Airwars assessment

Local sources reported that twenty civilians, including one woman, were killed and dozens were injured in heavy airstrikes on Shifa neighbourhood in West Mosul.

A journalist had informed Yaqein that: “the bombing caused the deaths of more than twenty civilians [who were] burned in their homes, mostly women and children” and that “the shelling caused the injury of dozens of civilians in varying degrees.” Yaqein blamed the Joint Forces.

Al Jazeera said that witnesses had reported that the houses were used as storerooms by ISIL, and spoke of airstrikes and artillery shelling. The sources had not specified the identity of the aircraft to Al Jazeera.

In a later post, Sawlf Ateka (local Facebook group) posted two photos, of a couple reportedly killed in raids on their house.

For May 19th-20th the Coalition publicly reported: “Near Mosul, four strikes engaged an ISIS tactical unit; destroyed 23 fighting positions, 19 medium machine guns, eight rocket-propelled grenade systems, five mortar systems, three heavy machine guns, two VBIEDs, two supply caches, and a vehicle; and damaged three fighting positions and three ISIS supply routes.”

During intensive air raids, a farm in Al-Baghouz was struck by air- and artillery fire on the outskirts of Al-Baghouz town.

Step News was the only source that reported over 20 civilians were killed in the strike. The Syrian Observatory for Human Rights blamed the Coalition and the Syrian Democratic Forces while all other sources only blamed the Coalition.

In May 2019 the Coalition announced that it had classed this allegation of civilian harm as non-credible. Their monthly civilian casualty report noted “The report contains insufficient information of the time, location and details to assess its credibility.”

A reported Coalition airstrike on the agricultural secondary school in Manbij – being used as a temporary prison by so called Islamic State – led to the deaths of between 8 and 20 civilian captives according to local reports.

Smart News reported: “Our reporter explained that raids carried out by international coalition aircraft targeted a secondary agriculture college which is the headquarters of the IS prison in Manbij city center. It was destroyed completely, killing a number of prisoners inside, of whom Abd al Hanan al Sheikho [or al Hammoud] was identified, in addition to three civilians who were near the school. The reporter added – citing the Media Office of the City of Manbij – that a number of Islamic State elements were also killed.“

Al Araby al Jadid placed the death toll much higher at 30, with 50 injured – though this included Daesh fighters.

Manbij is the Mother of the World produced multiple reports on the incident. They said “the raid a short while ago on Manbij was near the old electricity company near Kosra Gas station and the second strike was near al Damourji road.“

Another report added that the first raid was on the agricultural school and that “there weren’t any prisoners inside it as the rumours said but the prisoners were inside the electricity company that was bombed at the same time as the school.

“Following the first raid on the school there was another one straight away on the old electricity company and another one near the al Damurji street near the house of Hajj Nabou.

“IS has transferred the prisoners and moved them to different places in the town. All the prisoners that were in the hotel have been moved to the security. Note: the water company was also targeted but with a lighter strike and there was no damage.”

At least one and as many as 20 civilians, including women and children, were reportedly killed and others injured following alleged Coalition and SDF shelling in Raqqa.

Raqqa is Being Slaughtered Silently (RBSS) and others said that the casualties came as a result of more than 80 artillery shells being fired into the city. RBSS added that the SDF was also culpable .

According to Al Hassaka Rasd, “three children were killed and others wounded, mostly children and women, in artillery shelling by the Kurdish units on the neighborhoods of the city of Raqqa after the Eid prayer [which is at dawn]”.

Sharqiya Voice reported the death of one child and wounding of 12 more civilians after “more than 80 artillery shells” fell on Raqqa.

@majd12347651 put the death toll at 20 including nine children – and blamed the Coalition.

As many as 19 civilians died following reported Coalition airstrikes on an oil market in central Khisham.

The Euphrates Post initially reported six civilian deaths though later raised this to 14 civilians killed: “Coalition aircraft targeted the oil market in the town today with several raids. The first raid – at dawn – did not leave any victims because no one was around. The second raid around 10am left a number of Martyrs who were from the desert of Homs. The third raid a few hours ago left four martyrs who are local to the region. This market sells red petrol substance produced by Koniko and sold by IS to their contractors, who trade the oil and distribute it to merchants from all provinces using smaller tanks.”

The Syrian Observatory placed the death toll at five, while LCCSY said four civilians died. Step News later reported that 19 civilians in total died.

RFS also put the death toll at nine and said that the raids were carried out by suspected Coalition planes.

Elnashra, Alkhalijonline, Jisr TV, Worldnews and Qasioun were among other sources who reported on the incident but didn’t identify the warplanes responsible. Death counts varied form six to eight non-combatants, with a dozen more wounded.

JFL reported: “Correspondent Justice Observatory said “The first raid was at 8:00 am, and did not cause any injuries, while the second and third raids were at noon time, leading to a dozen civilians, including civilians from outside Deir Ezzor province dying, with others injured.” They didn’t identify the planes responsible.

Ara news also said that the planes – which reportedly belonged to the Coalition – returned for further raids: “Warplanes of the international coalition targeted Khisham with several air raids. The warplanes returned to target the area again but did not kill or injure people. On a third raid, in the afternoon, they targeted the gasoline market for the sale of gasoline, killing six civilians. The number increased to eight as two others later died from their injuries.”

The Coalition reported on March 4th that “Jan. 7, 2017, near Dayr Az Zayr, Syria, via self-report: During a strike on ISIS oil tanker trucks it is assessed that one civilian driver was unintentionally killed. After warning shots were fired to dislodge drivers from the vehicles, aircraft engaged the targets. After munitions’ impact a driver exited a vehicle and attempted to flee when he was killed by a secondary explosion from one of the oil tanker trucks.”

Officials later confirmed that that event was at the Tabiyah Modular Refinery, which Airwars has geolocated to Khisham (35.343345, 40.3189659.)

In July 2019, the Coalition provided Airwars with coordinates for the event, accurate to within a 100 metre box.

Eight Iraqi police were accidentally injured and one or two killed following an airstrike, according to multiple sources.

According to Yaqein, “a government source said in a statement that ‘the fourth regiment of the Ninewa Emergency Police headed to support the federal police in the area of ​​Wadi Akab in west Mosul, adding that as a result of a close clash with ISIL gunmen the area was bombed airstrikes.’ The source added that ‘the bombing resulted in the death of a policeman (Karim Pazo or Karim Bawz Sinjari) from Sinjar and the wounding of eight others, including Colonel Ahmed Juma who suffered a serious injury and was transferred to a hospital in the province of Erbil.” Another site reported that police commissioner Abbas Mustafa was severely injured.

NRT TV reported that two police offiicers died, adding that it was unclear whether Iraqi or Coalition aircraft were responsible.

Attached to this civilian harm incident is a provisional reconciliation of the Pentagon's declassified assessment of this civilian harm allegation, based on matching date and locational information.

The declassified documents were obtained by Azmat Khan and the New York Times through Freedom of Information requests and lawsuits filed since March 2017, and are included alongside the corresponding press release published by the Pentagon. Airwars assessment

Nine to 19 civilians, including an “entire family,” died following airstrikes on Mahkan, about 45km southeast of Deir Ezzor, local media reported. Sources were conflicted as to who was to blame, some attributing blame to the US- led Coalition and others to Russian warplanes.

There were no reports of wounded.

According to Ortas, Coalition aircraft struck residential areas of the town, which resulted in damage to homes and property, Ortas put the death toll at 12.

Step News however reported that “Nine people from one family were killed in the town of Mahkan in the eastern countryside by coalition raids”.

In a subsequent report Geroun said 19 died, quoting an eyewitness who said “”among the victims of the town of Mahkan, a family consisting of a man, his wife and their seven children” died, the source added “it is difficult to reach the target location; because of the siege imposed by the [so-called Islamic State] organisation”.

Out of the sources obtained, four blamed the US-led Coalition and four sources suspected Russia. The aircraft were unidentified by all other sources. @DeirEzzor24 referred to “Al-Harbi” aircraft, though did not specify which faction was operating the planes. Shaam – which also said the warplane identity was unknown – claimed “two Bahri families” were among those killed.

Mohammed Ahmad Awad al-Bu’ali and his wife, Suqra Muhammad Eid al-Bu’ali, along with a number of their children and children in the neighbouring house, were documented killed by the Euphrates Post. Reportedly, the air raid occurred at dawn and targeted Mohammed Ahmad Awa al Bu’ali’s home.

Reports of the incident mention the village of Mahkan (محكان), of which the coordinates are: 34.974444, 40.485556. We were unable to verify the location further, but on satellite imagery available to Airwars from October 15, compared to September 7, 2017, a significant amount of traces of destruction and craters as a result of airstrikes can be seen throughout the town, which indicates it was being targeted during this period of time.

Airwars assessment

Up to 19 civilians including 3 children were killed – and as many as 41 people injured – when airstrikes hit the village of Al Thaltanah. Multiple reports initially assigned blame to the Coalition or Turkish forces. However, on December 1st 2016 the Coalition conceded it had injured one civilian in the event.

The Syrian Network and Syria News Desk reported that seven civilians died, and assigned responsibility to the Coalition. Several other reports also blamed the Coalition. The Syrian Observatory reported that “warplanes” targeted the village “inhabited by Kurdish civilians,” leaving 60 civilian casualties, including 13 confirmed civilian deaths.

In a separate report, the Observatory clarified the airstrikes were carried out “likely by Turkish warplanes,” and reported that the death toll rose to 19 civilians, including 3 children, noting “the number of the dead is likely to rise.” ISIL’s news arm Al A’maq News reported that 10 civilians died and several were injured in an “American raid.”

Reflecting the confusion, al Jazeera cited the Observatory and wrote, “it was unclear whether the strike was carried out by the US-led coalition fighting ISIL, or Turkey, which is leading an operation against the group in the area with support from Syrian rebel forces.”

In its December 1st report the Coalition stated: “During a strike targeting ISIL fighters it is assessed that one civilian was inadvertently killed as a result of the blast following the strike.”

This was later amended on April 30th 2017: “Oct. 4, 2016, near Talatanah, Syria: Number 5 on the Dec. 1, 2016, CJTF-OIR press release reported that one civilian was killed during a strike on ISIS fighters. That was incorrect, it was assessed that one civilian was unintentionally injured.”

Halab News identified 11 civilians, 9 of which it named, who it said were victims of “Coalition plane shelling.”

In July 2019 the Coalition provided Airwars with the location for this incident, accurate to within a 100 metre box.
