Airwars assessment

Professor Khalaf Al Wahhab, a school teacher, and his two sons, Hamza Al Wahhab and Muhammad Al Wahhab, from the village of Abreha, were killed during a US-led Coalition airdrop or landing operation, with the Syrian Democratic Forces, in the village of Abirha, near Al Busaira in Deir Ezzor on December 12th 2021. In total, four people were killed. The fourth person, according to @Sada_AlSharqieh, was “a visitor to them who is the target of the landing operation.” The incident apparently happened at dawn.

Some sources also mentioned that Professor Al Wahhab’s son in law, Abu Malik, was also killed but it is unclear whether he was the fourth person pre-mentioned. Deir Ezzor 24 referred to “Ab Malik” as a person “believed to be affiliated with Daesh” and from the village of al-Bulail.

According to Euphrates, the operation lasted for about two hours and “they were targting a livestock pen after refusing to surrender.”  They also reported that the operation was carried out from the direction of Al-Eshreen Street, “using two helicopters loaded with elements and ground forces.” Apparently, the Coalition was “broadcasting on loudspeakers that the place is surrounded by the Coalition forces and the people must surrender.”

According to @Sada_AlSharqieh, they also asked residents to stay in their homes. Their correspondent also reported that “the Coalitin aircraft struck a house in the town of Al-Bireha and destroyed the entire house, and then began the process of landing in Al-Busira.” Various sources reported that eight people were arrested in Al-Busira.

At the time of the incident, Colonel Joel Harper, spokesman for the International Coalition, issued a statement that “Daesh are still active in Syria and poses an existential threat if it is allowed to resurge,” stressing that the coalition continues in its partnership with the SDF and continues to target Daesh in Syria, not directly referring to the incident.

In a civilian casualty assessment released November 3, 2023, the Coalition classed this event as ‘non credible’, claiming that “Based on a thorough review of all available information, it was determined that any potentially corroborating operation affected only legitimate military targets, with no civilian casualties.”

The incident occured around dawn.

Four al-Shabaab militants were killed by declared AFRICOM strikes near Xaradheere on January 25, 2023.

AFRICOM released a statement on January 30th that “At the request of the Federal Government of Somalia and in support of Somali National Army engagements against al-Shabaab, U.S. Africa Command conducted a collective self-defense strike on Jan. 25, 2023. The strike consisted of two separate engagements in a remote area near Xaradheere, Somalia, approximately 396 km northeast of Mogadishu where Somali forces were conducting operations and when they were engaged by al Shabaab fighters. The initial assessment is the strike killed four al-Shabaab terrorists. Given the remote location of the operation, the command assesses that no civilians were injured or killed.”

Antiwar.com reported on the US strike, providing information found in the press release, as well as pointing out the difficulty in confirming information from AFRICOM due to the strict rules for media in Somalia.

At the request of the Federal Government of Somalia and in support of Somali National Army engagements against al-Shabaab, U.S. Africa Command conducted a collective self-defense strike on Jan. 25, 2023.

The strike consisted of two separate engagements in a remote area near Xaradheere, Somalia, approximately 396 km northeast of Mogadishu where Somali forces were conducting operations and when they were engaged by al Shabaab fighters.

The initial assessment is the strike killed four al-Shabaab terrorists.

Given the remote location of the operation, the command assesses that no civilians were injured or killed.

The U.S. is one of several countries providing support to the Federal Government of Somalia in its ongoing campaign to disrupt, degrade and defeat terrorist groups. Rooting out extremism ultimately requires intervention beyond traditional military means, leveraging U.S. and partner efforts to support effective governance, promote stabilization and economic development, and resolve ongoing conflicts.

U.S. Africa Command is the defense arm of the U.S. whole-of-government approach with African partners -- diplomacy, development and defense. This three-pronged, or “3D” approach aims to increase cooperation and support for “partner-led, U.S.-enabled” solutions to shared security challenges, including violent extremism or terrorism.

Somalia remains central to stability and security in all of East Africa. U.S. Africa Command's forces will continue training, advising, and equipping partner forces to help give them the tools they need to defeat al-Shabaab, the largest and most deadly al-Qaeda network in the world.

U.S. Africa Command will continue to assess the results of this operation and will provide additional information as appropriate. Specific details about the units involved and assets used will not be released in order to ensure operations security.

AFRICOM released a statement that “At the request of the Federal Government of Somalia, U.S. Africa Command conducted a collective self-defense airstrike in a remote area near Cali Heele, approximately 244 kilometers North East of Mogadishu, Somalia against al-Shabaab terrorists on August 15. The airstrike was in support of Somali National Army forces who were engaged by the terrorist organization. Working with the Somali National Army, U.S. Africa Command’s initial assessment is that the U.S. airstrike killed 5 al-Shabaab terrorists and that no civilians were injured or killed.”

The Somali government added that the strikes also destroyed a militant hideout.

According to @HarunMaruf, Somali state media reported a similar casualty figure, which was supposedly one of the first times that the Somali state and the US reported similar casualty counts.

The incident occured in the morning.

Airwars assessment

AFRICOM declared conducting an airstrike on September 18th 2022 against Al-Shabaab terrorists who were reportedly attacking the Somalia National Army forces near Buulobarde, Somalia. The US confirmed responsibility for killing 27 militants in this strike, according to the US, with the Somalia National Army saying that over 100 militants were killed in the whole operation which lasted over 72 hours. There were other reports in local and national media that 75 militants were killed in one of the operations within this time period, in the same location.  It is unclear to the extent of the US involvement beyond the strike that they have declared.

There were no reports of civilian casualties from these strikes.

The Federal Republic of Somalia released a press release on September 19th 2022 which stated “Somali National Army has conducted offensive operations in Yasoman and Aborey in Hiran Region in the last 72 hours. SNA has killed in this operation more than 100 members of Al-Shabab who wre terrorising the local people. Air support from United States of America has assisted this operation led by SNA. The Government of Somalia appreciates the US Government for its continual support in the fight against terrorism and violent extremism.”

The US released a statement a few days later, on September 22nd, confirming that they conducted an airstrike in the Hiran region “at the request of the Federal Government of Somalia… against al-Shabaab terrorists who were attacking Somali National Army forces near Buulobarde.” The US military reported that the airstrike was during a battle between Al-Shabaab fighters and Somali government forces.

One local source on Twitter, @HassanIstilla reported that “four people, including traditional elders, were killed when their vehicle hit a landmine on Saturday (17th) near Buq-aqable district in Hiran region. Al-Shabab denied responsibility and claimed that a US airstrike killed them. AFRICOM, or SNA did not announce an airstrike in the region.” However, the US and SNA operation was announced by the SNA on 19th, and the US confirmed their involvement on the 22nd.

AFRICOM reported that it was the largest combined military operation in the region in five years.

The @SomaliGuardian reported on Twitter that “Al-Shabaab says that it has killed 18 soldiers, wounded 20 others in fighting with govt troops, under cover of US air support, near the twon of Boco in Hiran region. It adds that Gorgor commander in the region is among casualties. No comment from SNA.”

Asharq Al-Awsat quoted Somali state television which announced that 20 al-Shabaab militants traveling in a vehicle were killed in airstrikes carried out by Somali intelligence forces in cooperation with international allied forces.

There were no other details available as to who was involved in the airstrike and the resulting casualties.

While no sources directly implicated the US in the operation, the Somali government’s reference to “international partners” has in the past indicated US involvement.

An unknown number of Al-Shabaab members, including top leaders, were reportedly killed by airstrikes allegedly carried out by the US and/or Somali military on Elbur in Galgaduud province on September 23, 2023. There have been no reports of civilian casualties connected to the strikes.

On the 23rd of September, 2023, the Somali Ministry of Defense posted a statement on X /Twitter that a “precision airstrike” had been conducted on a “meeting house” in the town of Elbur in the Galgaduud region. The statement went on to claim that the Somali National Army had killed key Al-Shabaab leaders including “their head of extortion and finance, Sahal.” Garowe Online stated that the individual killed, known only as ‘Sahal’, had been the group’s “finance and tax head,” while also attributing the strikes to the US military rather than the Somali military.

M.M.Dhoore, a former BBC journalist and the managing editor of SNTV (Somali National Television), London, released a post via X/Twitter on the evening of the 23rd of September stating that Somalia’s armed forces had conducted the airstrike using “recently acquired helicopters”. M.M. Dhoore’s post contained a photo of such aircraft.

Middle East Monitor News also reported on the attack, emphasizing the strategic significance of the town of Elbur and noting that it has been an Al-Shabaab stronghold for more than 15 years.

None of the sources gave a precise number of militants killed, with some referring to “several militants” killed while others reported “heavy casualties”.

Up to 40 members of al-Shabaab were killed and others were wounded by Somali forces and “international partner” airstrikes or ground operations near the village of Ali Foldhere on November 30, 2022.

Shabelle Media Network quoted the Somali government who announced that an operation carried out by the National Army, National Intelligence and Security Agency (NISA), and international partners in Ali Foldhere resulted in the death of up to 40 members of al-Shabaab and the wounding of others.

Garowe Online reported that the al-Shabaab militants were targeted while they were plotting their own attack in the town.

Reuters described the location of the operation as being in a forest near the village of Ali Foldhere under Mahaday town of Middle Shabelle region.

@BCFinucane pointed out that this was another operation with support from Somalia’s “international security partners” who were not specified. Garowe Online pointed out that similar military operations in the past involved US Africa Command and the African Union Transition Mission in Somalia [ATMIS].

43 al-Shabaab militants were killed by alleged US airstrikes near Jamaane District in Lower Jubba on June 16, 2023.

Garowe Online reported that airstrike carried out by the US struck a location where al-Shabaab militants were holding a meeting in Jamaane District in Lower Jubba, killing “several” militants. @SONNALIVE specified that the airstrikes occurred around 6:15pm in an area 14 km from Jamaane District, resulting in “heavy loss of life and many injuries.”

A tweet from @dhoorebbc identified Adan Abdirahman and Idiris Abdirahim Nur, a Kenyan National, as two top al-Shabaab officials who were killed by the US airstrike and Somali special forces near Jamaane town.

The Somali National News Agency (SONNA), quoted by VOA News, later reported that in addition to the two al-Shabaab leaders, a total of 43 al-Shabaab fighters were killed by the airstrike. According to SONNA, the militants were meeting to plan attacks against Barsanguni military base, which is home to the Somali National Army and local forces.

A tweet from @GaroweOnline pointed out that the strikes occurred just days after the head of AFRICOM visited Jubaland and met with President Ahmed Madobe on counterterrorism.

The incident occured at 18:15:00 local time.
