Airwars assessment

In an incident previously unknown to Airwars, on December 1st 2016 the Coalition said it had concluded an assessment on a possible incident “near Hama, Iraq”. Officials later informed Airwars that the alleged incident in fact took place near Hama, Syria.

The incident was reported in the December 2016 Coalition report as: “Feb. 15, 2016, near Hama, Iraq: No Coalition strikes were conducted on that day in the geographical area.”

In January 2017, the same incident was published with the correct location but incorrect date: “1. Feb. 2, 2016, Hama Province, Syria: No Coalition strikes were conducted on that day in the geographic area of the reported civilian casualties.”

In February 2017, the Coalition republished the incident and corrected the date: “1. Feb. 15, 2016, Hama Province, Syria, via social media report: Date correction. This report was previously incorrectly released as Feb. 2, 2016 in the Jan. 2, 2016 monthly report. No Coalition strikes were conducted on that day in the geographic area of the reported civilian casualties.”

Airwars researchers have so far found only one report of civilian casualties that day in Hama but the source claims Russia was responsible.

Airwars assessment

Six civilians, including four children, were injured in alleged Russian or Syrian regime airstrikes on the city of Jisr Al Shughour on November 8th, 2019, according to local sources.

Smart News Agency reported that “activists said four civilians from the same family, including three children, were wounded in an airstrike by Russian planes on the town of Jisr Al Shughour”.

The Syrian Civil Defence reported that a woman was injured, stating that Syrian regime planes fired four rockets on a residential community of the city, including Zakaria Akta school. @IdlibPlus put the number of injured at six and @brocarpress reported “four wounded, including three children.”

According to @ShahbaPress, a church was also targeted. @IdlibPlus furthermore reported damage to a charity sewing workshop.

Jisr Media Center reported the names of one male injured civilian and three children.

Human Rights Watch mentioned that the airstrike also targeted a church. “On November 8, 2019, at 2 p.m., an attack damaged St. George’s church, a Greek Orthodox church in Jisr al-Shughour. Human Rights Watch reviewed two photographs sent by local journalist Mustafa al-Ahmad and two videos posted on YouTube on November 10 and November 12 which show damage to the church’s walls. This damage is also visible in satellite imagery which shows two distinct impacts in the area surrounding the church. The explosion wounded six people, including four children, and partially destroyed at least one residential building in the area, according to another local journalist. Satellite imagery also confirmed the damage to the residential building.”

A tweet from @RaedAlSaleh3 also reported that regime forces launched “4 missiles at once on a residential compound for civilians that includes the Zakaria Aktaa school.”

Sources were conflicted as to whether Russia or the regime was responsible.

Airwars assessment

Up to five civilians including three children and a woman were reported killed and eight others including a volunteer with the Syrian Civil Defense injured in alleged Russian airstrikes or Syrian regime artillery attacks on Al Bara in Jabal al-Zawiya, south of Idlib, Syria on November 15th, 2019 according to local sources. Step Agency said the Russian airstrikes which attacked Al Bara were loaded with vacuum missiles.

Mohamed, Jenna and Safa al-hameedi, children from the same family, were among those killed by the airstrikes and @media_idlib reported that their father “Ali Hajj Hamidi and his wife” were saved from under the rubble. Tareq Aloush from the Syrian Civil Defense said that five people including a woman and three children were killed and eight others including a volunteer with SCD were injured as a result of a Russian airstrike on Bara in Idlib.

The Syrian Civil Defense captioned a picture showing three children saying “Mohamed, Jenna and Safa al-Hameedi, the people killed by criminal missiles while playing at home on Friday, where our teams found them together under the rubble.”

A tweet from @ramiswidfree identified the Civil Defense member that was injured as the “ambulance system driver” and pointed out that three civilian homes were struck and a man and a woman were rescued from the rubble.

While most of the sources blamed Russia, including the Syrian Network for Human Rights, Baladi, Step Agency, Shaam and others, SMART blamed both the Syrian and Russian forces by saying “On November 15, 2019, civilians were killed and wounded by shelling by Russian and Syrian regime forces in the town of al-Bara near Idlib in northern Syria.”

One civilian, 19 or 20 years old, named as Yousef Jamal, died in an alleged Turkish airstrike on Kani Mazi village, Jammak, Amedi, sources said.

According to ANF, “A 20-year-old teenager was seriously injured in the bombing and died in hospital despite doctors tried everything to save his life.”

Ninanews added that five other civilians were wounded.

Turkey confirmed carrying out strikes on the area.

Airwars assessment

Up to 14 civilians including two women were reported killed and between 11 and 20 others including two children were injured in an alleged Russian forces or Syrian regime airstrike on a vegetables market, Souk Al-Hal, in Maarat Al Numan in Idlib, Syria on December 2nd, 2019 according to local sources.  Multiple sources indicated that 10 or 11 civilians were killed in the initial toll.

@Mohamed2Aldaher reported on Twitter that many of the wounded were in critical condition so it in unclear if the death toll rose any higher. JesrPress reported that Civil Defense teams recovered those injured including “dismembered” people.

Some of those identified killed are: Jihad Al Barq, Abdulhameed Muhammad Al Sbeih, Abdelkhaleq Al Hamidi, Abdelnaser Al Darfeel, Amer Darfil, Abdo Khaled Al Adel and  Hasan Mohammad al Rashid, Jamila Al-Youssef, her sister, Maryam Al-Youssef and her son, Ahmed Salami.

Asala Aledel posted on Facebook about her cousin, Abdo Al-Adl, “the eye sheds tears, the heart grieves, and I grieve for your separation.”

Multiple sources described this incident as a “massacre” and Shehab Agency reported from an eyewitness that “the corpses are charred and burnt, and the body parts of civilians are scatered everywhere. Everyone who was in the market is now between a martyr, a wounded person, and a missing person.”

Human Rights Watch quoted Karim Kamoura, a shop owner who present during the attack when munitions hit a few meters from his store: “The market was busy at the time, because it was morning. When the [munitions] landed, I hid under the table for safety but started to smell burning bodies. When I came out, I saw bodies torn to pieces on the ground.” He said the attack destroyed six of 47 shops in the market, and he spent US$3,000 and six days to repair the damage to his shop.”

As many as three civilians, one man, one woman and a child, were killed and as many as 14 others, including three women and a child, were injured in an alleged Russian or Syrian regime airstrike on a marketplace in the village of Talmans, Idlib Governate on December 7th, 2019 local media reported.

According to Jamil Lababidi and Syrian Human Rights Committee, the man killed in the strike was named Nasser Abdul-Jabbar Al-Hassan. The Syrian Human Rights Committee and the Syrian Press Center identified the female victim as Amna Khaled Al-Mar’i. The Shaam News Network said that a child had been killed in the strike but did not name the victim

Shahba Press, Ariha Today, and other sources said the strike resulted in seven injuries, including three women and a child. Images published by @media_idlib show a child being attended to in the back of an ambulance. The Syrian Human Rights Committee said 14 people were injured in a barrel bomb attack that targeted a popular market in Talmans.

The majority of the sources said Syrian regime helicopters carried out the strike using barrel bombs. One source, Ebaa News Agency, said the strike had been carried out by “Russian occupier’s warplanes”. Other sources said the strike had been carried out by either the Syrian regime or Russia.

One source said the strike took place in the evening, while footage from the scene shows it took place during daylight hours.

One civilian reportedly died in an alleged regime or Russian airstrike on Ma’ar Shamsha, southern Idlib countryside, around noon on December 17, 2019.

The Syrian Network for Human Rights reported that the victim’s name is Mohammad Abdul Razzaq Al Shahhoud.

According to Al Jazeera, the attack had been “carried out by Syrian regime helicopters”. Facebook User Haisam.aldalati.7 reported instead that Sukhoi-24 warplanes conducted the strike. Jisr Press detailed that the strike consisted of two barrel bombs.

Relatives of the victim mourned their loss on social media, among them Al Shahhoud’s daughter, Zahra Shahhoud, who posted on Facebook: “The heart grieves, and we are sad for your separation from us, my father. May Allah accept us, and we are patient, with Allah’s permission. But dad, tears betray the eyes. We belong to God and to Him we shall return”. Al Shahhoud’s cousin (with the Facebook User name “91Zakarya”) also mourned his relative’s death.

Video footage documents the explosion cloud above what seems to be Ma’ar Shamsha. Other video footage by Enab Baladi shows families in distress in the aftermath of the attack, as well as a White Helmet rescue operation on their way to the affected area.
