Airwars assessment

In an alleged civilian harm event previously unrecorded by the Bureau of Investigative Journalism, a declassified AFRICOM report obtained in Spring 2019 identified a claimed event near Kismayo in October 2018.

According to Casimada, “The strike against Al-Qaeda linked Al-Shabaab group was conducted in Bulo-Haji area near the town, killing at least 3 children, a witness, who asked to be anonymous, said. He says a victim was taken into hospital.”

According to the civilian casualty assessment for the event, obtained by US investigative reporter Nick Turse, “Casimada Online released an article alleging that 3 children were killed and 1 was injured in the airstrike on 18 October 2018. The article goes on to state that the injured individual was taken to the hospital. The article does not directly accuse the U.S. of conducting the strike but the implication is clear, ‘It is unclear, who carried out the airstrike in the south of Somalia, but U.S. military often carries out drone strike against Al- Shabaab in south and central Somalia.'”

The assessment concluded that “Comparing the geographic location and timing of the of the alleged CIVCAS incident to the past missions, the alleged strike did not align with previous offensive or defensive strikes. Additionally, there were no reported munitions released on the day in question (18 October 2018).”

Four al Shabaab fighters were killed as the US carried out a strike in Somalia in the vicinity of Araara, Lower Juba region, after partner forces came under attack from small arms fire, a US Africa Command press release stated.

The press release called it a “collective self-defense airstrike.” No US service members were apparently present on the ground during what it said was a Somali-led operation.

The strike killed four al Shabaab fighters, the press release claimed, while assessing that no civilians were harmed.

At least 60 and as many as 117 al Shabaab fighters were killed in a US strike on October 12th, it was reported.

The location appears to have been a training camp, according to Voice of America, which noted: “A Somali official says the strike happened near the village of Jowle, about 20 kilometers southwest of Harardhere. The official, who did not want to be named, put the death toll at 117. He says when the attack occurred, the militants were gathered at a camp and were planning to travel to the Hiran and Middle Shabelle regions, where villagers have put up resistance against al-Shabab.”

Citing what appeared to be another Somali official, CBS News said the toll for the terror group exceeded 75.

In an October 16th press release, US Africa Command said the attack was its largest against al Shabaab since November 2017, when US forces had carried out a strike on an al Shabaab camp killing approximately 100 militants.

In an earlier press release issued October 13th, the command said that they were “currently assessing the results of this airstrike, which targeted only al Shabaab militants.” This marked a change from the usual line included in AFRICOM press releases, which tended to state that the command has assessed that no civilians were injured or killed in a strike.

The Bureau of Investigative Journalism took this to AFRICOM, which said that, at this time, they had assessed no civilians were injured or killed in the action and stated that they had not been investigating any allegations of civilian casualties. This was reiterated in the second press release:

“This precision airstrike was conducted in support of the Federal Government of Somalia as it continues to degrade al-Shabaab. Airstrikes reduce al-Shabaab’s ability to plot future attacks, disrupt its leadership networks, and degrade its freedom of maneuver within the region.”

Two US defense officials told CNN the strike was carried out by a drone.

In a subsequent FOIA response obtained by journalist Joshua Eaton in May 2019, AFRICOM again confirmed it had struck what it says was an “al Shabaab named objective”, in the vicinity of Harardere, Somalia.

In coordination with the Federal Government of Somalia, U.S. forces conducted an airstrike targeting al-Shabaab militants in the vicinity of Harardere, Somalia, on October 12, 2018, as previously released.

We currently assess this airstrike killed approximately sixty (60) terrorists. This precision airstrike was the largest airstrike against al-Shabaab since November 21, 2017, when U.S. forces conducted an airstrike against an al-Shabaab camp killing approximately 100 terrorists.

We also currently assess this airstrike did not injure or kill any civilians.

This precision airstrike was conducted in support of the Federal Government of Somalia as it continues to degrade al-Shabaab. Airstrikes reduce al-Shabaab’s ability to plot future attacks, disrupt its leadership networks, and degrade its freedom of maneuver within the region.

One woman and several children were wounded by an alleged US drone strike in El Adde town, Gedo, as up to ten al Shabaab members were targeted and killed, local media reported.

Somali media site Mareeg reported that a US drone strike had injured women and children. Anonymous sources said the victims had been been taken to hospital for medical treatment.

The strike was reported to have hit small residential areas near or within El Adde town in Somalia’s Gedo region, with Mareeg saying this caused the destruction of houses and shops. It also reported that a Somali military aligned radio station had said the strike had killed ten al Shabaab fighters including a senior al Shabaab commander.

Al Shabaab denied that their fighters had been targeted, reportedly releasing photos they said showed the area hit in the strike.

According to Hiiram, “SNA Radio, Somali military mouthpiece said the strike hit group’s militants, killing at least 10 militants including a senior Al-Shabaab commander.”

While the date of the strike was not clear, it was first reported on October 4th. The Bureau of Investigative Journalism reached out to US Africa Command, the US military body responsible for activities in Somalia. It said that the last strike it had carried out was on October 1st. However, the CIA also conducted its own non-disclosable air campaign in Somalia at the time.

Goobjoog News stated that “Reports indicate that Airstrikes hit last night at Basra village in the Middle Shabelle Somalia. Residents of Basra village told Goobjoog News there were heavy attacks in the village amid reports the attacks were targeting Al-Shabaab militants in the area. There were casualties caused by the attack but they were not still identified.

US forces carried out a ‘self-defence strike’ against al Shabaab on September 21st approximately 50 km northwest of Kismayo and killing 18 al Shabaab members, according to a press release from US Africa Command.

According to AFRICOM “The U.S. airstrike was conducted against militants after U.S. and partner forces came under attack. We currently assess eighteen (18) terrorists were killed in the strike. Two (2) other terrorists were killed by Somali forces with small arms fire during the engagement. We currently assess no civilians were injured or killed in this airstrike.”

AP added more detail: “No U.S. or Somali forces were killed or injured in the attack, an AFRICOM spokesman, Nate Herring, told The Associated Press. The airstrike was carried out Friday in self-defense after extremists were ‘observed maneuvering on a combined patrol,’ while the U.S. also responded with ‘indirect fire,’ the spokesman said. The confrontation occurred about 31 miles northwest of the port city of Kismayo, the U.S. Africa Command statement said. Two other al-Shabab extremists were killed by Somali forces ‘with small arms fire during the engagement,’ it said.”

There are no known civilian harm allegations associated with this event.
