Airwars assessment

According to local reports a US airstrike, carried out as part of a land and air operation, was conducted in the Gambole area killing up to eight alleged Al-Shabaab fighters on March 8th. Two civilians were also reportedly killed in the strike and four more injured, Voice of America said.

According to Mareeg: “U.S. forces have launched a new air and ground operation to oust Al Shabaab militia from towns in south of Somalia. Somali especial forces were also involved in the operation carried out in Gambole area, some 50km away from Jowhar town. Jowhar, a town lies some 91km north of Somali capital Mogadishu.

“The operation triggered a brief gun battle between the coalition forces and Al Shabaab, according to a witness, who asked to be anonymous. Somali regional officials said at least 8 militants were killed in air strike after ground offensive.”

According to Halgan Media: “#US Special Forces conducted a Night raid overnight targeting Gambole village in Southern #Somalia. Fierce clashes erupted between Militants & #US Special Forces. The Americans retreated under the cover of unmarked Helicopters & the village was hit with Drone Strike shortly after”.

However Voice of America Somali reported that two civilians were killed and four injured in the raid: “Residents told VOA that the shelling targeted a building occupied by al-Shabaab militants, offices and judicial and training centers. The attack, which resulted in heavy casualties among Al-Shabaab militias, is said to have been carried out by Somali and US forces although this has not been confirmed.

A senior official of said that at least eight Al-Shabaab militants were killed in the operation. Two civilians were also killed and four others injured. Al-Shabaab officials said they had lost about three members, including Gambole County chief of operations, and the deputy chief of finance for al-Shabaab. Gamboole is al-Shabaab’s largest base in the Middle Shabelle region. There have been no reports from al-Shabaab and Somali government forces so far.”

Garowe Online also reported two civilian deaths in the raid.

Soomaaliweyn published what it said were munitions left behind after the raid. And Gedo Times said that “Residents said that they first heard the sound of a helicopter flying in at low altitude area and then heard a loud crash in the area, followed by foreign and Somali troops inside Gamboole, an al-Shabaab stronghold, to carry out various actions. No one has been able to confirm the casualties caused by the shelling but the Gamboole area is an important area for al-Shabaab.”

In April 2020 AFRICOM denied responsibility, noting in its first quarterly civilian harm report: “January 21, 2020, AFRICOM received a report from a foreign non-government organization claiming two (2) civilians were killed and four (4) injured as a result of a U.S. airstrike in the vicinity of Gambole, Somalia, on March 8, 2019. After review, the allegation was assessed to be unsubstantiated because no U.S. military strike took place on the alleged date and location.”

However, since the allegation clearly refers to a joint US-Somali ground operation as well as a possible airstrike, Airwars reached out for further clarification. On May 6th 2020, an AFRICOM official stated the following:

“The term ‘strike’ is defined as U.S. munitions of any type employed by U.S. military forces under the authority of U.S. Africa Command. This includes both air and ground operations.

1) Were US ground forces present as alleged?

USAFRICOM forces were not in the vicinity of where the alleged civilian harm occurred.

2) Did US ground forces engage in kinetic actions?

USAFRICOM did not execute a kinetic strike on the alleged date.

3) Are any US kinetic ground actions believed to have contributed to civilian harm?

USAFRICOM ground forces did not contribute to the alleged civilian harm.”

The local time of the incident is unknown.

Airwars assessment

Local residents said jets bombed an al Shabaab camp near El Adde in Gedo region late at night on Sunday July 24.

The attack hit the same area that 100 Kenyan peacekeepers were killed in January 2016 when al Shabaab forces overran their base.

It was attributed to the Kenyan Defence Force with the Pentagon telling the Bureau of Investigative Journalism the US was not responsible. Some reports said as many as 70 al Shabaab were killed though the limited capacity of the KDF aircraft raises questions over this claim.

Research by Kenyan NGO Journalists for Justice found multiple occasions when claims that airstrikes caused mass al Shabaab casualties were false. A report documented incidents when jets failed to kill members of the terrorist group and instead hit “civilian villages, water-points and livestock”.

The KDF operates 22 F-5 Tiger fighters and ground attack aircraft, according to the 2016 Military Balance, published by London thinktank the International Institute for Strategic Studies. However its equipment in general is known to be aging and it is “experiencing declining levels of operability”, according to IHS Janes. It is not clear how precise a night strike by its limited strike fighter fleet could be.

The incident occured during the night.

Airwars assessment

A suspected US drone carried out double airstrikes in Somalia’s Middle Juba region, killing 20 al Shabaab fighters in total, Mareeg Media reported.

According to Mareeg: “A suspected US drone has carried out double air strikes targeting towns held by al Qaeda linked Al Shabaab in south of Somalia. The strikes were conducted in Bu’ale and Jilib towns, major al Shabaab strongholds in south of Somalia’s Middle Jubba region.

“A Somali military official, who asked to be unnamed, says 20 Al Shabaab militants, including senior commanders had been killed in the latest air raids. It is unclear who carried out the bombing. There was no immediate comment from Al Shabaab over the claims.”

Mareeg did not give a date or time of day for this strike, which is therefore registered on the day that it was initially reported.

According to Algaalgagud, “News from Jilib and Bu’ale in Middle Juba states that they have suffered several bombings by unknown fighter jets. These targeted an al Shabaab base at Buale and other facilities. The base is said to have been damaged or destroyed… In Jilib it was reported that al Shabaab officials were killed.”

Asked whether it had been responsible for this event, in February 2020 a senior AFRICOM official told Airwars that this was not the case. However, this may not preclude actions by the CIA which conducts its own undeclared strikes in Somalia.

The local time of the incident is unknown.

US Forces

In coordination with the Federal Government of Somalia, U.S. Africa Command conducted an airstrike targeting an al-Shabaab camp in vicinity of Gandarshe, Somalia, Mar. 7.
“As al-Shabaab seeks to terrorize the citizens of Somalia, we remain committed in our efforts to assist the Federal Government of Somalia,” said U.S. Army Brig. Gen. Miguel Castellanos, deputy director of operations, U.S. Africa Command. “Al Shabaab is a common enemy. These airstrikes continue to degrade al-Shabaab and support international efforts to bring enhanced security and stability to the region.”
In Somalia the U.S. works closely with our international partners on security sector development efforts, which include the United Nations, European Union, African Union, AMISOM and other troop contributing countries. Airwars assessment

The Somali government and US Africa Command declared the first US action in 53 days, reporting an airstrike on an al Shabaab checkpoint in the vicinity of Hantiwadaag, in Lower Shabelle. One alleged militant was reported killed.

Declaring the attack, Somalia’s Ministry of Information said the strike had taken place in the afternoon. “The FGS, in partnership with the US Africa Command @USAfricaCommand conducted an airstrike against al-Shabaab militants in the vicinity of Hantiwadaag in Lower Shabelle , Somalia. This precision airstrike killed one al-Shabaab militant.”

AFRICOM followed with its own press release shortly afterwards, noting that “In coordination with the Federal Government of Somalia, U.S. Africa Command conducted an airstrike targeting an al-Shabaab checkpoint in vicinity of Hantiwadaag, Somalia, July 9. ‘Al-Shabaab are using checkpoints to threaten, extort and restrict the movement of innocent people in Mogadishu and Lower Shabelle region,’ said U.S. Marine Corps Maj. Gen. Bradford Gering, director of operations, U.S. Africa Command. ‘Al-Shabaab’s actions continue to impede much needed economic development and progress.’

“The command’s initial assessment concluded this airstrike killed one (1) terrorist and destroyed an al-Shabaab checkpoint. U.S. Africa Command currently assesses no civilians were injured or killed as a result of this airstrike.”

After an initially intense US campaign against terror group al Shabaab in early 2020, US strikes had effectively halted in mid May, likely as a result of the global Covid-19 pandemic.

Airwars assessment

The US conducted its second airstrike within four days against Al Shabab fighters in the Qay’ad area between Qaycad town and Xarardheere district on July 23, 2021 at 10:21AM.

According to Morad News, the US airstrike was in support of Somali forces involved in fighting with Al Shabab fighters as they were trying to capture Qay’ad.

The Somali Ministry of Information released a statement that “at 10:21 in Galmudug state between Qaycad town and Xarardheere district an airstrike has crippled the al-Shabaab terrorist. The precision strike only destroyed al-Shabaab fighters and weapons with zero civilian casualties.”

The US confirmed that it carried out the strike. AFRICOM released a statement saying “In coordination with the Federal Government of Somalia, U.S. Africa Command forces conducted an airstrike against al-Shabaab in the vicinity of Qeycad, Galmudug, Somalia today. There were no U.S. forces accompanying Somali forces during this operation. U.S. forces were conducting a remote advise and assist mission in support of designated Somali partner forces.”

@jseldin, correspondent for Voice of America, reported that “@PentagonPresSec tells @VOANews’s @CarlaBabbVOA, other reporters traveling w/@SecDef that like Tuesday’s strike, US troops executed the strike while working w/Somali forces remotely.”

Pentagon press secretary John Kirby told VOA and other reporters traveling aboard a US military aircraft with Defense Secretary Lloyd Austin that Friday’s strike was carried out in support of Somali forces near the village of Qeycad. He said the strike was permitted by the powers granted by the 2001 Authorization for Use of Military Force. Kirby added that just as with the earlier airstrike that week, US troops were not on the ground with Somali forces but were conducting a remote advise-and-assist mission. Further information was not provided because of “operational security.”

US Secretary of Defense Lloyd Austin further justified the need for the strikes in a statement that asserted: “Most recently what’s happened is our partner forces have increased their op[erational] tempo, and they have been pushing back on al-Shabab in a more significant way,” Austin told reporters traveling with him to Eielson Air Force Base in Alaska. “The result of that is some engagements that were fairly intense, and we conducted those strikes to support our partner forces,” he added.

The Hill pointed out that while the authority to carry out the strike on July 20th was justified by U.S. Africa Command chief Gen. Stephen Townsend’s “existing authorities to act in the defense of our Somali partners, who were under attack by al Shabaab,” the strike on July 23rd was permitted by the AUMF.

Reuters also quoted several lawmakers, including Democratic Senator Chris Murphy, who leads a key Senate foreign relations subcommittee, [who] criticized the Pentagon for carrying out the strikes even when no US forces were in danger. “It’s time to do away with questionable legal justifications claimed by one administration after the next for acts of war like this,” Murphy said in a statement.

The incident occured at 10:21:00 local time.

Original strike reports

US Forces

n coordination with the Federal Government of Somalia, U.S. Africa Command forces conducted an airstrike against al-Shabaab in the vicinity of Qeycad, Galmudug, Somalia today. There were no U.S. forces accompanying Somali forces during this operation. U.S. forces were conducting a remote advise and assist mission in support of designated Somali partner forces. U.S. forces are authorized to conduct strikes in support of combatant commander-designated partner forces under the 2001 Authorization of Use for Military Force.

The command’s initial assessment is that no civilians were injured or killed given the remote nature of where this engagement occurred.

“The engagement was conducted to support our Somali partners who were taking significant fire from al-Shabaab fighters,” said U.S. Army Brig. Gen. Greg Anderson, U.S. Africa Command, director of operations.

The Federal Government of Somalia and U.S. Africa Command take great measures to prevent civilian casualties. These efforts contrast with the indiscriminate attacks that al-Shabaab regularly conducts against the civilian population.

The Federal Government of Somalia and the U.S. remain committed to fighting al-Shabaab to prevent the deaths of innocent men, women and children.
