Airwars assessment

A husband, wife and two daughters were killed and another daughter was critically wounded in an alleged Coalition airstrike on Raqqa, according to local sources.

All sources but one pointed towards the Coalition – however, Palmyra Media Center was alone in blaming the regime and reported that the event occurred in Deir Ezzor.

The Violations Documentation Center in Syria and Palmyra Coordination Committee said that the family were struck in Raqqa city and attributed the event to the Coalition.

According to the Palmyra Media Center, the orphaned daughter remains in intensive care and her condition remained critical.

Four victims from Palmyra were named by the Violations Documentation Center.

For May 21st-22nd, the Coalition reported: "Near Raqqah, 13 strikes [1 British?] engaged 12 ISIS tactical units and destroyed 11 fighting positions, nine vehicles, two supply caches, a mortar system, an ISIS headquarters; and suppressed an ISIS tactical unit."

Airwars assessment

More than a dozen outlets reported suspected Coalition strikes on Hitteen farm, near Raqqa City, with vague claims of civilians harmed.

Sadaalsham said the farm was located to the north of the city.

Syrians News reported “a number of civilian casualties.” Raqqa is Being Silently Slaughtered also reported “news of civilian casualties” but did not elaborate. Shaam News also reported a suspected Coalition attack, but did not mention casualties.

Accorrding to the blogger Q Alenzy, “The Coalitiuon targeted the houses of Al-Mulla, Khalaf Al-Amayan and Al-Hamduls in Hitteen Farm north of Ar Raqqa with reports of wounded.”

In its December 2017 civilian casualty report, the Coalition confirmed that “During a Coalition strike which destroyed an ISIS headquarters building it was assessed the three civilians were unintentionally killed.” However officials have refused to provide co-ordinates for the event, meaning that we cannot presently determine whether this was incident S763; S765; S766; S767; S768 or perhaps a new event.

In an incident not previously tracked by Airwars, on August 4th 2017 the Coalition said it had concluded an assessment on claims of civilian harm “near Mosul, Iraq” by a “civilian report”. According to the Coalition report, “112. May 31, 2017, near Mosul, Iraq, via civilian report: After a review of available information and strike video it was assessed that there is insufficient evidence to find that civilians were harmed in this strike.”

The Coalition shared the location of this assessed strike with Airwars. The location was stated as al Midan in Mosul.

On August 30th 2018, the Coalition said it had concluded an assessment of possible civilian harm. In the report, the Coalition wrote: “June 5, 2017, near Raqqah, Syria, via media report. Airwars assessment

Up to eleven civilians including a family of three were reportedly killed in an alleged Coalition airstrike near the town of Ziban, to the south of Raqqa city.

The civilians were reportedly crossing the Euphrates River in small boats in order to flee the violence at Raqqa, when they were hit in the alleged strikes. A number of people were also reportedly injured.

Four sources – Baladi News, 24Raqqa, Syrian Press Center and Shaam News Agency – alleged that the Coalition was responsible, whereas the remainder of the sources did not apportion blame.

Syria News Desk included the following report: “Local media activist Mohammed Othman added that 11 civilians were killed and three others, all from one family, were injured following two raids by the International Coalition targeting water boats on the Euphrates River as they tried to leave the city towards the southern countryside. The source said that among the dead were four children and two women who died drowning as a result of the damage of boats carrying them, while escaped three young men arrived on the other bank of the river Euphrates injured.”

For June 14th-20th, 19 strikes were made by French aircraft in Iraq and Syria. Most of them were carried out during the Battle of Mosul, in support of the Iraqi fighters engaged in the fighting to drive ISIL out of its positions in the North of the Medina. The other strikes were carried out in support of the fighting for the capture of Raqqah, and against flows of arms and fighters in Iraq and Syria

Friday 16 June – Typhoons bombed two Daesh positions in Raqqa, while Tornados and Typhoons attacked five positions in Mosul…Typhoons were again in action over Raqqa on Friday 16 June, when they bombed two further Daesh positions. Typhoons and Tornados, flying as mixed pairs, employed one Brimstone missile and four Paveway IVs to eliminate two machine-gun teams and three other Daesh strongpoints.

Airwars assessment

A family of civilians – including two women and a child – were killed after alleged Coalition airstrikes struck their house near Al Jisr al Jadeed (the New Bridge), to the south of Raqqa. Several local sources identified the victims by name.

According to RFS, the family were trying to escape the city when they were killed.

One source, @NPress9, claimed that Salem al Hassan al Hamoud and his son were ‘terrorists’ wanted by the Coalition, but that information could not be verified. All other sources reported that they were civilians.

Twelve of the 14 sources alleged that the Coalition was responsible, whereas the remaining two did not apportion blame.

For June 18th-19th the Coalition reported: “Near Raqqah, 12 strikes engaged 10 ISIS tactical units and destroyed four vehicles, two fighting positions, two mortar systems, a VBIED, a tactical vehicle, and a heavy machine gun.” It additionally reported that “On June 18, near Raqqah, Syria, three strikes engaged three ISIS tactical units, destroyed eight fighting positions and a mortar system, and suppressed an ISIS tactical unit.” And that “On June 18, near Raqqah, Syria, one strike engaged an ISIS tactical unit and destroyed five fighting positions; damaged eight fighting positions; and suppressed an ISIS tactical unit.”

For June 19th-20th: “Near Raqqah, eight strikes engaged seven ISIS tactical units and destroyed 15 fighting positions and a vehicle.” It additionally reported that “On June 19, near Raqqah, Syria, one strike engaged an ISIS tactical unit and destroyed a fighting position and a UAS launch site.”

For June 14th-20th, 19 strikes were made by French aircraft in Iraq and Syria. Most of them were carried out during the Battle of Mosul, in support of the Iraqi fighters engaged in the fighting to drive ISIL out of its positions in the North of the Medina. The other strikes were carried out in support of the fighting for the capture of Raqqah, and against flows of arms and fighters in Iraq and Syria.
