Airwars assessment

Between one and four civilians, including a child, a woman, and two men, were killed and at least two others, including a woman and up to two children, were injured by alleged Russian shelling of Lysa Hora in Kholodnogirskyi district on April 11st, 2022.

Huyovy_kharkiv Telegram reported one civilian death and two injured while Kharkiv Life channel specified that two civilians were killed, a teenager and a mother of two, and among the wounded is another woman and children who were playing in the yard, with toys still lying near the site of the explosion.

Suspilne News provided additional details on the civilians affected, including a 12 year old boy and 35 year old woman who were killed and a four year old who sustained shrapnel wounds. The 12 year old boy’s grandmother was injured as well, but the source does not specify if the grandmother was injured in this attack or another attack. A neighbour told Suspilne that “When I ran, he (12 year old) was lying there. There were no chances. His whole head was cut there.” The same neighbor’s daughter and nine year old grandson were injured in the same attack, and the neighbor told Suspilne that his grandson “is not stable, but he will live.”

A local resident told Suspilne News that when the 35 year old died, her two daughters were in the house: “They came from the store, I went into the house, and she was talking on the phone, I didn’t have time to go into the house. If, perhaps, she had come a minute earlier, she would have had time… Two children were left without their mother.”

Tipichnoe_xtz telegram channel reported that in addition to the 13 year old who was killed, two of the victims were men killed by shrapnel.

The attack occurred in a private area of Kharkiv, Kholodnaya Gora, hitting a 16th story building and the children playing in the streets. Suspilne News also identified battered and burned cars as well as gutted houses as resulting from the shelling.

The suspected attacker is alleged to be Russia, as reported by most of the sources including Suspilne News and Kharkiv Life although responsibility has not been accepted explicitly.

This incident has reference to ACLED code UKR55595.

According to initial reports, two of the passengers were locals while two others were PKK fighters.” The mayor later added that another person was killed in the attack and that “we could not confirm that there were PKK fighters inside the car, because all the five persons were burnt up”.

Various sources specifically identified the incident as occurring in Tutaqal village, Kurdistan24 adding that it is located “at the foothills of Khal Khalan”. Rudaw News also quoted a resident of Tutaqal village, Halo Zahir, who told Rudaw’s Rawchi Hassan that the vehicle belonged to the PKK. Images posted by Rudaw News show extensive damage to the pickup truck allegedly hit by Turkish drone strikes.

Two to three civilians were injured after a Turkish drone targeted two cars in Khan Al  Jabal, south-east of Derik in Syria on June 28th 2022 at approximately 03.20. There were reports of one person killed but it is not possible to determine whether they were a belligerent or civilian from the current information.

Airwars assessment

On March 17 2022, shortly before 14:00, a missile allegedly fired by a Russia BM-21 Grad multiple rocket launcher system hit Barabashovo market on Akademika Pavlova Street in Kharkiv, killing one rescue worker and injuring another rescue worker and a woman. One Telegram channel with a clear pro-Russian stance source accused the Ukrainian military of intentionally setting the fire.

A state rescuer was killed by injuries sustained in a secondary strike on the location during rescue efforts in a double tap strike. Pravda News reported that multiple trading pavilions within the market complex were on fire and two surrounding residential buildings were partially damaged in the blaze. A Telegram post from Truexa News subsequently reported that shrapnel flew into a nearby house damaging the garden and part of the house and injuring one woman.

According to operational information from the State Emergency Service, reported by Pravda news, while working to extinguish the fire another missile hit in which two of the rescuers were injured by shrapnel. Both were taken to hospital but the member of the rescue crew sadly did not survive his injuries. Double tap strikes are commonly perceived as infringing on the Principle of Distinction as defined by International Humanitarian Law.

The Emergency Services reported that 21 units of the fire and rescue teams attended the fire with approximately 100 personnel working to extinguish the fire resulting from the missile attack. A Telegram post by Truexa News noted that the fire was finally extinguished after 17 hours, with trading pavilions and two residential buildings partially damaged, and that all efforts had been made to prevent the spread of the fire.

Preliminary data cited in a report on Facebook from the Main Directorate of the State Emergency Service in the Kharkiv region suggests that the shelling occurred from a Grad multiple launch rocket systems. The Armed Conflict Location and Event Data Project also reported that the fire was a result of shelling from a Russian BM-21 Grad, a Soviet design multiple rocket launcher. However, Russian sources on Telegram channel Perviy Kharkovskyi claimed that the fire had been started by the Ukrainian Army.

This assessment has reference to ACLED code UKR53662.

The incident occured at approximately 2:00 pm local time.
