Fallujah Hospital, reported that “Our hospital emergency department for Thursday, October 8th 2015 has so far [midnight] received twelve injured (including five women and five children) and fourteen martyrs (including four women and six children).“

One local news service carried pictures of locals giving blood in response to an emergency request.

In their January 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

At least ten civilians were reported killed and 13 or more injured, after a Coalition strike at 8.30am which targeted a Daesh IED facility also reportedly hit a next-door dairy factory in Mosul.

According to the local Nineveh Reporters’ Network, the attack “killed all elements of the organization [Daesh] who were inside the booby-trapping plant, but also damaged a large dairy building next door, killing approximately five civilian workers and injuring 13 others.”

The minimum death toll was later raised to ten, with one victim named as Yasir Nazir al-Tai Abu Mustafa, a 45-year old father. NRN later published an interview with a neighbour: “Yasir had four children, the eldest a student in the first year at intermediate school. Yasir was working as a taxi driver too, because of the bad economic situation and to protect his family from poverty and hunger… We have lost a dear friend and a good brother to us.”

With claims that as many as 50 civilians were killed and injured, the event led to fresh calls for the Coalition to be more careful in its targeting of the city.

In a later statement to CBC News, Canadian Forces Major General Charles Lamarre said the strike had been reviewed and “did not reveal any information to suggest that civilians had been harmed or killed… The nearest structure to the strike was well outside of the explosive radius of the weapons used‎.”

However graphic video footage released by Islamic State showed not only the apparent destroyed IED facility but also a badly damaged adjacent building, including dead and injured persons.

Fallujah’s General Hospital was cited as reporting that seven people were killed – including five children and one woman – following an alleged Coalition airstrike. Three women and a child were also said to have been injured.

However, the Iraqi Spring Media Center did not attribute the incident to any party. And artillery sheling of the city by Iraq Army forces was also reported.

In its July 2017 report the Coalition said it had classed the event as non credible on grounds of limited information: “Dec. 25, 2015, near Fallujah, Iraq, via Airwars report: The report contained insufficient information of the time, location and details to assess its credibility.”

Ten named civilians were reported killed in afternoon airstrikes on the Al Mashlab neighbourhood of Raqqa.

According to the local Civil Defence, “four civilians were martyred due to successive airstrikes by coalition warplanes on Mashlab neighbourhood according to local source.” The Syrian Observatory reported 10 civilian deaths from airstrikes in Al Mashlab and elsewhere in Raqqa, though did not attribute responsibility.

Raqqa Is Being Slaughtered also reported 10 deaths, most of whom it named: “The raids targeted the following sites: The houses of Ali Bashir, Mohammad Alkajwan and Ahmed al-Huwaidi, Al-Halisat mosque and the shops of Alkajwan family.

The Syrian Network for Human Rights blamed the Assad regime, putting the death toll at 10 including one child and two women.

Al Raqqa also said the regime were responsible, as did the Pride Revolution.

A Tweet by Aleppo Now alleged the Coalition were responsible: “coalition planes target al mashlab neighbourhood in raqqa – the biggest centre for Daesh – with several raids.”

RBSS published a number of reports on “warplanes” targeting the Al Mashlab neighbourhood, but did not say who the planes belonged to.

They said that the following areas were targeted:

“1 – the hospitality areaof al Sheikh Ali Al Bashir

2 – the house of Hammoud al Kajwan

3- the house of Mr. Ahmad al Huwaidi

4- near al Kajwan shops.”

However, Raqqa News Network said that this was a Russian incident:

“Treacherous Russian warplanes launched four raids on the city of Raqqa targeting the neighborhood of al Mashlab.”

While the Coalition has confirmed carrying out strikes in the vicinity of raw on June 1st, these appear to have targeted nearby oil facilities rather than the city itself. Both the Assad regime and Russia may also have been responsible.

In the first of their March 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

However a local activist (whose account is now suspended by Twitter) challenged the claim: “The news of the death of an entire family in their home near al Sharia school west of the town is a lie. There are no civilians there as some of them fled and others are taking refuge inside the city.”

In the second of their March 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.
