Airwars assessment

Up to eight civilians and three militants, variously alleged to be ISIS or AQAP, were reportedly killed by a series of US drone strikes in or near to Sirar Jusham, Qayfa area of Al Bayda governorate, on the afternoon of November 30th 2017.

A Yemeni government source told Anatolia Agency that three of four overall strikes – “likely American” – had targeted civilian areas “which are known to have nothing to do with terrorist organisations”, killing seven civilians. According to this source, a fourth strike targeted an ISIS vehicle, killing three alleged militants.

Two sources, @Yembreaking and Al-Masdar Online, instead suggested that eight civilians and three ISIS militants had died. A local source told Al-Masdar Online that the eight civilians were from the area, and had no ties to either AQAP or ISIS. According to Al-Arabi, there were dead and wounded among both militants and civilians, including women and children. Khabar Agency further indicated that “injuries” were reported among AQAP militants.

Other sources stated that a total of six strikes had targeted the area. Journalist Mareb Alward (@mareb_alward) tweeted that four strikes were conducted against AQAP sites and vehicles in Hama Sirar village, while two had targeted civilians, resulting in “casualties”.

Given these reports, Airwars has assessed that between seven and eight civilians were likely killed, including at least one woman and at least one child. At least two civilians were also injured, also including at least one woman a child. Three militant deaths were additionally reported by sources, as well as at least two militant injuries.

Some local sources, including @belqeesTV, suggested that the strikes were launched by as many as three US drones. Locals told Al-Arabi that the drones bombed a number of homes and farms in the area. Others also indicated that attacks took place against vehicles and militant in gathering places, though sources disagreed as to whether the strikes targeted AQAP or ISIS. Both terror groups had previously been targeted in the Qayfa area. A local source told Al-Masdar Online that one strike targeted a vehicle carrying explosives, leading to continuing explosions after the initial strike.

In addition, Nashwan News and Twitter user @amerAlhamiqaniu suggested that at least one strike may have destroyed an ambulance.

In its May 2018 annual civilian casualty report, the US Department of Defense stated that “there were credible reports of civilian casualties caused by U.S. military actions in Yemen against AQAP and ISIS during 2017”, but did not specify which specific actions these reports referred to.  Overall, the Department of Defense assessed that there were credible reports of “approximately 499 civilians killed and approximately 169 civilians injured during 2017”, as a result of US military actions in Iraq, Syria, Afghanistan, and Yemen.

Responding to Airwars’ publication of its Yemen dataset and accompanying report in October 2020, CENTCOM dismissed all but two civilian harm claims under President Trump, asserting that “USCENTCOM conducted a thorough review of the information AirWars provided regarding allegations of potential civilian harm caused by USCENTCOM strikes in Yemen from 2017-2020… The bulk of the information asserted by AirWars, however, did not correspond with dates and locations of U.S. military strikes or raids in Yemen.   Other AirWars allegations either did not allege civilian harm or were not assessed as credible upon our review.”

We routinely share the results of every one of our assessments in Department of Defense (DoD) reports to Congress, including annual reports, many of which are publicly available. We also share the results of our assessments or reviews with the public via the USCENTCOM website and our statements to the media. Individuals wishing to understand U.S. military operations in Yemen more fully should consult these official sources of information. USCENTCOM conducted a thorough review of the information AirWars provided regarding allegations of potential civilian harm caused by USCENTCOM strikes in Yemen from 2017-2020. Of the information AirWars provided, one strike on September 14, 2017, was assessed to have caused injuries to two civilians. Also, as previously released by USCENTCOM to the public in February 2017, USCENTCOM acknowledged there may have been civilian casualties during a raid on January 29, 2017. The bulk of the information asserted by AirWars, however, did not correspond with dates and locations of U.S. military strikes or raids in Yemen. Other AirWars allegations either did not allege civilian harm or were not assessed as credible upon our review. A US drone strike reportedly killed at least two alleged AQAP militants in the village of Qareidha, Sama’a area of Bayda governorate, on the afternoon of September 9th 2017.

In a later email to the Bureau of Investigative Journalism, a US Central Command spokesperson confirmed that three strikes were conducted in Bayda governorate on September 9th, killing “several” AQAP members. The two other strikes are thought to comprise a single event at Al Saru.

According to Khabar Agency, a security source said that two were killed and another “seriously wounded” in the US attack at Qareidha. Al-Arabi also reported that two militants were killed in “a Toyota car next to a house in the village”.

Two sources suggested that three people were killed in the strike. Bloomberg referenced a report by Al-Masdar News, though Al-Masdar’s own report on the strike did not appear to offer a casualty number. The other, Khabar Agency, suggested that two were killed and one injured.

This strike came alongside two other reported strikes in the same area (USYEMTr098-C), which reportedly killed at least two alleged AQAP militants in the village of Qareidha. Several sources gave varying estimates of the overall death toll from the three strikes. Most suggested that seven militants were killed or “killed and wounded”.  At the lower end, one source, @Yemenat, suggested that five AQAP members were killed and one wounded. Another Twitter source suggested that ten militants were “killed and injured”.  These overall figures fit into the casualty ranges assessed by Airwars for USYEMTr098-C and USYEMTr100.

While many sources specifically located the strikes in or near Qareidha, a few, including Reuters, indicated that the strikes took place in the area of two villages, named by some as Qareidha and al-Thubayb.

According to Al-Arabi, local sources said that “Al-Qaeda militants arrived in the al-Sama’a district last August, and their appearances indicate that they are not from the area”.  One local language Twitter source suggested that two of those killed were AQAP leaders, though no other sources reported this, and it was unclear to which specific strike the source was referring.

In coordination with the government of Yemen, U.S. forces are conducting a series of sustained counterterrorism operations in Yemen against AQAP to degrade the group's ability to hold territory and coordinate external terror attacks.

Two US drone strikes in the Al Saru area of the Sama’a district in Bayda governorate, on the afternoon of September 9th 2017, reportedly killed at least one alleged AQAP militant and as many as four civilians, according to some sources.

In a later email to the Bureau of Investigative Journalism, a US Central Command spokesperson confirmed that three strikes were conducted in Bayda governorate on September 9th, killing “several” AQAP members.

According to three local-language sources, including Yemen Shabab, local reports indicated that four civilians or “paramedics” were killed by a US drone as they attempted to aid two alleged militants targeted by an initial strike while travelling on a motorbike in the Al Saru area, near the village of Qareidha.

Others suggested that those killed in the secondary strike were AQAP militants, though reports differed over the number of deaths.  Al-Arabi reported that, according to local sources, two “gunmen” were killed in the initial strike, followed by a further three who came to the site. According to Al-Masdar Online, one militant was killed and one injured in the first strike, while three were killed and “others” wounded in the second.

A “security source” told Khabar Agency that two suspected militants were killed in an initial strike, and that two other people were killed when they went to the aid of those killed in the first strike. It was not clear whether those reportedly killed in the second attack were militants or civilians.

Accounting for these reports, Airwars has assessed that a minimum of two civilians were reported killed in this strike, with a maximum of four. Between two and five militants were reportedly killed in the strike. Three belligerents were reportedly wounded, accounting for suggestions that one was injured in the first strike as well as plural “others” in the second.

This strike or strikes came alongside a further reported US action in the same area (USYEMTr100), which reportedly killed at least two alleged AQAP militants in the village of Qareidha.

Airwars assessment

On the night of July 23rd 2012 around 11pm, alleged US or Yemeni warplanes launched two strikes against two supposed Al Qaeda hideouts in the al-Mahfad district in the south of the Abyan Province; five alleged Al Qaeda militants were killed in these strikes according to the Associated Press. Local twitter users and a local news source Mareb Press reported that the strikes hit areas that local Bedouin communities use for their animals to graze without specifying if there were any civilian casualties.

Suhail News tweeted: “News about the damage to Bedouin gatherings in the area: Warplanes launch air strikes on al-Qaeda sites in the Al-Mahfad district in Abyan”. A twitter user under the handle nasserbasser tweeted that:  “Air strikes in Al-Mahfad target citizens’ livestock instead of (Al Qaeda) members”. Mareb Press reported in an article that local sources informed them that warplanes bombed a “narrow” area in Mahfad where Al Qaeda militants had taken refuge after leaving the cities of the Abyan and Shabwa governorates. Militants announced their presence in al Mahfad after their withdrawal from the cities months ago. Mareb Press reported that their local sources believe some missiles may have fallen on some of the Bedouin communities who use the area for grazing.

Associated Press reported that Yemeni warplanes killed at least 5 Al Qaeda militants in overnight strikes on Al Qaeda hideouts in southern Abyan Province, according to a local security official. They also reported this official as saying that the attacks late on Monday, the 23rd July 2012, were concentrated in the al-Mahfad district where militants had retreated to after being driven out from their strongholds in the city of Zinjibar and the nearby town of Jaar, both of which the army recaptured from militants two months ago.

The area is said to be the last geographic stronghold of AQAP and Ansar al-Sharia, and Associated Press reported Yemeni media as saying that “the militants were consolidating their positions in al-Mahfad, quoting witnesses who said they saw military hardware headed to the area in in trucks.”

Although the attacks were attributed to the Yemen Air Force it is known not to have the technical capability to carry out such strikes. US aircraft and armed drones may therefore have been responsible.

Two civilians, including a 14-year old boy, were killed in a US drone strike in Yakla, in the Qayfa area of Bayda governorate, on the evening of November 23rd 2017, according to several reports.

In an email to the Bureau of Investigative Journalism, a US Central Command spokesperson confirmed that a strike took place in Bayda on the 23rd, and said that two ISIS “terrorists” were killed. Since there were no other known reports of a strike on that day, this event is treated as declared. No local sources reported any belligerent casualties, despite the US claims.

Three news sources – Yemen Shabab, Huna Radaa, and Aden News – named those killed as 25-year old Ahmed Salem Mabkhout Al-Ameri, and 14-year old Muhammad Musaad Abbad al-Bagh, and indicated that they were targeted by a US drone while on a motorbike in the Al Ahmas area of Yakla.

According to Alharf28, a local government source told Anatolia Agency that the civilians were working on a farm in the area, and had no ties to extremist groups. Iona Craig, a reporter, tweeted that Al-Ameri was the nephew of Sheikh Aziz al-Ameri, who had reportedly lost 20 family members in a January 2017 US raid, also in Yakla.

Gulf News reported, in an article that appears to have been updated on November 28th 2017, that five civilians, “mainly farmers”, were killed in the course of “three separate air strikes” in the Qayfa area during that week. This reported civilian casualty event likely accounts for at least one of the reported strikes, alongside event USYEMTr122-C.

Gulf News reported that recent US drone strikes in the area had “displaced residents and caused panic”. “The air strikes have caused great panic among civilians,” the activist told Gulf News. “The targeted areas have no functioning schools or hospitals.”

In its May 2018 annual civilian casualty report, the US Department of Defense stated that “there were credible reports of civilian casualties caused by U.S. military actions in Yemen against AQAP and ISIS during 2017”, but did not specify which specific actions these reports referred to.  Overall, the Department of Defense assessed that there were credible reports of “approximately 499 civilians killed and approximately 169 civilians injured during 2017”, as a result of US military actions in Iraq, Syria, Afghanistan, and Yemen.

Responding to Airwars’ publication of its Yemen dataset and accompanying report in October 2020, CENTCOM dismissed all but two civilian harm claims under President Trump, asserting that “USCENTCOM conducted a thorough review of the information AirWars provided regarding allegations of potential civilian harm caused by USCENTCOM strikes in Yemen from 2017-2020… The bulk of the information asserted by AirWars, however, did not correspond with dates and locations of U.S. military strikes or raids in Yemen.   Other AirWars allegations either did not allege civilian harm or were not assessed as credible upon our review.”

In March 2021 Mwatana published a comprehensive review of this event, which it said was based on in depth interviews, site visits, and imagery and munitions analysis. The study also found that two civilians had died. It noted: “On the day of the strike, Ahmed and Mohammed were at Ahmed’s qat farm. They were both picking qat from the farm to sell. At around 5:30 in the evening, Ahmed and Mohammed were preparing to leave the farm on Mohammed’s motorbike when the strike occurred. Mohammed’s mother was the first to reach her son. Mohammed and Ahmed’s bodies were still aflame when she reached the site.”

We assess or review all reports of civilian casualties because such assessments or reviews help us identify ways to improve our operations and counter misinformation and propaganda. We routinely share the results of every one of our assessments in Department of Defense (DoD) reports to Congress, including annual reports, many of which are publicly available. USCENTCOM conducted a thorough review of the information AirWars provided regarding allegations of potential civilian harm caused by USCENTCOM strikes in Yemen from 2017-2020. Of the information AirWars provided, one strike on September 14, 2017, was assessed to have caused injuries to two civilians. Also, as previously released by USCENTCOM to the public in February 2017, USCENTCOM acknowledged there may have been civilian casualties during a raid on January 29, 2017. The bulk of the information asserted by AirWars, however, did not correspond with dates and locations of U.S. military strikes or raids in Yemen. Other AirWars allegations either did not allege civilian harm or were not assessed as credible upon our review. Airwars assessment

Between three and six civilians died and two to three others were wounded in a botched US airstrike in Marib Province on May 24, 2010, according to local sources. In addition, between one and two militants were killed and another injured in the same incident.

The US strike on a convoy of vehicles in the Marib desert reportedly killed Marib Province’s deputy governor, Jaber al-Shabwani, who was a top mediator in the government effort to demilitarize members of AQAP. Al-Shabwani was in a key position to negotiate, given that his brother, Ayad, was the local AQAP leader. On May 24, multiple sources, including Front Page, reported that the deputy governor had been en route to meet Al Qaeda members to seek their surrender. Reuters reported that the strike had meant to hit a farm allegedly harboring Al Qaeda operatives Ayed al-Shabwani and Mohammed Saeed bin Jaradan. Both names have been cited by news sources as alleged intended targets.

Reports on the death toll of the incident vary.

Swiss human rights group Alkamara named three who died in the strike in an October 2013 report. Along with deputy governor al Shabwani, the researchers found Abd al Majid Said Anij al Shabwani and Ali Aziz al Jauri al Dhamari were killed. The uncle, Fahed al Shabwani, was injured, according to the report.

Reuters cited a member of the local council in Marib according to whom the pre-down strike on Jaber al-Shabwani’s car killed him and three of his companions, while also wounding two others.

Aletq reported that “Al-Shabwani was killed with four of his bodyguards on Monday night”.

Long War Journal reported that “Jaber al-Shabwani, five of his bodyguards, and two Al Qaeda in the Arabian Peninsula operatives, including a local leader, were killed in an airstrike (…).” Shabwani was killed while meeting with Al Qaeda leader Mohammed Saeed bin Jameel at his farm, the Yemen Observer reported. Jameel, who is also known as Mohammed Saeed bin Jardane, and another al Qaeda operative were reported killed in the strike. The death of Mohammed bin Jameel was also reported by Al Jazeera. However, other sources including BBC News, RTT News and Aletq said that Jameel was only wounded and escaped.

In 2012, Project on Middle East Political Science reported that “The Marib governorate, east of Sanaa, has been wracked with chaos ever since the death of Jaber al-Shabwani, son of prominent Sheikh Ali al-Shabwani, killed by a U.S. drone strike in May 2010.”

Immediately after the strike occurred, Al Jazeera wrote that “Members of Jaber al-Shabwani tribe responded to his killing by attacking the pipeline that carries oil from Marib to Ras Isa, a terminal on the Red Sea coast.” The Nation said that tribesman also opened fire on government buildings and tried to occupy the presidential palace in Marib. “As anti-government protest began sweeping the country, Ali and his tribesmen ramped up their campaign against the government’s infrastructure. The oil pipeline was attacked several more times, and attacks against power stations began”, according to Foreign Policy and POMEPS.

While the Yemeni authorities expressed their regret at the killing of a senior official in the Marib governorate and formed a committee to investigate the incident, Marib Press reported on March 15, 2011, almost a year after the strike occurred, that tribesman once again blew up oil pipelines because the government had still not disclose the exact circumstances of the death of al-Shabwani. In July 2012, Yemen Press reported that oil export still had not resumed “because tribesmen prevented the repair of the main crude pipeline that was sabotaged last year.”

The destruction of oil pipelines led to billions of dollars lost in revenue for the Yemeni government and major fuel shortages, as reported by CS monitor and Yemen Press. Moreover, Alkamara said that the strike on al-Shabwani raised the appeal of Al Qaeda in the region. Similarly, the New York times called the May strike “a propaganda bonanza for Al Qaeda”. NYT quoted Abdul Ghani al-Eryani, a Yemeni political analyst, according to whom “the civilians deaths gave ammunition to Al Qaeda and the Salafists.” According to the NYT, “It would be 12 months before the US struck again in Yemen.

Sources are conflicted as to who is responsible for the strike. Arab News reported that “A statement from a Yemeni High Security Council source expressed sorrow for the death of Al-Shabwani and called him a martyr, but did not specify who carried out the strike or what type of aircraft was used. However, Ahmed Bin Zabaa, a member of the panel investigating the May 24 strike said that “locals blamed a US drone that has been flying in their area for several months now for the strike.” Similarly, Mareb Press reported that “Sheikh Ali bin Jaber al-Shabwani (…) was killed by a US drone aircraft (…).” US intelligence officials contacted by The Long War Journal would not comment on questions about the possible US involvement in airstrikes in Yemen, but did confirm that the US continues to provide logistical and intelligence support for Yemeni counterterrorism operations.

In late 2011 the Wall Street Journal reported that some current and former US military officials were now claiming that they were fed misleading intelligence which “may have been intended to result in Mr. Shabwani’s death.” But there was also a clear suggestion of incompetence. An official involved in the operation told the paper: “It turned out you didn’t really know who was at all those [Yemeni] meetings. JSOC, frankly, wasn’t as up to speed as they should have been.”

The Yemen government reportedly provided intelligence used in the strike but denied that it had misled the US in any way.

The incident took place in the late evening of Monday May 24th, as reported by Yemen media in the immediate aftermath. According to Alkamara the strike took place at approximately 8pm. Soon afterwards the date of May 25th was more commonly stated.

Due to the nature of both CIA and US military involvement in Yemen, and the lack of official acknowledgement by the CIA for their involvement, Airwars grades this event as “declared” due to the comments made by US government sources to media, in lieu of public reporting on CIA actions. It is unclear if US involvement in the operation was limited to providing intelligence and munitions, or also included more extensive operational actions

In late 2011 the Wall Street Journal reported that some current and former US military officials were now claiming that they were fed misleading intelligence which “may have been intended to result in Mr. Shabwani’s death.” But there was also a clear suggestion of incompetence. An official involved in the operation told the paper: “It turned out you didn’t really know who was at all those [Yemeni] meetings. JSOC, frankly, wasn’t as up to speed as they should have been.”

Airwars assessment

Local sources reported that an alleged US drone strike had killed four militants, including the brother of an Al Qaeda leader the US had attempted to kill days earlier, in Qaifa near Radaa on September 8th 2012, according to a security official. There were no known associated reports of civilian harm.

The security source cited by The Yemen Observer reported that Abdulraouf al Dahab “along with three other [Al Qaeda] members were killed” while al Dahab was driving his car outside Radaa. According to the officer, the attack took place in Almansih area of Qaifa, Al Qaeda’s main stronghold.

Yobserver referred to Abdulraouf as the “brother of Al Qaeda leader” and then went to explain that he is “the actual Al Qaeda leader after his brother, Tariq, was killed in a family dispute in February 2012.” Abdulraouf was reportedly the intended target of the botched strike just days earlier on September 2, 2012 which resulted in the death of at least 11 civilians (USYEM124-C). However, Abdulraouf al Dahab was later reportedly killed during a US special forces raid on September 19, 2017 (USYEMTr006-C). Tweets from @alhayatdaily and @meffleh refer to the killing of the leader of Al Qaeda without specifying who by name.

All of the local sources that reported on the incident attributed the strikes to an American drone.

A US drone strike in the city of Zinjibar reportedly killed four civilians in addition to up to eight members of Al Qaeda, according to local sources, on June 3, 2011.

The New York Times reported that a US airstrike in the city of Zinjibar killed Abu Ali al Harithi, a “veteran of Abu Musab al Zarqawi’s al Qaeda in Iraq currently serving as a commander in the al Qaeda affiliated Aden Abyan Islamic Army,” and a number of other militants as well as four civilians, according to witnesses. This was the only report of civilian harm.

According to Almotamar, Abu Ali al-Harithi  was killed alongside “seven other elements [meaning AQAP].”

The New York Times reported that a jet carried out the strike. However, anonymous US officials told ABC News a US military drone ultimately fired the lethal missile but that US jets were nearby but did not release weapons.

However, an AQAP fighter named Abu al Harithi was also claimed to be killed in the first ever US drone strike on Yemen, November 3 2002 (USYEM001-B), as noted by Yemen expert Gregory Johnsen.

Nevertheless, AQAP later confirmed through Inspire magazine the deaths of al-Harithi, Ammar Abadah Nasser al Waeli, a ‘veteran’ of Afghanistan, and Abu Jafar al Adeni, stating that Wa’eli was killed “with his brother” Adeni.

Inspire provided the following details on Harithi’s death: “While fighting in Abyan, his vehicle was struck by a missile from an American drone. Nothing remained from him except small pieces of flesh scattered around. That was the death Abu Ali waited for.”

The Jamestown Foundation identified the June 3rd strike as that which killed al-Harithi and al Wa’eli. And on June 9th 2011, the Yemeni Defence Ministry announced that al Waili (also known as Waeli) and Adeni were killed “in ongoing operations by the Yemeni army against the organization in Abyan province.”

Two weeks earlier, President Obama’s chief counter terrorism adviser John Brennan had spoken by phone with Yemen’s President Saleh, where: “He affirmed the commitment of the United States to stand with the Yemeni government and people as they… combat the security threat from al-Qa’ida in the Arabian Peninsula.”

In May 2012, Newsweek reported on a JSOC operation that appears to match this event. Newsweek said: “In May 2011, the [US] military proposed killing 11 AQAP operatives at once, by far the largest request since it stepped up operations in Yemen. The Arab Spring’s turmoil had spread to the country, and al Qaeda was moving quickly to take advantage of the chaos. Gen. James Mattis, who heads U.S. Central Command, warned darkly of an emerging new terror hub in the Horn of Africa. Obama and a few of his senior advisers, however, were wary of getting dragged into an internal conflict—or fueling a backlash—by targeting people who were not focused on striking the United States. Obama and his aides reduced the target list to four people, all of whom were eliminated.”

However Daniel Klaidman reported that the decision to kill a large number of AQAP targets was not taken until 6pm Washington time on June 11th, and that “a few days later all of them were eliminated.” If correct, that indicates either that the June 3rd strike on Zinjibar occurred between June 12-15th, or that another unreported strike at that time killed a number of senior AQAP figures.

Due to the nature of both CIA and US military involvement in Yemen, and the lack of official acknowledgement by the CIA for their involvement, Airwars grades this event as “declared” due to the comments made by US government sources to media, in lieu of public reporting on CIA actions.
