Airwars assessment

Two civilian males died and at least two more were wounded – including members of the White Helmets – in an airstrike on Kafr Nabil, according to local media – though sources were conflicted as to whether this was the work of Russia or the Syrian regime.

@syriapost1 was among several sources pointing to Russia and putting the death toll at two “with several more wounded.”

However, Qasioun, the Syrian Network for Human Rights and Enabbaladi blamed the regime. The latter reported that “in the morning [Oct 20th], two members of the civil defense in the city of Kafr Nabl were injured by heavy machine guns targeting the city from warplanes”. They also mention that there was damage to a fire engine.

Rfsmediaoffice joined other sources in reporting that members of the White Helmets were wounded. The figures was put at either two or three.

On 20th October 2016, the Ministry of Defence of the Russian Federation reported on the decisions made aimed towards stabilising the situation in Aleppo.

""Today, strikes by the Russian Aerospace Forces and the Syrian Air Force are finished at 10:00 (MSK) in the area of Aleppo. Early termination of the airstrikes is essential for holding a “humanitarian pause” on October 20, 2016”, said General of the Army Sergei Shoigu. According to him, it will allow to guarantee security of civilians leaving the city through 6 humanitarian corridors and to prepare casualty and medical evacuation from the eastern part of Aleppo.
“We apply to the leadership of countries influencing on armed formations active in the eastern part of Aleppo with a proposal to convince their leaders to stop warfare and leave the city,” stated the Minister of Defence.
According to General of the Army Sergei Shoigu, by the start of the “humanitarian pause” the Syrian troops will have been withdrawn to the distance safe for insurgents to leave the city with weapons through two special corridors: one – along the Kastello road, second – in the area of Suk al-Hai market."

Airwars assessment

In a major night time coalition air raid targeting oil facilities used by Islamic State, five civilians including a 7- or 10-year old boy were reported killed. The dead were later named by various sources.

In a detailed report on the event, SN4HR later noted: “Those civilians are from Kabiba town and they work on selling oil to the traders, owners of the primitive oil refineries and power planes. SN4HR documented the killing of five civilians, including a child that was with his father at the site, in addition to six injured who all were oil traders and tanker drivers. Also the shelling caused fires in many vehicles and cars. Investigations showed that there were ISIS fighters and military vehicles [present] at the time of the attack.”

Six months after the event CENTCOM opened an investigation into the incident at the prompting of the US State Department – which had forwarded a copy of the SN4HR report. A review of full motion video and post strike images was deemed “inconclusive,” with investigators noting that “Information has been preserved if we receive anything further.”

Airwars assessment

Five named civilians from the same family, including three children, died as result of either Russian or Syrian regime airstrike in the Bab Nayrab neighbourhood of Aleppo, according to local media.

CNN reported that civilian infrastructure was destroyed in the strike: “As a result of heavy shelling last night, Bab Nayrab station, which provides water to about 250,000 people in the eastern districts of Aleppo stopped pumping because of being badly damaged”. Several other sources also cited damage to the water station amid “violent raids”.

While most sources claimed the strike was conducted by Russia, The Syrian Network for Human Rights said it was the Syrian regime.

According to SN4HR, “five civilians from one family, including three children, have died from bombing of regime warplanes on Bab Neirab neighborhood in the city of Aleppo.”

A later report by SN4HR gave further details on the location of the strike, which reportedly “struck the residential buildings in the vicinity of Al Sena’a circle in Bab Al Nayrab”

Most sources seem to agree with the number of five dead civilians, while LCCSY gives a lower estimate at one person dead and Syrianpc says six died.

An internal CENTCOM review cited claims from a redacted Twitter user that “Coalition aircraft killed an entire family in an airstrike on Ar Raqqah ‘in response to the killing of Jordanian pilot Mu’adh al-Kasasibah.’ The allegation was accompanied by an attached photo showing the alleged victims wrapped in white cloth.“

An internal review found that there had been no Coalition strikes at Ar Raqaa since February 2nd 2015, noting that the claims were “Not credible. No further inquiry required.”

A search by Airwars found no additional claims of civilian casualties at the time, though it was reported that the Coalition had stepped up surveillance over the city on February 4th: “Activists reported several coalition surveillance planes flying over the city starting from dawn today, at a time that IS is fortifying its military presence in the city of Raqqa and Tal Abiyad. The organisation has announced a curfew for civilians from 11 pm until dawn.”

Investigations for the April 2019 joint Airwars and Amnesty report War in Raqqa: Rethoric versus Reality (www.raqqa.amnesty.org) reported that on July 22 nine members of the Al-Zanna family were killed in a coalition air strike while sheltering in a basement under a parade of empty shops in Museum Square. Hours later another Coalition air strike two streets away killed 15 other members of the same family who were sheltering on the ground floor of a four-storey building. The second strike can be found here: CS1286a. Amnesty researchers spoke to a relative, Abdellatif: “The family had tried to leave Raqqa but Daesh (IS) prevented them, and Daesh also kicked them out of home near the old mosque. So, they took shelter in whatever place they thought they would be safe.” The strike happened between 1.30 and 2pm. Amnesty also interviewed a survivor named Salah Ahmad Hamdan, 46, who survived with Dhiba, Khalil’s wife, who testified to the event.

In July 2019 the Coalition announced that it had assessed this allegation of civilian harm to be non-credible. Their monhtly civilian casualty report noted: “After a review of available information it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties.”

The incident occured between 1:30 pm and 2:00 pm local time.

A shepherd was reported by the Syrian Network as having been killed in a Coalition airstrike near Mitras. Five other people were injured by shrapnel.

The victim’s son later described retrieving his father’s body: “The rocket caused a great hole in the ground, almost two metres deep. I buried my father’s body in the town.“

However in July 2017 the Coalition classed the event as Non Credible on grounds of insufficient evidence of civilian harm: “April 26, 2015, near Mitras, Syria, via Airwars report: After a review of available information and strike video it was assessed that there is insufficient evidence to find that civilians were harmed in this strike.”

Airwars has requested additional information from the Coalition – and continues to class this event as likely.

Confirmed strike at location for April 19th-20th, including video released of an attack on a ‘Daesh mortar position’ which SN4HR reports is at Mitras: “Near Kobani, seven airstrikes struck seven ISIL tactical units, destroying two ISIL vehicles, an ISIL fighting position, an ISIL mortar tube and an ISIL anti-aircraft artillery weapon.”
