Airwars assessment

Two or more US targeted airstrikes aimed at killing 21-year old British cyber terrorist Junaid Hussain instead resulted in the deaths of 3 civilians and the injuring of at least 5 more, a US investigation later concluded.

“On Aug. 13, 2015, near Ar Raqqah, Syria, during strikes against Junaid Hussain, an ISIL cyber-operative, it was assessed three civilians in the vicinity of the strikes were killed and five more were injured,” a press statement noted.

A CENTCOM spokesman later told Airwars that the attack on Hussain had only “resulted in injuries to him that were not fatal.” The botched intelligence-led mission had instead led to significant civilian casualties, a fact which took more than five months to emerge.

The British terrorist actually died in an August 24th airstrike in Syria, as Prime Minister David Cameron told MPs: “The US administration has confirmed that Junaid Hussain was killed in an American airstrike on 24 August in Raqqah.”

Cameron also described Hussain as “involved in actively recruiting ISIL sympathisers and seeking to orchestrate specific and barbaric attacks against the West, including directing a number of planned terrorist attacks right here in Britain.”

No local monitors appear to have tracked any civilian casualties at the time of the August 13th strikes, suggesting the US identified casualties from post-strike surveillance.

Airwars assessment

Between five and ten civilians including three women died and ten others were injured in an airstrike on the Al Maari school area of Raqqa, according to local media. While the majority of sources said that this was the work of the Coalition, one report attributed the incident to the Assad regime. The Coalition later confirmed it had killed at least three civilians in the event.

Raqqa is Being Slaughtered Silently reported that a raid had targeted the Al Maari school in Raqqa city. They told Airwars that this was the same strike as one on Qitar street (listed below.) However, other sources reported this strike as a separate incident.

Step News said that the Coalition was responsible for a raid killing five civilians on Al Maari school. RFS put the death toll higher, at seven. According to Ummayya Press – which also said that seven civilians (including three women) died – “the strike had targeted the north of the city in the area of al Marri school, near a bakery.” It added: “Abu Maaz al Raqqa told al Ummaya Press that ‘the raid targeted a residential neighborhood, in an area near a bakery, where there were long queues of civilians. Seven died and a large number were wounded.

“Wali Furat al Wafa, a media activist from Raqqa, told al Ummaya Press ‘there is no truth to what some activists claims that Russia is bombing Raqqa’, asserting that ‘coalition planes are the perpetrators of this massacre, as recently it does not care about the lives of civilians, as long as it it gets to its single minded goal of Daesh.’”

Ara News also blamed the Coalition, reporting that it had stepped up raids. According to the source “twenty civilians were killed by targeting Maari neighborhood and Al Qitar street near the workers’ housing east of the city. In the aerial bombing that targeted Al Qitar street nine civilians were killed, including women and children, and about ten were wounded”.

A report by Syrian Mirror put the death toll for the strike on the Maari are as high as ten – adding that a “second massacre” then took place on Qitar street (listed below). The also blamed the Coalition. However, one report, by Syrian Press Center, said that the regime was responsible, putting the death toll at five.

In their July 2017 civilian casualty report, the Coalition noted: “During a strike on an ISIS weapons storage facility, it was assessed that three civilians were unintentionally killed when they entered the target area after the munition was released.”

In July 2019 Coalition officials confirmed that their 2017 report was referring to this incident and provided Airwars with the location, accurate to within a 100 metre box.

At least three civilians died in a Coalition airstrike on Raqqa, the alliance later confirmed.

At the time the Syrian Observatory cited “reliable sources’ as saying that “Coalition warplanes targeted a heavy machine gun for IS near al-Nour mosque but missed the target and killed 3 people at least by opening fire on a house.”

Airwars initially listed the event for November 15th. In its monthly July 2017 report, the Coalition denied responsibility, saying it had conducted no strikes in the near vicinity that day: “Nov. 15, 2015, near Raqqah, Syria, via Airwars report: After a review of available information it was assessed that no Coalition strikes were conducted in the geographic area that correspond to the report of civilian casualties. “

After reassessing original reports, the reported incident [originally S140] was identified by Airwars as likely having occurred on November 14th. The Coalition has since confirmed a civilian casualty event on this date. According to the Coalition’s August 2017 monthly casualty report, “Nov. 14, 2015, near Raqqah, Syria, via self-report: During a strike on an ISIS vehicle, after reviewing post-strike video, it was assessed that three civilians were unintentionally killed and one was injured.”

Airwars assessment

A US targeted air strike (possibly by drone) aimed at four al-Nusra Front suspects traveling in a vehicle also killed up to 10 civilians including six children. The US has admitted three deaths in the event.

Reporting at the time was somewhat confused. Some sources said a vehicle was wrongly targeted killing four civilians. The Syrian Observatory for Human Rights noted ‘the reported death of civilians who happened to be in the area during the airstrike’ on a senior al-Nusra figure. Activists named two militants killed as Abu Jalmoud Aalkamdasi and Abu Obeida Al Yemeni.

Following an investigation, the Syrian Network concluded that the strike had killed eight civilians: “The [ISIL] vehicle was near a fuel shop and hence a fuel tank exploded and 8 civilians were killed including 6 children.”

Exactly one year after the event, CENTCOM released the following statement: “On July 28, 2015, near Idlib, Syria, during a strike on a senior Khorasan Group advisor, it is assessed that three civilians were killed and one vehicle destroyed when their vehicle appeared in the target area after the Coalition aircraft released its weapon.”

Airwars assessment

Airstrikes targeted the Water Foundation building on the outskirts of Raqqah around midnight, killing an employee of the organization and two building guards according to the Syrian Observatory (which did not attribute the strike to any particular party.)

Other sources made no mention of casualties, although a propaganda video released by Daesh appeared to show damage to adjacent homes and shops.

On July 7th, 2017 the Coalition admitted responsibility for the incident, reporting: “Jan. 5, 2016, near Raqqah, Syria, via Airwars report: During a strike on an ISIS headquarters building, it was assessed that three civilians were unintentionally killed.”

Airwars assessment

Local sources said that three named civilians were killed including a child, after an airstrike struck their house in Sekak neighborhood in West Mosul.

The Coalition later accepted responsibility for the event, publishing an assessment in December 2018 that stated: “On Apr. 10, 2017, near Sekak (Mosul), Iraq, via Airwars report. The Coalition aircraft engaged two buildings used as ISIS fighting positions. The buildings and ISIS fighters were destroyed. Regrettably, three civilians were unintentionally killed during the explosion.”

Local residents reported on Facebook that Professor Yasser Al Habo (see image below) died in the raids, together with his one-year-old daughter, and his nephew Professor Abdul Karim. Iraqyoon also quoted eyewitnesses saying that three people from one family died in the Railway neighbourhood.

While most sources did not specify the culprit, Shafaaq and Al Jazeera indicated that the Coalition was responsible. The Iraqi Spring Media Center posted a video, which it said showed “the destruction of the civilian homes in Sikak neighborhood, their cars and a wounded man who was injured when shelling targeted Khalid Bin Al-waleed Masjid at the right side of Mosul.“

The Coalition provided Airwars with the location of this incident, accurate to within a 100 metre box.

For April 9th-10th the Coalition publicly stated: “Near Mosul, five strikes engaged five ISIS tactical units; destroyed five fighting positions, five mortar systems, three medium machine guns, and a vehicle; damaged 22 supply routes; and suppressed four mortar teams.”

For April 10th-11th it reported: "Near Mosul, six strikes engaged five ISIS tactical units; destroyed a fighting position, a supply cache, a rocket-propelled grenade system, an anti-air artillery system, one VBIED; damaged a fighting position; and suppressed an ISIS tactical unit and a mortar team."
