Airwars assessment

Three civilians died and six others were wounded in an alleged Coalition airstrike on Rumayla, according to the Smart News Agency.

The local news group reported that “warplanes likely to be from the International alliance launched two raids on the Romaniya and Rumayla neighborhoods in the city, killing three civilians and wounding six others in Rumaila, who were working on a nearby tractor.”

No further details are currently known.

For June 1st-June 2nd, the Coalition reported: “Near Raqqah, 11 strikes engaged nine ISIS tactical units and destroyed five vehicles, three fighting positions, a front end loader and an ISIS crane.” It also later added that on June 1st “Near Raqqah, Syria, five strikes engaged two ISIS tactical units and destroyed 17 fighting positions, an ISIS headquarters, an ISIS-held building, and an IED.”
For June 2nd and June 3rd, the Coalition reported: "Near Raqqah, 10 strikes [1 British] engaged seven ISIS tactical units and destroyed 12 vehicles, five fighting positions, four tactical vehicles, two VBIEDs and an ammunition cache." For June 2nd the Coalition added "Near Raqqah, Syria, three strikes engaged an ISIS tactical unit and destroyed three fighting positions".

"Friday 2 June – Tornados and Typhoons destroyed an armoured truck near Raqqa, and attacked eight targets in Mosul…A mixed Tornado and Typhoon pair used a Brimstone to destroy an armoured truck moving along a main road on the outskirts of Raqqa on Friday 2 June. Two other flights operated over Mosul, where attacks were delivered in very close support to the Iraqi forces, hitting eight Daesh positions with a mix of Brimstones and Paveway IVs. The targets included three machine-gun teams and three groups of terrorists armed with rocket-propelled grenades. In addition, a truck-bomb, concealed close to one of the positions, was also fortuitously detonated by one of the attacks."

In an incident not previously tracked by Airwars, on September 29th 2017 the Coalition said it had concluded an assessment on claims of civilian harm “near Raqqah, Syria” via an NGO report. According to the Coalition report, “ 104. June 10, 2017, near Raqqah, Syria, via NGO report: The report contains insufficient information of the time, location and details to assess its credibility.”

The Coalition shared the military coordinates with Airwars: 37SDV9832877959. This correspondence with al-Qadisiyyah in Raqqa.

‘Saturday 10 June – In Raqqa, a Reaper struck a group of terrorists engaged in a fire fight with Syrian Democratic Forces, and Typhoons hit two tunnel entrances…The following day [June 10th] , a Reaper intervened in a fire fight in western Raqqa between the SDF and a group of Daesh fighters. The Reaper hit the latter with a very effective Hellfire attack. The same day, Paveway-armed Typhoons struck two entrances to a network of tunnels built beneath a factory in the north-east of the city.’

On the 15/6-17, the French MoD reported: "In the past week, France reports his 31 sorties, 28 of which were Armed Reconnaissance or Ground Support (CAS) and 3 were intelligence gathering. Two strikes were conducted by French planes in Iraq and Syria, one in the west of Raqqah city, and the other in the Al Qaim region, both against ISIL fighters. Task Force Wagram carried out 80 artillery strikes in Mosul."

Local sources reported that “a number” of civilians were killed in the Al Hani neighbourhood of Raqqa, allegedly following SDF artillery fire.

Two of the four sources, Baladi News and Raqqa is Being Slaughtered Silently, alleged that the US-backed SDF was responsible whereas the remaining two did not apportion blame.

However, the SDF did not have its own artillery according to the Coalition, making the nearby US forces the most likely culprit.

Four or five civilians including four members of the same family died and up to eight others were wounded in an alleged Coalition airstrike on the Abdel Jabbar school in Al Mayadin which was housing displaced people, according to local media. One male victim was identified by name.

Ahmad al Shibli said that four members from a displaced family died, while the Syrian Network for Human Rights – also blaming the US-led Coalition – put the death toll at five, including two children and one woman.

Euphrates Post added that eight non-combatants were wounded, two of them critically

One civilian male was reportedly killed and others were injured after reported artillery shelling of Al Amassi Street in Raqqa city.

Al Hasaka Arabea identified the victim and reported that he was an internal refugee from the Hama countryside.

Both sources reporting the incident alleged that the US-backed SDF was responsible for the artillery strikes. However, Coalition officials have informed Airwars that the SDF was not using artillery at Raqqa.

For June 14th-20th, 19 strikes were made by French aircraft in Iraq and Syria. Most of them were carried out during the Battle of Mosul, in support of the Iraqi fighters engaged in the fighting to drive ISIL out of its positions in the North of the Medina. The other strikes were carried out in support of the fighting for the capture of Raqqah, and against flows of arms and fighters in Iraq and Syria.

Airwars assessment

A named civilian female was killed following an alleged Coalition airstrike in the Al Hadaika al Baidaa area of Raqqa, according to local sources.

Al-Hassaka Rasd moreover reported that the strike killed “the family of Haj Shorabi al Khamissi along with their neighbours”.

All identified sources pointed to the Coalition as the culprit.

In February 2019, the Coalition assessed this event to be non-credible. Their report noted: “After review of all available strike records it was determined that more likely than not civilian casualties did not occur as a result of a Coalition strike.”

The local time of the incident is unknown.

19 strikes were made by French aircraft in Iraq and Syria in the last week. Most of them were carried out in the battles of Mosul and Raqqah. These strikes were aimed at groups of Daech fighters. The other strikes were carried out in Syria and targeted regrouping and refueling areas used by jihadi fighters. Task Force Wagram carried out 16 artillery strikes in Mosul.
