Airwars assessment

One civilian male was reported killed in alleged Coalition airstrikes in Al Salhabiya Al Sharqiya village in western Raqqa.

Although all three said the victim was killed as a result of air raids, only Sharqiya Voice alleged the Coalition was responsible.

It reported that Coalition airplanes provided aerial cover to the YPG Kurdish militia units as they fought ISIL fighters in the area.

In December 2018, the Coalition announced that it had classed the event as non credible due to a lack of available evidence of civilian harm: “May 21, 2017, near al Salhabiya, Syria, via Airwars report. After a review of available information and strike video it was assessed that there is insufficient evidence to find civilians were harmed in this strike.”

For May 21st -22nd, the Coalition reported: "Near Raqqah, 13 strikes [1 British?] engaged 12 ISIS tactical units and destroyed 11 fighting positions, nine vehicles, two supply caches, a mortar system, an ISIS headquarters; and suppressed an ISIS tactical unit."

For June 2nd-June 3rd the Coalition reported: “Near Raqqah, 10 strikes engaged seven ISIS tactical units and destroyed 12 vehicles, five fighting positions, four tactical vehicles, two VBIEDs and an ammunition cache.” It also later added that on June 2nd “Near Raqqah, Syria, three strikes engaged an ISIS tactical unit and destroyed three fighting positions.”
For June 3rd-June 4th, the Coalition reported: "Near Raqqah, 16 strikes engaged seven ISIS tactical units; destroyed 17 fighting positions, three vehicles, and an ISIS excavator; and suppressed an ISIS tactical unit." For June 3rd it added that "Near Raqqah, Syria, three strikes engaged six ISIS tactical units, destroyed 10 fighting positions, and damaged one ISIS-held building."

Airwars assessment

An August 2017 Amnesty International report stated that a civilian casualty incident occurred in Raqqa on June 8th–9th, killing 6 civilians including 1 or more children and 2 women.

Mohammed, who also witnessed the airstrike mentioned in incident S823c, described to Amnesty’s field researchers that another bombardment struck a tent near a biscuits bakery. The baker, who Mohammed identified as “Mr Sufi“, and his family were killed in the strike – although he did not specify how many members of the family were killed. Zahra, one of the employees of the bakery, was also killed along with her husband and another neighbour. “They were at the bakery working, and when the shelling started nearby, they ran to the tent. They went there because it was a little further away from the built-up area and they thought it would be safer, but the tent was shelled and they were killed right there”, Mohammed said to the Amnesty’s field researchers.

The report did not identify the culprit.

In their June 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

Local sources reported that a civilian male was killed in an alleged Coalition airstrike on ISIL members which killed three of its fighters in Al Mayadinn, Deir Ezzor.

The victim, Mubarak Khader al Shweiti, was reportedly driving near Al Tayba roundabout when the alleged strike targeted a nearby car carrying the ISIL members, killing all three.

The man was said to have worked as a driver for Al Bassam Forwarding Office, according to Euphrates Post which also obtained a picture of the deceased.

Three separate sources alleged that the Coalition was responsible for the airstrike.

Airwars assessment

Two civilians died in Kasrat Juma’a village, Raqqa, according to local sources. Reports blamed Coalition airstrikes and SDF/Coalition artillery. Some other reports said that one of the victims was killed by an SDF sniper.

According to Q_Alenzy, a Coalition airstrike targeted “the house of Mustafa al-Ahmad al-Muhaimid”. Other sources also said that a large number of civilian homes in the area were struck.

Ali Hamad Al Nijm was named as killed by Al Ragga Truth following the “bombing” of his home. However, according to Sharqiya voice, a YPG sniper killed Ali Hamad Al Nijm and also injured a child.

The Syrian Network for Human Rights also blamed an SDF “sniper stationed in the outskirts of Kesret al Sheikh Jom’a village” for Ali Hamad Al Nijm’s death.

But to add to the confusion, another report by SN4HR reported that the child, Mahmoud al Najm, died in a Coalition raid – though said that he was killed and his brothers injured “during a bombardment by the YPG militia”.

For June 16th-17th the Coalition reported: “Near Raqqah, 25 strikes engaged 21 ISIS tactical units and destroyed 34 fighting positions, three tunnels, three mortar systems, two vehicles and a VBIED facility.” It was additionally reported that “On June 16, near Raqqah, Syria, eight strikes engaged four ISIS tactical units; destroyed four fighting positions, two ISIS headquarters, two VBIED facilities, and two VBIEDs; and suppressed a sniper team.”

For June 17th-18th, the Coalition reported: “Near Raqqah, 12 strikes engaged 11 ISIS tactical units and destroyed 12 fighting positions, two tunnels and a VBIED.” It additionally reported that “On June 17, near Raqqah, Syria, 13 strikes engaged six ISIS tactical units and destroyed six fighting positions, two command and control nodes, a VBIED, a tunnel, and a sniper position.” And that “On June 17, near Raqqah, Syria, one strike engaged an ISIS tactical unit and two snipers; destroyed two ISIS headquarters, two mortar systems, an anti-air artillery system, a VBIED facility, and an ISIS staging area; and damaged 11 fighting positions.”

For June 14th-20th, 19 strikes were made by French aircraft in Iraq and Syria. Most of them were carried out during the Battle of Mosul, in support of the Iraqi fighters engaged in the fighting to drive ISIL out of its positions in the North of the Medina. The other strikes were carried out in support of the fighting for the capture of Raqqah, and against flows of arms and fighters in Iraq and Syria.]

riday 16 June – Typhoons bombed two Daesh positions in Raqqa, while Tornados and Typhoons attacked five positions in Mosul…Typhoons were again in action over Raqqa on Friday 16 June, when they bombed two further Daesh positions. Typhoons and Tornados, flying as mixed pairs, employed one Brimstone missile and four Paveway IVs to eliminate two machine-gun teams and three other Daesh strongpoints.

Airwars assessment

Up to 16 civilians, including several women and children, were killed and dozens more injured in airstrikes on Khasham village in Deir Ezzor governorate. However, it was not clear who was responsible with allegations lodged against the Coalition, the Russian air force and the Syrian government.

In total, five sources alleged that the Coalition was responsible, four sources said Bashar al Assad’s government was to blame, three said Russia was responsible and six sources did not reach a final conclusion apportioning blame.

A number of reliable sources – including Smart News Agency, Euphrates Post, Radio al Kul and Baladi News – reported that phosphorous munitions were used in the attack, likely to be a contributing factor to the high casualty rates.

Several sources also reported that after the initial strike, the aircraft returned and struck a house where civilians had taken cover during the original attack.

Several victims were identified by name, but many others who were killed remained unidentified, sources reported.

DeirEzzor24 reported that of the wounded, several were critically ill and suffered from amputations, burns and maiming.

Radio al Kul reported similar injuries and said the death toll was likely to rise with 15 of 50 or more injured in a life-threatening condition.
