Two civilians were injured by an alleged US-UK strike on the Sofan neighborhood of Sana’a on February 24, 2024.

Abdullah Ahmad Obaidi Al Rabi’i posted on Facebook that “on my way back home in the Sofan neighborhood, I encountered this missile strike by the American-British aggression occurring dozens of meters away in a densely populated residential neighborhood.”

According to @alharthalafari, the strike hit an insecticide factory which led to a fire and “civilian casualties”. Anadolu Agency quoted the Ministry of Public Health and Population of the unrecognized Houthi government who announced that “two civilians were injured as a result of the raids of the (American-British) aggression on the Al-Nahda neighborhood in the capital, Sana’a.” Yemen Data Project provided a similar casualty toll of two civilians injured.

US Central Command released a statement that “at approximately 11:45 p.m. (Sanaa Yemen time), U.S. Central Command forces alongside UK Armed Forces, and with support from Australia, Bahrain, Canada, Denmark, the Netherlands, and New Zealand, conducted strikes against 18 Houthi targets in Iranian-backed Houthi terrorist-controlled areas of Yemen….The targets included Houthi underground weapons storage facilities, missile storage facilities, one- way attack unmanned aerial systems, air defense systems, radars, and a helicopter.”

The UK Ministry of Defence announced: “Four Royal Air Force Typhoon FGR4s, supported by two Voyager tankers, again participated in a deliberate coalition strike on Saturday 24 February against Houthi military facilities in Yemen which had been conducting missile and drone attacks on commercial shipping and coalition naval forces in the Bab al Mandab, southern Red Sea, and Gulf of Aden. The RAF aircraft were allocated multiple targets located at two sites. Intelligence analysis had successfully identified several very long-range drones, used by the Houthis for both reconnaissance and attack missions, at a former surface-to-air missile battery site several miles north-east of Sanaa. Our aircraft used Paveway IV precision guided bombs against the drones and their launchers, notwithstanding the Houthis’ use of the old missile battery revetments to try to protect the drones.”

It is unclear if the US and/or UK statements are the same strikes which hit the Sofan neighborhood as the US and UK military did not provide a location.

TAMPA, Fla. – On Feb. 24, at approximately 11:45 p.m. (Sanaa Yemen time), U.S. Central Command forces alongside UK Armed Forces, and with support from Australia, Bahrain, Canada, Denmark, the Netherlands, and New Zealand, conducted strikes against 18 Houthi targets in Iranian-backed Houthi terrorist-controlled areas of Yemen. These strikes from this multilateral coalition targeted areas used by the Houthis to attack international merchant vessels and naval ships in the region. Illegal Houthi attacks have disrupted humanitarian aid bound for Yemen, harmed Middle Eastern economies, and caused environmental damage.
The targets included Houthi underground weapons storage facilities, missile storage facilities, one- way attack unmanned aerial systems, air defense systems, radars, and a helicopter. These strikes are intended to degrade Houthi capability and disrupt their continued reckless and unlawful attacks on international commercial and U.S. and U.K. vessels in the Red Sea, Bab AI-Mandeb Strait, and the Gulf of Aden.
The goal of this multi-national effort is to defend ourselves, our partners, and allies in the region and restore freedom of navigation by destroying Houthi capabilities used to threaten U.S. and partner forces in the Red Sea and surrounding waterways. These strikes are separate and distinct from the multinational freedom of navigation actions performed under Operation Prosperity Guardian.

Previous RAF strikes, on 11 January and 3 February, had already successfully destroyed a number of buildings used to support drone and cruise missile operations at Bani, some fifteen miles west of Abbs airfield in north-western Yemen. Additional buildings at the Bani site had subsequently been confirmed as also being involved in the drone and missile activities there and were therefore targeted during this latest strike.
In planning the strikes, as is normal practice with such RAF operations, the greatest possible care was taken to minimise any risk of civilian casualties.

At least one Al Qaeda member was killed by alleged US drone strikes on a house in the Hadba Al-Awshan area on December 15, 2021.

Yemen Anbaa News reported that a drone believed to be American killed an emir of Al Qaeda in an abandoned house in the Hadba Al-Awshan area. He was alleged to be returning from “fighting in the ranks of the [Saudi] coalition forces in one of the Wadi Ubaidah areas” and after he was killed, members of Al Qaeda removed his body “amid great secrecy” about his identify.

According to @18_ymany, the drone struck a house rented by Al Qaeda leaders who “came from Shabwa to reinforce the forces of Khain Hadi” without mentioning how many casualties resulted from the attack. Ali Al Nasi added that the house was rented two months ago by unknown people “believed to be coming from Shawba”.

A tweet a day after the incident by @mosher511 identified two Al Qaeda members who were killed but it is unknown if they were killed in the same incident. The two fighters were Rawha Al-Qaifi who was affiliated with Al-Bayda and  Islam Al-Tazir who was a member of the Malahem Network.

The incident occured around dawn.

On January 30th 2023, an alleged United States drone strike was reported to have hit a car in Wadi Ubaidah in the Marib Governorate of Yemen. Three people were allegedly killed who were in the car at the time, who Al Mahara and other local sources reported were “members of Al-Qaeda”, including a prominent leader in Wadi Ubaidah. @BnMhwr tweeted that one militant inside the car was Hassan al-Hadhrami, “responsible for making IEDs and explosives in al-Qaeda.” No civilian casualties were mentioned by local sources at this time.

Al Khabar Al Yamani news channel reported that the attack happened when the car was waiting in line to get petrol, at the Al-Hayra petrol station. This source and other local sources also identified the missile as a R9X Hellfire. Task and Purpose pointed out that based on images showing that the target vehicle was shredded from the roof in rather than destroyed in an explosion, it is likely the AGM-114 R9X Hellfire missile was used.

A Yemeni government official told AFP on a condition of anonymity, that “three Al-Qaeda members were killed in a strike by a drone that is believed to be American.”

AP described the after-math of the strike as “onlookers gathered around a small, four-door car coated in dried mud, peering through its shattered windows and torn-away roof at three dead men inside.”

Despite most reports attributing this to the US, there was no immediate statement from US officials. Local sources speculated that this could mean that this attack was carried out by the Special Operations Unit (JSOC) or the CIA, according to Al Khabar Al Yamani. US Central Command told Stars & Stripes that there was “no operational reporting at the time of this incident in Yemen”.

On August 14th 2022 there were reports that a US airstrike killed 13 to 14 members of Al Shabaab in the town of Beledweyne, in Hiran region of central Somalia, as reported by a state-owned national television.  US AFRICOM confirmed this strike on August 17th in a statement which said that “US forces engage insurgents in support of the Federal Government of Somalia.”

There were no reports of civilian harm.

Garowe Online reported that initial reports in the media said that the airstrike left two militants dead and several hideouts destroyed, but it was later confirmed by Somalia state media that “over 13 militants were killed”, and that the attack happened at 2pm. Garowe Online reported:

“Today around 2 PM local time, two Al Shabaab terrorists were killed and their hideouts were destroyed in US airstrike to support the Somali National Army’s counterterrorism operations in Hiiraan region,” state media noted in a tweet without many details.

“The death toll of Al Shabaab terrorists who were killed in Sunday’s airstrike in Hiran region has reached 13 terrorists, officials have confirmed to State Media, ” the Somali National TV further reported, in one of the greatest crackdowns against the militants this year.”

@HBonline and the local news outlet, Somaliland, were the only sources to report that 14 Al Shabaab militants were killed in this attack, rather than 13.

It was noted in local and international media that there was no immediate US AFRICOM statement on this reported strike in its aftermath.

This strike is the second US AFRICOM incident in a week, with the last declared incident on August 9th (see USSOM349).

The incident occured at approximately 2:00 pm local time.

In coordination with the Federal Government of Somalia, U.S. Africa Command conducted an airstrike against al-Shabaab terrorists that were actively attacking Somali National Army forces in a remote location near Teedaan, Somalia, Aug. 14.
The command’s initial assessment is that the strikes killed 13 al-Shabaab terrorists and that no civilians were injured or killed. U.S. forces are authorized to conduct strikes in defense of designated partner forces.
The Federal Government of Somalia and U.S. Africa Command take great measures to prevent civilian casualties. These efforts contrast with the indiscriminate attacks that al-Shabaab regularly conducts against the civilian population.
The Federal Government of Somalia and the U.S. remain committed to fighting al-Shabaab to prevent the deaths of innocent civilians.

Somali National News Agency @SONNALIVE announced that the Somali National Army supported by regional forces and International partners killed 42 al-Shabaab militants in Cadaley near Mahaday district.

According to Islam Times News, quoting the Somali government, the operation lasted 30 hours.

No other details were available on the operation or casualties.

AFRICOM announced airstrikes in a different region near Galmudug on the same day, February 21st, that resulted in the death of seven al-Shabaab militants.

While no sources directly implicated the US in the operation, the Somali government’s reference to “international partners” has in the past indicated US involvement.

Local and official sources alleged that 27 al-Shabaab militants were killed by operations and airstrikes declared by the Somali military in the villages of Balal-Dheer, El-Gambar, and Mililiqo on September 22, 2023.

On Friday the 22nd of September, 2023, the Somali Ministry of Defense posted a statement on X / Twitter that “over 27 Khawarij militants were eliminated in a successful operation by the Somali National Army”. Yeni Safak News provided further details of the Ministry of Defense statement: that the operation had taken place in the villages of Balal-Dheer, El-Gambar, and Mililiqo where “three terrorist bases were targeted and destroyed, along with their vehicles and military equipment”. Also on the 22nd of September, Garowe Online News added context to the attacks, noting recent “intensified ops involving airstrikes in south and central Somalia”.

Osman Omar, an open-source intelligence investigator, posted on X / Twitter, on the 23rd of September, that the Somali Air Force had “successfully targeted and neutralized an Al-Shabaab convoy” in the Gal-Gaduud region after a tip-off was received by the Somali National Army from a nomadic resident regarding the presence of Al-Shabaab militants in the areas of Balal and God Shilin. Omar stated that “Somali Air Forces swiftly acted, eliminating both vehicles and dozens of Al-Shabaab fighters”. There have been no reports of civilian casualties connected to the strikes.

While no sources directly implicated the US in the operation, the Somali government’s reference to airstrikes has in the past indicated US involvement.

Exactly six months after Joe Biden became president, the US conducted its first declared strike in Somalia of his administration, at either 10.21 or 11.05am on July 20th 2021.

According to Morad News the attack took place in the Qay’ad area of Muldug, with Sonna state media reporting that the airstrike was conducted on a fortified position in Qaycad village, between Wisil and Bacaadweyn. Sonna also said that 20 al Shabaab militants were killed in the attack, with “many more” injured.

SomaliAffairs instead said the strike “targeted Al-Shabab militants stationed between Qay’ad village and Harardhere town”.

The US military said the strike was near Galkayo – the first recorded US action since 2018 in that immediate area.

According to a Pentagon spokeswoman cited by the New York Times, the attack had struck al Shabaab fighters assaulting Somali special forces on the ground.

According to the Times, “The [drone] strike was carried out by military aircraft against Shabab fighters who were attacking members of the Danab, an elite American-trained Somali commando force, near the town of Galkayo in the country’s north, said a Pentagon spokeswoman, Cindi King.”

“Mrs. King said the Danab commandos were being advised remotely by American trainers when they came under attack. ‘There were no U.S. forces accompanying Somali forces during this operation,’ Mrs. King said in an email. “U.S. forces were conducting a remote advise-and-assist mission in support of designated Somali partner forces.’”

AFP noted that an official DoD letter stated that “A battle-damage assessment is still pending due to the ongoing engagement between Al-Shabab and Somali forces, however the command’s initial assessment is that no civilians were injured or killed as a result of this strike”.

Voice of America reported that Somali commanders had been hoping for a resumption of US strikes: “Somali Army spokesman Colonel Ali Hashi Abdinur told VOA earlier this week he hoped the U.S. would resume the strikes, especially to target the al-Qaida-linked fighters in areas where the Somali infantry can’t reach.  ‘We have good cooperation and collaboration with the U.S.,’ he said. ‘There are hard-to-reach areas in the forests where the airstrikes used to target their leaders.’”

The President of Galmudug State later tweeted that “The aim of the strike was to protect the brave armed forces those who are facing the enemy and it was successfully conducted as there were zero civilian casualties involved.”

An initial statement from the Somali government on the attack made no mention of US forces participation, placing the event at 11.05am local time. Breaking with recent convention, the strike was then declared directly by the Pentagon rather than by US Africa Command. However, the Pentagon’s chief spokesman confirmed to media that the strike had in fact been authorised by General Townsend of AFRICOM.

Biden’s first action in Somalia caused some discomfort in Congress. Senator Tim Kaine of Virginia told Politco’s NatSec Daily that ““I remain concerned with the justification of ‘collective self-defense’ to respond with U.S. military force to protect foreign groups when there is no direct threat to the U.S., its armed forces, or citizens… I look forward to getting more information from the administration about this specific drone strike, especially as we continue to work together to rebalance the Article I and Article II powers on use of force issues and update the 2001 AUMF to reflect current threats against the United States.”

A trio of senators – Bernie Sanders of Vermont, Chris Murphy of Connecticut and Mike Lee of Utah – issued a statement condemning the attack: “We’re troubled that no one in the administration sought the required legal authorization from Congress for Tuesday’s drone strike in Somalia especially with no American forces at risk—and apparently, did not even check with our commander-in-chief.”

And Congresswoman Ilhan Omar wrote expressing her concerns about the strike to President Biden, requesting answers to eight specific questions about the action.

In coordination with the Federal Government of Somalia, U.S. Africa Command forces conducted one airstrike in the vicinity of Galkayo, Somalia, July 20, 2021.

A battle-damage assessment is still pending due to the ongoing engagement between al-Shabaab and Somali forces, however the command’s initial assessment is that no civilians were injured or killed as a result of this strike as the strike targeted known al-Shabaab fighters and took place in a remote area.

“This strike was conducted under collective self-defense authority and targeted al-Shabaab fighters engaged in active combat with our Somali partners,” said U.S. Marine Corps Brig. Gen. Thomas Savage, U.S. Africa Command deputy director of operations. “We are committed to supporting our Somali partners as they fight against these terrorists.”

The Federal Government of Somalia and U.S. Africa Command forces take great measures to prevent civilian casualties. These efforts contrast with the indiscriminate attacks that al-Shabaab regularly conducts against the civilian population.

The Federal Government of Somalia and the U.S. remain committed to fighting al-Shabaab to prevent the deaths of innocent men, women and children.

Violent extremist organizations like al-Shabaab present long-term threats to U.S. and regional interests.
