In the last week (20th-27th) France reports carrying out two strikes in Raqqah, destroying two ISIL combat positions. Task Force (TF) Wagram carried out 21 artillery strikes in Mosul. The overall record of air activity since September 19th 2014 amounts to 1,324 strikes, 2,092 targets destroyed and 6,857 sorties.

‘OPÉRATION CHAMMAL SITUATION En Syrie, Dans la ville de Raqqah, Daech continue de perdre du terrain, jour après jour, face aux Forces Démocratiques Syriennes. Les combattants terroristes continuent néanmoins de disposer de solides positions défensives dans le cœur de la ville, à partir desquelles ils mènent des contre-attaques régulières et des actions de harcèlement. Friday 21 July – Tornados destroyed an observation and sniper post in Raqqa, whilst Tornados and Typhoons hit an anti-aircraft machine gun in the west of Iraq, and an armed truck in the north…Update: air strikes against Daesh – GOV.UK On Friday 21 July, a pair of Tornados bombed the top of a grain silo in Raqqa, where a group of Daesh were stationed in a combined observation and sniper post. In western Iraq, a mixed Tornado and Typhoon pair used a Brimstone missile to eliminate an anti-aircraft machine gun that was concealed under cover, south-east of Rawah. Our aircraft then flew north-east to an area south of Qayyarah, where a coalition surveillance aircraft was keeping watch on a truck armed with a recoilless anti-tank gun. This was destroyed using a Brimstone.

Fifteen civilians reportedly died in alleged Coalition and SDF actions at Raqqa, according to the Syrian Observatory for Human Rights.

No further details are currently available.

In their August 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that the allegation provided insufficient information on the timing and location of the strike to make a determination.

‘Monday 31 July – Typhoons attacked a Daesh defensive position and two sniper teams in Raqqa…Royal Air Force Tornado, Typhoon and Reaper aircraft have continued to fly daily armed reconnaissance missions against Daesh over Syria and Iraq, and have delivered a number of air strikes against terrorist targets in Raqqa. On Monday 31 July, two flights of Typhoons, based at RAF Akrotiri, delivered successful attacks with Paveway IV guided bombs against a defensive position from which Daesh were firing on the Syrian Democratic Forces (SDF), and against two sniper teams.’

Airwars assessment

An adult male civilian was reported killed by multiple local sources. The cause of death was somewhat conflicted.

Seven of the eleven sources attribute the attack to a landmine, whilst others cited the use of artillery. Airwars understands that only the US-led Coalition have access to artillery in Raqqa.

In a post from Ar Raqqa Al a’ahyla the so-called Islamic State organisation was alleged responsible. It suggested that the organisation planted a landmine which exploded, resulting in Hamoud Rashid Dandoush’s death.

The Raqqa Media Center however blame the US-Coalition and reported that he was killed “as a result of the artillery bombardment of the city of Al-Raqqa”.

A post from Amer Alywy on the Documentary of Victims of Ar Raqqa Facebook group claimed that Hamoud Rashid Dandoush was killed in his own residence due to “shelling”.

Airwars assessment

As many as 300 civilians were allegedly killed and injured in Tal Afar over three days of shelling. Information on the number of lives lost was retrieved from local medical sources, who said mostly women and children were killed and wounded.

According to JBC – which said that 300 civilians were killed across two days of fighting – Iraqi sources have estimated the number of troops attacking Tal Afar is about 40 000, including thousands of the popular mobilization forces of Iran, led by the paramilitary movement backed directly by the Revolutionary Guards. JBS, along with other sources, pointed to air and missile strikes and aerial bombardment as the cause of the significant number of civilian casualties.

Iraqi Spring Media and Omar al Halbusi said that 300 civilians had been killed and injured.

It is pertinent to note that these are general civilian casualty numbers, spanning two to three days, therefore this entry may encompass other entries recorded by Airwars.

The Coalition has confirmed two civilian casualty events in Tal Afar for this date range, see I631a and I631b below.

Airwars assessment

Sources initially reported three people were killed following alleged US-led Coalition air strikes on The National (Al Watani) Hospital in Raqqa. Subsequent reports identified nine victims.

Mohammad Jom’a al Taha (b. 1951), an agricultural engineer, and two of his sons, were killed in the offensive. According to sources the family was displaced people from Deir Ezzor Governorate. Syrianpc referred to the use of “artillery shelling” by the International Coalition, as did multiple other local media sources. The majority of sources hold the US-led Coalition responsible for the attack or cited the use of artillery. Airwars understands that only the Coalition have access to artillery in Raqqa.

The Al-Subeeh family were also listed as killed in the attack on Raqqa city, however, sources did not specify whether they were also near The National (Al Watani) Hospital. The victims of the family were named by sources.

Airwars assessment

Between 12 and 14 people, including women and children, reportedly died in suspected US-led Coalition airstrikes on Raqqa City’s Naim roundabout area.

According to local reports, the Coalition targeted downtown Raqqa close to the al Naim roundabout where civilians were present, reportedly injuring “dozens” in addition those killed. Wagea news said “International Alliance aircraft” was responsible, and asserted that the US-led Coalition “allegedly targeted terrorist groups” in the area, consequently killing civilians.

It should be noted that on September 2nd we tracked another event (S1260/CS1438) at al Naim roundabout in which 14 civilians were also reported killed, and therefore it is not possible to be completely certain that this is a separate event, and that it was not reported a few days late.

It is important to note discrepancies in the reports: whilst Shariqa Voice cited al Naim roundabout specifically, other sources said that the 12-14 killed were located in various neighbourhoods of Raqqa City, namely, “Al-Jumaili, Al Amassi, Al-Muroor, Al-Banshah, Al-Baidah, Al-Baida, Dawar Al-Naim and Dawar Al-Dalla”. A report by RFS media office then totalled the number killed at 23 in a 48 hour period, in the neighbourhoods listed by other sources who reported 14 civilians killed.

A local source speaking to Wagea pointed out that the raids caused “the deaths of at least 14 martyrs, all of them civilians, including children and women, in addition to significant damage to other homes and infrastructure in the city.”

The Syrian Observatory for Human Rights, noted that “several displaced people from outside Syria” were killed and further civilians suspected missing.

Both “air raids” from Coalition planes and “artillery shelling” contributed to the attack, local media said. All sources said the US-led Coalition was the culprit.

In April 2019 the Coalition announced that it had classed this allegation of civilian harm as non-credible, noting: “After review of all available strike records it was determined that more likely than not civilian casualties did not occur as a result of a Coalition strike.”

For September 4th – 5th, the Coalition reported: “Near Raqqah, 23 strikes engaged seven ISIS tactical units; destroyed 20 fighting positions, four oil stills, three oil trucks, two logistics nodes, and a command and control node; and suppressed two fighting positions.” It additionally stated that “On Sept. 4, near Raqqah, one strike destroyed five fighting positions.” And that “On Sept. 4, near Raqqah, 15 strikes engaged 10 ISIS tactical units and destroyed five fighting positions and a vehicle.” Also that “On Sept. 4, near Raqqah, two strikes destroyed four fighting positions.”

For September 5th - 6th, the Coalition reported: "Near Raqqah , 25 strikes for an ISIS tactical unit; destroyed 22 fighting positions, three ISIS communications infrastructure items, and a logistics node; damaged three fighting positions; and suppressed four fighting positions."

SOUTHWEST ASIA - Lt. Gen. Paul E. Funk II, III Armored Corps Commanding General of the Combined Joint Task Force - Operation Inherent Resolve (CJTF-OIR) from Lt. Gen. Stephen J. Veiled confidence that the III Corps team from Fort Hood, Texas will be ready to continue the fight to defeat ISIS in Iraq and Syria.

"When III Corps was here last, they were instrumental in increasing the pressure on ISIS and setting conditions by Iraqi Security Forces and Syrian opposition groups," Votel said. "Their hard work to the recapturing of Fallujah and the airfield at Qayyarah-posturing ISF to begin clearing Mosul, the ISIS stronghold in Iraq."

The III Armored Corps previously led the CJTF-OIR Coalition from Sept. 2015 to Aug. 2016.

Since redeploying just over a year ago, the Soldiers of the Armed Corps have gone to the forefront of the task of preparing for the mission.

"ISIS" brutality forces us to look deep into the heart of darkness. They condone the systematic murder of women and children, the enslavement of religious minorities, and the torture and execution of prisoners, "Funk said. "As a result of the magnificent work of this strong Coalition, real change is happening. ISIS is on the run. "

Airborne Corps' support to its partners in the achievement of major milestones in the campaign to ISIS in Iraq and Syria. * Recaptured over 82,000 square kilometers of territory previously held by ISIS in Iraq and Syria.

Conducted over 26,000 strikes against ISIS in support of partner forces in Iraq and Syria.

Funk shared his vision for the CJTF-OIR mission ahead.

Airwars assessment

Three civilians were reported “seriously wounded” following an “aerial bombardment” by the US-led Coalition, local sources alleged.

The raid reportedly took place at Al Dashisha village 35km southeast of al Shaddadi. According to Baladi, “shelling that targeted the village, caused the destruction of shops” and “other rockets targets the warehouses of grain causing an outbreak of fire, and destroying the entire stock”.

According to a source who spoke to Top News, the raid came after evening prayers and “the Coalition aircraft did not leave the skies throughout the night”. Ibrahim Abukail, a resident of Markad (44 km distance away), said “the target is a vital market for the population, where civilians are dispatched from far away areas to purchase their needs and food commodities”.

While the Coalition did not publicly report any strikes in the area for this date, a later assessment stated that “The report contains insufficient information of the time, location and details to assess its credibility.” This indicated that Coalition strikes may indeed have been conducted in the area on this date.

Airwars assessment

Nine houses were allegedly targeted in airstrikes on al Sukkariya village, according to multiple local sources, @albokalnews suspected this indicated “dozens of civilian martyrs”. However reporting was confused with another alleged incident at al Baghouz (S1329) with no breakdown of casualties.

Fresh Syria named the US-led Coalition as the culprit, and asserted that an unknown number died in “shelling” on al Sukkariya village. It said the houses targeted were on a roundabout in al Sukariya and reportedly belonged to “elements of Daesh”, however the event still caused civilians fatalities.

Arabittoday noted the death toll was unavailable due to “security imposed by ISIS on internet cafes”. Shaam claimed Coalition strikes targeted “cars belonging to Islamic State” in the bombardment, and Al Araby said the area targeted was so-called Islamic State’s headquarters in al-Sukkariyah.

The majority of sources alleged the US-led Coalition was responsible. No further details regarding civilian casualties are presently available.
