Airwars assessment

Two families including children were reported killed following a Coalition and Iraq government aircraft allegedly struck Rawa in a nighttime strike near the town’s Haji Osman mosque.

According to News of Iraq, names of four victims have been listed.

Reporting for this event and that below (at Akashat and Saada) remains confused.

Given reported British incidents in the area that day, Airwars flagged the incident to the UK’s MoD which said we can confirm that there was no UK involvement in the event.

In their May 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

Airwars assessment

On the first day of a major Iraqi and Coalition assault to recapture Mosul, nine civilians including five members of one family were alleged killed in an airstrike.

Iraq News reported “intensive Coalition raids on the areas of Bab al Jadid and Hadbah, west of Mosul, with reports of civilian casualties.” Accordng to Islam Memo, “Nine civilians were killed, including five members of one family, as a result of aerial bombing on Monday morning which targeted residential areas in downtown Mosul.” It said the dead included “an eighty-year-old woman and her son, his wife and two of their children.”

Elements of this incident were later confused by some reports with a separate Mosul event on October 18th-19th.

Given reported British actions in the area that day, Airwars flagged the incident to the UK’s MoD which said “we can confirm that there was no UK involvement” in the event.

Five civilians were killed and 10 wounded by artillery shelling, according to local sources.

Yaquen reported that 5 civilians were killed and 10 wounded – mostly women and children – in Mosul’s eastern half due to indiscriminate bombing. The report cited sources who said the attacks originated from French artillery shelling. Baghdad Post similarly cited French forces.

Other outlets, including Al Noor News, also reported that neighbourhoods in were subject to artillery fire, and did not cite warplanes for the attacks.

A reported Coalition airstrike on an ISIL ‘police facility’ also killed a named civilian non-combatant.

According to Raqqa is Being Slaughtered, Ali al Awwad al Rahil died when his home was struck during the raid. However a local media activist claimed he died as a result of “YPG Kurdish militia targeting of his home while he was there.” The Syrian Observatory blamed both air and ground actions.

Nearly 100 civilians were killed or wounded in Mosul due to airstrikes and artillery bombardment, according to a local source.

Iraqi Spring Media Center reported the deaths of 98 civilians in Mosul during the preceding 48 hours due to aerial and artillery bombardment targeting residential areas.

In an emailed response to a report submitted by Airwars on this and other incidents in December 2016, the Coalition officials said the event was presently assessed as Not credible.

According to several sources, at least 16 civilians killed following the alleged Coalition airstrike targeted the children’s hospital in Mosul. CENTCOM confirmed the incident the same day and announced an investigation.

A number of ISIL fighters were reported killed along with between five and 16 civilians when the Coalition targeted a vehicle at Ibn al-Athir hospital. An ISIL propaganda video showed significant damage to the hospital. One of the victims has since been named as a medic.

In a statement issued that day, CENTCOM noted: During operations to liberate Mosul on Dec. 29, a Coalition airstrike struck a van carrying ISIL fighters observed firing an SPG9/RPG recoilless rifle before loading the weapon in the van and driving off. The van was struck in what was later determined to be a hospital compound parking lot resulting in possible civilian casualties.

In its February 2017 civilian casualty report, the Coalition noted two events for December 29th – one of which had been dismissed, the other still under investigation. A senior official later confirmed to Airwars that this event remained under assessment.

A UN report on the protection of civilians in the context of Nineveh operations and the retaking of Mosul stated: On 29 December 2016, an airstrike hit the parking area of the Ibn al-Atheer hospital in the Majmoua al- Thaqafiya neighbourhood of northeastern Mosul, reportedly killing seven civilians and wounding 14 others. The airstrike allegedly targeted a vehicle transporting ISIL militants. Reports were received that when ISIL took over al-Salam hospital of southeastern Mosul on 5 December, it evacuated the civilian patients from Ibn al-Atheer hospital and reserved the hospital only for the treatment of its militants. ISIL reportedly posted a video showing the effects of the airstrike online. UNAMI/OHCHR could not verify the authenticity of the video.

Local reports say that the streets in eastern Mosul were covered by the bodies of dozens of civilians – their deaths caused by Coalition airstrikes and heavy artillery. Fighting was particularly intense in the Sugar Hill and Muthanna neighborhoods.

Alaraby reported that fighting and airstrikes by the Coalition forces and Iraqi forces killed and wounded at least 100 civilians in the neighborhoods of Muthanna, Comrades, Municipalities and Flowers. Local sources confirmed that “the bodies of dozens of victims, including women and children, lay scattered on the streets and indoors, with a lack of access to the region because of the ferocity of the battles there.”

Mosul Ateka said that Haitham Mahmoud Najafi (Abu Qudaamah) and his son Zaid and his wife and two daughters were killed, after the bombing of their home in the Al Muthanna neighbourhood.

Iraqi Spring Media Center put the death toll at 50 and said more than 60 were injured.

Reports of the incident mention several locations on the eastern side of Mosul: The Fourth Bridge ( الجسر الرابع), for which the coordinates are: 36.332565, 43.151646; Officers District (الضباط), for which the coordinates are: 36.3389125, 43.1544685; Muthanna (المثنى), for which the coordinates are: 36.3738889, 43.1718063; Rifaq (الرفاق), for which the coordinates are: 36.379167, 43.166111; Badiat (البلديات), for which the coordinates are: 36.3841162, 43.1603909;  and Zuhour (الزهور), for which the coordinates are: 36.3789337, 43.1850243. Due to limited satellite imagery and information available to Airwars, we were unable to verify the location further.

CJTF–OIR Declassified Assessment and Press Release

Attached to this civilian harm incident is a provisional reconciliation of the Pentagon's declassified assessment of this civilian harm allegation, based on matching date and locational information.

The declassified documents were obtained by Azmat Khan and the New York Times through Freedom of Information requests and lawsuits filed since March 2017, and are included alongside the corresponding press release published by the Pentagon. Airwars is currently analysing the contents of each file, and will update our own assessments accordingly.

For January 7th-8th the Coalition publicly stated: “Near Mosul, three strikes engaged two ISIL tactical units; destroyed five mortars, two supply caches, four fighting positions, a command and control node, a weapons cache, and a VBIED factory; suppressed three mortar teams; damaged 14 supply routes; and disabled a bridge.”
