Airwars assessment

In what has been described as a massacre, committed by both Russian and Assad regime and coalition warplanes, between 10 and 23 civilians were killed and as many as 35 more wounded on July 19th in Idlib city. Other sources claimed that the Coalition was involved in the incident. According to Shaam News Network the raids took place just before midnight.

A local journalist tweeted that three locations in the city were targeted. “Russian warplanes shelling targets three areas in Idlib; Al-Nakhla roundabout, Al-Saha parking lot near Omar Bin Al-Khattab mosque and young offenders jail”. He also reported that 10 were killed and 35 civilians were injured.

Smart News reported that 10 civilians were killed, and a local added that an entire family including a woman and her unborn baby were included in those killed. Smart News called the incident a massacre and also blamed Russia for the airstrikes.

Syrian Network for Human Rights blamed “allied warplane shelling” for the airstrike.

A local news channel tweeted that “At least 12 martyrs and and many injured due to Russian warplanes shelling in neighbours of Idlib tonight.” However, another local news channel – Alsouria News – claimed that “23 were martyred including children and no less than 30 wounded in Russian and coalition warplanes shelling in Idlib.” This was the highest reported death toll.

Most of the civilians killed were already displaced from Aleppo, according to Shaam News Network.

Activist Ghayth Al-Sayed told Alsouria “a Russian warplane and another one from the coalition took turns in shelling Idlib with more than 15 raids in the morning which killed 15 in initial toll and wounded more than 30 who were taken to medical points for treatment.”

The scale of the injuries meant that local field hospitals announced it needed quantities of blood for the injured.

The raids continued overnight in Idlib to the 20th of July.

In the second of their March 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

The incident occured at approximately 11:00 pm local time.

Airwars assessment

In the Amnesty and Airwars’s joint April 2019 report “War in Raqqa: Rhetoric versus Reality”, between 11 and 23 civilians were reportedly killed in alleged Coalition airstrike in Raqqa. Although Airwars assesses single sourced incidents as “weak”, researchers have assessed this incident “fair” due to the depth of material provided by Amnesty.

The report summarised that “A coalition airstrike destroyed a one-storey house close to the railway line killing five children and their parents and four neighbours.”

The house was near Sharia al Qitar (close to the railway line – hence then name “Railway Street”) and had a courtyard, according to the field notes.

Iman, Zuhair’s daughter, survived the strike. She said IS fighters were two streets over, on Sharia al Qitar itself. Civilians were prohibited from going there as it was the siege line. She went on to tell Amnesty in a testimony that “As well as my family and the four neighbours, the strike also killed a Kurdish family of 12. They were displaced and I don’t know their names. They were mostly women and children.”

The Kurdish family were allegedly displaced people; their names are unknown but they were all women and children. Iman saw two young children pulled from the rubble.

In their monthly civilian casualty reports, the US-led Coalition has indicated that the credibility of this civilian harm allegation is in the process of being assessed.

Between 12 and 22 civilians including six children and seven women died and up to 26 more were injured in an alleged Coalition airstrike on the Kasrat Al Faraj area, east of Raqqa city, according to multiple local sources which said that the raids targeted schools.

Al Natek Network reported that “17 were killed, most of them women and children, and 15 injured following an American raid targeting a school building which is occupied by IDP in al Kasrat area south of the city of Raqqa.” The Shaam News Network, Step news agency and Qasioun were among other sources also blaming the Coalition.

The Syrian Observatory for Human Rights initially put the death toll at 19, however, a later report said that it had risen to 22, including six children, seven women and 18 displaced people.

Raqqa is Being Slaughtered Silently reported that “air raids launched by the international Coalition at midnight yesterday targeted Saqer Kureish school – Al Bouhouth al Zira’iya – Rotko company and the military gas station south of the city of Raqqa.”

Euphrates Post said that ” a scientific research centre on the outskirts of southern Raqqa city” was targeted by the Coalition.

According to Syria News Desk, “Coalition aircraft carried out four raids on two schools hosting displaced people, killing 12 civilians, all of whom were displaced from the countryside east of Aleppo, including children. Additionally, 26 civilians were wounded.” The source added that the death toll was likely to rise due to the severity of injuries.

There were claims that up to 22 civilians were killed and 16 injured in Coalition airstrikes to the west of Mosul. Women and children were reported to be among the casualties.

In a January 2016 report, the United Nations Assistance Mission in Iraq noted: “According to a source, on 1 July, 17 civilians, including four children and six women, were reportedly killed in an airstrike conducted in the al-Rifaie area of western Mosul, Ninewa. 11 other civilians were reportedly wounded. UNAMI/OHCHR was unable to verify the status of all the casualties nor who was responsible for the airstrike.”

In its monthly civilian casualty report for October 2019 – published on December 5th of that year – the Coalition assessed the event as ‘non credible’, noting that “July 1, 2015, in Mosul, Iraq, via Airwars report. After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties. 2782/CI080 38SLF284206”.

Coalition officials also provided Airwars with a geolocation to within 100 metres of the area reviewed. However, in light of the UN placing this event in the Rifai area of Mosul, the Coalition has re-opened this event for review.

In the first of their March 2020 civilian casualty reports, the US-led Coalition again assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

As many as 22 civilians were reported killed, and 29 injured, in airstrikes by an unspecified party in eastern Mosul according to local media.

Citing a local source, Shafaaq reported that five people were killed and four others wounded after an “unidentified warplane” opened fire from it’s “machine gun” in southeast Mosul.

One relative posted on Facebook that their cousin, Younis Hassan Abdullah al-Badrani was killed along with 10 family members in an aerial bombardment.

Iraqi Spring Media Center reported a total of 22 civilian deaths and 29 injuries, “mostly women and children” in Coalition airstrikes on the eastern side of Mosul.

According to Team Correspondents, the deaths occurred in “Mushayrifa, New Mosul and Hermat and Ma’moon neighborhoods.”

Buzzfeed reported in 2017 that 15 civilians died in an event at Mamun:

As many as 22 civilians were reported killed at the village of al Nawaja, as the Coalition-supported offensive continued. However the Coalition later denied responsibility for the incident, noting that “the JCTF did not conduct any strikes in that geographic location.”

According to one source, “al Nawaja village is divided into two neighbourhoods. The eastern side is now under SDF control, while the western side’s al Maghmoureen neighbourhood [al Kamlak] is still under IS control.“

According to the Syrian Observatory, “confirmatory sources [reported] that the international coalition’s warplanes targeted areas in al-Nawajah village located to the east of Manbij city in the northeastern countryside of Aleppo. The airstrikes killed and injured 15 people at least, and some of the wounded are still in dangerous situation.” Manbij Documentation Agency placed the death toll at 15, while Manbij Mother of All the World reported up to 20 casualties – but said getting information was proving difficult because of an “unprecedented media blackout.” Manbij Direct said 10 died with 15 injured. It listed some of the dead.

According to local sources, 22 civilians died and 48 were injured in air raids on several neighbourhoods in West Mosul.

While Al Jazeera (referring to an ISIL source) and a tweet by @aisha_iq95 said the Coalition was responsible, other sources spoke both of Coalition and Iraqi forces aircraft carrying out the airstrikes.

Airwars assessment

Twenty two civilians including 15 women reportedly died and dozens wounded in alleged Coalition airstrikes behind al-Andalus bakery in the city of Al-Raqqa. There is – according to research done by Amnesty and Airwars – no precise location for the building.

According to a tweet from @PalmyraRev1 it was mostly “women, children and the elderly” who were killed in the bombardment. Nearly all sources blamed the International Coalition for the attack.

Shaam News Network and other sources described the 22 killed as displaced citizens who had fled the city of Palmyra due to Russian and Assad regime strikes on that city and its environs. Activists said that the people killed comprised of two families, the Mrawah and al-Tawab families, victims are named below.

Shaam News Network pointed out the possibility that the names given may be different to the names of the people that had died, due to the media blackout and the strict censorship imposed by IS on the media. Following extensive Amnesty field research and interviews they uncovered “Four members of the Mrawah family were killed: Jihad Mrawah’s wife, Ali Mrawah’s wife (Ali is son of Jihad’s brother), Hsein Mrawah (father of Jihad and Grandfather of Ali) and Jihad’s mother.”

The evidence provided by Airwars corroborates the Amnesty and Airwars’s joint April 2019 report “War in Raqqa: Rhetoric versus Reality” where it states,”At least 22 civilians were killed when an air strike struck outside their home and the taxi outside smashed into the house as visitors were getting off and into the house, killing both the hosts and the visitors.”

The report adds that the victims were killed when plane struck outside their home and a taxi outside smashed into a building as visitors were getting being dropped off and entering the building to visit the Tawab family, also from Palmira. Members from both families were killed.

In July 2019 the Coalition announced that it had assessed this allegation of civilian harm to be non-credible. Their monthly civilian casualty report noted: “After a review of available information it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties.”

Reports of the incident mention the city of Raqqa, for which the generic coordinates are: 35.9505639, 39.0094148. One source (Smart) mentions clashes in Hisham ibn Abdul Malik neighbourhood, for which the coordinates are: 35.940907, 39.019103. The Amnesty International report concluded that the building was “by Hadiqat al-Rashid, behind al-Andalus bakery”, however there was no precise location for building. “mkhbz alandls” is the location of the bakery.
