“Two unidentified men” were reported killed in a Coalition ground operation in Al-Mananiya, east of Raqqa, on August 16th.

Suriye.u.a.d stated that “two unidentified men [were] killed after being shot by Coalition forces that carried out an airstrike on the village of Al-Mananiya east of Raqqa.”

Meanwhile, Shaam News stated that “Coalition Forces conducted an air-landing operation, targeting two displaced families in the village of Al-Man’iya in the eastern countryside.”

It is unclear at this point whether the men were civilians or belligerents.

In an airstrike confirmed by CENTCOM, US forces struck what it reported to be an Al-Qaeda command center in northern Idlib. Local sources reported that the US strike struck a military headquarters belonging to “Ansar Al-Tawhid” in the town of Kafr Nabil, but added that civilian houses were struck nearby as well, resulting in a number of deaths and wounded.

The US Central Command under the Pentagon reported that US forces had struck an al-Qaeda facility north of Idlib in Syria on Saturday. According to Lieutenant Colonel Earl, “the operation targeted al-Qaeda leaders in Syria responsible for attacks that threaten American citizens, our partners and innocent civilians,” Brown, the head of media operations at the Central Command, told Reuters in an e-mailed statement.

However, local sources claimed that children and women from the families of members of ISIS living in the area were killed in the attack as well. According to Syria TV, 23 people were identified, including four people under the age of 18 and seven unidentified bodies. According to Alaraby, the children and women were family members of the terror organisation.

Step News Agency reported that 14 members of ISIS were killed and more than 23 were wounded. In addition, the source reported that a civilian by the name of Ahmed Youssef Yassou was killed when rocket shelling hit his farm.

The Syrian Human Rights Committee reported that 29 people were killed, 22 wounded and one person went missing; 21 year old Khaled al-Sha’ban. The source identified the names of 22 victims. It further stated that the seven unidentified bodies were saved for forensic medicine.

Baladi estimated a total death toll of 30 people, most of whom were buried under the rubble, while Alquds reported on a total of 51 dead.

Russia accused the US of “endangering” a ceasefire in Syria’s Idlib province by carrying out the airstrike.

On March 10, 2022 in the CJTF-OIR Civilian Casualty Report, the Coalition reported this incident to be “non-credible”, stating that “After review of all available evidence it was determined that more likely than not civilian casualties did not occur as a result of a Coalition strike.”

Local sources reported that 15-year old Alloush Suleiman Al-Subhi was killed during a raid on Al-Ezba in the evening on September 3rd. Several sources claimed that Coalition forces and Kurdish militias conducted an airdrop in the area.

The Syrian Human Rights Committee (SHRC) reported that Alloush was shot by SDF forces, with air support from the International Coalition. According to Jisr TV the Deir Al-Zour News however, the child was killed when Coalition forces and Kurdish militias opened fire during an airdrop operation that was meant to target a leader of ISIS.

SHRC added that Alloush was one of three people killed by the SDF, but did not clarify whether the other two victims were combatants.

In its monthly civilian casualty report for October 2019 – published on December 5th of the same year – the US-led Coalition assessed this event as ‘non credible’, noting: “September 3, 2019, in Al-Ezba, Syria, via Airwars report. After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties. 2777/CS1929 37SBV866787”.

The Coalition published a location for the assessment identifying to within 100 metres the area where it had focused its review. However this showed only central Idlib, rather than the cited village.

In their August 2020 civilian casualty report, after reopening the case, the US-led Coalition again assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

The incident occured in the evening.

Local sources reported that two civilians were killed during a landing operation from the International Coalition forces.

According to Asrar7days, “local sources indicated that the US occupation helicopters carried out an aerial landing by the lake of Al-Bassel dam towards the east, reaching Wadi Al-Raml and another in Al-Haddaja village amid fear and panic among the residents as a result of heavy shooting and attempting to terrorize civilians and force them to leave their jobs and evacuate their areas of presence and oblige them to stay. In their homes, the landing resulted in the death of two people who were not identified by the local population because of the difficulty of access to them.”

No other details are known at this time.

Two unidentified men were killed by an alleged drone strike from the International Coalition in the morning of September 19th, according to local sources.

It is unclear whether these were civilians. Several sources claimed the men were masked and riding a motorcycle when they were hit by an airstrike, which Euphrates Post believed to have been a drone strike.

Activists told Smart news that it was not possible to identify the victims because their bodies were burned, but were  “most likely to be two members of the Islamic State”.

Ain Hasaka claimed that activists later revealed the identity of one of the dead as  Abboud al-Fahad, a close relative of ISIS leader Hammam al-Tayyana.

Two civilians were reportedly killed when Coalition forces and special forces from the SDF carried out a landing operation in Dhiban, “targeting a house inhabited by people who are not residents of the town”.

Deir Ezzor reported that “a number of wanted persons were killed and a number of others managed to escape. Others were also arrested” and added that “In addition, two civilians were killed: (Ghiath Latif Al-Fawzi Al-Hafl – Majed Mahmoud Al-Hafl) after they went out to explore what happened.” According to Halab Today TV, the victims were from the same family.

While most sources are unclear about the cause of death, the Syrian Human Rights Committee claimed that the victims were shot by SDF forces.

In their January 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that the allegation provided insufficient information on the timing and location of the strike to make a determination.

Airwars assessment

One or two people were killed in airstrikes on the town of Al Tayyana, Deir Ezzor governorate, in the night of October 2nd 2019. Nedaa and Deirezzor24 reported that international coalition forces launched raids and searches in cooperation with the Syrian Democratic Forces (SDF).

A reporter of Deir Ezzor 24 noted that an airdrop operation took place and that “the operation targeted a house where a number of ISIS operatives were gathering”.

In their January 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

The incident occured around dawn.
