Airwars assessment

An alleged Coalition airstrike on the Qalqa neighbourhood of Hit resulted in 20 civilians reportedly injured, and one child was killed.

According to Hit News, the home of gas seller Lutfi Abu was also hit.

News of Iraq quoted what it said was a local source: “Warplanes of the international coalition bombed residential areas behind Hit general hospital… the bombing destroyed a number of civilian houses, and led to the martyrdom and wounding of 20 civilians.”

In its monthly casualty report for July 2017, the Coalition noted two allegations for Hit, both of which it dated to March 31st 2016 (see also I180a). It stated for Qaiqa that “After a review of available information it was assessed that no Coalition strikes were conducted in the geographic area that correspond to the report of civilian casualties.”

Responding to a request for clarification about possible involvement given declared UK strikes near the Fallujah that day, the MoD told Airwars that “after extensive research, we can confirm that there was no UK involvement” in the alleged event.

Given the available evidence for this report including heavy strikes on Hit that day, Airwars has requested co-ordinates from the Coalition to better understand for which vicinity it conducted its assessment.

Airwars assessment

Four families comprising 36 civilians, including women and children, were killed in the Al-Maliya district east of Mosul in a strike by the international coalition, according to a senior medical source in Nineveh quoted by NINA.

In a rarely named citation, Director of the Emergency General Hospital in Mosul Dr Mahdi al-Rubaie told the National Iraqi News Agency that “the international coalition bombed a Daesh site resulting in the martyrdom of four families east of Mosul.”

NINA noted that Dr al-Rubaie added that the bodies of “36 civilians, including 17 women and 11 children arrived at the forensic medicine in Mosul at dawn today.”

In what may be a linked event, MNN reported the death of an internally displaced woman from Salahudin province, killed after a Coalition strike in the Agriculture neighbourhood.

In its July 2017 report the Coalition classed the event as non credible based on available evidence of civilian harm: “April 22, 2016, near Mosul, Iraq, via Airwars report: After a review of available information and strike video it was assessed that there is insufficient evidence to find that civilians were harmed in this strike.”

Given the named source, Airwars continues to assess this as a likely event – and has requested additional clarification from the Coalition.

Airwars assessment

One or more civilian non-combatants were reported killed – and at least two others injured – after an alleged Coalition air raid on the village of Dabiq.

Step News, citing an Islamic State source – said seven civilians were also injured in the event. Another source said the civilian casualties occurred when a workshop for making thread was struck. Three Daesh fighters were also reported killed.

According to ARA News, “Saleh Zein, one of the field commanders in the opposition in the northern countryside of Aleppo, confirmed to ARA News, that ‘the international coalition aircraft targeted with several air raids Daesh positions in the northern Aleppo countryside. The bombing focused on the towns of Dabiq, Asnabil, Hor al Naher and the outskirts of the town of Soran Izaz which led to the death of two civilians as well as the death of dozens of Daesh members.”

In its July 2017 report, the Coalition said it had classed the event as non credible based on insufficient evidence of civilian harm: “May 11, 2016, near Dabiq, Syria, via Airwars report: After a review of available information it was assessed that there is insufficient evidence to find that civilians were harmed in this strike.”

However given the specific reported details of the event and the named source, Airwars continues to class this event as likely.

According to various local sources reported that an alleged Coalition shelled the Hasi area of Fallujah, leading to the death of six families, two of whom were killed while trying to leave Fallujah.

Al Fallujah Online said 10 people died, including four women and three children, and that 13 others were wounded, including five children and four women.

Iraqi Spring Media has named the victims of one of those two families who were killed.

In their June 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that after a review of all available records it was determined that, more likely than not, civilian casualties did not occur as a result of a Coalition action.

Two civilians were reported killed in an alleged Coalition night raid on the village of Tal al Samin.

According to Local Civil Defence of Syria, “Coalition planes launched a raid last night on the village of Tal Al Samin south of the town of Ain Issa, which led to the death of two civilians – after a group of Daesh members sneaked into the village.”

The Syrian Press Centre also reported the deaths, noting they occured “after an infiltration attempt by a group of IS to the village, which was dominated by People’s Protection Units and a brigade of Raqqa’s rebels after fierce battles with IS in the region, according to the local coordination committees.”

In the second of their March 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

An alleged Coalition (or possibly Assad regime) airstrike on a fuel truck also killed two civilians and injured two more, according to reports.

According to Al Hall, “Two civilians were killed and two others wounded, on Sunday afternoon, bombed by warplanes on the road in the Mayadeen desert east of Deir al-Zour). Abu Omar (a resident of al Mayadeen City), told al Hall in an interview that the warplanes ‘targeted, yesterday afternoon, a civilian car on a road desert fields, killing Jaber Abboud Al Khalil and Mithkal Tayeh al Khalil, two civilians from the town of al Shaheel east of Deir al-Zour. In addition two others were seriously injured, and were evacuated to a nearby hospital.”

The Syrian Network was alone in blaming the Assad regime for the incident.

‘Sunday 24 July – a Reaper supported Syrian moderate opposition forces engaged with Daesh along the Mar’a Line…The following day [24 July], another Reaper flew over northern Syria to support Syrian moderate opposition forces fighting Daesh terrorists along the so-called Mar’a Line. The Reaper used a Hellfire missile to destroy a terrorist position which had been firing at the Syrians. The Reaper then used its sensors to locate a second position, which was successfully struck by another coalition aircraft.’

The United States self-reported that one of its airstrikes in the vicinity of Raqqa may have killed civilians.

The incident appears to correlate with a number of reported attacks on the city that day.

In a press release issued August 24th, CENTCOM noted: “A strike yesterday on an ISIL weapons facility near Ar Raqqah, Syria, may have resulted in civilian casualties, according to U.S. Central Command’s own post-strike assessment.

CENTCOM’s internal assessment of possible civilian casualties in this incident has been deemed credible. The incident will be reviewed, next, at the joint task force level at which point officials will decide whether an investigation is needed.

Reports indicate that what appeared to be a non-military vehicle drove into the target area after the weapon was released from the aircraft. The vehicle’s occupants may have perished as a result of the strike.

CENTCOM has extensive processes and techniques in place to avoid or minimize civilian casualties. Every report of civilian casualties, from either internal or external sources, is scrutinized regarding possible casualties and collateral damage. Assessments that are determined to be credible are reviewed as to whether the actions comply with the principles of the Law of Armed Conflict.”

Raqqa Is Being Slaughtered reported five airstrikes on the city on the night of August 23rd, including Fayez Mansour Street in downtown; a water reservoir in the south of the city; and a school.

At around midnight the Coalition reportedly hit Ramilyeh. According to the Syrian Network, “International Coalition warplanes fired missiles on Munir Habib High School in Al Ramliyeh neighborhood in Raqqa city, destroying it almost completely and rendering it inoperable.”

Up to 19 civilians including 3 children were killed – and as many as 41 people injured – when airstrikes hit the village of Al Thaltanah. Multiple reports initially assigned blame to the Coalition or Turkish forces. However, on December 1st 2016 the Coalition conceded it had injured one civilian in the event.

The Syrian Network and Syria News Desk reported that seven civilians died, and assigned responsibility to the Coalition. Several other reports also blamed the Coalition. The Syrian Observatory reported that “warplanes” targeted the village “inhabited by Kurdish civilians,” leaving 60 civilian casualties, including 13 confirmed civilian deaths.

In a separate report, the Observatory clarified the airstrikes were carried out “likely by Turkish warplanes,” and reported that the death toll rose to 19 civilians, including 3 children, noting “the number of the dead is likely to rise.” ISIL’s news arm Al A’maq News reported that 10 civilians died and several were injured in an “American raid.”

Reflecting the confusion, al Jazeera cited the Observatory and wrote, “it was unclear whether the strike was carried out by the US-led coalition fighting ISIL, or Turkey, which is leading an operation against the group in the area with support from Syrian rebel forces.”

In its December 1st report the Coalition stated: “During a strike targeting ISIL fighters it is assessed that one civilian was inadvertently killed as a result of the blast following the strike.”

This was later amended on April 30th 2017: “Oct. 4, 2016, near Talatanah, Syria: Number 5 on the Dec. 1, 2016, CJTF-OIR press release reported that one civilian was killed during a strike on ISIS fighters. That was incorrect, it was assessed that one civilian was unintentionally injured.”

Halab News identified 11 civilians, 9 of which it named, who it said were victims of “Coalition plane shelling.”

In July 2019 the Coalition provided Airwars with the location for this incident, accurate to within a 100 metre box.
