Airwars assessment

Ten civilians were reported injured in airstrikes on Al Kasham village according to local media – though it was unclear who was responsible, with allegations against the Coalition, Russia and the Syrian regime.

According to Euphrates Post, one male also died in a Russian strike on the village. The source also named the following two civilians among those injured: “the son of Mohammed is in critical condition; The wife of Eid Al Hakoum is in critical condition.”

Fresh Syria and Almanar blamed the Coalition for carrying out a strike which reportedly injured “a number of civilians”. According to Euphrates Post – which did not identify the culprit – said a strike hit “the house of Hilou al-Mansi and Mohammed al-Farhan”.

However the Syrian Observatory for Human Rights said that it was unclear whether the US-led Coalition or Moscow were to blame. The Observatory reported: “About 10 civilians including children were confirmed injured as a result of the bombing by warplanes. It is unknown whether the planes belonged to Russia or the international Coalition”. Jisirtv also pointed towards Russia.

One source, Akhbaraalaan, attributed the event to the Assad regime, reporting that “the Syrian air force launched air strikes on areas in al-Kashmeh area in the western suburb of Deir al-Zour, causing injuries, including children and women.”

‘Monday 31 July – Typhoons attacked a Daesh defensive position and two sniper teams in Raqqa…Royal Air Force Tornado, Typhoon and Reaper aircraft have continued to fly daily armed reconnaissance missions against Daesh over Syria and Iraq, and have delivered a number of air strikes against terrorist targets in Raqqa. On Monday 31 July, two flights of Typhoons, based at RAF Akrotiri, delivered successful attacks with Paveway IV guided bombs against a defensive position from which Daesh were firing on the Syrian Democratic Forces (SDF), and against two sniper teams.’

One female civilian was named as killed in a “bombardment” on Al Noor street, according to Raqqa is Being Slaughtered Silently.

In December 2018, the Coalition announced that it had classed the event as non credible due to a lack of available evidence of civilian harm: “Aug. 4, 2017, near Raqqah, Syria, via Airwars report. After a review of available information and strike video it was assessed that there is insufficient evidence to find civilians were harmed in this strike.”

‘Friday 4 August – Typhoons struck an ammunition factory and three sniper positions in Raqqa…An improvised ammunition factory had been identified in a large single-storey building in Raqqa, and this was struck with two Paveway IVs from Typhoons on Friday 4 August. Airwars assessment

Orient news and Smart news reported the death of as many as ten civilians and wounding of others in alleged Coalition airstrikes on Raqqa’s Tawasu’iya, Fardous, and Bedo neighbourhoods. Amnesty has since conducted field research in Raqqa and we understand that this figure might possibly be lower than first reported. 

There was, however, uncertainty over the date of Zakaria Khalid Al Bakhit Fathallah’s death. On August 11th, Usama Al Talep, reported that he was killed “yesterday”, while Media Center – Palmyra, again reporting on August 11th, said he died “a few days ago”. Some other sources reported his death on August 13th but did not say when he died. Reports added that the victim was displaced from Palmyra.

Baladi added that Haj Mahmoud Abdullatif Al-Humaidi and Khansa’ al-Qantar (a woman) were killed in “artillery shelling on Al Badaoui lane in the city of Raqqa” – however, it has since been identified through extensive field research by Amnesty International, that Khansa’ al-Qantar was killed on the 12th of August.

Since Amnesty International conducted extensive field research, it was identified by a relative “Mohammed”, that Khansa’ al-Qantar was killed on the 12th of August.

According to the Amnesty and Airwars’s joint April 2019 report War in Raqqa: Rhetoric versus Reality, “A 40-year-old woman, Khansa’ al-Qantar, was killed in the garden of her home by shrapnel from an artillery shell which struck the street outside her house.”

A relative gave a testimonial to an on the ground Amnesty researcher. He said,”Look at the holes which the artillery shrapnel made in the metal gate. You can imagine such what shrapnel does to the human body. It kills.”

In addition to this, it has been identified by Airwars and Amnesty that Zakaria Hmeidi was not killed in this strike but in a separate incident not previously created by Airwars. The victim has been removed from the dataset.

France reports that in the past week (4th -11th) it carried out 31 sorties, including 24 Army reconnaissance and Ground Support (CAS), as well as 4 intelligence reports by Atlantic 2 or Rafale patrol. Two strikes were carried out in the Hassaka region of Syria and the Al Qaim region of Iraq. They destroyed ISIL storage sites and weapons caches.

Local media sources reported on the death of an unknown number of civilians following alleged airstrikes on Anah district in Anbar Province.

The head of the district council, Abdul Karim al-Ani, called on the government to stop the shelling because it targets the homes of unarmed civilians and has led to deaths and injuries. All sources blamed the US-led Coalition or government aviation for the incidents.

Local sources reported that two civilians, an elderly man and woman, were killed following airstrikes in Eastern Deir Ezzor.

The civilians killed were displaced from the town of Al-Matarada, Deir Ezzor, and they were travelling in a van toward the Al-Hool refugee camp in the southern countryside. The US-led Coalition was not blamed for the attack. However no other actors were cited, with sources referred instead to “unidentified airplanes” and “unknown warplanes”. According to Al Hassaka Marsad, the strike hit the vehicle close to the Hamda checkpoint.

Al Natek Network did not specify an actor, the report referring only to “airstrikes”. Airwars researchers tracked claims of both the Coalition and the SDF near the location at the time.

Geolocation notes

Reports of the incident mention the area around the Abu Kashab junction (أبو خشب), in the Deir Ezzor countryside. The coordinates for the village of Abu Kashab are: 35.936320, 40.033665. This airstrike likely took place some miles south or east of Abu Kashab, since the village was taken by the SDF in February 2017 already

‘Monday 11 September – Tornados destroyed two sniper positions in Raqqa, and attacked a Daesh-held compound and terrorists on a motorcycle near Dayr az Zawr…A flight of Royal Air Force Tornados supported the Syrian Democratic Forces fighting in Raqqa on Monday 11 September, when Paveway IV guided bombs were used to destroy two sniper positions. A second Tornado flight patrolled north-east of Dayr az Zawr, where they attacked a group of terrorists in a compound with a Paveway IV. Survivors of the attack then attempted to move to another position on a motorcycle, but were successfully engaged with a Brimstone missile.

‘Tuesday 12 September – a Reaper successfully guided a coalition airstrike onto a truck-bomb workshop near Dayr az Zawr…The following day [Sept 12th], a Reaper remotely piloted aircraft operated in the same area near Dayr az Zawr, and provided precision targeting that enabled a coalition air strike to destroy a truck-bomb workshop and a vehicle that was being prepared there.’

Airwars assessment

Local media reported on the death of six civilians, and dozens wounded following alleged US-led Coalition airstrikes on Husaybah, west of Anbar.

An initial report was released by Yaqin, which suspected the Coalition had targeted “villages on the border between Syria and Iraq”.

A’maq [ISIS propaganda] then reported: US shelling killed six and wounded ten at Husaybah. This claim was repeated in a report by Sound and Picture.
