Airwars assessment

A statement from the Pentagon said an airstrike in south-central Somalia had targeted Abdullahi Haji Daud – but initially did not confirm whether Daud had been killed. However on June 8th, Africom announced a “final assessment” which concluded “Daud was struck and killed in the airstrike”. There are currently no reports of civilian harm.

It was not immediately clear if Daud was the same man as the Maalim Daud who had been on the US Rewards for Justice wanted list since November 2015. The US government was offering up to $5m (£3.5m on June 2 2016) as reward for information regarding that man’s whereabouts.

In November 2019 the US Reward page for Daud remained active – suggesting he may not in fact have been killed.

The full Pentagon statement read: “On May 27, US forces carried out an airstrike in south-central Somalia targeting Abdullahi Haji Daud, a senior military commander for al Shabaab. Daud was one of al Shabaab’s most senior military planners and served as a principal coordinator of al Shabaab’s militia attacks in Somalia, Kenya, and Uganda. Daud has been responsible for the loss of many innocent lives through attacks he has planned and carried out. In a subsequent FOIA response obtained by journalist Joshua Eaton in May 2019, AFRICOM again confirmed it had struck what it says was “a named al Shabaab objective” fighters, in Jilib, Somalia.

On June 8th 2106, AFRICOM reported:

STUTTGART, Germany -- U.S. Africa Command has completed assessment of two recent actions against al-Shabaab targets in Somalia.
On May 27, 2016 U.S. forces carried out an airstrike in south-central Somalia targeting Abdullahi Haji Da'ud a senior military commander for al-Shabaab. The final assessment of that operation concludes that Da’ud was struck and killed in the airstrike.

On May 31, a Somali National Army unit led a ground operation near Gaduud, Somalia, with the intent to capture extremists associated with al-Shabaab. An initial assessment of that operation by Somali authorities indicated that it resulted in the death of al-Shabaab member Mohammed Dulyadeen, also known as "Mohammed Kuno” and “Kuno Gamadere." Further assessment by U.S. forces also indicates that Dulyadeen was killed in the operation.

We are confident that the removal from the terrorist network of these two experienced al-Shabaab leaders will disrupt near-term attack planning, potentially saving many innocent lives.

U.S. forces remain committed to supporting the Federal Government of Somalia, the Somali National Army, and our African Union Mission in Somalia (AMISOM) partners in defeating al-Shabaab and establishing a safe and secure environment in Somalia."

AFRICOM reported on the same day that it had “conducted an airstrike targeting al-Shabaab militants approximately 30 miles southwest of Mogadishu, Somalia, on May 31”.

It added: “We currently assess no civilians were injured or killed in this airstrike.” However, AFRICOM claimed that the airstrike killed “twelve (12) terrorists”.

In a subsequent FOIA response obtained by journalist Joshua Eaton in May 2019, AFRICOM  confirmed it had struck on this date what it says were “al-Shabaab Fighters”, in the vicinity of Merka District, Somalia.

In coordination with the Federal Government of Somalia, U.S. Forces conducted an airstrike targeting al-Shabaab militants approximately 30 miles southwest of Mogadishu, Somalia, on May 31, killing twelve (12) terrorists.

We currently assess no civilians were killed in this airstrike.

U.S. forces will continue to use all authorized and appropriate measures to protect U.S. citizens and to disable terrorist threats. This includes partnering with AMISOM and Somali National Security Forces (SNSF) in combined counterterrorism operations and targeting terrorists, their training camps, and their safe havens throughout Somalia and the region.

A total of 11 al Shabaab militants were killed as US forces conducted two airstrikes in the vicinity of Beled Amin South on December 19th, a US Africa Command press release claimed. According to AFRICOM, no civilians were harmed.

The first strike referenced here killed eight militants and the second strike killed three militants, the US assessed.

It said the actions were carried out in self defence, after AMISOM troops being advised by US personnel were attacked.

Somali and African Union Mission to Somalia (AMISOM) forces were conducting an operation in the region to clear known al-Shabaab facilities. Airwars assessment

The US military carried out an airstrike against ISIS-Somalia in the vicinity of Xiriiro, Bari Region, killing one high value militant and at least one other alleged fighter.

According to AFRICOM – which took the unusual step of publicly naming the target within 24 hours of the operation – the strike killed Abdulhakim Dhuqub, second in command of ISIS-Somalia who was reportedly responsible for daily operations of the extremist group, including attack planning and resource procurement.

The press release further asserted that only Dhuqub was killed in the attack, and that one vehicle was also destroyed. US Africa Command said it currently assessed that no civilians were harmed in the strike.

AP indicated that two or more died in the strike: “Puntland’s security minister Abdisamad Mohamed Galan also confirmed the killing of the extremist leader in the U.S. airstrike, which said also killed other members of the group, without giving further details. The airstrike occurred as the extremists were traveling to their base in the remote mountainous villages in the region, said a Somali intelligence official. He spoke on condition of anonymity because he was not authorized to speak to the press.”

According to Voice of America, two people died in the attack: “Abdisamad Mohamed Gallan, security Minister of the Puntland region, told VOA Somali the airstrike that killed Abdihakim Mohamed Ibrahim,  known as Dhoqob, took place Sunday between the villages of Hol Anod and Hiriro.

“Gallan said the strike hit the vehicle Dhoqob and another passenger were travelling in. He said both men were killed but the other person has not yet been identified. ‘The vehicle was burned,’ said a witness who didn’t want to be named.”

VOA reporter Harun Maruf also tweeted a video which he said showed the burnt out shell of the struck vehicle on a remote sandy road: “Video purportedly shows the burning vehicle that Abdihakim Dhoqob (aka Abdihakim Dhoqobeed) was riding in when hit by an airstrike near Hiriro village, Bari region. Puntland Security minister Abdisamad Mohamed Gallan tells me that Dhoqob was killed in the strike.”

According to Reuters “A witness said a 4×4 vehicle was hit by several missiles 3 km (2 miles) outside the village of Xiriiro in the Qandala hills at 1 p.m. (1000 GMT) on Sunday.”

“Several missiles hit a Suzuki car. Then helicopters hovered over the scene,” Mohamed Iid, a resident of Xiriiro, told Reuters. “It was a deafening air strike. We reached the scene after the helicopters left. The car completely melted.”

Fox News noted that “Not much is known about Dhuqub; his name does not appear on the State Dept.’s Reward for Justice website normally reserved for top terrorists and there is not much information publicly available online. ISIS-Somalia is a relatively small terrorist group consisting of roughly 125 fighters, according to officials.”

The Long War Journal provided some context foir the strike: “Dhuqub, whose real name was Abdihakim Mohamed Ibrahim, was the overall deputy emir of ISS. He assumed this role after the death of the previous deputy emir, Mahad Moalim, in Mogadishu late last year… In 2018, ISS was able to expand its operation across Somalia. Last year, it claimed 66 offensives alone; while in the previous two years combined it only claimed 39 attacks. It also also been able to reach into central Somalia, which was previously untouched by the Islamic State wing, as well as Mogadishu and its surroundings. According to local officials, it has also been collecting taxes on civilians and businesses in rural Puntland as well as in the port city of Bosaso.

“Its operational tempo has not slowed despite a renewed Shabaab effort against the group. So far this year it has already claimed 26 assaults, according to data compiled by FDD’s Long War Journal. Yesterday’s strike that killed Dhuqub was the first by the US military that targeted ISS’ network in Somalia since Nov. 2017. AFRICOM hit ISS four times that month. No senior ISS leaders were killed in those strikes.”

According to Voice of America correspondent Harun Maruf, two airstrikes by an unknown party struck al Shabaab targets in southern Somalia.

According to Maruf’s initial tweet, “A strike in Jamame area reportedly hit a graduation ceremony of new recruits for Jaysh Ayman, the Al-Shabaab unit that operates in Kenya.” The other strike allegedly targeted Buaale.

Maruf later updated his claim: “Reports from southern Somalia suggest that last night’s airstrike in Jamame area targeted Abdira’uf Yusuf aka “Ayman” who heads the East African dominated Al-Shabaab force that was named after him. The strike hit during a graduation ceremony of Jaysh Ayman recruits.”

No additional public details are presently known about this event.

Asked whether it had been responsible for this event, in February 2020 a senior AFRICOM official told Airwars that this was not the case. However, this may not preclude actions by the CIA which conducts its own undeclared strikes in Somalia.

AFRICOM confirmed conducting the strike two days later, one of a pair that day: “In coordination with the Federal Government of Somalia, U.S. Africa Command conducted two (2) airstrikes targeting al-Shabaab terrorists and a compound in the vicinity of Jilib, Somalia, Feb. 6. Initial assessments conclude one (1) al-Shabaab facility was severely degraded, and two (2) al-Shabaab terrorists were wounded as a result of these two airstrikes. We currently assess no civilians were injured or killed as a result of these airstrikes.”

Somali state media SONNA said that this strike – which it said occurred in the evening – took place within the city of Jilib. A second strike targeted al Shabaab fighters outside the town, it said.

Halqaran and Garowe also mentioned one dead and two injured.

“Airstrikes are one way we help prevent al-Shabaab from building a safe haven to plan deadly attacks against the U.S. homeland and East African partners,” said U.S. Marine Corps Brig. Gen. Bradford Gering, deputy director of operations, U.S. Africa Command.

Al-Shabaab is the most kinetically-active al-Qaida affiliate worldwide. Al-Shabaab’s network indiscriminately commits acts of violence and is responsible for the deaths of innocent Africans, Western allies, and American citizens.

Initial assessments conclude one (1) al-Shabaab facility was severely degraded, and two (2) al-Shabaab terrorists were wounded as a result of these two airstrikes.

We currently assess no civilians were injured or killed as a result of these airstrikes.

U.S. Africa Command will continue to work with its partners to transfer the responsibility for long-term security in Somalia to the Federal Government of Somalia and its Member States. In support of the Federal Government of Somalia, U.S. forces will use all effective and appropriate methods to assist in the protection of the Somali people, including partnered military counterterrorism operations with the Federal Government of Somalia and Somali National Army forces.

Eight Al Shabaab militants were allegedly killed by three US strikes near Mubaraak.

The AFRICOM press release said: “In coordination with the Federal Government of Somalia, U.S. Africa Command conducted three (3) airstrikes targeting al-Shabaab terrorists in the vicinity of Mubaraak, Somalia, Apr. 5.

The command’s initial assessment concluded these airstrikes killed eight (8) terrorists.

We currently assess no civilians were injured or killed as a result of these airstrikes.”

SONNA provided the same death toll but said only one strike was conducted: “On the 5th of April 2020,the Federal Government of Somalia, in partnership with the United

States Africa Command (AFRICOM), conducted an airstrike against Al-Shabaab militants in the vicinity of Mubarak, Somalia.

This precision airstrike killed eight (8) Al-Shabaab, terrorists.”

The victim number has been reflected in USSOM302.

In coordination with the Federal Government of Somalia, U.S. Africa Command conducted three (3) airstrikes targeting al-Shabaab terrorists in the vicinity of Mubaraak, Somalia, Apr. 5.

"Security is a pre-requisite for economic growth and development; U.S. Africa Command assists Somalia and other African nations in building capable and professional militaries every single day," said U.S. Army Brig. Gen. Miguel Castellanos, deputy director of operations, U.S. Africa Command. "To help Africa achieve its potential requires military assistance and that is what the U.S. affords our African partners."

The command's initial assessment concluded these airstrikes killed eight (8) terrorists.

“As the world works to contain COVID-19, it is important our partners recognize we continue to be committed to the security progress in Somalia and will continue to disrupt al-Shabaab's terrorist activities," said Castellanos. "This is a responsibility that AFRICOM takes very seriously."

U.S. Africa Command and our international partners recognize that stability in Somalia will not be achieved through purely military means. It requires providing programs and opportunity for the Somali people.

In support of the Federal Government of Somalia, U.S. forces will use all effective and appropriate methods to assist in the protection of the Somali people, including partnered military counterterrorism operations with the Federal Government of Somalia and Somali National Army forces. Together with the partner and allied forces, U.S. Africa Command works on a daily basis to improve security conditions to enhance governance and economic development.

U.S. Africa Command continues to work with its Somali partners to transfer the responsibility for long-term security in Somalia to the Federal Government of Somalia and its Member States.
