Airwars assessment

Multiple local sources named three children as killed and “many” more civilians wounded in an alleged Coalition air or artillery strike on Al Shaafa on November 3, 2018. Some sources reported that the airstrike targeted a house in a residential neighbourhood.

Euphrates Post for example reported: “The killing of three children, the children of Imad Mahmoud al-Haj Al Hussein from the city of Mohsen after international Coalition air raids targeted the town of Al-Sha’afa in the countryside of  the city of Abu Kamal yesterday.”

According to the Syrian Network, the victim family was originally from al Mouhasan city.

Syrian United Observatory mentioned “shelling” of the town – suggesting that artillery may have been responsible.

SANA also mentioned that “many civilians were injured” in the event.

In a civilian casualty assessment released November 3rd 2023, the Coalition classed this event as ‘non credible’, claiming that ” Based on pre-strike intelligence and surveillance, and post-strike battle damage assessment, it was determined that civilian casualties did not occur because of a Coalition strike.”

From October 31st to November 6th, the three CAESAR guns carried out 54 fire missions in the Hajin region, Syria, from Iraqi territory (illumination, harassment, destruction) from Iraqi territory. Aircraft conducted 18 sorties and 2 strikes, north of Abu Kamal, Syria.

or October 31st-November 6th, the Dutch MoD reports that Dutch F-16s supported ground troops during nine missions in the fight against ISIS. Weapons were deployed in four: near Abu Kamal, Deir Ezzor governorate, Syria. Targets were ISIS vehicles, warehouses and fighting positions.

Airwars assessment

In an incident previously not tracked by Airwars, the Coalition later confirmed the injuries of four civilians in an airstrike near Hajin. There are indications that this was either a French or Dutch action.

In its April 2019 civilian casualty report, the Coalition noted: “Coalition aircraft conducted one strike on a Daesh improvised explosive device factory. Regrettably, four civilians were unintentionally wounded due to their proximity to the impact point.” The Coalition provided Airwars with the location of this incident, accurate to within a 100 metre box.

The Pentagon’s annual civilian harm report to Congress issued in May 2019 initially flagged this as a US action. However, in the following year’s report the DoD noted: “the incident on October 31, 2018, in Hajin, Syria, that was assessed to have
resulted in injuries to four civilians was not attributable to U.S. military operations.”

Alongside the US, only Dutch and French aircraft within the Coalition potentially conducted strikes near Hajin on this date, according to official records.

Airwars assessment

Three civilians were reportedly killed in alleged US-led Coalition airstrikes on Al Shaafa, Deir Ezzor, on October 30th, 2018, according to local sources.

Al Shaafa town’s Facebook page wrote on October 30th that an alleged Coalition airstrike on “the shops of Atiyya Al Obeidi Al Sheikh Al Qadimat on the public street at the division of Al Shafaa and a car repair shop” killed three civilians.

Several other sources also reported airstrikes on Al Sheefa. @MasarPressNet, for example, tweeted: “International coalition warplanes target the town of Al Shaafa in the eastern countryside with intense raids.” However, none of the other sources reports civilian casualties. Hence, while Airwars graded the strike status of this incident as fair, its civilian harm status remains weak.

Al Shaafa town’s Facebook Post stated that “in the last three days, more than a dozen airstrikes of coalition aircraft were recorded on the town of Al Shaafa. Most of these raids targeted civilian homes and properties. More than 7 houses and 20 people were killed, including children and women.”

Royal Air Force aircraft have continued to provide close air support to the Syrian Democratic Forces attacking the one significant remaining area held by Daesh in eastern Syria. A Reaper remotely piloted aircraft responded to reports of a terrorist team planting improvised explosive devices north of Hajin on Monday 29 October; its crew were able to spot evidence of their activity around a large fuel tank positioned next to a road. Having checked that there were no signs of any civilians in the immediate area who might be placed at risk, the Reaper’s crew fired a single Hellfire missile, which safely destroyed the booby-trapped fuel tank.

Airwars assessment

Local sources reported on “two new massacres” resulting from alleged Coalition airstrikes targeting the towns of Al Sha’fa and al-Kashma in Deir al-Zour. Several sources including Free Deir Ezzor Radio and Baladi News reported the killing of a total of 17 non-combatant civilians including four women and three children.

Baladi added that the victims were all Iraqis.

However, Step News Agency and a tweet from @Olay reported that 17 civilians were killed in Kashma alone and four others in the town of Shaafa, including women and children.

According to Step, those killed were members of ISIS families.

In its October 2020 monthly civilian casualty review, the US-led Coalition classed this event as ‘non credible’, asserting that “After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties.”

Airwars assessment

Local sources reported on “two new massacres” resulting from alleged Coalition airstrikes targeting the towns of Al Sha’afa and al-Kushma in Deir al-Zour.  Media reported said that four civilians died in this particular event in Sha’fa, when a civilian’s home was allegedly struck by the Coalition.

According to The Al Sha’afa Facebook page on October 30th, “in the last three days, more than a dozen air strikes by Coalition aircraft were recorded on the city of Al-Sha’afa. Most of these raids targeted civilian homes and properties. More than seven houses and 20 people were killed, including children and women.”

Of the raids listed, it was unclear which one was specific to this event, though it could have been the following: “A raid on the house of Khalaf al-Homoud al-Furaiji at the Al-Farajat al-Juwani al-Muwaji hostel, where four members of the same family were killed and a child and a woman were rescued from under the rubble.”

According to the Step News Agency, “17 people killed in the town of al-Kushma and four were killed in the town of Sha’afa, including women and children of Iraqi nationality”.

Airwars assessment

At least one and as many as 20 civilians including an unspecified number of women and children died in an alleged Coalition airstrike on the town of Al Shaafa, which was under the control of ISIS, according to local media.

Several local sources including Euphrates Post reported that “a number of civilian died” in the airstrike. @DeirEzzor24 put the death toll as low as one civilian and reported that dozens more were injured. The Syrian Network said that three had died.

However, Horrya said that as many as 10 civilians were killed. Baladi News, the Syrian Unified Observatory and @Mrskurai reported the deaths of 20 civilians in Al Shaafa and Hajin combined.

According to Al Shaafa Official, the raid in in Al Shaafa killed a “number of civilians”, one of who was named as Bader Al-Zaghir, who is from an area or a tribe called “Saad”.

Multiple sources stated that “most” of the victims were women and children.
The Step News Agency added that an unspecified number of “Daesh elements” had also been killed in strikes on Al Shaafa, Al Soussa and Hajin.

In its October 2020 monthly civilian casualty review, the US-led Coalition classed this event as ‘non credible’, asserting that “This report contains insufficient information on time, location, or details to assess its credibility.”

In northern Iraq, a Daesh stockpile of weapons had been identified in a set of caves on a hillside thirty miles north-west of Kirkuk; a Typhoon flight was able to collapse the entrance to the caves using Paveway IVs.

On October 30th a single source, Al-Sha’fa Facebook page, reported an alleged Coalition airstrike “on a house in the outskirts of Dhahra.” The source said: “We don’t know who the house belonged to, but the whole family was killed”.

The source was unable to specify the precise date of the reported civilian harm, noting that “In the last three days, more than a dozen air strikes of coalition aircraft were recorded on the city of Al-Shifa. Most of these raids targeted civilian homes and properties. More than 7 houses and 20 people were killed, including children and women.”

Royal Air Force aircraft have continued to provide close air support to the Syrian Democratic Forces attacking the one significant remaining area held by Daesh in eastern Syria. A Reaper remotely piloted aircraft responded to reports of a terrorist team planting improvised explosive devices north of Hajin on Monday 29 October; its crew were able to spot evidence of their activity around a large fuel tank positioned next to a road. Having checked that there were no signs of any civilians in the immediate area who might be placed at risk, the Reaper’s crew fired a single Hellfire missile, which safely destroyed the booby-trapped fuel tank.

Between 5 and 20 civilians were reportedly injured or killed in Hajin as a result of alleged Coalition air and /or artillery strikes between October 27th and 28th, according to local media.

On October 28th, Syria Unified Observatory reported “the martyrdom of about 20 people of the city of # Hajin and village # Al-Shaafa east of Deir Ezzor, mostly women and children, who were killed by aircraft of the International Alliance yesterday [Oct 27th]”. The same figure was given by Baladi.

According to Deir Ezzor Radio, on October 28th, “dozens of women and children were injured in the town of Al Sousse and Hajin city because of raids by the international coalition. The strikes targeted their homes”.
