Airwars assessment

Local and official sources alleged that 10 al-Shabaab militants were killed and others were injured by Somalia National Army operations and airstrikes near Hawda Qaycad on February 15, 2023.

Abdi Garad Omar Mohamed, one of the officials of Wisil district in Mudug region, told Mustaqbal Media News that around 60 members of al-Shabaab were killed in a battle that took place in Hawda Qaida in the south of Mudug region. The source added that battle was accompanied by airstrikes against an al-Shabaab base near Hawda Qaycad.

The official Twitter account of the Somali National Army Radio Snaradio announced that “@SNAForce
with the support of the Galmudug State forces and local forces killed 10 #AlShabaab and injured others after conducting a planned operations against terrorists’ hideout at #Qaycad area in Mudug region.” The tweet did not mention airstrikes in assistance.

AFRICOM announced airstrikes in a different region near Bacadweyne on February 15th that resulted in the death of 5 al-Shabaa militants.

While no sources directly implicated the US in the operation, the Somali government’s reference to airstrikes has in the past indicated US involvement.

Airwars assessment

An unknown number of Al-Shabaab members, including top leaders, were reportedly killed by airstrikes allegedly carried out by the US and/or Somali military on Elbur in Galgaduud province on September 23, 2023. There have been no reports of civilian casualties connected to the strikes.

On the 23rd of September, 2023, the Somali Ministry of Defense posted a statement on X /Twitter that a “precision airstrike” had been conducted on a “meeting house” in the town of Elbur in the Galgaduud region. The statement went on to claim that the Somali National Army had killed key Al-Shabaab leaders including “their head of extortion and finance, Sahal.” Garowe Online stated that the individual killed, known only as ‘Sahal’, had been the group’s “finance and tax head,” while also attributing the strikes to the US military rather than the Somali military.

M.M.Dhoore, a former BBC journalist and the managing editor of SNTV (Somali National Television), London, released a post via X/Twitter on the evening of the 23rd of September stating that Somalia’s armed forces had conducted the airstrike using “recently acquired helicopters”. M.M. Dhoore’s post contained a photo of such aircraft.

Middle East Monitor News also reported on the attack, emphasizing the strategic significance of the town of Elbur and noting that it has been an Al-Shabaab stronghold for more than 15 years.

None of the sources gave a precise number of militants killed, with some referring to “several militants” killed while others reported “heavy casualties”.

At least one al Shabaab militant was reportedly killed as Shabaab positions in Kismayo, Jubaland, were subject to aerial shelling, international and local media reported. There was disagreement about whether the US, France or Kenya were to blame

A local resident told Reuters: “A jet bombarded an al Shabaab base near the port. It dropped a huge shell, flew past, came and then dropped another shell…The whole town shook. We’ve never heard anything like it. Everyone ran away.”

The strikes in Kismayo were said to have killed at least one al Shabaab militan, according to some sources including Bloomberg. Meanwhile the terror group denied any casualties. “There were no casualties,” an al Shabaab source in southern Somalia told Reuters. “We fired at the plane after the second bombardment and it has not come back.” No civilians were reportedly harmed.

Kenyan military spokesperson Major Emanuel Chirchir said the strike was in support of a Kenyan Defence Force advance in southern Somalia, while attributing blame to either the US or France.  The spokesperson told the New York Times “everybody is in theatre… they are complementary.” Kenya also said in a statement cited by the New York Times that the French Navy had also shelled rebel positions from the sea.

Chirchir would not however identify who had carried out the airstrikes, while noting that: “Everyone knows who is fighting the terrorists, they are the same partners who are always fighting al Qaeda.”

Two senior American officials in Washington told the New York Times that the US had not carried out the attacks. The French also denied they carried out the strikes or were responsible for a naval bombardment in the preceding days.

Finally, several sources, including Lieutenant Colonel Mohamed Farah Dahir, a Somali army spokesperson, said Kenyan jets were responsible for the attack that killed an al Shabaab commander. Al Shabaab also said a Kenyan jet launched the strike.

The US conducted “a self-defence strike against al Shabaab, killing three” in southern Somalia, describing the action as having “provided defensive fires to protect U.S. troops from imminent threats posed by the terrorist group al-Shabaab.”

A statement from US Africa Command (Africom) issued at the time said “the operation was conducted after it was assessed the terrorists were planning and preparing to conduct an imminent attack against US forces.”

Writing about the incident, The Hill noted that “There are about 50 U.S. forces on the ground in Somalia, in support of partner forces fighting al-Shabab militants. The strike comes amid a new assessment by IHS Jane’s Terrorism and Insurgency Centre that said over the course of 2015 and 2016, al-Shabab has “been expanding capabilities and increasing the tempo of attacks.”

AFRICOM reported on the same day it had “conducted an airstrike in Somalia against al-Shabaab on Thur., Nov. 9 at approximately 3 p.m. local Somalia time”.

It added that the “operation occurred in the Bay Region of Somalia, about 100 miles west of the capital, Mogadishu”. AFRICOM made no mention of civilian harm. However, it stated that the strike had killed “several militants”.

This and four additional strikes over the following three days killed “more than 40 terrorists,” 35 of them al Shabaab and five with ISIS, a Pentagon spokesperson later told reporters on November 13th. He did not say how many people were killed in which of the five strikes, “for operational reasons,” an AFRICOM spokesperson told the Bureau of Investigative Journalism on November 15th.

Associated Press reported the following for the November 9th attack: “A U.S. drone strike killed ‘several militants’ with al-Shabab in Somalia, the military said, as the Trump administration increasingly targets what has become the deadliest Islamic extremist group in Africa. The strike was carried out Thursday afternoon in the Bay Region, about 100 miles (160 kilometers) west of the capital, Mogadishu, according to a statement by the U.S. Africa Command. A spokeswoman told The Associated Press that no civilians were anywhere near the strike.”

In a subsequent FOIA response obtained by journalist Joshua Eaton in May 2019, AFRICOM confirmed it had struck what it says were al Shabaab fighters on this date, in the vicinity of Buulo Fuulay.

On June 4th 2018, AFRICOM reported that it had “conducted an airstrike targeting al-Shabaab militants approximately 26 miles southwest of Bosasso, Somalia, on June 2”.

It added: “We currently assess no civilians were injured or killed in this airstrike.” However, AFRICOM claimed that the airstrike killed “twenty-seven (27) terrorists.”

As Voice of America noted, “Saturday’s airstrike came after al-Shabab extremists attacked a military base in Puntland, claiming to have killed five soldiers, wounding seven and destroying Somali military equipment.”

Garowe Online said the al Shabaab attack had been on a Puntland security force base near Balli Khadar in the Galgala hills – a possible location for the following US strike.

To support the Federal Government of Somalia's continued efforts to degrade al-Shabaab, U.S. forces conducted one (1) airstrike targeting al-Shabaab militants in the vicinity of Dheerow Sanle, Lower Shabelle Region, Somalia, on January 6, 2019.

This airstrike was conducted to diminish al-Shabaab’s freedom of movement and to increase pressure on the terrorist network in the area.

We currently assess this airstrike killed six (6) militants and destroyed one vehicle.

At this time we assess no civilians were injured or killed in this airstrike.

“We remain fully committed to supporting the Federal Government of Somalia, its forces, and its partners in the fight against al-Shabaab,” said Marine Corps Maj. Gen. Gregg P. Olson, director of operations, U.S. Africa Command. “In coordination with the Federal Government of Somalia, U.S. forces conduct precision airstrikes such as this to foil terrorist plans, eliminate al-Shabaab terrorists and reduce the enemy’s freedom of maneuver.”

Alongside our Somali and international partners, we are committed to preventing al-Shabaab from taking advantage of safe havens from which they can build capacity and attack the people of Somalia. In particular, the group uses portions of southern and central Somalia to plot and direct terror attacks, steal humanitarian aid, extort the local populace to fund its operations, and shelter radical terrorists.

U.S. Africa Command will continue to work with its partners to transfer the responsibility for long-term security in Somalia from AMISOM to the Federal Government of Somalia and its Member States, and U.S. forces will use all effective and appropriate methods to protect the Somali people, including partnered military counter-terror operations with the Federal Government of Somalia, AMISOM and Somali National Army forces.

The US military carried out an airstrike targeting ISIS-Somalia and possibly also al Shabaab in the vicinity  of Timirshe, in the Golis Mountains.

According to a press release from US Africa Command issued the following day, three fighters from the terrorist group were killed, with AFRICOM currently assessing that no civilians had been harmed in the strike.

“This airstrike eliminated ISIS-Somalia members staged in a remote location in Northern Somalia,” said Marine Corps Maj. Gen. Gregg Olson, US Africa Command director of operations. “This is the second precision airstrike U.S. Africa Command has executed in coordination with our Somali partners against ISIS-Somalia this month. The first airstrike occurred on April 14, killing the second in command of ISIS-Somalia, Abdulhakim Dhuqub.”

Garowe Online had reported on the day of the action that suspected US airstrikes had been conducted in the Puntland area. Their anonymous source claimed that the strikes hit two “hideouts of terror groups” in the vicinity of Timirshe. Six missiles were reportedly fired – four targeting an ISIS base, while the other two targeted approximately 200 al Shabaab fighters at a nearby water well, it claimed – noting that “The locality has been the scene of recent clashes between the two groups who are fighting for control as they face intensified military offensives from Puntland defence forces and US military.”

Garowe Online also said that there were conflicting reports of the casualty numbers, with one local resident saying that “several militants” were killed. In a separate tweet, Garowe said that “The #Daesh militants were in… Ameero and #AlShabab in Siido, two valleys between mountains in #Bari province of #Puntland state.”

Reuters  spoke to an witness who said that missiles struck two wells on the outskirts of Timirshe village. “‘We heard the crash of four missiles on the outskirts of Timirshe village,’ resident Ahmed Nur told Reuters by telephone. He said the wells were used by militants from both IS and their more powerful Islamist rivals al Shabaab, an al Qaeda affiliate who have been fighting Somalia’s UN-backed government for years… A Puntland intelligence official said the air strike targeted both groups. ‘There are casualties and we are investigating. In recent battles al Shabaab captured three bases from IS,’ he told Reuters by telephone, requesting anonymity.”

Somali Forces & U.S. Africa Command Conduct Airstrike Targeting ISIS-Somalia

In coordination with the Federal Government of Somalia's continued efforts to degrade violent extremist organizations, U.S. Africa Command conducted an airstrike targeting ISIS-Somalia terrorists in the Golis Mountains, Somalia, on April 26, 2019.

"This airstrike eliminated ISIS-Somalia members staged in a remote location in Northern Somalia,” said Marine Corps Maj. Gen. Gregg Olson, U.S. Africa Command director of operations. “Removing these extremists impacts ISIS-Somalia’s ability to terrorize innocent Somalis in the region and it creates confusion within the terrorist network.”

This is the second precision airstrike U.S. Africa Command has executed in coordination with our Somali partners against ISIS-Somalia this month. The first airstrike occurred on April 14, killing the second in command of ISIS-Somalia, Abdulhakim Dhuqub.

U.S. Africa Command precision airstrikes support Somali security force activities and build enhanced security conditions to allow time and space for governance and economic development to occur.

At this time, it is assessed the airstrike on April 26 killed three (3) terrorists. A detailed post-strike analysis continues and more details may be released as appropriate.

Currently, we assess no civilians were injured or killed as a result of this airstrike. Our process and procedures allow for additional information to inform post-strike analysis.

U.S. Africa Command will continue to work with its partners to transfer the responsibility for long-term security in Somalia from AMISOM to the Federal Government of Somalia and its Member States. In support of the Federal Government of Somalia, U.S. forces will use all effective and appropriate methods to assist in the protection of the Somali people, including partnered military counterterrorism operations with the Federal Government of Somalia, AMISOM, and Somali National Army forces.
