Airwars assessment

Between 18 and 50 civilians died in an airstrike on Al Bab, according to local sources. While the Syrian Network for Human Rights, reported that ten civilians including two children and four women died in an alleged Coalition airstrie, other sources blamed Tiurkey.

A second report by SN4HR said that “International Coalition warplanes missiles fired on the makeshift hospital in Al Bab city in Aleppo governorate eastern suburbs, severely damaging its building and rendering it inoperable”.

However, Syria News Desk reported that the “Turkish army targeted the eastern neighborhoods in al Bab with several air strikes and artillery shells, resulting in deaths of 23 civilians, including children”.

According to the Syrian Network for Human Rights, “Ibrahim Adel Al Shehabi, a dentist, died along with his children in Der’ Al Furat forces artillery (supported by Turkish forces) shells fired on Al Bab city.”

They also reported the death of three civilians from the same family including a woman.

The Syrian Observatory also attributed the incident to Turkey, reporting that “a massacre was carried out by the Turkish forces, it is not the first one, and may not be the last, but it is a ring in a long series of massacres committed in al-Bab city. This time the victims of the massacre were 10 civilians from two families. They are a doctor and two of his sons under the age of 18, in addition to three men and three women and a child under the age of 18 from the same family. All of them were killed in the continuous Turkish artillery shelling and aerial bombardment on al-Bab city”.

Syria News Desk said that 23 or 25 civilians died from Turkish shelling.

France 24 wrote that 34 civilians were killed, 17 of them children.

Hara FM quoted the ISIS propaganda outlet Al A’amaq who gave the highest death toll at 50.

Al Jazeera did not mention civilian harm but said 77 targets in Al Bab were hit by the Turkish forces.

Airwars assessment

Eleven civilians died in a mortar strike by an unspecified party on al Tanak neighbourhoopd, according to eyewitnesses.

Amnesty shared the following field report with Airwars:

“Family: 2 boys and 4 girls and his wife.

Mother in law – unharmed but taken to hospital where she died having suffered a heart attack

Mother – unharmed.

Father – shrapnel in right side of abdomen, most of right arm burned and shrapnel lodged in arm.

XXXX – 9 years old – shrapnel in right cheek.

XXXX – 6 years old – shrapnel in his shoulder and back

XXXX – 11 years old – left Humerus broken (upper arm)

On Sunday 26 February 2017, just after 12 noon, parts of the family, were in the courtyard waiting for lunch to be served. They heard a mortar land in a house that was separated from them by one house, on the same street. They later heard 11 people had died in that house leaving only one the young girl alive. No one at first rushed out to help/investigate as most residents believe one mortar is always followed by another shortly after.

Approximately 5 minutes later a mortar landed near their front door, inside the courtyard. Father: “when you hear the sound of it falling you know you have been spared, it has gone over you. But when you are about to be hit, you don’t hear anything, you could just suddenly die before you realise you have been hit.”

Father: “it was hot. Just a hot fog. I felt like I was under anesthetics. I had my 2 year old in my lap and covered her with my arms.”

Mother: I was in the doorway of the living room and saw the front door come towards me. XXXX [6-yeard old son] was thrown from the living room doorway to the kitchen.

Apart from the mosque, which according to the father did not carry out any significant activity other than the usual payers and Friday Khutba, no particular building/house in that street belonged to IS members. While the father accedes to the fact that individual IS fighters patrolled the area on motorbikes, he had not seen any in the hours before the attack. Around the corner from the mosque, an IS pickup with a doshka was stationed close to Sooq-al-Ma’aash.

The uncle of the wife: I heard the sound but didn’t immediately go out. We all know it’s never just one or two hits, so it’s not safe to go towards the area that has been struck. After a while, I went out and someone who lives in the neighborhood came running towards me saying it’s the house of my relatives. When I got there and saw the scene, I was certain 100% they were all dead. I thought we’d soon be dead too. When we started to pull them out, they were alive but badly hurt. We put them on wagons [vegetable selling wagons] and took them to the hospital. Daesh does not allow people to use cars. At the time, the army was in Yarmouk. People in Mosul have started buying spaces for graves before their family members die, and even they are running out.”

Six civilians were reported killed following alleged Coalition air raids on three villages in Raqqah governorate.

Micro Syria – citing Smart News – said that “six civilians were killed and 10 wounded due to likely Coalition warplane raids in Hamra Naser, Hamra Balasem and Karamah villages. Four of those killed were from Hamra Balasem, while 10 wounded were taken to Tabaka Takhasosi hospital.

Smart said it was unable to determine where the other two fatalities had occurred.

France reports that in the last week it carried out 29 sorties and 9 strikes destroying 12 ISIL targets. In Iraq, all 8 strikes were carried out in support of operations in Mosul. They targeted mortar positions and defensive positions in the city as well as in the outskirts of Badush. In Syria, in the Raqqah region, a Rafale patrol was engaged on a ground support mission to neutralize ISIL fighters leading an attack against the SDF

Local press and residents, as well as al-Amaq (ISIL) press sources, said that Coalition shelling had targeted several neighborhoods at the right side of Mosul, especially near apartments in Al-Yarmouk neighbourhood, with munitions equipped with controversial White Phosphorus. No civilian casualties were reported.

Iraqi Spring posted a video on Facebook of al-Amaq agency [ISIL], showing “the effects of the US phosphorus bombing, which targeted residential neighborhoods near the Yarmouk Apartments in the right side of # Mosul city.”

Urgent Mosul News also reported heavy shelling by warplanes in the neighbourhood, but unlike all other sources, did not identify them as being Coalition aircraft.

A Bellingcat investigation later concluded: “The international US-led Coalition appears to have used white phosphorous (WP) munitions in their battle against the so-called Islamic State (IS) in Mosul, Iraq, based on a video posted online by an IS-linked propaganda outlet. It is known that the US has used WP in Iraq, and while aware of the video, the Coalition neither confirmed or denied the specific use of WP in Mosul. It has not been possible to establish whether civilians were present at the targeted site, but when WP is used in residential neighbourhood the tactical military advantage may well be outweighed the stigma of using WP in civilian areas, as a Human Rights Watch employee stated earlier. While the statement was made in the context of attacks, it also holds for other usages of WP. No multimedia or textual information could be found hinting towards civilian injuries or casualties due to the alleged use of WP.”

Airwars assessment

The Shaam News Network reported: “A local source said that warplanes likely belonging to the coalition launched a raid on the Al Thakana neighborhood in Raqqa, near the Shariah Court, killing four civilians and two members of IS and wounding eight others, including one member of IS. The wounded were taken to the National Raqqa Hospital. A medical source reported that among the IS dead is one of the judges at the court who goes by the name of Abu Afra Al Jazrawi.”

Madar Daily placed the number of injured at six, while Orient News said five civilians died.

Smart News, Syria Mirror and Rasd all reported that “A man and his son who are displaced from Aleppo were killed in Kasrat Sheikh village in the countryside of Raqqa when their car was targeted yesterday.”

Syrian Observatory for Human Rights blamed the Coalition for the airstrike.
