Airwars assessment

A whole family of eight people was reported killed in Raqqa as a result of alleged US-led Coalition strikes. The family were displaced persons from the city of Palmyra. Other civilians were suspected injured following the attack. All sources tracked held the US-led Coalition responsible for the incident.

Syrian Press Center said it was “a result of indiscriminate bombardment” by the “International Coalition and militia forces”. Names of victims were published by multiple local media sources.

‘Friday 1 September – Typhoons destroyed a terrorist position in Raqqa, whilst a mixed Tornado and Typhoon pair struck three targets at a large Daesh complex in western Iraq…Typhoons continued operations over Raqqa on Friday 1 September, when they used a Paveway IV to destroy a Daesh-held building from which fire was being directed at the Syrian Democratic Forces. A mixed Tornado and Typhoon pair conducted reconnaissance before joining a coalition strike on a large, dispersed terrorist site near Al Qaim in western Iraq. The RAF targets at the complex were accommodation and storage blocks, and an anti-aircraft position. All three were struck by Paveway IVs.’

Local sources reported on major numbers of civilian casualties following alleged US-led Coalition strikes on Raqqa city’s Nazlat Shahada area during an SDF offensive.

Baladi News said people who have just left the city of Raqqa alleged “more than 400 bodies” under the rubble of buildings, “mostly in the Nazlah Shahada and the industrial” area.

Marsad Al Hassaka reported on September 14th that the the US-led Coalition had bombed residential buildings in Nazlat Shehada “full of civilians” a few days earlier and suspected “dozens” were still under the rubble.

‘Monday 11 September – Tornados destroyed two sniper positions in Raqqa, and attacked a Daesh-held compound and terrorists on a motorcycle near Dayr az Zawr…A flight of Royal Air Force Tornados supported the Syrian Democratic Forces fighting in Raqqa on Monday 11 September, when Paveway IV guided bombs were used to destroy two sniper positions. A second Tornado flight patrolled north-east of Dayr az Zawr, where they attacked a group of terrorists in a compound with a Paveway IV. Survivors of the attack then attempted to move to another position on a motorcycle, but were successfully engaged with a Brimstone missile.’

Nine houses were allegedly targeted in airstrikes on al Sukkariya village, according to multiple local sources, @albokalnews suspected this indicated “dozens of civilian martyrs”. However reporting was confused with another alleged incident at al Baghouz (S1329) with no breakdown of casualties.

Fresh Syria named the US-led Coalition as the culprit, and asserted that an unknown number died in “shelling” on al Sukkariya village. It said the houses targeted were on a roundabout in al Sukariya and reportedly belonged to “elements of Daesh”, however the event still caused civilians fatalities.

Arabittoday noted the death toll was unavailable due to “security imposed by ISIS on internet cafes”. Shaam claimed Coalition strikes targeted “cars belonging to Islamic State” in the bombardment, and Al Araby said the area targeted was so-called Islamic State’s headquarters in al-Sukkariyah.

The majority of sources alleged the US-led Coalition was responsible. No further details regarding civilian casualties are presently available.

Up to five civilians, including one woman and one child, were reported killed following airstrikes on Al Mayadin, Deir Ezzor governorate. The Coalition and Russian warplanes were blamed by local media.

According to Al Natek, Russian raids targeted the city resulting in four civilians deaths. Smart also believed the attack was carried out by Russian warplanes, asserting that four died including one woman and one child.

However Step accused the Coalition, alleging that “More than five raids by the international coalition targeted Ina’ash al Reef and the water crossing and near al Rahba castle in the city of al Mayadin”.

Nasser Khalifa Al A’yada, his wife Houria Al Jaber and his nephew Ahmad Abd al-Khalifa Al A’yada were listed as killed by the Euphrates Post. However there was some confusion, as in a subsequent Euphrates Post report no civilians casualties were mentioned. In a third Euphrates Post report, it referred to “military aircraft believed to be members of the International Alliance” as culprits. According to the source “the house of Mr. Ahmad Al Hamad Al-Aboud and Al-Zubari and Al Toub and Sa’alo on the main Deir Ezzor – al Mayadeen road” were targeted.

The shelling reportedly focused on the house of Mr. Khalif Al A`yada an the houses adjacent to it.

In addition to the charred bodies and the fall of many wounded in the neighbourhood, a petrol shop was also bombed in front of Nasser al-Khalif’s home, and a fire broke out as a result of the burning of many cars.

The Syrian Network for Human Rights, however, said that “Syrian regime forces killed several civilians from one family on September 26th in Al Mayadin”.

For October 6th-7th the Coalition reported “Near Raqqah, 17 strikes engaged six ISIS tactical units and destroyed a command and control node, seven fighting positions, two vehicles, and two communications infrastructures, and a VBIED; damaged two fighting positions, two communication infrastructures, two ISIS supply routes and suppressed one fighting position.” It additionally reported that “On Oct. 6, near Raqqah, Syria 23 strikes engaged an ISIS tactical unit and destroyed 17 fighting positions, six vehicles, a VBIED, and an ISIS supply road.”

Airwars assessment

Local media reported that 21 bodies including women and children were recovered from the Hadika al Baidaa (White Garden) neighbourhood of Raqqa, though it was unclear at which point during the Raqqa campaign the deaths occurred.

In their August 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that the allegation provided insufficient information on the timing and location of the strike to make a determination.
