Airwars assessment

Up to 15 Islamic State fighters, including two aged under 16, were reported killed by a Coalition airstrike 10km west of Ma’dan. The teenage boys were said to be members of the ISIL youth movement ‘Cubs of the Caliphate.’ One report said that a checkpoint was targeted.

In their May 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that after a review of all available records it was determined that, more likely than not, civilian casualties did not occur as a result of a Coalition action.

A single source, the Damascus Centre for Human Rights Studies,  reported that three non-combatant males, sharing the same surname of al Khoudar, died in an alleged Coalition strike at Al Toub. No further details were given.

Syrian Martyrs also listed the dead while quoting the same source.

In its monthly civilian harm assessment report for November 2019 – published on January 2nd 2020 – the Coalition classed this event as ‘non credible’, noting: ”September 11, 2015, in Al Toub, Syria, via Airwars report. Up to 20 adult civilians were reported killed and injured alongside 15 children after Coalition aircraft reportedly bombed forcibly-engaged civilians who were being forced to dig ditches by Islamic State. The children reportedly belonged to ISIL’s Cubs of Al Khilafa youth organisation. The casualties occurred in the morning at the village of Krin, west of Tabaqah, alongside an estimated 50 Daesh fighters.

Raqaa is Being Slaughtered Silently later published a report on the event: “The bombing resulted in the killing of a number of what the organisation (IS) refers to as “Cubs of the Caliphate”, in addition to more than 20 civilians who had been hired, at 2,500 Syrian pounds a day [c £13], to work on digging trenches. There were also a number of civilians who had been detained on various charges, such as smoking and failure to pray, and whose punishment was being made to dig trenches.”

SOHR placed the number of adults killed at 15, slightly lower than other sources.

There were later efforts to spread false propaganda about the strike, including images of events [GRAPHIC] which had taken place weeks earlier at Douma.

In their monthly civilian casualty reports, the US-led Coalition has indicated that the credibility of this civilian harm allegation is in the process of being assessed.

Mr al Hussein was reportedly from al Kharita in the province. The two sources were unclear as to whether he had died in Deir Ezzor city, or in his home village.

Reports emerged on the evening of September 5th that a 13-year old boy named as Abboud Al Kharnoub may have died in a Coalition strike in the vicinity of Tal Brak near al Hassakah.

Baladi News also reported that a number of women were injured, without giving further details. It also said that the casualties occurred “in villages south of Tal Brak.”

The town itself was the scene of clashes at the time between Daesh and Kurdish YPG forces which led to Coalition strikes, according to Ara News.

In its monthly civilian casualty report for October 2019 – published on December 5th of the same year – the US-led Coalition assessed this event as ‘non credible’, noting: “September 5, 2015, in Tall Birak, Syria, via Airwars report. A six-months pregnant woman named as Ghafran Al Jabli was reported killed in an event at Al Bab along with her 10-year old nephew, Mohammad Al Waki.

Syrian Martyrs reported that the deaths were caused by a Coalition strike on the outskirts of the city.

However VDC described the cause of death as shooting, while the Syrian Human Rights Committee cited unspecified ‘raids’ on Al Bab.

A reported Coalition airstrike on a municipal stadium in Raqaa being used as a facility by Daesh may also have injured some civilian prisoners being held there.

According to reports at least 8 alleged fighters died while the group’s local ’emir’ was injured. Claims were confused as to whether prisoners at the facility had escaped or had been injured following the attack.

On March 10, 2022 in the CJTF-OIR Civilian Casualty Report, the Coalition reported this incident to be “non-credible”, stating that “After review of all available evidence it was determined that more likely than not civilian casualties did not occur as a result of a Coalition strike.”

A 45-year old non-combatant male named as Haji Al Jaabri was reported killed in a Coalition strike at Manbij.

According to Manbij News, Hajji al Jaabri had been forcefully conscripted by Daesh to dig tunnels in the north of the town, which had then been bombed “by Coalition drones.”

The Syrian Network later issued an overhead image of the bombing site, noting that “International coalition warplanes shelled a farm in a region called “Hajj Jalaa Shankan” in the western side of the city next to a trench that was being dug by ISIL. The shelling killed an individual, Hajji Al Ja’abari, a bulldozer driver, who was hired by ISIL to dig the trench.”

On July 7th, 2017 the Coalition admitted responsibility for the incident, reporting: “Aug. 29, 2015, near Manbij, Syria, via Airwars report: During a strike on ISIS equipment, it was assessed that one civilian was unintentionally killed and three were injured after, unbeknownst to the Coalition, the civilians were forced to do manual labor for ISIS against their will.”

In July 2019, the Coalition provided Airwars with the location of this incident, accurate to within a 100 metre box.
