Airwars assessment

At least two civilians including a girl and a woman died in airstrikes on the town of Khusham. While the majority of the sources allege that this was a Coalition incident, other reports say Russia was responsible.

According to Free Deir Ezzor, Russian raids targeting oil fields in Khusham killed two civilians displaced from Qaryatain, Homs: “Abir Mohamamd al Farrah and the child Shaymaa Hassan al Ammar“. It claimed that the death toll had reached 20, including eight children – though no other sources alleged this tally. A tweet by With God’s Help We Will Triumph and Al Qaryatain Round the Clock also blamed Russia.

However, according to a tweet by Rania Daughter of Douma, these two people died in an alleged Coalition raid. Other sources also alleged that the Coalition was responsible. These included Homs Deir Ba’alba and Syria Rebels Gathering. Hassan Kanjo, self-described as an independent journalist, reported “a very violent bombing the extent of which has never been seen before in the city of Deir Ezzor by coalition planes“, while Aletihad Press said that Coalition warplanes carried out several raids killing “a number of civilians” including the six-year-old girl. The Syrian Network for Human Rights reported that “two civilians from the province of Homs were killed in a strike on the city of Deir Ezzor” – and said that the Coalition carried out the raid.

Homs Media Center and SYRCU were among other sources blaming the Coalition, however, Shouqi Sabra said that Russia was responsible.

In their February 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

Airwars assessment

As many as 20 civilians were killed, and others were wounded, according to reports, following an alleged Russian and or Coalition airstrike on a militant-occupied building in the Al-Arba’een Mountains.

Shaam News reported that seven civilians died including “four children and three women in addition in addition to others wounded.”

Step News blamed the US-led Coalition, reporting that “International Coalition aircraft launched several air strikes this afternoon targeting a residential building belonging to Turkestan fighters in Al-Arba’een Mountain area in the outskirts of Ariha in western Idlib.”

This led to the complete collapse of the building, allegedly killing more than ten people in an initial toll which included women and children from Turkestan families who were in the building.

Members of the civil defense team were allegedly digging civilians out of the rubble hours after the incident.

Similarly, AlAmawi news said that “Coalition planes launched several raids at noon today targeting al Turkistan HQ in al Araba’een mountain”.

In addition, Syrian media activist Omar madaniah said that the Coalition “bombed a building in al Arba’een mountain housing Turkistani families,” leaving “more than 20 martyrs under the rubble”.

Almasdar reported that Russian jets struck “a six-story building inhabited by Turkestan militants who used it as HQ – which also housed their families leading to the total collapse of the building.”

According to sources the extent of the damage to residential homes was great, and many civilians remained trapped under the rubble for hours.

Airwars assessment

Between 10 and 20 civilians were reported killed and dozens more injured in Coalition airstrikes on multiple locations in Tabaqa, according to local sources. Some reports confused this incident with a reported nearby mass casualty event at al Mansour. The Coalition later said it had killed ten civilians in the town that day.

According to Raqqa is Being Slaughtered Silently, “Warplanes launched raids on the city of al Tabaqa which targeted the gas depot and the industrial street [al Sina’a street] in the city, causing huge destruction in shops and some homes and seriously wounding many civilians.”

It went on to say that “Coalition planes targeted the building next to the garages in al Tabaqa”. The monitor put the death toll for the day at 20 non-combatants, with dozens more injured,

According to Step News, “sources close to IS reported 17 dead and dozens injured in international coalition raids on al Awwal [the first] neighbourhood in al Tabaqa west of Raqqa”. Sharqiya Voice reported that the Coalition had also carried out two raids near the hospital, as well as targeting the market. Smart News put the death toll at 15, reporting that the Coalition “launched five raids, targeting the garages areas, al Sina’a neighbourhood [the industrial zone] and the area near the obstetrics hospital”.

The Syrian Network, in its April report, described an attack on a carwash in the city: “Tuesday March 21 2017 fixed wing international coalition forces warplanes fired a number of missiles at al Manara carwash in al tabaqa city in the western suburbs of al raqqa governorate which resulted in the killing of six civilians at once including one child. The city is under the control of ISIS.”

Maysaloun school in the city was also reportedly hit – leading to confusion with the nearby al Mansour event at Badiya school on the same day. (See CS602 and CS604 for details).

In its October 2017 casualty report the Coalition noted: “3. March 21, 2017, near Al Tabaqah, Syria, via social media report: During a strike against ISIS headquarters structure, staging facility and internet café, it was assessed that 10 civilians were unintentionally killed.”

Officials said the event took place at coordinates 35°50’04.0″N 38°32’47.8″E.

According to sources on the ground, alleged Coalition air and artillery fire targeted a house which ISIS was reportedly using, killing several ISIS members in addition to a number of civilians.

According to the official Al Shaafa Facebook page, one of the shells landed on the house of Al-Hamad Al-Ali, killing both him and Ibrahim Al-Hasan. His daughter was reported wounded along with Ibrahim Al Hassan and Ahmed Al Hassan. It wasn’t specified whether the men were civilians or ISIS members, though their shared family names indicated the former.

The incident may have been one of a number in the town that day. Al Shaafa Facebook page added that “more than 20 air strikes of the International Coalition targeted most neighborhoods of Al-Shifa” and “more than 300 artillery shells were fired”. It added that the raids killed overall more than 20 civilians and more than 70 wounded.

In what may be a related or separate incident, Shaam News reported that “One of the raids [on al Shaafa] hit a house in which elements of ISIS were holed up, killing several of them.”

In Syria, 575 strikes engaged 485 ISIS tactical units, and destroyed 308 staging areas, 220 fighting positions, 105 mortar, rocket and artillery systems, 57 supply routes, 50 manufacturing facilities for improvised explosive device and vehicle borne improvised explosive device, 31 command and control nodes, 26 vehicles, 19 weapons caches, 18 mortar launching sites, 18 petroleum oil and lubricant storage facilities, 11 heavy and light weapon systems, eight reservoirs and tankers for petroleum oil and lubricants, eight pieces of heavy equipment, seven vehicle borne improvised explosive devices, six tunnels and caves, four buildings, two unmanned aircraft systems, one weapons facility, one logistics hub and one fuel storage.

For Jan 2-8, France report that task Force Wagram carried out 28 missions of which 12 were strikes. Meanwhile aircraft conducted two strikes in support of the SDF.

Up to 23 civilian non combatants – including 18 women who were reportedly the wives of ISIS fighters on external missions – died along with seven ISIS guards in an alleged Coalition airstrike on an ISIS-held house (and perhaps others) in al Sha’afa, according to sources on the ground. One source added that a child was also killed.

Euphrates Post reported that “international coalition aircraft launched several air raids targeting a civilian house on the outskirts of the town of Sha’afa, which had been taken by IS as a base.”

According to Al Sha’afa town Facebook page , “there were attacks by Coalition aircraft on the edge of al Sha’afa. It has been confirmed that one of the targets was the house of Mohammed al-Wahaysh al-Furaiji – and that the house was used to host the women of IS [widows and the wives of those on external duties] “.

The Syrian Observatory for Human Rights said that a Coalition attack on al Sha’afa “resulted in the injury of a young man”.

Smart News gave the only casualty figures, reporting that local sources had said that “the aircraft of the International Coalition targeted a house, used as an IS headquarters, resulting in the deaths of 18 women and seven guards”. It also said that two other civilians died in the attack with five injured: “The source pointed to the death of an elderly man and a child and the wounding of four children and a woman, all civilians living in a house near the targeted location.”

Elnashra instead reported that “militants’ sites announced the killing of two civilians, including a child, and the injury of four children and a woman, following the bombing of international coalition aircraft town of Al-Shafa in the southern suburb of Deir al-Zour.’” It did not mention any women killed in the ISIS house.

For August 25th 2018, the Coalition reported: ” Near Abu Kamal, three strikes engaged one Daesh tactical unit, and destroyed one Daesh supply route, one Daesh-held building and one Daesh vehicle.”

For August 22nd – 28th, France reports that Task Force Wagram carried out six artillery shooting missions in the Euphrates Valley. Since the beginning of its engagement, the it carried out 1870 shooting missions. Over the past week, the aircraft of Operation Chammal carried out 26 air sorties in support of the local forces engaged on the ground – but there were no airstrikes.

Airwars assessment

Between 15 and 20 civilians including up to eight children and five women died in airstrikes on Ar Raqqah, according to multiple local sources – though reports were conflicted as to whether this was the work of Russia or the Assad regime – with one source suggesting the warplanes responsible may have belonged to the Coalition.

According to the Daesh agency Al A’maq,  Russian raids targeted five locations in the city (including near a mosque), killing 17 civilians including five women and seven children, in addition to wounding 35 more. It added that the incident occurred “a day after the killing of five Russian soldiers at the hands of the Islamic State fighters during the battles near the city of Palmyra in the Homs countryside.” The source also posted photographs of some of the slain Russian soldiers.

Raqqa is Being Slaughtered Silently published numerous posts on the incident, though reporting was confused. It initially referred only to “warplanes” and did not say who they belonged to. However subsequent reports blamed the regime, while another post referred to the “massacres of the Russian aviation on Raqqa” (referring also to an incident the following day – March 19th – in Raqqa). It said that there had been eight raids targeting residential neighborhoods, including the following locations:

2. The area near Sanaa Mouhaidali nursery north of the town centre

3. Almojma’a Square

4. Behind Rabiea new school

5. Archaeological market area near the cemetery of Hittin

6. Silos area

11. Behind al Mansouri mosque

RBSS put the overall death toll at 20 including five women and seven children with nearly 30 wounded, some in critical condition. It noted the severity of the situation: “the medical sector in Raqqa is paralyzed and relying on all the private hospitals that do not have big absorptive ability to receive the injured and the shortage of medical staff in those hospitals in addition to the scarcity of medicines and the lack of any possibility to transport the injured out of Raqqa.”

In its own initial reports, Shaam News said that Russian strikes coincided with worshipers leaving afternoon prayers, killing 20 civilians. However, in a third report, SNN said the strikes could have been the work of either Russia or the Coalition: “Raqqa city under the control of IS has witnessed an escalated [sic] of the air campaign during the past two days which is still ongoing, where the city came under dozens of air raids from aircraft believed to be either  Russian or an international coalition.”

The Syrian Network for Human Rights blamed regime warplanes, putting the death toll at “at least 15 victims including 7 children and 5 women“, adding that they were killed in the Al Thakana neighborhood.

According to the Syrian Observatory for Human Rights,  at least 16 people were killed including eight children and five women, but added that is was “unknown if they were Russian, Syrian regime or International coalition warplanes“.

In their February 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

Between four to 20 civilians were reported killed and 12 or more injured after an alleged Coalition, Russian or Assad regime strike at al Basira, according to local media.

A photograph published by Euphrates Post showed what appeared to have been a major strike in a built up area of the town. And a video showed significant damage to a civilian neighbourhood, with a vegetable market also reportedly hit.

Most sources blamed the Assad regime, with Step News suggesting a far higher death toll: “Military regime aircraft today targeted a market in the town of al Basira resulting in a massacre of more than 20 people were killed.”

Ara news said 15 civilians were killed by Russia. Al Jazeera also pointed to Russia.

The Syrian Observatory said 10 died at al Basira in unidentified strikes. And Shaam News was also unable to blame the perpetrator.

Eldorar news made no mention of casualties – but said the Coalition had bombed al Basira bridge that day, “which is the last bridges in the eastern countryside linking the villages of the province, north of the Euphrates and villages south.”

In their May 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

Airwars assessment

An alleged Coalition airstrike on an “ISIS headquarters” was reported to have resulted in civilian casualties. Smart News Agency reported that one of four high precision missiles fell on an ISIS HQ and that 12 members of the terror group died. Smart did not report any civilian casualties.

However, according to Deir Ezzor 24, “many civilians were killed” in what it described as “a massacre”. It also described “SDF artillery strikes” on the town – though these most likely related to US-led Coalition actions.

The Al Shaafa Facebook page reported that a total of 20 people died as a result of the attack, but did not specify the number of civilian casualties among the dead.

The Syrian Observatory for Human Rights reports on a combined total of 41 civilian casualties as result of airstrikes on Hajin and Al Sha’fa on the 8th and 9th November, of whom most were reportedly of Iraqi nationality but which also included 13 Syrian citizens”. The Observatory also reported that 17 children died as a result of these attacks overall. However most of the fatalities appeared to relate to the Hajin event.

From Nov 7th – 13th, France reports that the three CAESAR guns carried out 49 ‘fire’ missions from the Iraqi territory – 35 illumination, 14 destruction. Aircraft conducted 18 sorties and 1 strike in support of forces on the ground in Syria.

For November 7th-13th, the Dutch MoD reported that Dutch F-16s supported ground troops during 8 missions in the fight against ISIS. Weapons were deployed in 3 missions near Deir Ezzor governorate, Syria. Targets were ISIS warehouses and fighting positions.
