According to the Smart News Agency, Coalition aircraft “targeted a pick-up vehicle belonging to IS with a missile inside the town, killing two people [militants], while a civilian was killed on a motorcycle by another missile from the same aircraft.”

In December 2018, the Coalition announced that it had classed the event as non credible due to a lack of available evidence of civilian harm: “Mar. 30, 2017, near Al Mansoura, Raqqah, Syria, via Airwars report. After a review of available information and strike video it was assessed that there is insufficient evidence to find civilians were harmed in this strike.”

Airwars assessment

According to the Smart News Agency, two civilian fishermen were killed in an alleged Coalition airstrike on a ferry between the two banks of the Euphrates River in the western village of Al-Sahlabiya. Local sources told Smart that the victims were killed as they were transporting cars between the two banks.

Step News Agency also put the death toll at two, blaming the Coalition.

According to the Syrian Observatory for Human Rights, “SDF component Jabhat Thuwar al-Raqqa, which is in the area, said on Facebook that coalition aircraft launched four air raids in the early hours targeting ferries on the Euphrates river.”

A spokesperson for the US-led coalition told Grasswire that it “does not appear to have conducted any strikes on watercraft near Raqqah between 2-6 April,” and that this incident has been referred to its civilian casualty team for assessment.

Glasswire reported that around March 17th, the coalition dropped leaflets on Raqqa warning people not to use boats.

Raqqa is Being Slaughtered Silently named the victims.

Airwars assessment

A single source – the local Facebook group of the Jarjria tribe – said that a son of the family of Muhammad Daham Murad al-Jarjari from the village of Jasa was killed in an airstrike on Yarmouk neighbourhood in West Mosul.

It was unclear from the report who carried out the strike. In its June casualty report the Coalition denied responsibility: “April 9, 2017, near Mosul, Iraq via social media: After a review of available information it was assessed that no Coalition strikes were conducted in the geographic area that correspond to the report of civilian casualties.”

A Coalition official confirmed to Airwars that this related to the Yarmouk allegation.

Two local sources reported that seven civilians from one family died when an airstrike or bombardment hit their house in Ras Al Jadda neighbourhood in the old part of Mosul.

The victims were named by MNN and Sawlf Ateka (local Facebook group) as: Wa’ed Ali Saleh al-Sharifi, his wife, sons Ali and Nashwan, his daughter Mayada, grandson Yousif Ali, and the wife of his eldest son Bassam. An unspecified number of other family members were injured.

Between two and five civilians died and up to seven more were wounded in alleged Coalition airstrike on Tabaqa, local media reported.

According to Syria Mirror, “field activists said that the Coalition aircraft launched several air raids on the residential communities in the city of Al Tabaqa, killing seven people, including two members of IS and wounding others”.

The Smart News Network also pointed towards the Coalition, reporting that it carried out five raids which killed four non-combatants and wounded seven more.

TunisiaTV and Moheet also said that “Syrian opposition sources reported the killing of two people and wounding others in the bombing of the Daheyat Alexandria, south of the city of Tabaqa in rural Raqqa”, though the sources didn’t identify the culprit.

Seven family members – including five children – died in alleged Coalition airstrikes on Hawi Al Kanissa neighbourhood early on Wednesday, locals said.

Sources furthermore reported to Yaqein Agency that “the military bombardment of the neighborhood has caused considerable material damage to the houses of citizens near the targeted house.”

All sources said the Coalition had carried out the raids on Hawi Al Kanissa – though Al Rafidain said the Iraqi government had also bombed in West Mosul neighbourhoods that day.

Seven civilians including a family of five died in an alleged Coalition airstrike on the Al Wahab neighbourhood of Al Tabaqa, according to local sources – though there is currently some uncertainty about the date of the event.

According to Raqqa is Being Slaughtered Silently, “the family of Ali al Mabrouk made up of five people were killed after a raid on their house west of the church in the Al Wahab neighbourhood in Al Tabaqa.”

Journalist Mohab Nasser, also blamed the Coalition, reporting on April 29th the death of “three girls [sisters] from one family killed after their house was targeted by the international Coalition west of the Al Kanissa roundabout two days ago”. He named the victims (also named by Raqqa is Being Slaughtered Silently).

However, given that the report was on April 29th and said that the deaths occurred “two days ago”, there is some uncertainty on dates.

Mohab Nasser later named four further victims “killed in Coalition raids on civilian homes west of Al Kanissa roundabout a few days ago”.

The Syrian Observatory for Human Rights also attributed the event to the Coalition, putting the death toll at six, including four women, with five of the victims from one family.

Mohab Nasser also published images on April 30th showing Al Wasat Street, Al Wahab in the Al Qariya area after the SDF took control of it, indicating that there could have been heavy raids a few days previously.

For April 29th - 30th the Coalition reported: "Near Raqqah, eight strikes engaged six ISIS tactical units and destroyed 10 ISIS barges, three vehicles, two tactical vehicles, and an ISIS bridge" and "Near Tabqah, six strikes engaged four ISIS tactical units, destroyed four fighting positions and a vehicle; damaged an ISIS supply route, and suppressed an ISIS tactical unit" Later reporting: Additionally, four strikes were conducted in Syria April 28 that closed within the last 24 hours. Near Tabqah, Syria, on April 28, four strikes destroyed three fighting positions and a VBIED.”

CHAMMAL ASSESSMENT OF SITUATION Status of operations as of April 27, 2017 In Syria the SDS continued to garner territorial gains at the expense of the terrorist organization. In the Tabqah region, progress continues in the city itself and around the dam. In the Raqqah region, the defensive perimeter of Daesh north of the city continues to shrink. In Iraq, Daesh continued its asymmetric actions and seeks to take advantage of weather that is not conducive to effective coalition air support. In the Mosul region, the situation continues to evolve favorably for ISPs. In the north-west, on the outskirts of the city, the 9th Division has paused in its progression to focus on securing the area under its control, including to counter attempts infiltrations of terrorist groups. Further south, in the districts of the city of Mosul, the ICTS and the FEDPOL continue their methodical progress aimed at isolating the medina. These units are facing continuing resistance from Daesh members, who this week launched unsuccessful counter-attacks from the Medina. ACTIVITIES OF THE CHAMMAL FORCE Fire support - TF Wagram The Task Force (TF) Wagram continued this week its shooting missions in support of the 9th Iraqi Division engaged in the Badush region. It carried out 30 firing missions in support of Iraqi units, as part of their operations to secure the area against groups of Daesh seeking to infiltrate. It is, in equal proportions, missions of shelling or destruction against Daesh units. Air support to the Levant This week, the aircraft of Operation Chammal made 54 sorties, including 40 for armed reconnaissance or ground support (CAS), 3 for air command and control, 5 for refueling, and 6 for intelligence gathering. Six strikes were carried out by French aircraft in Iraq and Syria, with a special effort this week to support operations in the Raqqah region.

Airwars assessment

According to Raqqa is Being Slaughtered Silently, one child “died after he was hit with shrapnel when Coalition planes targeted Daesh trucks while they were setting up barriers on the edges of al Ballikh river near the village of Raqqa al Samra east of the city”.

Al Raqqa Truth, SHRC and the Shaam News Network also reported his death and attributed it to the Coalition.
