Airwars assessment

In an incident not previously tracked by Airwars, the Coalition later confirmed the deaths of three civilians near Tal Afar, Iraq.

Their June 2017 civilian casualty report noted: “During a strike on an ISIS VBIED factory, it was assessed that three civilians were unintentionally killed.”

The Coalition provided Airwars with the location of this incident, accurate to within a one metre box. The location given placed the event in the east of Tal Afar, which is to the west of Mosul.

Local sources reported the death of three civilians following an alleged Coalition drone or air strike on a fire engine which was passing along the road between Al Jazara and Khatouniya.

The local news agency reported: “A local source told the Smart correspondent on Thursday that three civilian workers were killed in an air strike likely to be an international coalition on a road west of the city of Raqqa, northeast of Syria. The sources pointed out that an unmanned aircraft targeted a fire engine belonging to the Islamic Civil Defense Organization, as it passed the road between the villages of Al Khatouniya and Al Jazara killing three workers.”

Update from UK MoD for Thursday 13 April: ‘Thursday 13 April – Typhoons supported the Syrian Democratic Forces, hitting seven terrorist positions north of Raqqa in Syria…The following day [April 13th], Typhoons patrolled over Raqqa. North of the city, Syrian Democratic Forces reported being in very close combat with a group of seven, strongly defended, Daesh positions. Despite heavy cloud, the Typhoons were able to destroy one position on their first pass, then having confirmed the exact location of the other six targets, struck all of those simultaneously with Paveway IVs on a second pass.

Airwars assessment

Three named civilians died in an airstrike on a home in Hweika, according to local media. No sources pointed directly at the Coalition, with the majority referring to unidentified “warplanes.” Other reports, however, attributed the event to the Assad regime or Russia.

The Euphrates Post reported the death of two civilians following a raid by an unidentified warplane on their home in Hweika.

However, Raqqa Post blamed a raid by the regime for the death of two children. Sharqiya also said that the regime was responsible, naming the child Thaer al-Tahtouh as killed in a strike on a civilian home.

But other sources – Amer Hweidi, Enab Baladi, JisirTV, RFS – pointed towards Russia, again saying that two children died in the strike.

A member of ISIL was killed along with his wife and two children in an alleged Coalition airstrike on Al Mayadin, Deir Ezzor according to local media.

The Syrian Observatory for Human Rights reported that the victims died “when the rubble of a building fell on them while they were trying to get away in their car from the site of the bombing.”

According to RFS, “warplanes targeted, at dawn, the center of the rural revival and the arena of Fatima Zahra Hospital and the area near Al Noor mosque, along with residential buildings in the Corniche area and the vicinity of the Recovery Center. They killed an IS family, consisting of the member of IS, a woman and two children”.

Other sources also reported the Coalition carried out between six and 13 raids on Al Mayadin.

Three civilians died in an alleged Coalition airstrike on the village of Al Tabani. local media reported.

According to Baladi, “local media sources said three civilians, including two women, were martyred by the bombing of the international coalition airliner on the village of Tabani in the western suburb of Deir Ezzor.”

Al-hokol reported that three non-combatants from the same family died, while according to Syrian Press Center, the Coalition “targeted the homes of civilians” in Al Tabani.

Local sources said that three named civilians were killed – with others injured and still trapped in rubble – after their home was struck in the Sha’areen market area of Old Mosul.

The Nineveh Librate Facebook page initially noted “The martyr and nurse Nabil Younis Said (Abu Saif) who died with his son’s wife. And a 5-month-kid. Under the rubble in Mosul, they were martyred in the market of Sha’areen.” The site begged civil defence officials to attend and look for survivors.

Remarkably, Mr Said was later rescued from the site according to Sawef Ateka: “Nabil Younis al-Hayali was rescued from the rubble of his house in Mosul. Oh God, bring all our innocent people out of there.”

A relative, Amona Rashid, also reported the death of her neice: “Aisha, the 10-year old daughter of my aunt Najaka, was killed at the market of the Sha’ariyans. May God have mercy on them.”

Airwars assessment

Three civilians from one family died (a father, his son and his daughter) and up to 20 more people were wounded in airstrikes in Shumeteya, according to local sources. No reports pointed directly at the Coalition – though several referred to unidentified “warplanes”. Other sources were conflicted as to whether this was the work of Russia or the Syrian regime.

The majority of sources (including Jisrtv, Syrian Observatory for Human Rights and Syrianfreearmy) attributed the event to Moscow.

According to 7al, “”Russian warplanes carried out more than three raids on the village of al-Shamita, killing three civilians and injuring more than 20 others, mostly women and children, in addition to destroying a large amount of property,’ said Sufian al-Issa, a resident of the western countryside.”

The Syrian Press Center added, “Activists said that Russian air strikes targeted five civilian homes in the village of Shamitiya in the western countryside of Deir al-Zour, which resulted in the death of a father, his son and his daughter, in addition to destruction of property.”

But according to the Syrian Network for Human Rights, regime warplanes were to blame.

In the last week (20th-27th) France reports carrying out two strikes in Raqqah, destroying two ISIL combat positions. Task Force (TF) Wagram carried out 21 artillery strikes in Mosul. The overall record of air activity since September 19th 2014 amounts to 1,324 strikes, 2,092 targets destroyed and 6,857 sorties.

Dans le même temps, Daech consolide ses positions autour de Tal Afar, pour tenter de résister à l’offensive prochaine de la Coalition pour libérer aussi cette ville. Daech poursuit par ailleurs ses actions de diversion et de harcèlement, en se concentrant dans les régions de l’Anbar et d’Hawijah. Certaines actions ont également été menées cette semaine dans l’Ouest de l’Irak, dans la région de Rutbah. ACTIVITÉS DE LA FORCE Cette semaine, les aéronefs ont réalisé 45 sorties aériennes dont 31 de reconnaissance armée et d’appui au sol (CAS), ainsi que 04 missions de recueil de renseignement et 06 de ravitaillement en vol. Un C135-FR récemment déployé a en effet réalisé de nombreuses missions en quelques jours à peine, soutenant ainsi, à son niveau, la bascule des efforts de la Coalition vers les autres bastions de Daech. Deux frappes ont été menées dans le cadre de la bataille de Raqqah, détruisant deux positions de combattants ennemies, au contact des troupes alliées engagées. De ces positions, des tireurs de Daech tenaient sous leur feu les soldats alliés à une centaine de mètres à peine. La Task Force (TF) Wagram a réalisé 21 missions de tir dont 07 de harcèlement et 14 d’éclairement. Ces missions interdisent une offensive de contre des terroristes vers Mossoul. Le bilan global de l’activité aérienne depuis le 19 septembre 2014 s’élève à 1 324 frappes, 2 092 objectifs détruits et 6 857 sorties. Le bilan global de l’activité artillerie atteint 1 331 missions.’

Airwars assessment

On January 31st, several local sources reported on the exhumation of the bodies of Mahmoud al-Dalli Abu Riyad (nicknamed Mahmoud al-Iraqi), his wife Suad al-Bayati and his daughter Mariam al-Dalli. According to most reports, the family was killed in a bombing by the “international Coalition”.

It is currently unclear at what specific date during the Raqqa campaign the victims died. However, a tweet by @asharqasouri mentions the family has been missing since the “ninth month of last year” – indicating that the incident may be linked to the CS1398 incident mentioned above. Airwars will continue research to pinpoint the exact date of the airstrike.

In their August 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that the allegation provided insufficient information on the timing and location of the strike to make a determination.

‘Sunday 20 August – Tornados and Typhoons hit a target in Raqqa, a group of terrorists and vehicles in eastern Syria, and five Daesh positions around Tal Afar…On Sunday 20 August, Typhoons bombed a further Daesh position in Raqqa. In eastern Syria, Tornados targeted a group of terrorists deployed near the border with Iraq – two Paveways hit their trucks and killed several of the extremists.
