Airwars assessment

A 7-year-old child was killed and his mother and brother were injured when an alleged US-led Coalition mortar shell hit the family’s home in the town of Al Azbat, Deir Ezzor governorate, on January 9th, 2021. Local sources reported that the incident occured during a military training near the Coalition base near the Koniko oil field.

According to a Euphrates Post correspondent, “a mortar shell landed in a house in the vicinity of the Koniko oil field base, east of Deir Ezzor, during training of the American forces.” The source added that the “the shell landed in the house of the civilian Hani Hussein Al Toukan, killing his son Ahed and seriously injuring his wife and other son, Fahed.” The US forces reportedly brought the victims to a nearby medical point.

The Syrian Observatory for Human Rights wrote that “a child was killed and his mother was injured, as a result of an unknown explosion near their house in the Azbat area north of Deir Ezzor city, Koniku Oil, where the International Coalition forces and the SDF conduct joint military exercises.”

Several other sources wrote that the civilian house was targeted. @SyriawatanNews, for example, tweeted that “the ‘American occupation’ forces present in the Koniko oil field targeted the town of Ezbet in the northern countryside of Deir Ezzor with mortar shells, killing a child and wounding others.”

@SalamaAlhussein tweeted that it was not the village of Al Azbat that was hit, but the village of Khasham. All other sources mentioned Al Azbat village.

In a civilian casualty assessment released April 16th 2021, the Coalition classed this event as ‘non credible’, claiming that ” After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that
corresponds to the report of civilian casualties.”

Airwars assessment

Major coalition air raids on the oil fields around Shadadi reportedly led to the deaths of up to four non-combatants. Residents described a significant attack, with one site reporting: “Among the most prominent oil fields targeted were Al Rawees and Al Howyaziah east of Shadadi. The fires are also still burning in Kabiba close to the gas factory, north of Shadadi. Eyewitnesses confirmed that the flames and sound of explosions were seen and heard dozens of kilometers from the bombing site. The villages near the oil fields have seen a large displacement of civilians who left for fear of further raids, as the coalition’s flights are still being seen and heard flying overhead.“

According to SNHR, a 70 year old man died with his two daughters, aged 27 and 25, when their mud-built home near to an oil field was bombed. Eyewitness and near neighbour Mahmoud al-Hadidya told the group: “The home has been completely destroyed, killing Ibrahim with his two daughters… and had turned their bodies to pieces. We found Ibrahim’s hand next to the house, and we were collecting bits of flesh and body parts until the early hours of the following morning.”

Another eyewitness, named by ARA news as local resident Suleiman Al Awda, said “the raid caused the death of Ibrahim Almusjul and all members of his family, after targeting of the Gona oil fields near his home by coalition aircraft.” The family was buried in Hadidiya Cemetery. There were additional claims that “dozens” of civilians were injured in the coalition attack.

CENTCOM investigators were made aware of the alleged deaths within 24 hours, a declassified report later revealed, noting that “Coalition aircraft reportedly killed a family in an attack on their house near the Ghunah oilfields“.

However it was swiftly concluded that the claims were “not credible.” In a highly-redacted section of the report, it was also noted that the Combined Air Operations Center in Qatar “assesses not enough information to confirm credibility.”

According to an internal CENTCOM document, according to a self-reported night time incident involving an American aircraft may have caused civilian casualties: “US F-16 may have unintentionally struck the nearest collateral object (NCO) and unintentionally struck a car that moved into the FOV [field of view.]“

The outcome of any investigation at the time the document was collated (most likely early May 2015) was not known.

Local media did describe a car as being among the objects destroyed in Coalition raids on the day.

As of December 2017, the outcome of any assessment remained unknown.

Airwars assessment

In the second of three Raqaa incidents for July 11th in which Coalition aircraft allegedly caused non-combatant deaths, a woman and two or three of her children died in an airstrike at the village of Warakat Samra according to reports. Her husband was severely injured in the attack, losing his leg.

Local activist Abu Ibrahim Raqqawi tweeted, for example, that “#Raqqa a women die with 3 of her children and her husband leg was cut Because Airstrikes by Coalition warplanes Yesterday #Syria #ISIS”.

According to the DCHRS, the woman and her two male children were from the village of Samra.

In its civilian casualty report for October 2019 – published on December 5th of that year, the Coalition assessed this event as ‘not credible, asserting: “July 11, 2015, in Raqqah, Syria, via Airwars report. After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties. 2799/CS098 37SEV008785”.

Officials published a location for the event to within 100 metres of where they had remotely assessed the incident.

A single source, the local news agency NINA, reported that 12 civilians were killed in a Coalition raid on the Rifai and Al-Najjar areas west of Mosul, including a child and four women. Four other people were said to have been critically injured.

In its July 2017 casualty report, the Coalition classed the even as non credible on grounds of a current lack of available evidence of civilian harm: “Aug. 27, 2015, near Mosul, Iraq, via Airwars report: After a review of available information and strike video it was assessed that there is insufficient evidence to find that civilians were harmed in this strike.”

Airwars assessment

At least 20 civilians were reported killed and up to 31 injured after Coalition (or possibly Iraqi) aircraft allegedly hit the Sunni Wafq state religious affairs building adjacent to one of the largest mosques in Mosul.

Aircraft reportedly targeted a meeting of senior Islamic State figures at the Waqf site, which has been taken over by ISIS. However most of the dead and injured were at a nearby marketplace. Video footage from Daesh showed destroyed civilian vehicles and market stalls, and chaotic scenes at a nearby hospital.

Citing an eyewitness, NINA reported that “missiles launched by the international coalition aircraft struck the Sunni Waqf headquarters in the Nabi Sheet area, which led to the death of 29 civilians, including women and children, and the wounding of 16 others who were taken to hospital.” Most other sources also blamed the Coalition. However, Sheikh Ragheb Hamid Siraj, a local leader in Mosul, said the attack was the work of an Iraqi aircraft.

At least two children were reported among the dead, including a 7-year old boy who was said to have locked himself in the family car in fear during the attack, only for it to be destroyed.

Three of the victims were later named as Ridwan Ibrahim [pictured below], his brother Abdul Rahman Ibrahim and their father Ibrahim. A young man named as Median Dawood Al Hadeedi [pictured below] was also reportedly killed.

Many casualties were said to be the result of a ‘double tap’ strike, with residents hit as they tried to rescue those injured in a first attack. Mosul Ateka put out an urgent warning: “We ask citizens to stay away from places where bombing is occurring and not to assemble. Nabi Sheet Street is full of bodies because of the heavy shelling that occurred.”

Said Ali Mohammed, who works in the nearby market, told Gulf Online that he was inside his shop at the time, which is located just 500 meters from the Sunni Waqf Directorate building. He described the first explosion as “enormous… while we were preoccupied with tending to neighbors and some of the injured on the street, the second bombing targeted people who had rushed in to help the wounded.”

Ghassan Mossen, who described himself as an eyewitness to the attack, also posted the following on Facebook: “People were moving toward the blast site to search for their friends and relatives. They didn’t listen to appeals to stay away from the area. Even 100 metres away I almost got caught in the second blast, as shrapnel flew over our heads.“

In a January 2016 report the United Nations Assistance Mission in Iraq referenced the event, noting: “On 29 September, an airstrike was reported to have hit the former Sunni endowment building next to the Ninewa Governorate building, in central Mosul. According to some sources, the attack allegedly killed eight civilians (including two women) in addition to 19 ISIL fighters. Around 10 minutes later, as civilians were gathering in the area, another airstrike allegedly hit the same location, killing 12 civilians (including two children and a woman) and wounding seven, some critically. Other sources reported higher casualty figures.”

In its November 2019 casualty assessment – published on January 2nd 2020 – the Coalition assessed the event to be ‘non credible’, based on current information: “September 29, 2015, in Mosul, Iraq, via Airwars report. After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties.”

It also provided coordinates to within 100 metres of the geographical area where it had focused its review.

In the second of three claimed incidents in Mosul on this date, it was reported that 17 civilians – including four women and five children – were killed in an alleged Coalition strike in the Wehda and Methak neighbourhoods east of Mosul.

However, there was some doubt regarding the incident, with NRN News reportedly denying that civilians had died.

In their January 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.
