Airwars assessment

US Africa Command reported that the day previously, it had “conducted two airstrikes targeting al-Shabaab militants in the vicinity of Baqdaad, Somalia, on January 7, 2019.”

AFRICOM stated that “At this time we assess no civilians were injured or killed in these airstrikes.” According to AFRICOM “four militants” were killed in the strikes.

AFRICOM added that “The airstrikes were conducted in collective self-defense of our Somali partners after they were engaged by al-Shabaab militants.”

Separately, Somalia’s national intelligence and security agency NISA tweeted that “In a planned operation to hunt down a commander of the militant group al-Shabaab, in the village of Baghdad in the Afgoye district, security forces killed four (4) members of Alshabab after their commander fled.” [translation]

Airwars has listed these as two separate confirmed strikes for this date, with zero deaths assigned as a tally to this event and four to the other. It is not however clear how many died in each event.

To support the Federal Government of Somalia's continued efforts to degrade al-Shabaab, U.S. forces conducted two (2) airstrikes targeting al-Shabaab militants in the vicinity of Baqdaad, Somalia, on January 7, 2019.
The airstrikes were conducted in collective self-defense of our Somali partners after they were engaged by al-Shabaab militants.
We currently assess the airstrikes killed four (4) militants.
At this time we assess no civilians were injured or killed in these airstrikes.
Alongside our Somali and international partners, we are committed to preventing al-Shabaab from taking advantage of safe havens from which they can build capacity and attack the people of Somalia. In particular, the group uses portions of southern and central Somalia to plot and direct terror attacks, steal humanitarian aid, extort the local populace to fund its operations, and shelter radical terrorists.
U.S. Africa Command will continue to work with its partners to transfer the responsibility for long-term security in Somalia from AMISOM to the Federal Government of Somalia and its Member States, and U.S. forces will use all effective and appropriate methods to protect the Somali people, including partnered military counter-terror operations with the Federal Government of Somalia, AMISOM and Somali National Army forces.

The US reported two days after the event that it had conducted two “self-defence strikes” on September 5th against al Shabaab, killing four militants in total.

According to an AFRICOM press release, the strikes hit near Tortoroow and were conducted in coordination with the Federal Government of Somalia after a Somali-led counter-terrorism operation came under attack.

Garowe Online offered a more detailed report based on its local sources: ” A Somali commando unit backed by US special forces have launched anti terror raid on Al Shabaab stronghold in Lower Shabelle region on Sunday night, killing senior militant commanders, Garowe Online reports. A local resident revealed to GO, that the allied forces have encountered a heavy resistance, which led to hours-long gunfight around the rebel-held Toratorow town, 120 km west of Somali capital, Mogadishu.

“Witnesses told GO that U.S. military used helicopters in the raid and dropped Somalia’s newly US-trained Danab soldiers on the outskirts of the town to hunt for the militants on foot. Sources confirmed the death of three high-ranking Al Shabaab commanders in the airstrike targeted on suspected hideouts of Al Shabaab leaders’ hideouts.”

Voice of America also reported on the incident – though referred only to the AFRICOM statement, noting that “‘During a Somali-led counterterrorism operation, a large group of armed al-Shabab fighters attacked the force, threatening the safety and security of the forces in the area,’ said Captain Jennifer Dyrcz, a U.S. Africa Command spokeswoman.”

Al Shabaab itself denied any casualties in the attack, according to VOA reporter Harun Maruf.

In an event not publicly disclosed at the time, US Africa Command conducted a strike in the vicinity of Jilib on February 3rd, which it later said “did not result in any terrorist deaths, injuries or damage to equipment and infrastructure. Nor did we assess any civilians were killed or injured.”

The strike came to light, along with two others, when Voice of America said in early March that it had been notified of 25 airstrikes to date in Somalia in 2020 – while official records showed only 23 declared strikes. In response to a query from Airwars, an official noted by email:

“The following strikes are missing from your list up to March 10, 2020:

February 1–IVO Jilib

Feb 3–IVO Jilib

Feb 21–IVO Saakow

The three strikes that occurred Feb. 1, 3, and 21 did not result in any terrorist deaths, injuries or damage to equipment and infrastructure. Nor did we assess any civilians were killed or injured. All three strikes were against the al-Shabaab violent extremist organization, to include terrorists or infrastructure. As a matter of policy, we do not discuss the specifics on targeting.”

One senior Al Shabaab member was allegedly killed by US airstrike on Saakow.

AFRICOM said in its press release: “In coordination with the Federal Government of Somalia, U.S. Africa Command conducted an airstrike targeting an al-Shabaab senior leader in the vicinity of Saakow, Somalia, on Aug. 25.

The command’s initial assessment concluded this airstrike killed one (1) terrorist.

U.S. Africa Command currently assesses no civilians were injured or killed as a result of this airstrike.”

Morad News, a source close to Al Shabaab, confirmed the death of the target and named him as Sheikh Abduqadir Kumandos.

SONNA said his name at birth was Abdikadir Osman Yarow. In an apparent contradiction to the AFRICOM report the SONNA statement said the raid took place “in the early hours of Monday.” It added: “The operation took place in Adad Gari village in Habibiyaal area between Dinsor and Bardhere towns.”

Garowe interviewed a Danab commander on the raid: “The officer further said the militants were holding a meeting at the vicinity of Saakow town, a notorious hideout for the Al-Shabaab when the raid happened.”

AFRICOM later confirmed that Kumandos was the target.

“Working with our Somali partners, we continue to weaken and degrade the al-Shabaab network,” said U.S. Marine Corps Maj. Gen. Bradford Gering, deputy director for operations, U.S. Africa Command. “Our efforts are increasing security and helping to disrupt al-Shabaab’s future plans and ambitions.”

An unknown number of casualties among militants resulted from alleged Somalia forces with the assistance of US airstrikes/drone strikes on October 7, 2021.

Harun Maruf a journalist with Voice of America reported that the Somali military in collaboration with international security partners carried out airstrikes on four militant camps, destroying them. At the time there was no comment from @USAfricaCommand on the strikes.

Garowe Online added that there were casualties among militants without giving specific numbers. The other sources that reported on the strikes did not mention casualties.

Evelyn Tremble tweeted that “strikes most likely carried out by #USA military drones deployed in the region”.

At least seven alleged al-Shabaab militants were killed by declared US airstrikes near Galmudug, Somalia on February 21, 2023.

AFRICOM released a statement on February 22nd that “At the request of the Federal Government of Somalia and in support of Somali National Army engagements against al-Shabaab, U.S. Africa Command conducted a collective self-defense strike on Feb 21, 2023. The strike occurred in a remote area near Galmudug, Somalia which is approximately 510 km northeast of Mogadishu. The initial assessment is the strike killed 7 al-Shabaab fighters. Given the remote location of the operation, the command assesses that no civilians were injured or killed.”

Garowe Online added that prior to the announcement by AFRICOM, Somali officials had hinted at the airstrikes and stated that they were against senior al-Shabaab officials. Islam Times News quoted Somali government officials who announced that the Somali military with support from Galmudug regional forces killed over 80 al-Shabaab militants in Shabeelow, Mudug region. It is unclear if this is the same operation AFRICOM is referencing due to their lack of a specific location.

Task and Purpose pointed out that no information was given in the statement as to whether the strike was carried out by a manned of unmanned aircraft, or what ordnance was used.

At the request of the Federal Government of Somalia and in support of Somali National Army engagements against al-Shabaab, U.S. Africa Command conducted a collective self-defense strike on Feb 21, 2023.

The strike occurred in a remote area near Galmudug, Somalia which is approximately 510 km northeast of Mogadishu.

The initial assessment is the strike killed 7 al-Shabaab fighters.

Given the remote location of the operation, the command assesses that no civilians were injured or killed.

Somali President Hassan Sheikh Mohamud has publicly stated that economic reform, social and political reconciliation, and religious tolerance are key pillars of his strategy to mobilize society against international terrorism. Military actions are just one part of the Federal Government of Somalia’s efforts to comprehensively address their security challenges.

The U.S. is one of several countries providing humanitarian aid, stabilization efforts, economic development, and military assistance to the Federal Government of Somalia in their ongoing campaign.

U.S. Africa Command is the defense arm of the U.S. whole-of-government approach with African partners -- diplomacy, development and defense. This three-pronged, or “3D” approach brings together multiple agencies from within the U.S. government to increase cooperation and support for partner-led, U.S.-enabled solutions to shared security challenges, including violent extremism or terrorism.

Somalia remains central to stability and security in all of East Africa. U.S. Africa Command's forces train, advise, and assist partner forces to help give them the tools they need to defeat al-Shabaab, the largest and most deadly al-Qaeda network in the world.

U.S. Africa Command and partner forces will continue to assess the results of this operation and will provide additional information as appropriate. Specific details about the units involved and assets used will not be released in order to ensure operations security.

The Federal Government of Somalia and U.S. Africa Command will continue to take great measures to prevent civilian casualties. Protecting civilians remains a vital part of the command's operations to promote greater security for all Africans.

An unknown number of Al-Shabaab members, including top leaders, were reportedly killed by airstrikes allegedly carried out by the US and/or Somali military on Elbur in Galgaduud province on September 23, 2023. There have been no reports of civilian casualties connected to the strikes.

On the 23rd of September, 2023, the Somali Ministry of Defense posted a statement on X /Twitter that a “precision airstrike” had been conducted on a “meeting house” in the town of Elbur in the Galgaduud region. The statement went on to claim that the Somali National Army had killed key Al-Shabaab leaders including “their head of extortion and finance, Sahal.” Garowe Online stated that the individual killed, known only as ‘Sahal’, had been the group’s “finance and tax head,” while also attributing the strikes to the US military rather than the Somali military.

M.M.Dhoore, a former BBC journalist and the managing editor of SNTV (Somali National Television), London, released a post via X/Twitter on the evening of the 23rd of September stating that Somalia’s armed forces had conducted the airstrike using “recently acquired helicopters”. M.M. Dhoore’s post contained a photo of such aircraft.

Middle East Monitor News also reported on the attack, emphasizing the strategic significance of the town of Elbur and noting that it has been an Al-Shabaab stronghold for more than 15 years.

None of the sources gave a precise number of militants killed, with some referring to “several militants” killed while others reported “heavy casualties”.

At least one and as many as seven al Shabaab militants were killed in a naval raid carried out by US forces in Barawe, Lower Shabelle, international media reported. There were no reports of civilian harm.

It was not at first clear who was the target of the raid. Reports varied from an unnamed Chechen; al Shabaab’s leader Mukhtar Abu Zubeyr (aka Ahmed Godane); or a Sudanese national. It later emerged Abdulkadir Mohamed Abdulkadir (aka Ikrima) was the target of the attack. He was listed in a Kenyan security services report as a leader of a plot to attack targets in Kenya in 2011 and 2012.

The assault itself was unsuccessful, Associated Press reported. Navy Seals attacked a house where foreign fighters lived at about 2.30am, according to Abu Mohamed, an al Shabaab fighter. But the troops reportedly met stiff resistance and unexpectedly found women and children were in the house. They retreated “after a 15-20 minute firefight”. The Toronto Star reported the US force had tipped al Shabaab off to the impending assault by jamming the internet minutes before attacking. Militant spokesperson Abdulaziz Abu Musab likened the raid to a failed French Special Forces assault in January 2013 which had left at least eight civilians dead..

A Pentagon spokesperson confirmed US forces took part in the raid, while multiple anonymous former and serving US officials told Associated Press that US Navy Seals carried out the assault. It was also not clear how many people were killed. Senior Mogadishu police officer Colonel Abdikadir Mohamed said seven died: five militants and two from the attacking forces.

However, US officials said none of their own troops died. although al Shabaab tweeted two gruesome pictures purportedly of US soldiers they “executed”. A spokesperson for the militants said one militant died but the Daily Telegraph reported two senior al Shabaab fighters were killed and a third was injured. Somali sources told the paper that Abdi Qadar, a Swedish-Somali, and Awab al Uqba (aka Sheikh Abdirahim), a Sudanese, were killed. Al Uqba reportedly trained members of al Shabaab’s intelligence wing, Amniyat, which reportedly would have been central in the planning for the Westgate mall attack.

The attack coincided with a successful US Special Forces raid in Libya. Hours after the aborted Somali raid, soldiers from the US Army Delta Force snatched Nazih Abdul Hamed al Ruqai (aka Anas al Libi) from the streets of Tripoli. Al Ruqai was wanted for his part in the 1998 US embassy bombings in Kenya and Tanzania.

In April 2014 it emerged that FBI agents had been working closely with JSOC in the years since the September 11 attacks. A Washington Post report said an agent from the FBI’s Hostage Rescue Team (HRT) was with the Seals when they stormed the beach in Barawe. An HRT agent was also reportedly with the Delta Force commandos when they snatched al Rauqai from the streets of Tripoli.

Reports of the incident mention that the raid targeted a two-storey beach house in the coastal town of Baraawe (1.112554, 44.028921). Eyewitnesses said that the raid happened just before dawn prayers and that special forces were seen near the mosque, 200 meters from the sea. "MOGADISHU, Somalia — U.S. Navy SEALs carried out a pre-dawn raid today on a coastal town in southern Somalia looking for a specific al-Qaida suspect linked to the Nairobi shopping mall attack, but did not get their target, a U.S. military official told The Associated Press.
A former U.S. military official also confirmed the raid by the SEALs, but no other details have been provided. Both spoke on condition of anonymity because they were not authorized to discuss the raid by name. The Pentagon declined comment."
