Airwars assessment

Four civilians were killed and three injured in a US strike at Al Khafsa.

According to the Manbij Coordinating Committee, “the village of Arba’a Kbeer [al Hamr] suffered Coalition raids on the road between Manbij and al Khafsa. There are wounded and one death of a displaced person in the area.” One of the dead men was named as Muhammad Waleed Al Hamood al Sheikho. Those injured were named as the children of Mustapha Ibrahim al Khalif.

Baladi News placed the death toll at four: “Just after midnight Coalition aircraft carried out a series of raids on a number of villages and towns along the Maskana – Manbej road, near al Khafsa and al Ma’moura [al Mahdoum] village at Arba’a Kabir – killing 4 people and leaving several wounded, some critically.”

The US later confirmed it had killed four civilians, noting: “Near Manbij, Syria, during a strike against an ISIL fighting position, it is assessed that four civilians were killed.”

In July 2019, the Coalition provided Airwars with the location for this incident, accurate to within a 100 metre box.

Airwars assessment

Two families were reported killed in an alleged Coalition dawn airstrike on Manbij, in the vicinity of the city’s al Lamiya roundabout. According to Manbij Mother of the World, nine civilians were buried at the Al Sheikh Akeel cemetery.

Six ISIL fighters reportedly died in an apparent strike on an anti-aircraft position. But the nearby home of Mustapha al Hamdoni was also struck, leading the deaths of his daughters and their chldren.

Halab Today placed the civilian death toll at 10, while the Syrian Network said seven died. All reports blamed the Coalition.

A later Syrian Network investigation reported the following: “Fixed-wing international coalition forces warplanes fired a missile that targeted a residential building near Al Lamba circle. The building is owned by Mr. Kamel Mustafa Al Hamdoni. The bombardment resulted in the killing of seven civilians from Al Hamdoni family including three children and three women whose names weren’t acquired (They are the daughters and grandsons of Kamel Mustafa Al Hamdoni).

Residents in the area told us that ISIS, who were controlling the city at the time, occupied the lower floor of Al Hamdoni building and some of the military vehicles and cars belonging to ISIS stationed in front of the building before the bombing. The city is now held by the Kurdish-majority Syrian Democratic Forces.

On March 10, 2022 in the CJTF-OIR Civilian Casualty Report, the Coalition reported this incident to be “non-credible”, stating that “After review of all available evidence it was determined that more likely than not civilian casualties did not occur as a result of a Coalition strike.”

Airwars assessment

Between five and 13 civilians died in airstrikes on Al Khafssa, according to local sources – though reports were conflicted as to whether Russia, the US-led Coalition or the Syrian regime were to blame.

The majority of sources, including HNN, @AJABreaking and @HalabNewsN blamed Russia.

The Step News Agency, also attributed the event to Russia, put the death toll at seven, including two children and one woman. It added that the victims were from the same family.

Abarahpress said that as many as 13 had died, but similar to a number of other sources, did not identify the culprit.

However, Breakingnews reported the Coalition carried out strikes targeting ISIS in Al Khafssa. @RadioAlKul blamed the Coalition for seven deaths.

According to Manbij Mother of the World, “Coalition planes bomb the area of al Khafsa east of the cemetery with two missiles at exactly 02:00 am. There is news of a massacre in which an entire displaced family has been killed. We await further details from our correspondent.

One source, Syrianewsdesk, said the regime was responsible, putting the death count at five non-combatants.

In the second of their March 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

The same day, in Syria, a pair of Typhoons conducted a successful attack with Paveway IV guided bombs against a Daesh strongpoint on the south-western outskirts of Manbij.’

In a previously unreported incident, the US admitted six months later that it had killed four civilians in an attack on Raqqa, noting that “June 23, 2016, near Ar Raqqah, Syria, during a strike against an ISIL-held building, it is assessed that four civilians were killed after entering the target area after the aircraft released its weapon.“

However, in their April 30 2017 report, the Coalition discounted their credible assessment, stating: “June 21, 2016, near Ar Raqqah, Syria: Number 12 and 13 on the Nov. 9, 2016, U.S. Central Command press release were both based on the same report. The actual assessment was that on June 21, 2016, near Ar Raqqah, during a strike on an ISIS headquarters four civilians were unintentionally killed.”

The credible assessment that they refer to on June 21, 2016 is CS237.

According to the Shaam News Network, “Coalition planes launched raids on al Dalla roundabout and the area of the electricity company in Raqqa which led to civilian deaths and injuries.”

Raqqa is Being Slaughtered Silently reported that Bemo Bank, a six-storey-building, was destroyed in a Coalition strike.

A British schoolgirl Kadiza Sultana – who had run away with two friends to join ISIL – was killed in a Coalition strike on an ‘ISIL finance centre’ – a local bank.

Sultana reportedly lived in an apartment above the building targeted that day. The US has not admitted civilian deaths related to this strike, only to one on an ‘ISIL headquarters building’ (see above.)

Raqqa is being Slaughtered noted at the time that “air raids at dawn today targeted the Islamic bank opposite al Rashid Park and Bank Bemo in al Thakana which led to the total destruction of Bank Bimo.” Photographs showed the six-story building totally destroyed.

In the first of their September 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that after a review of all available records it was determined that, more likely than not, civilian casualties did not occur as a result of a Coalition action.

One male civilian was killed in an alleged Coalition airstrike, according to two local sources.

Halab News Network reported that he died when a Daesh vehicle carrying him was targeted, as he was being moved to the terrorist organisation’s prison.

In the second of their March 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that the allegation provided insufficient information on the timing and location of the strike to make a determination.
