Asharq Al-Awsat quoted Somali state television which announced that 20 al-Shabaab militants traveling in a vehicle were killed in airstrikes carried out by Somali intelligence forces in cooperation with international allied forces.

There were no other details available as to who was involved in the airstrike and the resulting casualties.

While no sources directly implicated the US in the operation, the Somali government’s reference to “international partners” has in the past indicated US involvement.

An unknown number of Al-Shabaab members, including top leaders, were reportedly killed by airstrikes allegedly carried out by the US and/or Somali military on Elbur in Galgaduud province on September 23, 2023. There have been no reports of civilian casualties connected to the strikes.

On the 23rd of September, 2023, the Somali Ministry of Defense posted a statement on X /Twitter that a “precision airstrike” had been conducted on a “meeting house” in the town of Elbur in the Galgaduud region. The statement went on to claim that the Somali National Army had killed key Al-Shabaab leaders including “their head of extortion and finance, Sahal.” Garowe Online stated that the individual killed, known only as ‘Sahal’, had been the group’s “finance and tax head,” while also attributing the strikes to the US military rather than the Somali military.

M.M.Dhoore, a former BBC journalist and the managing editor of SNTV (Somali National Television), London, released a post via X/Twitter on the evening of the 23rd of September stating that Somalia’s armed forces had conducted the airstrike using “recently acquired helicopters”. M.M. Dhoore’s post contained a photo of such aircraft.

Middle East Monitor News also reported on the attack, emphasizing the strategic significance of the town of Elbur and noting that it has been an Al-Shabaab stronghold for more than 15 years.

None of the sources gave a precise number of militants killed, with some referring to “several militants” killed while others reported “heavy casualties”.

The US conducted its second airstrike within four days against Al Shabab fighters in the Qay’ad area between Qaycad town and Xarardheere district on July 23, 2021 at 10:21AM.

According to Morad News, the US airstrike was in support of Somali forces involved in fighting with Al Shabab fighters as they were trying to capture Qay’ad.

The Somali Ministry of Information released a statement that “at 10:21 in Galmudug state between Qaycad town and Xarardheere district an airstrike has crippled the al-Shabaab terrorist. The precision strike only destroyed al-Shabaab fighters and weapons with zero civilian casualties.”

The US confirmed that it carried out the strike. AFRICOM released a statement saying “In coordination with the Federal Government of Somalia, U.S. Africa Command forces conducted an airstrike against al-Shabaab in the vicinity of Qeycad, Galmudug, Somalia today. There were no U.S. forces accompanying Somali forces during this operation. U.S. forces were conducting a remote advise and assist mission in support of designated Somali partner forces.”

@jseldin, correspondent for Voice of America, reported that “@PentagonPresSec tells @VOANews’s @CarlaBabbVOA, other reporters traveling w/@SecDef that like Tuesday’s strike, US troops executed the strike while working w/Somali forces remotely.”

Pentagon press secretary John Kirby told VOA and other reporters traveling aboard a US military aircraft with Defense Secretary Lloyd Austin that Friday’s strike was carried out in support of Somali forces near the village of Qeycad. He said the strike was permitted by the powers granted by the 2001 Authorization for Use of Military Force. Kirby added that just as with the earlier airstrike that week, US troops were not on the ground with Somali forces but were conducting a remote advise-and-assist mission. Further information was not provided because of “operational security.”

US Secretary of Defense Lloyd Austin further justified the need for the strikes in a statement that asserted: “Most recently what’s happened is our partner forces have increased their op[erational] tempo, and they have been pushing back on al-Shabab in a more significant way,” Austin told reporters traveling with him to Eielson Air Force Base in Alaska. “The result of that is some engagements that were fairly intense, and we conducted those strikes to support our partner forces,” he added.

The Hill pointed out that while the authority to carry out the strike on July 20th was justified by U.S. Africa Command chief Gen. Stephen Townsend’s “existing authorities to act in the defense of our Somali partners, who were under attack by al Shabaab,” the strike on July 23rd was permitted by the AUMF.

Reuters also quoted several lawmakers, including Democratic Senator Chris Murphy, who leads a key Senate foreign relations subcommittee, [who] criticized the Pentagon for carrying out the strikes even when no US forces were in danger. “It’s time to do away with questionable legal justifications claimed by one administration after the next for acts of war like this,” Murphy said in a statement.

There were no U.S. forces accompanying Somali forces during this operation. U.S. forces were conducting a remote advise and assist mission in support of designated Somali partner forces. U.S. forces are authorized to conduct strikes in support of combatant commander-designated partner forces under the 2001 Authorization of Use for Military Force.

The command’s initial assessment is that no civilians were injured or killed given the remote nature of where this engagement occurred.

“The engagement was conducted to support our Somali partners who were taking significant fire from al-Shabaab fighters,” said U.S. Army Brig. Gen. Greg Anderson, U.S. Africa Command, director of operations.

The Federal Government of Somalia and U.S. Africa Command take great measures to prevent civilian casualties. These efforts contrast with the indiscriminate attacks that al-Shabaab regularly conducts against the civilian population.

The Federal Government of Somalia and the U.S. remain committed to fighting al-Shabaab to prevent the deaths of innocent men, women and children.

Violent extremist organizations like al-Shabaab present long-term threats to U.S. and regional interests.

Up to 40 members of al-Shabaab were killed and others were wounded by Somali forces and “international partner” airstrikes or ground operations near the village of Ali Foldhere on November 30, 2022.

Shabelle Media Network quoted the Somali government who announced that an operation carried out by the National Army, National Intelligence and Security Agency (NISA), and international partners in Ali Foldhere resulted in the death of up to 40 members of al-Shabaab and the wounding of others.

Garowe Online reported that the al-Shabaab militants were targeted while they were plotting their own attack in the town.

Reuters described the location of the operation as being in a forest near the village of Ali Foldhere under Mahaday town of Middle Shabelle region.

@BCFinucane pointed out that this was another operation with support from Somalia’s “international security partners” who were not specified. Garowe Online pointed out that similar military operations in the past involved US Africa Command and the African Union Transition Mission in Somalia [ATMIS].

43 al-Shabaab militants were killed by alleged US airstrikes near Jamaane District in Lower Jubba on June 16, 2023.

Garowe Online reported that airstrike carried out by the US struck a location where al-Shabaab militants were holding a meeting in Jamaane District in Lower Jubba, killing “several” militants. @SONNALIVE specified that the airstrikes occurred around 6:15pm in an area 14 km from Jamaane District, resulting in “heavy loss of life and many injuries.”

A tweet from @dhoorebbc identified Adan Abdirahman and Idiris Abdirahim Nur, a Kenyan National, as two top al-Shabaab officials who were killed by the US airstrike and Somali special forces near Jamaane town.

The Somali National News Agency (SONNA), quoted by VOA News, later reported that in addition to the two al-Shabaab leaders, a total of 43 al-Shabaab fighters were killed by the airstrike. According to SONNA, the militants were meeting to plan attacks against Barsanguni military base, which is home to the Somali National Army and local forces.

A tweet from @GaroweOnline pointed out that the strikes occurred just days after the head of AFRICOM visited Jubaland and met with President Ahmed Madobe on counterterrorism.

On February 6th 2022, an alleged US drone strike was reported to have struck a car with Al-Qaeda members inside, possibly including a ” suspected leader.”  All passengers – reported as Al-Qaeda militants – in the car were reported to have been “killed and wounded”, and civilian casualties were also reported of those “who were near the operation.” Although multiple sources reported that “civilians” were harmed, it is not clear how many were killed and injured as a result of this drone strike, at this stage.

The drone strike targeted the car in the Al Kola area in Wadi Ubayda, in the Mareb governorate of north Yemen.

A tweet from @Islandcorner2 as well as Fromo2g News referenced “civilians who were near the operation” as being victims of the drone strike but did not mention how many.

According to local sources, three Al-Qaeda militants were killed in total. One source, Fromo2g reported that the militants belonged to “Hadi’s forces”, but this was the sole reference. Saras 24 indicated that the military group were “affiliated with Hadi’s forces.”

Local sources referenced that the car was “loaded with ammunition” and that the militants had guns. This caused the care to explode when it was struck by the drone.

Al Youm Al 7 reported that “the aerial bombardment, preceded by hours of flying, led to the burning of the car and the charring of the bodies of those on board” which meant that the identity of the targeted leader could not be understood. Apparently, Al-Qadea militants were deployed into the area after the raid and prevented entry and exit into the area.

According to Akhbar Al Aan news, a US drone was launched from a military base in Dijbouti.

The incident occured around dawn.

Airwars assessment

136 al-Shabaab fighters were killed and up to 98 others were injured in an operation carried out by the Somali government and international partners between Tawakal and Garasjered in Lower Shabelle region on January 29, 2023.

BBC News quoted the Somali government who said that 136 al-Shabaab fighters, including top commanders, were killed in a joint operation carried out with Somalia’s international partners.

Caasimada Online News quoted Deputy Minister of Information, Abdirahman Yusuf Al-Adala added that 90 other members of al-Shabaab were also wounded and that the operation took place in a jungle between Tawakal and Garasjered, 12km west of Janale district in the Lower Shabelle region. A tweet from @JournalistAadan put the number of injuries at 98.

Caasimada Online News also provided the names of some of the high-ranking leaders: Salman Dhere, responsible for the group’s coastal operations, and Moallim Salahey, who was in charge of attacks on the towns of Awdhegle, Qoryolay, and Janale. Moallim Hashi, a leader in charge of the group’s operations in the Lower Shabelle region. The government claimed to also have destroyed a weapons cache, vehicles, and equipment for explosive devices.

While none of the source directly implicate the US in this operation, reference to international partners has in the past included US forces.
