Airwars assessment

In an incident previously unknown to Airwars, the Coalition announced on December 1st 2016 that it had assessed a claimed incident ‘near Aleppo’ on May 5th – but that no strikes had been conducted in the vicinity.

According to the Coalition release, “May 5, 2016, near Aleppo, Syria: No Coalition strikes were conducted on that day in the geographical area.”

The only possible external match found by Airwars researchers was a report citing the Syrian Observatory as saying that “a civilian was killed in Western Aleppo due to opposition shelling a few minutes after the beginning of the ceasefire.”

Airwars assessment

Between six and 21 civilians died and up to 50 were injured in multiple night time airstrikes on the city of Raqqa, according to local sources. While most reports alleged that Russia was responsible, others did not identify the aircraft, while one blamed the Assad regime and another said that the Coalition might have carried out the raids.

Multiple local sources reported the incident, stating various numbers of dead and wounded.

Al Ettihad Press attributed the incident to Russia, saying that warplanes targeted Daesh with more than 45 strikes in the city, killing a number of militants and destroying a headquarters, but also leading to the death of 21 non-combatants and the injury of 43 more.

Sources told Al Ettihad: “The planes used vacuum missiles, cluster bombs and guided missiles in their bombing. Entire neighbourhoods were seen burning with rockets blazing, believed to be napalm missiles which is forbidden internationally.”

The Shaam News Network also blamed Russia, with activists saying that the raids focused on “Al Nai’m, Al Ferdos and the area around Al Rasheed Park.”

Syria.net said that the aircraft were believed to be Russian and listed areas that were targeted, adding that mosques in the city launched calls for blood donations due to the high numbers of people wounded. Quoting the ISIL agency Al A’amaq, an activist said that six civilians died and three were injured following Russian midnight raids.

Raqqa is Being Slaughtered Silently initially said that six civilians died in five raids by “warplanes” (it did not identify them). A further report said that more than 20 civilian homes had been destroyed near “the bunkers” or “al Sawame”. It later suggested that it could have been a Russian strike: “The heavy bombardment came after Russian statements to the UN Security Council about its intention to target Raqqa and Deir ez-Zor under the pretext of the war on terrorism.” It said that 24 raids had killed at least 20 civilians and wounded 50 more.

In a number of posts, RBSS said that the following locations had been targeted:

The area near Hitteen school

The area of the arts college

The old Al Haal market

Bilqis school

Al Rasheed Mill.

The monitor also published 19 images showing destruction of Bilqis school, Al Rasheed Mill and the grain silos.

LCSSY reported that dawn raids had killed 10 non-combatants, but did not say who was responsible. But the Syrian Network for Human Rights blamed the regime for firing missiles on Bilqis school, partially destroying it and rendering it inoperable.

Orient News blamed the Coalition, and the Syrian Observatory for Human Rights also reported that the warplanes responsible “likely” belonged to the Coalition. It said that there had been 35 strikes killing 13 civilians and five militants, adding that the number of dead was predicted to rise due to the severity of injuries.

Quoting AFP and the Syrian Observatory for Human Rights, Egypt News reported that the identity of the warplanes was unknown. It also put the death toll at 13 non-combatants and five members of Daesh.

Two victims were later named by RBSS.

The Daesh-linked Al A’Amaq Agency reported the deaths of four civilians “in an American bombing on the village of Kafr Ghan in Souran in the northern Aleppo countryside.” Other news agencies also reported the deaths of civilians in an alleged Coalition event.

Syria News, while making no mention of civilian casualties, reported that “International coalition planes target a booby-trapped car belonging to Daesh in the village of Kafr Ghan in the northern countryside at the same time as battles are raging between the rebels and IS.” ARA said three VBIEDs were destroyed by the Coalition befoer they could reach their targets.

A claimed evening airstrike by the Coalition on Daesh fighters in Marqadah also reportedly killed and injured a number of civilians when a mosque was struck. Syria News reported local sources as saying that “The dead and wounded were killed by Coalition bombing of a mosque during evening prayers in the city of Marqadah in Hasakah.”

Another source noted, “According to information received by ARA News the international Coalition targeted an Islamic State site in the vicinity of the town of Marqadah bordering the province of Deir Ezzor, which resulted in big losses in its ranks.” ARA made no mention of civilian casualties.

In the first of their March 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

At least four and up to ten members of one family were reported killed in alleged Coalition (or possibly Russian) night time strikes on Abu Kamal.

According to the Deir Ezor Observatory there were three Coalition strikes on the city, all after midnight. And News of the Revolution reported that “International coalition planes last night carried out four raids targeting the cement factory, the Krash factory, al Sina’a [industrial area], al Hizam Al Akhdar [the green belt], and there is news of the martyrdom of an entire family.”

Free Deir Ezzor Broadcast named the victims, but said the attack was by Russia: “Khamees Said al Matar and nine members of his family were killed after warplanes targeted their house last night. The house was totally destroyed.” However the Coalition has confirmed carrying out strikes in the vicinity. The Syrian Network placed the Coalition death toll at four civilans, which it said included a woman.

The Syrian Network put the death toll at four, also naming Khamis Al Sayed Matar as well as Saeed Khamis Al Matar.

Responding to a request for clarification about possible involvement given declared UK strikes near Abu Kamal that day, the MoD told Airwars: “We cannot make any definitive assessment of possible UK presence from the evidence you have provided, but I can confirm that there was no indication of any civilian casualties in our own detailed assessments of the impact of each of our strikes over the period concerned.”

In its July 2017 monthly report the Coalition added that no civilians were harmed in the strike: “April 21, 2016, near Abu Kamal, Syria, via Airwars report: After a review of available information it was assessed that there is insufficient evidence to find that civilians were harmed in this strike.”

Based on available reports from the time, Airwars continues to class this event as fair.

Up to four civilians were reported killed and ten injured in an alleged Coalition airstrike on Hamam Sagheir village in Aleppo governorate. One of those killed was a child, who died alongside his father.

The Syrian Network placed the death toll at two including a child. Syria Post said up to four died, noting that “an entire family made up of 3-4 people was killed in the area of Al Hamam mountain in Al Shamiya area in the countryside of Manbij in the eastern Aleppo countryside after the international coalition launched a raid on their house which lies opposite the village of Tal Ahmar on the eastern bank of the Euphrates – after Kurdish militia gave Coalition planes the wrong coordinates.”

The Syrian Press Centre claimed the village mosque was also destroyed in five Coalition strikes on the village.

Almost all sources blamed the Coalition for the civilian deaths, although Halab News and the Syrian Human Rights Committee said Russia was responsible. The village was the scene of a major battle for control between rebels and Daesh fighters.
