Airwars assessment

Three civilians including a child were reportedly killed, after an alleged Coalition strike targeted boats on the River Euphrates.

According to Smart News: “Three civilians were killed and two others injured on Tuesday, following the aerial bombardment is likely to be the international coalition on a on the Euphrates River near Raqqa city, north of Syria, as reported by a local source speaking to Smart.

The source said the raid targeted a boat carrying civilians to cross between the two banks of the Euphrates River, near the “new bridge” Al Jasir al Jadid, killing two men and a child and wounding several others.

The source explained that civilians were resorting to use boats to move between the two shores of the river after the destruction by the international coalition of al Maghla bridge Amolh in order to increase the siege on the Islamic State, as the other two bridges were also destroyed managing to isolate Raqqa from the southern countryside.

Some of the boats belong to civilians and local fishermen, and are used as a means of movement in exchange for financial remuneration ranging between 300 and 500 Syrian pounds per person depending on the size of the boat and its type (electric or manual ), according to the source.”

Tahrir al Sham militants also mentioned a Coalition raid, though made no mention of casuialties: “crusader international coalition planes launched raids on Raqqa city targeting the enrtrace of al Jisr al Jadid [the New Bridge] and the garage in front of the Euphrates gas station.” Al Araby al Jadid also mentioned strikes on a number of bridges that day.

France reports that in the last week it carried out 29 sorties and 9 strikes destroying 12 ISIL targets. In Iraq, all 8 strikes were carried out in support of operations in Mosul. They targeted mortar positions and defensive positions in the city as well as in the outskirts of Badush. In Syria, in the Raqqah region, a Rafale patrol was engaged on a ground support mission to neutralize ISIL fighters leading an attack against the SDF.

Seven named civilians including four women and a child died in a reported Coalition strike in Raqqah governorate – though there was confusion about whether they had died at Shabhar or Al Matar.

Orient News, citing Raqqa Post, said that seven civilians – five from the Matar family – died. It blamed the Coalition. Raqqa Post reported that an infant (“a couple of months old”) also died. Alwatan put the death toll higher at nine, specifically blaming “American Coalition warplanes”.

Sharqiya Voice said that the Coalition strike was carried out on Al Matar village.

According to the Syrian Network for Human Rights, missiles from Coalition jets killed “six children and their mother”.

In December 2018, the Coalition announced that it had classed the event as Non Credible due to a lack of available evidence of civilian harm: “Mar. 18, 2017, near Shabhar (Raqqah), Syria, via Airwars report. After a review of available information and strike video it was assessed that there is insufficient evidence to find civilians were harmed in this strike.”

Out of 17 sources, 16 identify the location as Shabhar (شبهر). Only one refers to Matar village, this likely an error as one of the civilians killed was named Matar. Two families died in an incident at Al Hazimah, according to local sources – though reports are conflicted as to whether they died in Coalition airstrikes or artillery strikes by other forces.

SY reporter said that a family and a doctor were killed and blamed the Coalition.

The Syrian Observatory for Human Rights reported that “a doctor was martyred in addition to the martyrdom of his brother and four members of their families following a bombardment of areas in the town of Hazima in the northern countryside of Ar Raqqah”

However, @spm_Syria blamed “artillery shelling by separatist forces on a town”, while Alaraby said that shelling by the SDF was responsible.

Raqqa is Being Slaughtered Silently said that “a number of martyrs fell following Coalition raids on Hazima town north of Raqqa city.” Step News reported “more than nine raids north of Raqqa” including strikes on the outskirts of Hazimah but did not mention civilian casualties.

Al Raqqa Ahlona named the victims – however, it should noted that these victims were also named as killed in incident CS711 on April 20th at Maysaloun Farms, Raqqa.

Seven civilians including a family of five died in an alleged Coalition airstrike on the Al Wahab neighbourhood of Al Tabaqa, according to local sources – though there is currently some uncertainty about the date of the event.

According to Raqqa is Being Slaughtered Silently, “the family of Ali al Mabrouk made up of five people were killed after a raid on their house west of the church in the Al Wahab neighbourhood in Al Tabaqa.”

Journalist Mohab Nasser, also blamed the Coalition, reporting on April 29th the death of “three girls [sisters] from one family killed after their house was targeted by the international Coalition west of the Al Kanissa roundabout two days ago”. He named the victims (also named by Raqqa is Being Slaughtered Silently).

However, given that the report was on April 29th and said that the deaths occurred “two days ago”, there is some uncertainty on dates.

Mohab Nasser later named four further victims “killed in Coalition raids on civilian homes west of Al Kanissa roundabout a few days ago”.

The Syrian Observatory for Human Rights also attributed the event to the Coalition, putting the death toll at six, including four women, with five of the victims from one family.

Mohab Nasser also published images on April 30th showing Al Wasat Street, Al Wahab in the Al Qariya area after the SDF took control of it, indicating that there could have been heavy raids a few days previously.

For April 28th - 29th the Coalition reported: "Near Raqqah, one strike destroyed a front-end loader" and "Near Tabqah, 10 strikes engaged 10 ISIS tactical units and destroyed seven fighting positions and four vehicles"

For April 29th - 30th the Coalition reported: "Near Raqqah, eight strikes engaged six ISIS tactical units and destroyed 10 ISIS barges, three vehicles, two tactical vehicles, and an ISIS bridge" and "Near Tabqah, six strikes engaged four ISIS tactical units, destroyed four fighting positions and a vehicle; damaged an ISIS supply route, and suppressed an ISIS tactical unit" Later reporting: Additionally, four strikes were conducted in Syria April 28 that closed within the last 24 hours. CHAMMAL ASSESSMENT OF SITUATION Status of operations as of April 27, 2017 In Syria the SDS continued to garner territorial gains at the expense of the terrorist organization. In the Tabqah region, progress continues in the city itself and around the dam. In the Raqqah region, the defensive perimeter of Daesh north of the city continues to shrink. In Iraq, Daesh continued its asymmetric actions and seeks to take advantage of weather that is not conducive to effective coalition air support. In the Mosul region, the situation continues to evolve favorably for ISPs. In the north-west, on the outskirts of the city, the 9th Division has paused in its progression to focus on securing the area under its control, including to counter attempts infiltrations of terrorist groups. Further south, in the districts of the city of Mosul, the ICTS and the FEDPOL continue their methodical progress aimed at isolating the medina. These units are facing continuing resistance from Daesh members, who this week launched unsuccessful counter-attacks from the Medina. ACTIVITIES OF THE CHAMMAL FORCE Fire support - TF Wagram The Task Force (TF) Wagram continued this week its shooting missions in support of the 9th Iraqi Division engaged in the Badush region. It carried out 30 firing missions in support of Iraqi units, as part of their operations to secure the area against groups of Daesh seeking to infiltrate. It is, in equal proportions, missions of shelling or destruction against Daesh units. Air support to the Levant This week, the aircraft of Operation Chammal made 54 sorties, including 40 for armed reconnaissance or ground support (CAS), 3 for air command and control, 5 for refueling, and 6 for intelligence gathering. Six strikes were carried out by French aircraft in Iraq and Syria, with a special effort this week to support operations in the Raqqah region.

Airwars assessment

A family – comprising of a husband, wife and a two-year-old child – were reportedly killed in an alleged Coalition airstrike in the Al Awwal neighbourhood of Tabaqa.

The first source, Mohab Nasser, reported the casualties and blamed the Coalition. All subsequent reporting was based on this report, however Euphrates Post also published an image of the deceased husband.
