Airwars assessment

Four civilians were reportedly injured by an airstrike, likely to be Russian, on the town of al Tamana’a in Idlib on September 27th, according to local media. Sources all blamed Russian C25 planes for the raids.

According to “Al Tamana’a the Free media office of the town”, there were more than 18 Russian raids on the town of Al-Tamana’a in half an hour. “Five aircraft took turns in the raids causing light injuries to one man and one woman.  C8 warplanes used vacuum missiles and bunker busting missiles cause destruction on homes of civilians.”

A farm was also damaged in the raid.

One source reported that helicopters were sighted at the scene.

Airwars assessment

Several sources reported that three US airstrikes targeted alleged AQAP sites in Wadi al-Naseel, in the Wadea area of Abyan governorate, overnight from March 28th to March 29th. There are no known associated reports of civilian or militant harm.

According to Reuters, local residents said that they had heard missile strikes on a “suspected al Qaeda outpost”, but said that the number of casualties was unknown.  Some sources reported that a drone had launched the strikes, though others reported “warplanes”.  According to one source, the strike came alongside another attack in Al-Quoz village (USYEMTr047), which was alleged to have taken place at around midnight.

This reported event took place amid a dramatic intensification of US operations against AQAP beginning in early March 2017. On April 3rd, Pentagon spokesperson Captain Jeff Davis said that, from February 28th to the final week of March, 50 US airstrikes were conducted in Yemen.

The incident occured around midnight.

US Forces

The U.S. military conducted airstrikes over eastern Yemen during the weekend, targeting the sites of extremist group al-Qaida in the Arabian Peninsula, director of Pentagon spokesman Navy Capt. Jeff Davis told reporters today.

“We continue to target [al-Qaida in the Arabian Peninsula] in Yemen, and this is done in the interest of disrupting a terror organization that presents a very significant threat to the United States,” Davis said.

Strikes Target Terrorists

During the weekend in Yemen’s Shabwah governorate, the precision airstrikes targeted al-Qaida in the Arabian Peninsula terrorists, as well as the terrorists’ infrastructure, fighting positions and equipment, the spokesman said.

The airstrikes follow the late-January U.S. raid in Yemen during which a U.S. service member died. From Feb. 28 through last week, some 50 airstrikes were conducted, Davis noted.

The weekend airstrikes, which were largely unmanned, bring the total to 70, he said.

Between zero and three civilians, including a child, were injured in alleged Russian or Syrian regime airstrikes against the town of Sarja in southern Idlib, according to local sources.

Some sources, including Step News Agency, reported that the airstrikes struck the local headquarters of Ahrar Al Sham and three of those injured were militants. Other sources did not mention that those injured were militants or directly referred to those injured as civilians, including the Revolutionary Forces of Syria.

The majority of sources, including Step News Agency and Aletihad Press, blamed Russian planes for carrying out the airstrikes against Sarja. However, conflicting reports were given by Al Araby and the Revolutionary Forces of Syria, which identified the regime as responsible for the airstrikes.

The local time of the incident is unknown.

Up to 16 civilians, including between two and five children and 5 to seven women, were killed and up to 35 civilians, including two women and four children were wounded in alleged Russian airstrikes on a farm housing displaced people near Ma’aret Misrin, Idlib governorate, on March 5th, 2020, according to local sources.

@seerij80 tweeted 14 names of some of the civilians who were killed: Mohammed Hussein Harkoush, an Unknown woman, Mohammed Mustafa Eid, Mohammed al Hussein Saleh Harkoush, Mohammed Al Saleh Harkoush, Ahmad Al Ghadban, Yasser Hamoud, Aya Salem Qoutaish, Maya Salem Qoutaish, Irein Mohammed Qoutaish, Jamila Ibrahim Al Saleh, Yaza Hamoud, Zainab Harkoush, Fatima Harkoush and Ibrahim Harkoush. Other sources reported the civilian death toll as high as 16.

Edlib Media Center reported that there were “civilian martyrs and wounded as a result of Russian occupation warplanes targeting a building inhabited by displaced people near the city of Maarat Misrin, north of Idlib, at dawn today [March 5th, 2020].”

Multiple sources added that most of the civilians harmed by the strike had been women and children, Smart News reported that 7 of the civilian deaths were women. Others reported as many as 5 of the civilian deaths were children.

Syrian Observatory for Human Rights reported that “the presence of at least 18 wounded people, some of them in critical conditions, in addition to information about other martyrs, as rescue teams continue to remove the rubble and search for missing persons”. Other sources reported that the number of injured was as high as 35.

Witnesses told Smart News Agency that the Russian warplanes targeted a farm inhabited by displaced people from the Ma’arat Al Numan area, killing nine civilians and wounding 20. The Syrian Network for Human Rights reported the farm was a poultry farm. According to SOHR, the victims are displaced people from Hama, Aleppo and other areas of Idlib.

Ahmed Sheikho, director of the Syrian Civil Defence Media office in Idlib told Smart News Agency that “Russian warplanes launched two raids on a farm inhabited by displaced families in the vicinity of the city of Ma’arat Misrin, killing 16 civilians, including seven women and two children, and wounding 21 others, including two children and four women”. Edlib Media Center reported that 32 people were wounded.

The airstrike took place around 2-3:00am and hit derelict farm buildings in which displaced families had been seeking refuge.

Bab Al Taka added that 6 of the civilians killed had previously been residents of “Bab al-Taqa village”. Other sources reported Aleppo and Hama as other areas where the displaced people living in Ma’aret Misrin had previously fled from.

Reuters reported on the ensuing situation of talks between President Putin and Erdogan, where “Putin expressed his regret to Erdogan over the recent killing of 34 Turkish soldiers in an air strike, saying that the Syrian army did not know their whereabouts. Civil defense workers helping to clear the rubble and search for survivors said that at least 16 civilians were killed”.

Human rights watch later reported that “at least five munitions” had hit the buildings in which “14 displaced families were living”. The Human rights watch source also gave the harrowing account of a man and his son who said “For some families, no one was left. For other families, only one or two people survived, and they left. Others whose shelter was destroyed also left. We are the only family who stayed behind, because we found a room nearby. We didn’t stay willingly, but we have nowhere else to go…”

A witness described the scene as “I saw a woman and her husband under the rubble with their daughter, who was about 6 years old. The man was waving his hand for help… I dug the girl out from under the rubble and placed her on a mattress on the ground while we waited for the ambulance. Suddenly, an airplane dropped a complete load of [munitions] on us. I heard a huge bang and the explosion threw me to the ground and I couldn’t move. My clothes got ripped off. I finally stood up afterwards and realized I had burns to my head and could not hear from one ear.”

Human rights watch added that “the area where he had laid the girl down had been blown up, killing the girl, he said. Two SCD volunteers who arrived after the first two munitions hit found seven people wounded, whom they took to hospital. Several team members remained there when the next set of munitions hit, killing some of those who had been wounded in the first set of strikes.”

According to Human Rights Watch, “All witnesses interviewed said they knew of no military objectives in the vicinity before or at the time of the attack, nor were there signs of military weapons, equipment, or personnel in the imagery reviewed.”

Human Rights Watch also identified “Sentry messages sent that morning between 2 a.m. and 2:30 a.m., on the messaging app Telegram, included continuous sightings of a Russian aircraft in the area and the COI, in the report it released in July 2020, said it had “reasonable grounds to believe” the attack had been carried out by Russia.” The vast majority of other sources that reported on the incident attributed the strikes to Russia, with only Shaam News mentioning both Russian and regime planes carrying out strikes. Therefore, we grade this as likely carried out by Russian forces.

Between four and six civilians were allegedly killed by a US airstrike near Janaale.

Morad News, reportedly close to Al Shabaab, tweeted: “US drone strike kills 4 civilians after bombing a minibus near Janaale town. 2 of the victims r members of a well known family in Mogadishu. An elderly man & driver are among the victims. GRAPHIC photos from scene of the drone strike published.”

Halgan Media wrote: “Many civilians where killed today in a US drone strike in Somalia. The Americans are more than likely to claim responsibility for the strike within the next 48 hours and I’m more than certain the victims, in this case which are women and children will be labeled as Terrorists.”

AFRICOM officially declared the strike, saying the victims were members of Al Shabaab: “In coordination with the Federal Government of Somalia, U.S. Africa Command conducted an airstrike targeting al-Shabaab terrorists in the vicinity of Janaale, Somalia, Mar. 10. The command’s initial assessment concluded this airstrike killed five (5) terrorists. We currently assess no civilians were injured or killed as a result of this airstrike.”

On the allegations of civilian harm it added: “While we currently assess that this airstrike injured no civilians, we are aware of social media reports alleging civilian casualties resulting from this strike. U.S. Africa Command complies with the law of armed conflict and takes all feasible precautions during the targeting process to minimize civilian casualties and other collateral damage. As with any allegation of civilian casualties, U.S. Africa Command will review any information it has about the incident, including any relevant information provided by third parties, and take appropriate action based on the outcome of this review.”

According to Anadolu, “the U.S. African Command airstrike in the town of Janale in the lower Shabelle region killed at least six unarmed civilians who were traveling to the capital Mogadishu, Mahad Dhoore, a lawmaker from the Southwest state, told local media on Thursday.”

Al Jazeera added: “The victims were civilians travelling in a minibus heading to the capital Mogadishu, Abdullahi Abdirahman Ali, who lost his father in the air strike, said.
‘The Americans are lying. They killed my elderly father. He is 70 years old and can barely move. He can’t walk without the help of a walking stick. He is not al-Shabab,’ Abdullahi told Al Jazeera.

‘They killed these civilians because they know no one will take action against them,’ he added, anger palpable in his voice. One of the other victims was a 13-year-old boy, relatives said. Photos posted online show some of the bodies burned beyond recognition and the wreckage of a blood-soaked vehicle.

‘The minibus was going to Mogadishu. If the Americans suspected anything, they could have waited for them there. For them it is easier to kill civilians than to question them,’ Abdullahi added.”

The Intercept published a detailed investigation of the incident saying: “But Farhan Mahmoud Mohammed, a resident of Janaale who spoke to The Intercept by phone last Friday, told a different story.

Mohammed’s 13-year-old son Abdi Farhan Mahmoud was on his way to school when a U.S. missile struck a mini-bus taxi he was riding in. Mahmoud was decapitated in the strike, his father said. He could hardly bear to look at the boy’s charred face.

Another passenger in the minibus, 70-year-old Abdirahman Ali Waadhoor, was also killed in the attack, according to his son Abdullahi Abdirahman Ali. ‘My father is a disabled man. He never had a problem with anyone.’ said Ali, who lives in London and saw pictures of his father’s corpse on his phone. Asked how he felt when he saw the images, Ali replied: ‘That’s not my father. It’s only meat. Brown meat.'”

Human Rights Watch later received information about the victims and “found that at least 6 people were killed in the strike, including 3 men over age 55 and a 13-year-old boy, who were on their way home to Mogadishu and nearby Elasha Biyaha. No evidence was found of any links to Al-Shabab.

Human Rights Watch received unconfirmed information that two Al-Shabab fighters may have boarded the minibus in or near Ugunji. Their presence may have been the basis for the US strike against the bus. The attack may have been unlawfully disproportionate, depending on the military importance of the alleged Al-Shabab fighters.”

In its civilian casualty assessment third quarter report AFRICOM said the incident was currently under review. In the following report it said: “On May 8, 2020, USAFRICOM closed this report as unsubstantiated. USAFRICOM received a new report of this incident from a NGO on May 15, 2020, claiming the airstrike killed six (6) civilians. USAFRICOM received a duplicate report of this incident from an online media source on June 17, 2020, claiming the airstrike killed six (6) civilians. USAFRICOM received six (6) duplicate reports of this incident via the USAFRICOM CIVCAS website on July 28 and 30 2020, claiming the airstrike killed six (6) civilians. USAFRICOM has reopened this case and our assessment is ongoing.”

In another civilian casualty report AFRICOM said the claims of civilian harm were  unsubstantiated: “The assessment concluded that the U.S. airstrike that occurred March 10, 2020 in the vicinity of Janaale, Somalia targeted a vehicle containing five (5) al-Shabaab members after the vehicle departed an al-Shabaab compound. The airstrike occurred in open terrain and the effects of the strike were limited to the vehicle. Contrary to some reports, the vehicle was not traveling in the direction of Mogadishu. The source of the initial March 10, 2020 report is a known al-Shabaab propaganda outlet and their report contained a recirculated photograph taken in 2019, before the airstrike occurred. This photograph appears to have been recycled from a previous report of civilian casualties. Forensic analysis indicated that other photographs utilized by the al-Shabaab propaganda outlet were deliberately manipulated.”

AFRICOM once again addressed this incident in their 4th Quarter, 2021 Civilian Casualty Assessment Quarterly Report, stating that “U.S. Africa Command tracked a vehicle originating from an al-Shabaab compound. The vehicle traveled to a second known al-Shabaab compound, where five operatives exited and later re-entered the vehicle. U.S. ISR maintained continuous surveillance following the subsequent departure of the compound until the strike. U.S. ISR assets maintained continuous surveillance until completion of the strike mitigating the risk of collateral damage and civilian casualties. Examination of the strike location in relation to Mogadishu confirmed the strike occurred on neither of the two prominent routes to Mogadishu. Instead the strike took place approximately 9 km north, on an alternate route, decreasing the likelihood that the vehicle was a taxi traveling to Mogadishu. Finally, during follow-on assessments U.S. Africa Command also discovered through evaluation of metadata, that the images used in the original civilian casualty report had also been used in previous civilian casualty reports by Radio Alfurqaan, diminishing the credibility of its reporting.”

On July 28 and 30, 2020, U.S. Africa Command received six (6) additional reports of this incident via the U.S. Africa Command Civilian Casualty reporting website (https://www.africom.mil/civilian-casualty-reporting), also claiming the airstrike killed six (6) civilians. As a result of the new reports made between May 15 and July 30, 2020, U.S. Africa Command reopened its assessment. The assessment concluded that the U.S. airstrike that occurred March 10, 2020 in the vicinity of Janaale, Somalia targeted a vehicle containing five (5) al-Shabaab members after the vehicle departed an al-Shabaab compound. In coordination with the Federal Government of Somalia, U.S. Africa Command conducted an airstrike targeting al-Shabaab terrorists in the vicinity of Janaale, Somalia, Mar. 10.
“Our strikes are a key effort to combatting terror and helping to bring stability to Somalia,” said U.S. Army Brig. Gen. Miguel Castellanos, U.S. Africa Command deputy director of operations. “Not only do they degrade al-Shabaab’s ability to conduct violent activities in the region, but they illuminate the fighter network and impede the al-Qaida affiliated terrorist organization’s ability to recruit and export terrorism.”
The command's initial assessment concluded this airstrike killed five (5) terrorists.
We currently assess no civilians were injured or killed as a result of this airstrike.
In Somalia the U.S. works closely with our international partners on security sector development efforts, which include the United Nations, European Union, African Union, AMISOM and other troop contributing countries. Together, we remain committed to Somali-led progress on improving conditions for a well-trained Somali National Security Force that can assume and sustain security within the country. U.S. capabilities, influence, and credibility, provides critical support to Somali efforts, including assistance coordinating other international partner engagement. Incremental progress within Somalia is occurring because of the ongoing international effort.
U.S. Africa Command and our international partners recognize that stability in Somalia will not be achieved through purely military means. The partner and allied forces we work with on a daily basis are trying to create security conditions to enhance governance and economic development. Two civilians from the same family were allegedly killed by LNA shelling on Ain Zara.

The Field Medicine and Support Center said: “The Ain Zara field hospital, affiliated to the Center for Field Medicine and Support, is today morning assisting a family in the Ain Zara region after a shell fell on their house, which resulted in the death of both Mrs. Lutfiah Abdulqadir Al-Rashid, 42 years old and Mr. Salem Faraj Al-Samah, 55, the woman’s nephew, was visiting their house to take out some of the necessities needed for use in their daily lives.

The bodies were transferred to the Mercy House of Tripoli Medical Hospital.”

Simffaro said the incident took place “behind the Al-Kahili clinic, Al-Naseem Street, after the Bukhari Mosque.”
