Airwars assessment

Up to three civilians were killed on the road between Sarmada and Kafr Daryan when their nearby motorcycle was hit in what appears to have been a unilateral US strike targeting members of Ahrar al Sham. The Coalition later admitted to the strike and reported that three civilians were killed and two were injured.

According to Baladi, “two civilians and four fighters were killed on Monday in a bombardment by an international coalition aircraft [sic] targeting the town of Sarmada in the countryside of Idlib.

The correspondent of My News (Ahmed Rahal) said that Coalition aircraft targeted a missile vehicle belonging to Tahrir Al Sham near the northern city of Sirmda, Idlib, causing the deaths of civilians, and four fighters, including a commander in the army of Fatah.

Step instead reported that “a US drone targeted a vehicle carrying members of the Tahrir Al Sham Organization, killing Abu Jaber al-Shami, three members of the Commission and two civilians riding a motorcycle near the incident.” The Syrian Network for Human Rights put the civilian death toll at three.

On March 10, 2022, in their CJTF-OIR Civilian Casualty Report, the Coalition assessed this incident as credible, stating that “Coalition aircraft conducted a strike on Al Qaida-Syria terrorists in a vehicle. Regrettably, three civilians were unintentionally killed and two others unintentionally wounded due to their proximity to
the strike.”

Four civilians were reported killed and other injured in a confirmed Coalition strike on al Tabaqa.

According to the Euphrates Post “four people were martyred including two children and two others injured following international coalition raids on al Tabaqa.”

Raqqa is Being Slaughtered reported major destruction in the town, noting that the strikes targeted the First neighbourhood [Al Hayy al Awwal].

In November 2017 the Coalition accepted responsibility for this event. Their monthly civilian casualty report noted: “During a Coalition strike that destroyed one building being used as a Daesh headquarters, it was assessed that four civilians were unintentionally killed and two civilians unintentionally injured.”

In July 2019 the Coalition provided Airwars with the location for this incident, accurate to within a 100 metre box.

In an incident not previously tracked by Airwars, the Coalition later confirmed the deaths of four civilians in an event in near Mosul.

Their September 2017 civilian casualty report noted: “During a strike on an ISIS defensive fighting position, it was assessed that four civilians were unintentionally killed.”

The Coalition provided Airwars with the location of this incident, accurate to within a one-metre box. The location given placed the event in the al Shafaa neighbourhood, north of the Old City.

Airwars assessment

Four civilians were killed and up to 14 injured following air or artillery strikes on the Filasteen neighbourhood of al Soussa, with the Coalition believed by sources to be responsible.

A resident of Abu Kamal told Al Haal that Coalition aircraft had targeted the village with more than five raids – with one of them hitting a motorcycle market. According to the report this resulted in the deaths of four civilians and the injuring of 14. Several sources reported that al Sha’afa and Hajin were also targeted by both Coalition airstrikes and “artillery shelling by the forces of the SDF” [most likely in fact by the Coalition].

Step mentioned in its own report that civilians were wounded when an ISIS vehicle was targeted – also killing four ISIS fighters. According to Deir Ezzor Media Centre the civilians had been “nearby” when the vehicle was hit. Radio al Kull however stated that four civilians were in fact killed as they were on board the targeted vehicle as detainees. Sound and Picture was the only media outlet claiming that dozens of civilians were injured.

Euphrates Post initially reported that civilians were injured and killed by “an artillery bombardment”, but later concluded that four civilians died and a number were wounded as a result of a raid by a military aircraft in the afternoon. A later report by the news organization also provided the names and photos of the four killed civilians.

In October 2018, the US-led Coalition admitted responsibility for the deaths of four civilians in an event at al Soussa – although this was dated the previous day. The Coalition later confirmed to Airwars in February 2019 that event CS1752 is unlikely to be the confirmed incident dated the previous day, based upon the descriptions. Those conceded deaths are now recorded as CS1751a.

Between 16th and 22nd May, France reports 34 artillery missions in the Euphrates Valley. French aircraft carried out 12 aerial sorties in support of ground troops but no strikes were conducted.

At least four civilians died in a Coalition airstrike on the Bareed quarter of Mosul. A home was completely destroyed in the event, killing four members of one family.

One report also named a fifth family member, a young disabled girl named Sadra (cousin to Abdullah) as being killed. However as the Fiscal Times noted, Sidra had actually died in February after a battle with cancer.

The event was finally confirmed by the Coalition some 29 months later.

According to a local news site, Islamic State had been using abandoned Christian properties in the al-Zahrawi neighbourhood to store ammunition when one was targeted: “Unfortunately, the missiles that targeted the home led to the explosion of ammunition which collapsed the house next door, home to innocent civilians.”

An investigation by the Fiscal Times later reported: “At 10 pm, the Hadid family members were busy in their normal daily business. The Hadid’s house was relatively large. Gassan was in the garden. His wife was in the kitchen. Mohammed was off to fill his car’s tank. Maan was by the house’s front gate. Fadhila was in her room playing with her son Abdullah. Muthanna was home to watch a soccer match.”

This air raid – and others on the city which also killed civilians – led to the Governor of Nineveh province, Atheel Al Nujaifi, calling on the coalition to exercise more caution when bombing towns and cities: “While we support the international air alliance in its targeting of Daesh, and its camps and gatherings, we call upon the coalition always to exhibit prudence, and to be cautious of striking civilian targets.”

Although al Nujaifi noted that “unfortunately such errors do sometimes occur” he pointed out that lawyers were supposed to be advising coalition operations so that pilots could “distinguish between civilian objects and military objectives, which could be targeted… We stress that we always seek to spare the citizens and the civilian damage and reassure the people of Nineveh province and the city of Mosul that the targeting used in the battle to liberate Mosul follows international criteria. No revenge or settling of accounts will be permitted in the context of military action.

American journalist Mike Roggio visited the site in summer 2017 (36°23’09.5″N, 43°10’26.8″E) and interviewed eyewitnesses, who said that “The mother, father, pregnant wife and five-year-old son of Mohamed Ghassan Salem, 33, who runs or ran an electronics store, died…. Three witnesses tell the same story. There was a home used by ISIS militants adjacent adjacent the family home. The first missile or missiles hit the Salem home, and the ISIS home was hit right after. Both were destroyed. Salem was at work nearby and ran home when he heard the explosion to find his family dead.

In its September 2017 civilian casualty report, the Coalition accepted responsibility for this event noting: “This previously closed allegation was re-opened after the family provided additional information to the Coalition. During a strike on a former residential use building that was being used by ISIS as an explosives storage facility, it was assessed that four civilians were unintentionally killed.”

A US airstrike on an ‘ISIS headquarters’ in Mosul in fact killed four members of one family – named as university professor Mohannad Al Rezzo (pictured below); his 18-year old son Najib Mohannad Al Rezzo (pictured below); his brother Bassim’s wife Miyada Rezzo and their 21-year old daughter Tuka Rezzo. The Coalition admitted the deaths 18 months later. In November 2019, the Dutch government took responsibility for carrying out the airstrike.

Other family members were also badly injured in the event: “Mohannad’s wife survived the explosion, which flung her, burned, from her second-floor bedroom to the driveway below. Mohannad’s older brother, Bassim Razzo, also narrowly survived,” according to US-based relative Zareena Grewal, writing in the New York Times. “Bassim’s pelvis and leg were shattered in the attack and require surgery, but it is his emotional pain that consumes him.”

The Coalition reported carrying out an attack on what it said was a nearby ISIL factory for IEDs, and posted video footage. According to the Nineveh Reporters Network, the raid “successfully destroyed the headquarters of the organization, but it contained a lot of materiel and weapons, causing a massive secondary explosion which damaged nearby houses.

However according to Ms Grewal, “the empty government warehouse, which the Islamic State briefly occupied until January, remains untouched.”

The New York Times on October 4th noted the following: “A spokeswoman for the United States Air Force Central Command confirmed that it became aware of a ‘civilian casualty allegation’ in Mosul the day after the airstrikes. In an email Friday, the Air Force spokeswoman, Maj. Genieve David, said Centcom was assessing the credibility of the reports, before determining any follow-on action, which might include a ‘formal investigation.’”

In a later January 2016 report, the United Nations Assistance Mission in Iraq noted: “In the early morning of 20 September, an airstrike hit the al-Ghabat area of Mosul city, as a result of which five civilians (including two women and one girl) from one family were killed. The family members were inside their home at the time, which was close to an ISIL headquarters. When that headquarters was hit, weapons and other equipment inside exploded, causing damage to nearby homes and killing the family. Other sources reported that four civilians died in the attack (a 48-year old man, a 20-year-old man, a 37-year-old woman, and a 13-year-old girl) while two civilians were seriously wounded.”

In January 2017, the Coalition reported that it was still assessing the case: “Currently, five reports of civilian casualties received in November are still being assessed: 1. Sept. 20, 2015, near Mosul, Iraq.” A senior official subsequently told Airwars “This is [the] well documented Basim Razzo case. Credibility assessment was done in 2015 but the case was never closed out.

On April 1st the Coalition finally admitted its error, noting that “During a Sept. 21 strike on what was evaluated at the time to be an ISIS headquarters building. After receiving additional information, it was assessed that four civilians were unintentionally killed and two civilians were unintentionally injured in the building.”

The event featured heavily in a major New York Times investigation – The Uncounted – which found that civilian harm events in sample areas were 31 times more likely than the Coalition was admitting. A later report by the New York Times also added that “The Razzos had been monitored for just 95 minutes over the course of several weeks before the target was authorized, and confirmation bias ran rampant. It didn’t matter that, as the report noted, “no overtly nefarious activity was observed.” Whoever analyzed the surveillance footage interpreted the normal activity of the household through an incriminating lens, noting, for instance, that when Razzo or his brother opened the gate to allow a guest to enter, this was consistent with the tactics, techniques and procedures of an ISIS headquarters; or that the apparent absence of women confirmed that this was an ISIS facility (because Mosul was under ISIS control at the time, the women in the Razzo household rarely went out).”

In July 2019, the Coalition provided Airwars with coordinates for the event, accurate to within a 100 metre box.

On November 4, 2019, Dutch minister of Defence Ank Bijleveld wrote a letter to Dutch parliament in which she acknowledged Dutch responsibility for the airstrike. The Minister wrote: “In the night of 20 to 21 September 2015, an attack was carried out in Mosul on an alleged ISIS headquarters. Subsequently, CENTCOM informed the Netherlands that this turned out to be a house with civilians in it. Subsequently, on the basis of further investigation by CENTCOM, on which the Netherlands relies, it was established that information from the anti-ISIS coalition that led to the identification of the target was incorrect. Prior to and during the deployment, there were no indications that the information was incorrect. On the basis of the open sources cited by CENTCOM, it is highly probable that four civilian victims were killed in this attack.”

Two journalists of Dutch newspaper De Telegraaf interviewed the pilot who was flying the aircraft that bombed Razzo’s house. Under the name “Stefan”, the pilot stated he was still “grappling with his actions that led to the deaths of at least four civilians in 2015″, as reported by Business Insider. The pilot recalled that three weeks after the incident, he was informed the US was investigating the incident. “After a few months it turned out that the target had indeed been incorrect Somewhere along the way, there was an error in the intelligence process”, he told De Telegraaf.

Basim Razzo, the sole survivor of the airstrike, stated in an interview with Algemeen Dagblad in January 2020 that he had not been contacted yet by any Dutch officials: “Out of decency and as a moral act of acknowledging responsibility, I expect them to contact and do the right thing. I think I am entitled to an official apology and then a real compensation for the loss of four lives and two houses. ”

Razzo sought assistance from Dutch human rights lawyer Liesbeth Zegveld, who will aim to hold the “Dutch state liable for material damage (his home, his car and medical costs) and immaterial damage (the death of four family members)”.
