Airwars assessment

Two civilians were allegedly injured by LNA artillery shelling on the Souq Al Jumaa neighbourhood of Tripoli.

The Field Medicine and Support Center said: “The follow-up team at the Center for Field Medicine and Support after shells landed on the Souq Al Jumaa area near the Shatt road, went to the dreaded place to find out the number of casualties left by the fall of indiscriminate shells on Thursday night.” It added the two victims were transferred to Al Fateh clinic.

218TV quoted the report from the Field Medicine and Support Center.

Other sources mostly reported material damage to cars and civilian homes.

The GNA-led Burkan Al Ghadab operation accused the LNA of conducting the attack with Grad rockets.

The US conducted a rare action against militant targets in Libya in September 2019, striking what it later said was “a terrorist facilitation and meeting location consisting of ISIS-Libya terrorist leadership and militants.”

In April 2020, US Africa Command reported that no civilians were harmed in this action near Murzuq on September 19th, 2019 – which appears to have been confused in some public reporting with a nearby problem LNA/ UAE strike on the same date (see LC201.).

A day after the original airstrike, AFRICOM had released a statement, asserting that “at this time, an airstrike that killed eight (8) terrorists is being assessed. At present, we estimate that no civilians were injured or injured as a result of this airstrike.” The statement also read that the strike was conducted in coordination with the internationally recognised Libyan Government of National Accord.

On April 28th 2020, in its first quarterly civilian casualty report, US Africa Command then reported that “AFRICOM received one allegation from an online media source claiming an unspecified number of civilians were killed as a result of a U.S. airstrike in the vicinity of Murzuq, Libya, on September 19, 2019.”

The report continued: “After review, the allegation was assessed to be unsubstantiated. On September 19, 2019 a kinetic strike was executed against a compound which U.S. intelligence confirmed was a terrorist facilitation and meeting location consisting of ISIS-Libya terrorist leadership and militants. Significant and multiple sources of intelligence was compiled to clearly identify the nature of the target. It is assessed that civilian casualties did not occur as a result of U.S. military action.”

At the time of the action, 218TV reported that 10 militants had been killed. According to Al Marsad, “a senior intelligence source told the Observatory, preferring to remain anonymous, that one of those killed was the terrorist Ali Al Tabawi”, also known as Abu Hamza Al Tabawi or Ali Al Dernawi. Le Revolution Tchadieen wrote on Facebook that militant Moussa Hajj Azrak also died in the airstrikes.

Airwars has not so far identified any public sources alleging civilian harm in this incident. The source AFRICOM may have confused the incident with alleged LNA/UAE airstrikes on Murzuq on that same day (LC201) in which, according to our records, up to four civilians were killed.

Murzuq News had reported that in total, four air raids were monitored on Murzuq on September 19th, 2019.

Six civilians, including a child, were killed and 17 civilians were injured in alleged Libyan National Army (LNA) artillery strikes on Al Fornaj neighbourhood in Tripoli on May 16th, 2020. According to local sources, the strikes targeted housing units for displaced people at a university campus.

The Libya Observer reported that “five people were killed and six others were wounded in a rocket attack launched by the militia groups of Haftar on a residential compound for IDPs [Internally Displaced People] in Fornaj district of Tripoli on Saturday [May 16th], medical sources confirm.”

The Field Medicine and Support Center reported the names of five killed civilians and added there had been a sixth killed victim who remained unidentified. One of the victims was 5-year-old Bangladeshi boy Wahi Zuhair Matin. Burkan Al Ghadab Operation added that the the child’s “ambition was to buy a bike and ‘play like the kids’.” His family members Zuhair Matin (52) and Maria Zuhair Matin (5) were injured in the strikes.

The FMSC identified 17 civilians who were injured to varying degrees, including a woman. A spokesman for the FMSC told Libya Al Ahrar that a paramedic and an ambulance driver had been injured while helping the displaced people evacuate from the university campus building.

Burkan Al Ghadab Operation reported that “the martyr of duty Muhammad Ayyad Diyaf is one of the seven victims as a result of the bombing of the Haftar militia yesterday to accommodate the displaced persons in the university campus.” It is unclear what duties Diyaf was performing when he was killed.

Between seven and ten civilians were allegedly killed and 25 more injured by a NATO airstrike on Al Argoub.

The BBC said: “Seven civilians died and 25 were hurt in a coalition air strike on a pro-Gaddafi convoy in eastern Libya, a doctor there has told the BBC. Dr Suleiman Refardi said Wednesday’s raid happened in the village of Zawia el Argobe, 15km (9 miles) from Brega. The strike hit a truck carrying ammunition, and the resulting explosion destroyed two nearby homes. All the dead were between the ages of 12 and 20, Dr Refardi said. Nato says it is investigating the claim.”

The source added: “Dr Refardi told the BBC that the Libyan government convoy had included tanks, artillery and trucks carrying ammunition. A direct hit on an ammunition truck and trailer in a street in Zawia el Argobe sent a hail of shrapnel into nearby houses, he said. Four of the dead were female, including three children from the same family, aged between 12 and 16, the BBC’s Ben Brown reports from Brega. Three boys, aged between 14 and 20, were also killed.”

Four civilians, all of them paramedics, were allegedly killed in an apparent NATO double tap airstrike in Sabha.

Nass Book said: “A military source reported that NATO bombed civilian sites in Sabha. When the civil protection crews of the civil defense and ambulance apparatus rushed to carry out rescue operations the crusader alliance bombed these crews, resulting in the death of four of the crew and wounding ten others … Also, this Crusader bombing destroyed a number of civilian buildings and facilities, including the Civil Defense Protection Branch.”

Reuters wrote: “The Libyan Jamahiriya News Agency said airstrikes killed four civil defense workers and injured ten others on Sunday when they rushed to provide first aid to people at civilian sites hit in the alliance attack in Sabha.”

Libya Alahrar TV and Tawasul News Agency reported that NATO bombed the Faris Brigade camp.

NATO on that day reported hitting one command and control node near Sabha.

On February 17th, 2011, between 5:30pm and 6:00pm local time, the deaths of between three and 14 civilians were reported killed by Gaddafi forces in Bayda.

Ibm tweeted, quoting Al Jazeera: “Three demonstrators were killed and four wounded by Libyan security bullets in Al-Bayda city, east of Benghazi.”

@monakareem said: “Security forces kill 4 more protesters after a humanitarian organization in Geneva said snipers from rooftops killed 13 protesters in Al-Bayda city – AFP.”

Amnesty International wrote about the incident: “Members of the security and armed forces chased and shot at protesters – those who threw stones, as well as those who did nothing or who were running away. Seventeen protesters were killed in al-Bayda that day and scores were wounded.”

It quoted the father of one of the victims saying: “‘At about 4.15pm… we heard shooting in the neighbourhood, behind ‘Uruba Street and we heard the imam of the Green Mosque speaking to the soldiers with a loudspeaker… There were bullets, plastic bullets and live bullets, and youths were closing the streets with [makeshift barricades]. Safwan was at home and he called his little brother who was on the balcony to go inside. A bit later he went downstairs and stood with a neighbour on the corner opposite the house. It was quiet. My other children wanted to go downstairs and I went with them and took them to the supermarket by car and while there my cousin called me to go to the hospital… People were holding up and parading the bodies of people who had been shot dead and I did not realize that one of them was Safwan. He was shot in the head as he stood by the door of the mosque.’”

Another eyewitness told the NGO: “‘We were at the Green Mosque and when we tried to leave after prayer the area was surrounded by security forces, soldiers in green and blue uniforms. They had weapons for plastic bullets and for real bullets. We stayed in the mosque for about an hour unable to leave and then some tried to leave, going forward and coming back because of the security forces ahead. Safwan was by the door of the mosque when he was shot dead at about 5.30pm-6pm.”

Twitlonger said that 14 young men were killed on that day.
