In what was widely reported as a Russian action, at least 27 civilians died and more than 70 were injured following airstrikes on Al Mayadeen.

Almost all sources including Daesh blamed Russia. Deir Ezzor is Being Slaughtered said 6 Russian planes carried out 20 strikes between them, including on a children’s playground. Shaam News added that “Activists said the Russian air force targeted several areas in the city with cluster bombs, which spread over large areas near the National Hospital and the School of Abdul-Jabbar Al Obeid and near al Rahba fortress and the garage area downtown.”

However the Syrian Network blamed the Assad regime for the attacks. And while only one minor source blamed the US-led alliance for the attack, on September 9th the Coalition had leafleted al Mayadeen warning of impending airstrikes.

In their May 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

Airwars assessment

A mass civilian casualty event reportedly took place on the Al Bedou neighbourhood of Raqqah city, following alleged US-led Coalition strikes, according to multiple local sources.

According to local monitors 40 civilians died, with reportedly a total of “around 60” suspected either killed or injured. The strikes were said to have targeted or struck an apartment building in the neighbourhood where civilians were located, and bodies were expected to be still under the rubble. Baladi reported on the significant material destruction caused including the “demolition of houses”.

According to tracked sources,”unprecedented American bombing that took place last night caused the collapse of a number of buildings in the vicinity of the municipal stadium” with the source adding that “a number of buildings cracked and collapsed in the area of ​​the White Garden and Al Bedou neighborhood around the municipal stadium, which led to the fall of a large number of martyrs and wounded and many of those are trapped under the rubble”

At present information is limited, Airwars will update the entry when new information comes to the fore regarding civilians killed.

Alleged Coalition airstrikes on three or four Daesh-controlled villages killed 15 civilians including three children, according to both the Syrian Observatory and the Hassakah Youth Movement.

In a later report, the Damascus Center noted: “On the afternoon [of Wednesday 17th February 2016), planes likely to be the Coalition launched more than ten air strikes, affecting several civilian sites in the countryside of southern Hassakah including houses inhabited by unarmed civilians. More than 40 civilians died and nearly 70 were wounded, with the following towns south of Hassakah targeted: (Traykham, Al Hadidiya, al Madina, Al Khalifa “Gouna”, Alhalil, Abu Vichke, Umm Hajra, Al’ammo, Alhoiesh “Albu Frio”).“

Blogger Siraj al Hasskawi later issued the names of those he said had died.

Between five and 40 civilians reportedly died following a Coalition airstrike at al Sa’wa, according to local sources. The Coalition later confirmed killing just two civilians.

According to Step News, “international coalition planes targeted last night oil terminal wells near the town of Al Sa’awa in the western countryside with dozens of air strikes, killing forty civilians -oil traders from the region – and the burning of more than sixty tankers to transport oil.” Shaam News instead reported that Coalition strikes “led to the death of five people who were civilians, one of whom has been identified as Sami Ahmad al Bala’at who is from Hatla village.”

Euphrates Post reported: “Coalition warplanes targeted oil refineries in Al-Sa’wa, killing five civilians and wounding more. One of them is identified as Sami Ahmad Al-Bal’at from Hatla.”

According to Qasioun, six non-combatants died and a further 15 were wounded when oil refineries were targeted in Al Sa’wa.

On March 4th the Coalition reported the following: “Jan. 7, 2017, near As Sawa, Syria, via self-report: During a strike on ISIS oil tanker trucks it is assessed that two civilians were killed. After warning shots were fired to dislodge drivers from the vehicles a number of the trucks scattered. Two of the trucks were subsequently engaged, destroyed, and their drivers presumed killed. The other vehicles in the area were abandoned after the warning shots were fired and subsequently destroyed with no assessed civilian casualties.”

In July 2019, the Coalition provided Airwars with coordinates for the event, accurate to within a 100 metre box.

Airwars assessment

Between 15 and 40 civilians including two to five children and one to three women died, and up to 15 more were injured, in airstrikes on multiple locations in Al Mayadeen. Local sources were initially conflicted as to whether this was the work of the Coalition, Iraqi warplanes or Russia.

However, in April 2018 the Coalition claimed responsibility for the event:  “It was assessed that during a strike on an ISIS media center and headquarters 15 civilians were unintentionally killed.”

In an interview with ITV News in summer 2019, British ISIS fighter Alexanda Kotey claimed that up to 40 people died when a single apartment block [presumably the al-Dahmoush building, see below] was bombed that day – including a notorious British ISIS supporter Sally Jones, known as the ‘White Widow’, and her 12-year-old son Jojo.

Many sources, including Euphrates Post, the Syrian Network for Human Rights and the Smart News Network, initially reported the death of four non-combatants on May 25th. Other sources, however, put the death toll higher, with the Syrian Observatory for Human Rights reporting that up to 35 civilians died, including many family members of IS.

According to the Syrian Observatory, “Reliable sources confirmed to the Syrian Observatory for Human Rights that the strikes on the Dahmoush building have killed 26 other people at least, most of them are from the families of the organization’s members, others were injured and went missing due to these airstrikes. The Syrian Observatory learned that those who were killed, injured and missing belonged to 7 families of members of the ‘Islamic State’ organization”.

On May 30th Euphrates Post also reported “The death of the mother of Saddam, the wife of Hussein al-Hamad al-Arrouk, who was injured by the raids that targeted the city of Al-Mayadeen a few days ago. She joins her husband, her sons, her daughter and her grandson.”

The Observatory documented a number of strikes by Coalition jets: “At 7:25 pm two warplanes accompanied by two drones hovered in the sky of Al-Mayadin city, coinciding with citizens’ entry to the city’s mosques. Both warplanes carried out 4 strikes using 4 consecutive rockets, the first two rockets targeted the 4-storey al-Dahmoush building, which housed family members of the ‘Islamic State’ organization of Syrian and Moroccan nationalities. It was destroyed completely, and the raid killed a man and 2 women and a baby from Al-Mayadin. A second raid targeted the market of the city, which killed a woman, her 2 children and 2 other children. The number of Syrian people who were killed has become 9, including 5 children and 3 citizen women.”

Arabic.rt also put the death toll at 35 and blamed the Coalition.

However, Zamanalwsl pointed towards Iraqi warplanes.

Two other sources – Alaraby and @abojannarawi201 said that Russia was responsible.

According to Alaraby, Russian warplanes carried out three strikes, and “one of the raids targeted the market of the Office of the vicar in the city centre, and civilian homes resulted in the deaths and injuries.”

The Syrian Observatory for Human Rights later reported: “The Syrian Observatory for Human Rights received information from reliable sources about the presence of Ryan Meshaal in al-Dahmoush building 3 hours before it was targeted by the International Coalition; at 7:25 in the evening of Thursday the 25th of May 2017, while the Syrian Observatory can’t confirm whether Ryan Meshaal [one of the founders of IS media agency A’amaq] is among those who were killed by the airstrikes that targeted the building and killed 26 persons of the organization’s families, also the airstrikes caused injuries and some people gone missing, where the Syrian Observatory learned that those who were killed, injured and lost belong to 7 families of the Islamic State organization’s members.”

Airwars assessment

Multiple local sources reported up to 40 civilians killed, including up to 20 named children and at least 13 women, and “dozens” wounded in a major casualty event in Al Bahra on February 4th.

All sources identify the Coalition as the culprit or – as with the Enabbaladi local report – specifically mentioned “indiscriminate US shelling”.

ISIS released a video via A’amaq on February 4th, showing damage and the bodies of children laying on the ground. Multiple photographs appeared to document high infant fatalities in the town.

A report from Jisr TV mentioned that this incident was a continuation of the campaign on the village as mentioned before in event S1525, noting that “the international coalition fighters intensified their air strikes on the areas under the organization east of Deir Ezzor recently, especially in the village of Al-Bahra”.

On February 8th, the Syrian Network for Human Rights reported that the fatality toll had risen to “at least 40, including 20 children and 13 women”. According to the report, the airstrike targeted a school with Internally Displaced Persons. Euphrates Post and the Damascus Center for Human Rights Studies both later provided a list of the casualties that had been so far documented: Euphrates Poist said most of the deceased were IDPs from the town of Safira in eastern Aleppo.

Despite the event being apparently well documented, the Coalition later denied responsibility.

The Wagram Task Force continues its support security operations in the Euphrates Valley. This week, two firefighting missions were carried out for the benefit of the Iraqi security forces. This week, the air activity provided intelligence and support missions for the Iraqi Security Forces and Syrian Democratic Forces. It resulted in 28 sorties (assessment from 31 January to 6 February) during which a strike was conducted in the Abu Kamal area in support of the Syrian Democratic Forces fighting the last pockets of Daesh in the valley of the Euphrates.

For January 31st-February 6th, the Dutch MoD reported its F-16s released four munitions in the vicinity of Abu Kamal: on ISIS fighters, a storage facility and artillery positions. Jets provided support to ground troops in 12 missions, including in the Iraqi provinces Nineva, Salah ad-Din and As-Sulaymaniyah.

De Nederlandse medici werken daar nauw samen met een Brits team.’

Airwars assessment

An alleged Coalition airstrike targeted the town of Hajin, which according to local reports resulted in the deaths of between 12 and as many as 40 civilian casualties.

Halab Today TV reported that “Coalition aircraft carried out more than 50 air raids on the city of the Hajin, east of the Euphrates, on Thursday evening [Nov 8th].” According to Hajeeg Mag, one particular target was an ISIS-held hospital.

Most sources reported on the total number of civilian casualties as a result of the bombings on Hajin city that day, and did not specify the number of civilian casualties as a result of one airstrike. According to these sources, the airstrikes on Hajin resulted in between 12 and as many as 40 civilian casualties. Marsad Al Hasaka, Sound and Picture, Step News Agency, Halab Today TV all put the total death toll at 40 or more, while Bukmalna said that “dozens of civilians” died as result of the airstrikes.

The Syrian Observatory for Human Rights reported the highest number of civilian casualties described two events in Hajin and Al Shaafa on 8th and 9th of November, and putting the overall total death toll at 41, of whom it said most were reported to have Iraqi nationality, while 13 were Syrian citizens.

According to most sources, the victims included women and children. Both the Syrian Observatory and Halab Today TV report that most victims were from families of the Islamic State. The Observatory specified that the victims included 17 children.

For November 7th-13th, the Dutch MoD reported that Dutch F-16s supported ground troops during 8 missions in the fight against ISIS. Weapons were deployed in 3 missions near Deir Ezzor governorate, Syria. Targets were ISIS warehouses and fighting positions.

From Nov 7th – 13th, France reports that the three CAESAR guns carried out 49 ‘fire’ missions from the Iraqi territory – 35 illumination, 14 destruction. Aircraft conducted 18 sorties and 1 strike in support of forces on the ground in Syria.

In a major civilian casualty incident, between 15 and 41 people reportedly died following an alleged US-led Coalition strike on Al Jazza’a [or al-Helo] village. The civilians were leaving Asr prayer at the village mosque when they were hit, local media sources reported. According to Hasaka Rasd and multiple other sources, “the village was not controlled by any military faction and was located on a contact line between Islamic State and Kurdish units”.

The alleged strike resulted in significant material destruction as well as the loss of many lives, Baladi news reported, saying that the mosque was destroyed entirely. Those that died in this event were “buried in a mass grave” in the village, according to local reports.

Most sources put the death toll at 21, though Smart said that at least 15 had died.

According to Iuvmonline, as many as 41 had died. It reported: “Activists said on Twitter that coalition raids resulted in the deaths of 41 martyrs on the village of Jazaa in the south-eastern province of Hasaka, where coalition aircraft targeted air raids on the village mosque during the Asr prayer on Saturday, which led to dozens of injuries also”.

Some of the victims were named by local media. The majority of sources tracked blamed the US-led Coalition.

In July 2019, Human Rights Watch published the following report on this event: “On August 19, 2017, at about 3:45 p.m., a US-led coalition airstrike hit the only mosque in al-Helo village, 16 kilometers from the Iraqi border. Witnesses said they heard the plane before the strike and watched as the mosque was hit. They said the mosque, with mud walls, was struck once and destroyed, and the plane circled over the village for about a half hour afterward.

“The village is near an oil rig that ISIS controlled and guarded but was otherwise in a remote area. The strike completely destroyed the mosque, witnesses said, and killed at least 24 people inside for afternoon prayer. They said there were 21 civilians, whose names they provided, and 3 ISIS fighters who had guarded the rig.

“Most of the village’s inhabitants are from the al-Jazza` family. The father of one victim said that there was no fighting in the vicinity at the time, though media reports indicate that the village was on the front lines. Witnesses indicated that ISIS occupied a house on the village outskirts, where the three ISIS fighters, who were Syrian but not local, had stayed.

“Human Rights Watch visited the site on February 9 and observed damage consistent with the destruction of a single structure. Satellite imagery reviewed confirmed that a single building had been destroyed by the probable detonation of an air-dropped munition between about 10 a.m. on August 18 and 10 a.m. on August 20.

“The father of one of the civilians killed said: “Nothing was left. I could not even find my son’s body. No one escaped alive. I could have been in that mosque that day. It could have taken us all.”

“Residents said that many of the relatives of men killed in the strike – old men, widows, and children – have been unable to get jobs or provide for themselves without their heads of families. They have been forced to share accommodation and scarce resources.

“The official website of the coalition’s Operation Inherent Resolve says that the coalition carried out a civilian casualty assessment of the strike but concluded that the media reports submitted to the coalition contained insufficient information of the time, location, and details to assess their credibility. As well as Human Rights Watch can determine, no other military force was conducting airstrikes in the region at the time. Residents said that as of February 9 no official from the SDF or the US-led coalition had investigated or contacted them, and the families affected did not know how to file a claim. On May 29, the coalition told Human Rights Watch that based on information provided they would assess the allegations.”

In their monthly civilian casualty reports, the US-led Coalition has indicated that the credibility of this civilian harm allegation is in the process of being assessed.

Geolocation notes (1) [ collapse]

While reports of the incident mention Jazaa ( الجزاع ) village in the Southeastern countryside, East of Shaddadi, in Hasakah governorate, we were unable to geolocate this location. However according to Human Rights Watch, which visited the scene, the location was in fact al-Helo village: “GPS Coordinates: 41°5’27″E 36°5’29″N (MGRS: 37SFV 88239 96098)”.

CJTF–OIR Declassified Assessment and Press Release

Attached to this civilian harm incident is a provisional reconciliation of the Pentagon's declassified assessment of this civilian harm allegation, based on matching date and locational information.

The declassified documents were obtained by Azmat Khan and the New York Times through Freedom of Information requests and lawsuits filed since March 2017, and are included alongside the corresponding press release published by the Pentagon. Airwars is currently analysing the contents of each file, and will update our own assessments accordingly.
