Airwars assessment

Ten civilians from one family, including six women and two children, were reported killed following airstrikes by the US-led Coalition according to local sources.

Reports said the strikes hit a residential building in the city of Raqqa in which the family were located, Raqqa is Being Slaughtered Silently named the victims.

Syrianpc said an unknown number of civilians were also injured in the bombing, they also attributed the incident to the US-led Coalition.

The Syrian Network for Human Rights put the death toll at nine including two children and three women, reporting that the victims died when “International Coalition warplanes missiles fired on 23 Shubat Street in center of Raqqa city, September 4, 2017.”

However, the Syrian Observatory for Human Rights said that at least 10 civilians were killed, “including 6 citizen women and including 8 members from at least of one family”.

Although initially Airwars reported that this incident occurred on September 4th 2017, it has since been uncovered by Amnesty on the ground researchers that the incident occurred on the 16th August.

The victims were all reported to have been killed “including six children, three women and one men – were killed when their home was destroyed by an airstrike.”

The sister of a victim – Haifa – “The air strike killed everybody; only my brother Ahmad survived because he had gone to watch news at the neighbours who had electricity.”

In February 2019, the Coalition assessed this event to be non-credible. Their report noted: “After review of all available strike records it was determined that more likely than not civilian casualties did not occur as a result of a Coalition strike.”

In their monthly civilian casualty reports, the US-led Coalition has indicated that the credibility of this civilian harm allegation is in the process of being assessed. In response to an Airwars query, the US-led Coalition stated that “more information concerning the allegations would be necessary to facilitate a thorough investigation by CJTF-OIR”.

Initially reports of the incident mentioned that the alleged Coalition airstrike targeted a residential building in the city of Raqqa, most likely on the western end of February 23 street (شارع ٢٣ شباط), for which the coordinates are: 35.950149, 39.012816. IS propaganda mentions the neighbourhood of Al Firdous (فردوس). Amnesty field research pointed to the exact location of the building: 35.959404, 39.002381.

'CJTF-OIR transitions commanders in the mission to destroy ISIS

SOUTHWEST ASIA - Lt. Gen. Paul E. Funk II, III Armored Corps Commanding General of the Combined Joint Task Force - Operation Inherent Resolve (CJTF-OIR) from Lt. Gen. Stephen J. Veiled confidence that the III Corps team from Fort Hood, Texas will be ready to continue the fight to defeat ISIS in Iraq and Syria.

"When III Corps was here last, they were instrumental in increasing the pressure on ISIS and setting conditions by Iraqi Security Forces and Syrian opposition groups," Votel said. "Their hard work to the recapturing of Fallujah and the airfield at Qayyarah-posturing ISF to begin clearing Mosul, the ISIS stronghold in Iraq."

The III Armored Corps previously led the CJTF-OIR Coalition from Sept. 2015 to Aug. 2016.

Since redeploying just over a year ago, the Soldiers of the Armed Corps have gone to the forefront of the task of preparing for the mission.

"ISIS" brutality forces us to look deep into the heart of darkness. They condone the systematic murder of women and children, the enslavement of religious minorities, and the torture and execution of prisoners, "Funk said. "As a result of the magnificent work of this strong Coalition, real change is happening. ISIS is on the run. "

Airborne Corps' support to its partners in the achievement of major milestones in the campaign to ISIS in Iraq and Syria. Iraqi Security Forces defeated ISIS in their capital of Mosul in Iraq, while Syria's Syrian Democratic Forces and the Syrian Arab Coalition steadily made progress against ISIS's global capital in Raqqah, Syria.

Townsend Lauded Coalition Partners' Efforts in Iraq and Syria over the past year. Our Iraqi partners have liberated Mosul. Our Syrian partners are more than half of Raqqah. And the Iraqis have regained control of Tal Afar and the rest of Ninewah for good measure, "said Townsend. "I think it's all about you, we're able to partner with you."

Since its establishment in June 2014, CJTF-OIR - a global Coalition of more than 72 nations and organizations - has increased the capabilities of partner forces, and significantly degraded the ability of ISIS to plan, resource and execute attacks worldwide. Their collective accomplishments include:

* Trained and equipped nearly 115,000 Iraqi Security Forces (ISF) and over 11,000 vetted-Syrian counter-ISIS forces.
* Recaptured over 82,000 square kilometers of territory previously held by ISIS in Iraq and Syria.

Conducted over 26,000 strikes against ISIS in support of partner forces in Iraq and Syria.

Airwars assessment

Nine to 19 civilians, including an “entire family,” died following airstrikes on Mahkan, about 45km southeast of Deir Ezzor, local media reported. Sources were conflicted as to who was to blame, some attributing blame to the US- led Coalition and others to Russian warplanes.

There were no reports of wounded.

According to Ortas, Coalition aircraft struck residential areas of the town, which resulted in damage to homes and property, Ortas put the death toll at 12.

Step News however reported that “Nine people from one family were killed in the town of Mahkan in the eastern countryside by coalition raids”.

In a subsequent report Geroun said 19 died, quoting an eyewitness who said “”among the victims of the town of Mahkan, a family consisting of a man, his wife and their seven children” died, the source added “it is difficult to reach the target location; because of the siege imposed by the [so-called Islamic State] organisation”.

Out of the sources obtained, four blamed the US-led Coalition and four sources suspected Russia. The aircraft were unidentified by all other sources. @DeirEzzor24 referred to “Al-Harbi” aircraft, though did not specify which faction was operating the planes. Shaam – which also said the warplane identity was unknown – claimed “two Bahri families” were among those killed.

Mohammed Ahmad Awad al-Bu’ali and his wife, Suqra Muhammad Eid al-Bu’ali, along with a number of their children and children in the neighbouring house, were documented killed by the Euphrates Post. Reportedly, the air raid occurred at dawn and targeted Mohammed Ahmad Awa al Bu’ali’s home.

Local press sources said that dozens of civilians were killed following alleged US-led Coalition strikes on Qaem district, west of Anbar during a major offensive by ISF.

According to Yagein, residential neighbourhoods of the district were targeted resulting in the death of civilians. Yagein held the Coalition responsibly.

Anbar News said houses of the Al Bajda’an and the Al Boumhul clans were destroyed, in addition to the houses of the dear mum on Alhuli. The local outlet referred only to heavy shelling and did not specify a culprit.

Local media reported the death of one woman, displaced from Aleppo, in an airstrike on the home of Fayez Al Akla. Free Deir Ezzor said that members of the young woman’s family were also injured in the shelling.

According to Euphrates Post, the house of Fayez al-Akla had been turned into an ISIS prison. Sources said that the house was destroyed.

While Euphrates Post blamed the regime, the Shaam News Network said that Russia carried out strikes on Suwaydan Jazeera, leading to civilian casualties.

Six civilians from two families reportedly died following airstrikes on the town of Sukkaria, close to Al Bukamal, local sources alleged. An unknown numbers of civilians were left wounded after the attack, with the death toll expected to rise due to some people being in a critical condition.

A correspondent for Deir Ezzor 24 reported that warplanes hit civilian houses in the early hours of the morning,“near the school of Ne’ma Matar and near Al-Hamdan road”, with the source adding that “shelling also caused the destruction of three homes” in total, in addition to the destruction of several shops and other buildings. A subsequent report from Syrian PC added al-Dalu Street to the location detail. Victims were listed by numerous sources.

Jisr TV alleged Russia committed the “massacre”, and asserted that the raids focussed on “residential areas of Sukkaria”; Al Jazeera and Baladi also blamed Russia, while Smart considered the aircraft “likely Russia”. The Syrian Observatory for Human Rights blamed both Russia and the Regime, though in a subsequent report referred to “unidentified planes”. In contrast, Deir Ezzor Free Radio suspected the US-led Coalition (which did admit bombing the city that day), with the source adding the “home of Hilal Al Aifan” to the list of places affected, Radio Al Kul also blamed the Coalition.

Reports of the incident mention residential buildings being struck in the vicinity of the Ne’ma Matar school (مطر نعمة) and Al Hamdan road (الحمدان) in the village of Sukkariya (السكریة). Due to limited information available to Airwars, we were unable to verify the locations of this school and the road. Airwars assessment

According to one local source reported that many civilians were killed or injured in alleged Coalition airstrikes targeted several areas in Qaim, west of Anbar province. Yaqein attributed the bombings in different areas of Al Qaim to the International Alliance.

The other local sources reported that the airstrike on Al Qaim was linked to the start of a battle to liberate the town from ISIS, but did not specify a culprit.

Airwars assessment

Local sources reported that two civilians were killed as a result of SDF shelling on the town of Al Soussa at night.

A number of sources identified the two casualties who, according to a tweet by Deir Ezzor 24, were hit by “missile shelling” from SDF forces stationed at “the Omar oil field”. A tweet by Deir Ezzor Now specified that the woman was the wife of Mohammed Khashan Al Naiem’s brother.

All sources identify the SDF as the culprit. However, some sources make mention of SDF “artillery” and “shelling”. At present, it is unclear whether or not SDF has access to artillery, indicating a possible Coalition action. Other reports from the Syrian Network for Human Rights and Baladi specified that the SDF fired projectiles via a missile launcher on Al Soussa. Deir Ezzor Now instead reported that the damage was the result of “rocket-propelled grenades”.

In the first of their September 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time. This event was previously erroneously dated to October 2017.
