Airwars assessment

Three civilians were injured and civilian property was damaged by heavy artillery shelling in Tal Al-Laban Village in the Tal Tamr countryside of Northwestern Syria on July 30, 2023. The attack is alleged to have been carried out by Turkish military personnel.

The three civilians injured were named by Hawar News as Omar Sadiq Sheikh Ali, Mahmoud Muhammad Al-Mayyouf, and Ahmed Ali Muhammad. The civilians were reported by Radio Arta to have been in a car belonging to a civilian construction contactor when the shells hit, though after being taken to Martyr Likrin Hospital the three men were discharged with ‘light’ injuries after receiving first aid. It is unclear to what extent the damage was to local civilian property during this attack.

All of the sources attributed the shelling to Turkish forces.

Airwars assessment

On the morning of Monday, December 25, 2023, two civilians working for a construction company were injured following alleged Turkish strikes on the city of Kobani (Ain Al-Arab) in northern Syria. According to ANF news, the strikes not only wounded two civilians, but also caused material damage to the citizens’ property.

The Facebook users Kobani Delbrin, Kobani live and Kobani Kobani alleged that Turkish forces were randomly bombing the city of Kobani, including not only the construction company, but also the Mashtanour Hospital (Health Centre) of the Kurdish Red Crescent, a car garage and a car repair shop. Kobani Delbrin and Kobani Hadath shared the images where clouds of smoke arising over the buildings in Kobani can be seen. A Facebook user Kobani my soul also reported about the attack on the Mashtanour health center, sharing images of the destroyed building in fire. North Press Agency news added that this health center was  operating with the support of an international organization (Doctors of the World).

Anha news reported that the Turkish military twice attacked  a company in the city of Kobani in the morning of December 25, but it is not clear whether it was the construction company whose workers were injured, or some other company.

The sources provided different estimations of the strike’s type – while ANF news and Kobani live wrote about the drone attack, Kobani Delbri mentioned both drones and airstrikes, and the North Press Agency reported about the airstrikes.

Where sources identified the belligerent, all sources attributed the attack to the Turkish military.

Various sources reported intense attacks by Turkish and FSA forces on Al Bab in a push to oust ISIS from the city.

The only source which reported civilian casualties was the ISIS-affiliated propaganda outlet Al A’amaq: “One dead and three civilians injured, one of them in a critical condition. following Turkish artillery bombardment of the city of Al Bab in the Aleppo countryside.”

Sky News reported: “Turkish tanks bombed the outskirts of the city of Al Bab in the countryside of eastern Aleppo as part of Operation Euphrates Shield. This comes at a time when the armed factions of the Free Syrian Army are storming the city of Al Bab, one of ISIS’ last strongholds.”

Almodon mentioned airstrikes in its news piece: “Turkish warplanes and artillery began hitting ISIS targets in the city, including factories and workshops for the manufacture of car bombs and landmines, which the organisation used extensively during its withdrawal from villages because of Euphrates Shield.”

Between six and 15 civilians died including two children and two women and 16 more were wounded in air or artillery strikes on Al Bab, Syria, according to local media – though it was unclear whether Turkey or the US-led Coalition were responsible.

Al Bab 24 said that “Al Bab city was exposed to a violent artillery attack with more than 150 shells targeting the residential neighbourhoods of the city killing six people including two women and injuring 16 others.” But the source didn’t say who was to blame.

On January 22nd, LCCSY reported that there had been “15 martyrs in #Aleepo most of them killed by the Turkish bombing on #Albab city.” This figure, however, may not apply only to this one day.

However, according to the Syrian Network for Human Rights, the Coalition was responsible. The source reported that “four civilians from the same family (2 children and their parents) died in International Coalition warplanes missiles fired on Al Bab city in Aleppo governorate eastern suburbs, January 22، 2017.”

A reported Coalition airstrike at 3.45pm killed up to seven civilians including two children, at Nahiyat Sereen near Aleppo.

One young victim, Mohammad Jassen Al Abou Rakan, was decapitated in the incident, with graphic images of his body widely distributed on social media.

Islamic State later published a propaganda video of the event, including interviews with eyewitnesses and rescuers. One man told the camera: “Civilians coming here to get bread are getting killed. What is this? Where are civilians supposed to go? Are they supposed to go to the wilderness to save themselves? Damn them.“

Another man described the buildings reportedly hit in the raid: “Today the coalition planes came to continue what the criminals from the PKK had started. More than 4 or five missiles were fired at once destroying many houses. The house of Hajj Ali and the house of the son of Hajj Ali; the house of Ali Al Hassani; the house of Mohammad Al Hajrashi; and a big number of civilian shops. All the victims are civilians that have nothing to do with what is happening at all.“

The Syrian Observatory also reported activity by Turkish aircraft in the region on this date.

In its civilian casualty report for October 2019 – published on December 5th of that year, the Coalition assessed this event as ‘not credible, asserting: “July 23, 2015, in Aleppo, Syria, via Airwars report. After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties. 2806/CS104 37SCA328084”.

Officials published a location for the event to within 100 metres of where they had remotely assessed the incident.

At least one civilian, a woman, was injured in alleged Turkish bombardment of the village of Umm Al 36.654235&lon=40.372868Khair in the countryside of Tal Tamr district on February 27, 2022.

According to Hawar News, a woman was injured as a result of Turkish forces bombing of the countryside of Tal Tamr district. Turkish forces bombed the Assyrian villages of Tel Shanan, Umm al-Khair and Dashisha in the countryside of Tal Tamr, resulting in the injury of Marwa Muhammad Khalif (30 years), from the village of Umm al-Khair. The bombing also resulted in severe material damage to the property of the people of the villages.

A medical source at the Lycrane Hospital in Tal Tamr told North-Press, “The woman was wounded by several shrapnel and was taken to a hospital in Hasaka for an urgent operation.”

Airwars assessment

Four civilians were injured in alleged Turkish shelling of the village of Tal al-Laban in the Tel Tamr countryside on October 3, 2022.

According to Hawar News, four civilians were injured when Turkish forces bombed the village of Tal al-Laban and the injured were taken to a hospital in Tel Tamr district to receive treatment. The names of the injured as Hajj Ibrahim Muhammad al-Faqir, Qusay Musa al-Faqir, Abdul Majeed al-Faraj and Najm Abdullah Habib.

A medical source from Legation Hospital in Tel Tamr told North Press Agency that the four civilians were wounded to varying degrees of severity.

All of the sources that reported on the incident attributed the strikes to Turkish forces and a military source told North Press Agency that Turkey fired a barrage of artillery shells at Tal al-Laban.

The local time of the incident is unknown.
