Airwars assessment

According to a number of sources, civilian casualties were occurred following alleged Coalition actions at Al Qaim – although reporting was confused.

A number of sources reported government attacks on Anah and Rawah, coupled with Coalition air or possible guided missile strikes at Al Qaim, western Anbar province. According to a subsequent report by Yaqin, the warplanes renewed heavy bombardment of areas and cities in western Anbar province and focused on the westernmost city of Al Qaim while continuing the suffocating siege on those cities facing imminent intrusions by the joint forces with the Militia and US occupation forces supported by the International Military coalition.

Al Rafidain reiterated Yaqins claims that the Coalition aircraft had operated in conjunction with government bombing and noted that the magnitude of the losses following the bombing was unknown. Shelling of residential neighbourhoods on the outskirts of Anah and Rawah reportedly took place.

Iraq News alleged the attacks were prepared for the start of military operations to control the areas mentioned from the grip of the state organisation.

Airwars assessment

In an incident previously not tracked by Airwars, the Coalition later confirmed the injuries of four civilians in an airstrike near Hajin. There are indications that this was either a French or Dutch action.

In its April 2019 civilian casualty report, the Coalition noted: “Coalition aircraft conducted one strike on a Daesh improvised explosive device factory. Regrettably, four civilians were unintentionally wounded due to their proximity to the impact point.” The Coalition provided Airwars with the location of this incident, accurate to within a 100 metre box.

The Pentagon’s annual civilian harm report to Congress issued in May 2019 initially flagged this as a US action. However, in the following year’s report the DoD noted: “the incident on October 31, 2018, in Hajin, Syria, that was assessed to have
resulted in injuries to four civilians was not attributable to U.S. military operations.”

Alongside the US, only Dutch and French aircraft within the Coalition potentially conducted strikes near Hajin on this date, according to official records.

Airwars assessment

One man was killed and three civilians were wounded in clashes between American troops and Syrian regime forces near the village of Khirbet Ammo, Al Hasaka governorate, on February 12th, 2020, according to local sources. It remains unclear if the killed man was a civilian or a member of an armed group.

Sana reported that “American occupation soldiers fired live bullets and smoke bombs on the locals as a civilian from the village of Khirbet Ammo was martyred while another civilian from Hamou village was injured.” According to Sana, “hundreds of locals of Khirbet Ammo and Hamou villagers gathered near the post to prevent the American occupation vehicles from crossing and to force them to return from where they came.”

Step News Agency gave different accounts of the incident, writing when American troops were approaching a checkpoint of the Syrian regime forces, the regime forces then used young men to throw stones at the four American vehicles.

According to Step’s correspondent, “armed men in the gathering in civilian clothes opened fire in the air, and the American forces retaliated returning fire, killing Faisal Khaled al Muhammad, a resident of Khirbet Ammo village, and wounding another civilian. Whereas some sources reported the killed man was a civilian, other sources, such as the Syrian Observatory for Human Rights, wrote it was still unclear if the man was “a civilian or regime-backed militiaman”. According to Step, two members of the Syrian regime forces were also wounded.

Al Khabour reported that a group of youths from the village intercepted the American patrol by throwing stones at them and then “took refuge in the regime’s checkpoint”, adding that American soldiers directly targeted the young men.

Colonel Myles Caggings, spokesman for the international Coalition against ISIS, posted a statement on Twitter (@OIRSpox), stating that “Coalition forces, conducting a patrol near Qamishli, Syria, encountered a checkpoint occupied by Syrian regime forces. After Coalition troops issued a series of warnings and de-escalation attempts, the patrol came under small arms fire from unknown individuals. In self-defence, Coalition troops returned fire. The situation was de-escalated and is under investigation. The Coalition patrol returned to base”.

Shaam News Network reported that Russian military vehicles were also present in the area. Sources gave conflicting reports on the incident occurring either in the morning or in the afternoon.

In a civilian casualty assessment released July 10th 2021, the Coalition classed this event as ‘non credible’, claiming that “After a review of all available records it was determined that, more likely than not, civilian casualties did not occur as a result of a Coalition action.”

Airwars assessment

At least one man was killed, another person was injured, and four people were arrested in an alleged Coalition airstrike and Syrian Democratic Forces ground operation in Fenijin on November 8, 2021. The status of the man killed and the person injured as a civilian is contested by local sources.

Zaman Al Wasl quoted local activists who reported that Coalition airplanes carried out an airstrike on a home in Fenijin, followed by a raid by the “Democratic Union” (Syrian Democratic Forces), which resulted in the death of one person and the injury of others. They quoted Asayiş, the security arm of the Democratic Union Party, said in a statement that clashes erupted during the operation, during which one person was killed, another member of the cell was wounded, and 4 others were arrested. Asayiş alleges that the operation was carried out against an ISIS sell that intended to launch an attack on a prison.

The Syrian Press Agency reported that the Coalition airstrike and SDF raid occurred in the Abu Hasan Badia, west of the monastery, and resulted in a person named “Madlool Al-Adas” being killed. Jisr’s correspondent differed in their reporting, stating that the raid was on the home of Madlool but that the raiding forces “killed the young man, “Jassem Hammadi Al-Adas”, tied him and photographed him.

According to Furat Al Wehda, SDF forces surrounded the village and “stormed it amid heavy gunfire and supported them in air surveillance and live fire on the homes of the residents, helicopters belonging to the American occupation”.

A tweet from @VOSyria_ reported that a civilian was killed in the operation and Syrian Arab News Agency, the Syrian regime-run news agency, identified two civilians as being killed in the operations in Al Sabha and Fenijil but does not specify within these incidents. However, the majority of other sources did not identify whether the victim was a civilian or combatant and only Zaman Al Wasl specifically referred to those killed and injured as members of an ISIS cell.

In an incident not previously tracked by Airwars, on September 29th 2017 the Coalition said it had concluded an assessment of claims of civilian harm “near Mosul, Iraq” via an “NGO report”. According to the Coalition report: “80. Feb. 24, 2017, near Mosul, Iraq, via NGO report: After a review of available information and strike video it was assessed that there is insufficient evidence to find that civilians were harmed in this strike.”

The Coalition shared the location of this assessed strike with Airwars. The location was stated as the al Mamun in Mosul.

One civilian was injured following an airstrike that destroyed his family home, according to the eyewitness.

Amnesty International shared the following field report with Airwars, citing an eyewitness: “I’m a simple ‘free worker’ from the same area in Hai Tenak. My friends and I make a living buying and selling car parts. I left on 17 April. This was before the area was liberated. The airstrikes (presumed) started during the day on 10 April. The airstrikes could be quite precise. The drones in the sky would spot ISIS targets, ISIS cars or mortar positions and after that the strikes would occur.

On 15 April I was at home with my wife and 10 children. I have four sons and four daughters and we live in a simple one storey house in Hai Tenak. The youngest child is three and the oldest is 20. We were hiding in the back room of our house. For four days we’d been hiding in that room. At around 9am my 9 year old daughter needed the bathroom. She got up and went outside into the hallway and into the bathroom. She came back and then the explosion happened. The rocket landed three metres away from my house and the bathroom completely collapse. Had my daughter been in there at the time she’d have been killed.”

I was injured in the leg but I’m not sure how it happened. After the explosion we all ran from the house and hid in another house that was empty. The ISF had told us to stay in our houses. ISIS were in a house across the street from us. Someone must have informed the ISF. I had hung my children’s clothes on the roof of our home so that the ISF would know that it’s a family home, not an ISIS home. The children’s clothes were on the roof when the rocket landed.”

Airwars assessment

In an incident not previously tracked by Airwars, on August 8th 2017 the Coalition said it had concluded an assessment on social media claims of civilian harm “near Dayr az Zawr, Syria”. According to the Coalition report, ”105. May 13, 2017, near Dayr Az Zawr, Syria, via social media report: After a review of available information it was assessed that no Coalition strikes were conducted in the geographical area that correspond to the report of civilian casualties.”

The strike was assessed as non credible based on the claim that “no Coalition strikes were conducted on that day in the geographical area that correspond to the report of civilian casualties.” However, the Coalition reported multiple strikes near Deir Ezzor that day.

No additional details are presently known.
