Airwars assessment

Thirteen Turkish nationals being held captive by the PKK in a location close to village Siyane in the Gare/Gara region in northern Iraq were killed – either during an alleged Turkish airstrike, or executed by the PKK, according to conflicting Kurdish and Turkish sources.

There was however broad agreement that some of those killed were civilians. All of the victims, as detainees, were non combatants. The date of the incident is unclear. Reports of killing the prisoners surfaced on February 14th but the Turkish operation on Gara started on February 10th.

According to Turkish Minute, the bodies of 13 Turkish hostages were found in the Gara region following the launch of Turkish operations there on February 10th. The source said “On Sunday the pro-Kurdish party expressed “deep sadness” over the deaths of the 13 Turks in Iraq, calling on the PKK to free its remaining prisoners.”

Stripes.come said that they Turkish operation was launched to free the Turkish prisoners. “The bodies of the 13 victims were discovered in a cave complex in northern Iraq’s Gara region, near the Turkish border, during an operation against the PKK, launched on Feb. 10, that had aimed to free the hostages.”

Haber Turk reported that the bodies of the thirteen killed Prisoners of War (PoWs) were taken to Malatya for autopsy. Twelve out of 13 were identified as: Expert Sergeant Hüseyin Sarı; the civilian police commander Sedat Yabalak; Gendarmerie Petty Officer Semih Özbek; Police Officer Vedat Kaya; Jandirma Private Süleyman Sungur; Specialist Private Mevlit Kahveci; Gunner Private Müslüm Altıntaş; Private Adil Kabaklı; Aydın Köse; and Umit Gicir, The civilian was Muhammet Salih Kanca, and the contracted soldier Sedat Sorgun.

The source published the following details about nine of the victims:

  • Sedat Yabalak, a civilian police officer and father of three in charge of Şanlıurfa Police Department in Turkey was abducted by the PKK on July 28th 2015 on the Lice-Diyarbakır highway, in front of his wife Burcu Yabalak and their three children, while returning from Erzurum.
  • Private Adil Kabaklı, during his military service, was abducted on the Tunceli Pülümür highway in Turkey while returning to his unit in Ağrı on October 2, 2015.
  • Expert Sergeant Mevlüt Kahveci, aged 31 and referred to as a specialized Gendarmerie Sergeant, was kidnapped by the PKK at a roadblock near Doğanlıköyü in Hakkari’s Çukurca district in Turkey in September 2016.
  • Air Defense Specialist Sergeant Hüseyin Sarı’s, aged 32, was kidnapped by the PKK on the Diyarbakır-Bingöl Highway in Turkey on August13th 2015.
  • Vedat Kaya was a civilian police officer in Istanbul. He and his wife were kidnapped in 2016 by the PKK at a roadblock in the Lice district of Diyarbakır in Turkey while he was returning to his hometown for his brother’s wedding convoy
  • Aydın Köse: No details about the date he was kidnapped by Haber Turk. Mürvet Karakoç mentioned that he is registered of the population of Adıyaman. He was referred to as a civilian by sources including Muhsin.guler.
  • Staff Petty Officer Sergeant Major Semih Özbey was detained by the PKK on the Tunceli-Erzincan highway in Turkey on September 18th 2015.
  • Süleyman Sungur, while doing his military service, was abducted by the PKK from a bus on the Lice road to his hometown Siirt in Turkey in 2015.
  • Private Sedat Sorgun, who was serving as a military officer in Van, was kidnapped by the PKK at a roadblock near Diyarbakır Lice in 2015.

@Kche_shakh tweeted “13 Turkish civilians were killed on the Gara mountains the highest mountains range in southern Kurdistan. Wondering what the Turkish civilians were doing there?”.

The list included the ten names identified by the Turkish Ministry of Defense twitter account as the killed prisoners of war, in addition to three additional names of belligerents likely killed while participating in the Turkish military operation. They are Ertug Guler, Burak Coscun and Harun Turhan. The Turkish minister of defence said that three soldiers were killed during the operation and three others were wounded.

Held captive for many years by the PKK in Kurdistan, their plight was raised by MPs many times back in Turkey, calling for their release. Turkey and the PKK are now accusing each other of responsibility for the killing of the 13 captive Turkish nationals:

Turkey launched its Eagle Claw 2 operation on the Gare region of northern Iraq on February 10th, where the 13 hostages were being held in a cave there.

A statement later issued by the PKK gave the group’s side of the story. They accused Turkey of killing the prisoners during an operation that had begun on February 10th. “A camp where prisoners of war belonging to the Turkish security forces were held has been attacked in Gare. The camp was intensively bombed from the air at five o’clock [not clear if this is am or pm] on February 10th. This was followed by a ground attack in which every form of war technology was used. In order to protect themselves and the prisoners, our forces located in the camp under bombardment gave the necessary response to the occupiers and hit them effectively.”

The PKK statement continued: “After this strike, the occupying Turkish army retreated a bit. Although it knew that there were prisoners there, the camp was again intensively bombed by fighter jets. The bombardment, which lasted for three days, and the fierce battles inside and outside the camp resulted in the death of some of the MIT members, soldiers and policemen we had captured. That no one would survive such a fierce attack was clear to anyone with basic military knowledge. The attack was not aimed at liberating the prisoners of war, but at destroying them.”

Kurdistan Democratic Communities Union said that YPG also published videos showing the Turkish bombardment of the location where the POWs had been held on February 14th.

By contrast, Turkey accused the PKK of executing the prisoners. Stripes.com for example reported Turkish officials as saying that “Twelve of the victims were shot in the head and one died of a shoulder bullet wound.”

Turkey’s Minister of Defense Hulusi Akar made a statement on the Gara operation to the Turkish Grand National Assembly. He said that it wasn’t possible to target the area where the cave is located because of the geographical location and structure. “due to the location and the terrain, the mountain ranges and the difficulty of reaching here, the operation has not been carried out in Gara.”

The minister was also reported by TGRT Haber TV as saying that “in the attack and in response to the shooting and the grenades from inside the cave, we only used teargas bombs. ”

The deaths of 13 unarmed Turkish nationals caused uproar in Turkey. President Erdogan reportedly vowed to expand cross-border operations against the Kurdish group in northern Iraq. Erdogan was quoted as saying “that the killings have strengthened Turkey’s will to form a secure zone along its border in northern Iraq to protect Turkey’s frontiers from the outlawed Kurdistan Workers’ Party, or PKK.”

The US State Department released a statement on February 14th condemning the deaths: “The United States deplores the death of Turkish citizens in the Kurdistan Region of Iraq. We stand with our NATO Ally Turkey and extend our condolences to the families of those lost in the recent fighting. If reports of the death of Turkish civilians at the hands of the PKK, a designated terrorist organization, are confirmed, we condemn this action in the strongest possible terms.”

Anadolu Agency on Twitter said that “In call with Turkish FM, [US Secretary of State] Blinken affirmed US ‘view that PKK terrorists bear responsibility’ for Turkish civilians martyred in N.Iraq.” The Afghan government also condemned the incident, and blamed the PKK for the killing of the prisoners. And the Turkish Ministry of Defence tweeted that the UK’s Secretary of Defense Ben Wallace had “extended his condolences for the Turkish personnel and citizens that were martyred in Gara by the PKK terrorist organization.”

A woman was injured in alleged Turkish airstrikes on the village of Shene in Halsho sub-district, Sulaymaniyah governorate, on February 2nd, 2021, according to local sources.

NRT English reported that “a 40-year-old civilian woman was wounded when Turkish warplanes bombed the outskirts of the village of Shene in the Raparin administration’s Halsho sub-district late on Tuesday morning (February 2).” The victim was brought to a hospital in Qaladze for treatment. Kurdistan24, however, reported that the victim was a 25-year-old woman from the village.

According to reporter Sabr Adulla, Turkish warplanes targeted the vicinity of the village five times, including targets approximately 400 meters from the village’s center. Locals told NRT that their houses had been damaged in the strikes. According to Roj News, the village was hit seven times.

@EnglishZhyan posted a video of the strikes with the caption: “Video shows moment a Turkish airstrike hits areas nearby civilian houses in the Kurdish village of Shene in Qaladze’s Pshdar area, causing damage to the houses.”

Mayor of the Halsho sub-district Bakir Waysi told Kurdistan24: “The airstrikes targeted the village and its peripheries.” At the time, the civilian casualties and material damages were unknown because authorities were unable to access the village yet.

Two children were reported injured and hundreds of sheep killed as a result of alleged Turkish bombing of three areas in Kurdistan on January 22nd, 2021.

The first bombed area was Gri in Duhok’s Chamanke district, at the foot of Gara mountain near the border with Turkey. Mohammed Sheikhzade, a villager there whose two brothers got injured told Rudaw “Turkish warplanes bombarded the Kurdistan Workers’ Party (PKK) positions today at 2:30pm. A bomb hit near our house, breaking the window glass. As a result, my brothers Salih, 10, and Islam, 15, were injured due to the broken glass.” This information was confirmed by the mayor of Chamanke.

Turkey’s Defence Minister allegedly said they ‘neutralized’ four PKK fighters in the Gara area. (Which could mean killed, injured or captured).

According to Rudaw, Turkish warplanes hit a barn in Chikan village in the Choman district of Erbil province, killing hundreds of sheep. @BaxtiyarGoran tweeted images of dead sheep resulting from the attack.

The third area bombed was Gundazhur village in Haji Omran district of Erbil, but no casualties were reported from that one, according to the mayor. The Turkish ministry of defence again said they ‘neutralized’ three PKK fighters.

Three civilians were injured when alleged Turkish airstrikes struck an alleged Kurdistan Workers’ Party (PKK) vehicle in Amadiya district in Dohuk governorate in the afternoon of January 22nd, 2021, according to local sources.

Director of Jumanki Aland Amir told the Iraqi News Agency (INA) that “the Turkish airstrikes targeted the outskirts of the village (Kari) of the Jumanki district in Amadiya district of Dohuk governorate,” indicating that “3 civilians were lightly injured.” The strikes reportedly damaged the homes of the wounded.

The director added that PKK sites in the Kashan area of Batifa district in the Zakho district were also bombed by Turkish warplanes.

Aland Amir revealed more details of the strikes to the Esta Media Network, stating that the “Turkish warplanes bombed a vehicle belonging to the Kurdistan Workers’ Party (PKK) near Gre village in the sub-district at 02:00 p.m. on Friday.” According to Amir, “three civilians whose house were close to the place of the airstrike were wounded.”

Security sources told 7al that the strikes targeted PKK areas and resulted in the injury of three civilians and damage to residential homes.

@Rawan_12313 posted a video of the strikes with the caption: “Three civilians were injured in Turkish bombing of Amadiya district in Dohuk.”

All sources blamed Turkey for the strikes.

On December 12th, Roj News reported: “On December 7th, three civilians from the Derelok district of Amed were bombed by Turkish planes while they were on their fields in the village of Zêwê. No news had been received from them since that day. The bodies of all three citizens were found today.”

Rudaw reported that the relatives Muhsin Speri (64), Hassan Sadiq (56) and Safar Sini (54) from the Nêrwehi tribe went camping on Mount Matin when their families lost contact with the men. According to the source, all three men were retired Peshmerga from Deraluk’s Amedi sub-district.

Sleman Speri, Muhsin’s brother, told Rudaw: “When he didn’t call after four days, we knew something was wrong… A few days ago we got news that Turkey had bombed the mountain.” The family then set out to search for the missing men.

Rudaw posted a video of the retrieving of the bodies of the victims. Arsala Mohammed, a relative of the victims, stated: “When we found the bodies, all three were badly mutilated. It was very, very bad. It was hard for us to come back here. The path was rocky and narrow. It took us half an hour to get the bodies down from the mountain.

The Turkish Ministry of Defence did confirm to have “neutralised” five PKK members in airstrikes on Gara Mountain, west of Deraluk, around the same time that the three men were killed, reported Rudaw.

Duhok province governor Ali Tatar responded to the incident, telling Kurdistan24: “Unfortunately, the PKK presence inside Kurdistan Region’s territories and the armed clashes with the Turkish army has become a cause of great destruction for the people living in those areas. (..) When people are trying to visit their lands and homes, you see them killed and injured by airstrikes, and these acts are inhumane.”

Adam Gnych, who reported on the incident, provided Airwars with excerpts from an interview with Baxtiyar Speri, Muhsin Speri’s son: “It was December 2nd, my father went to the mountains to look for wild bees, which he does seasonally to buy bread for the family. The economic crisis and corona have made it very hard for our family, so he had to go more often. He left on December 2nd, we found his corpse on December 12. For eight days no one informed us about what happened to them.”

Baxtiyar talked about finding the mens’ bodies: “When we found the bodies, Hassan and Safar were both close to where the rocket hit it, and my father was about 50 to 100 meters away from them. It was clear that he had been injured and had crawled in order to look for help…. They were hit by drones, and the rocket was mostly shrapnel… Safar’s body was cut to half, and Hassan lost a leg and an arm, but my father’s body was intact”.

According to the victims son the incident happened “far from the closest road, around three to four hours walking distance.”

Baxtyar said “This area has turned into to a military zone, we are losing our loved ones in the crossfire. We have to sneak into our own lands because the PKK doesn’t let us even light a fire, and the Turkish planes are dropping bombs every day…It doesn’t matter how much we cry for the Kurdish government, and even the government in Baghdad wouldn’t be able to do anything. Even the Turks can’t control the area and the PKK is using the Doski, Rekan and Nerwayi lands as they wish. Our lands would never be free from bloodshed.”

At least one civilian was killed in alleged Turkish drone strikes on an alleged PKK vehicle near the town of Khalaf or Qassim Malako, Sinjar district, Nineveh governorate, on November 8th, 2020. Up to five militants were reportedly also killed and at least three others were wounded.

Hawar News reported that “The “Nasr Mobin” forces in Shengal said that the airstrike that targeted Shengal last night resulted in the loss of a civilian who was working in maintaining water wells, in addition to wounding a fighter”, blaming Turkey for the strike.

In another report, Hawar wrote that “the Turkish occupation drones launched a raid this evening at 18:30 in the village of Khalaf in the town of Bari in the district of Shengal, targeting a vehicle belonging to the Nasr Mobin forces and confirmed that it resulted in injuries among those in the car.” Roj News reported that the strike took place at 16:30 PM, while RT quoted sources who said the strike occurred at 20:30 PM.

“A vehicle of the PKK fighters was targeted by a Turkish warplane in Bara area of Sinjar this evening, Peshmerga Commander Qasim Shasho told BasNews that “a number of PKK fighters were either killed or wounded in the airstrike”. At least three of the wounded were taken to a hospital. Shasho reportedly told Shafaq News that he believed a PKK leader was among those killed.

Shafaq reported that “members of the Labor Party had evacuated the bodies that had been charred as a result of the bombing.” RT reported two killed PKK members.

According to Mangish, “a Turkish plane targeted a car carrying a group of the Sinjar Protection Units in the north, which led to the death of five people in it”, adding that one person was transferred to a nearby hospital before dying of his injuries.

Besides Hawar News, other sources did not report civilian harm. Hence, the civilian harm status for this incident is graded as “weak”.

The incident occured between 4:30 pm and 8:30 pm local time.

A woman was killed in an alleged Turkish airstrike on Zab area, on August 30th, 2020. While some sources reported that the victim, Hiam Noah Haji, was a political leader of the Kurdish Labour Party, other sources wrote she was the leader of a PKK militia.

Khabour reported that “Kurdistan Labour Party leader Hiam Noah Haji from the village of Pestasos in Maliki countryside was killed due to a Turkish airstrike in Zab area in northern Iraq.”

@VOSyria_ and @suriye_u_a_dr, however, reported that Haji was the leader of a PKK militia.
