Airwars assessment

Local residents reported that seven civilians died in a coalition airstrike on Fallujah, with 22 more injured. There were claims that a number of neighbourhoods were hit, including in the west and south of the city. A resident of Fallujah of unknown status, named as Shawki Al-Abdal Saidi, put out a press statement claiming that the coalition, “launched a number of air attacks on the city, on Wednesday, killing seven civilians and wounding 22 others, including women and children.”

Al-Sharqiya reported that both coalition and Iraqi military aircraft participated in the assault, with additional artillery bombardment.

Reports claimed that a second major airstrike in a matter of days struck the town of al-Hawijah south of Kirkuk, killing many non-combatants at the marketplace and a nearby bridge. A related peshmerga offensive against Islamic State was reported in the area. Video images show the devastated market area, with many areas left burning.

Almost all sources either did not attribute the airstrike to any one party, or blamed Iraqi security forces.

Shafaq News claimed that 50 died when aircraft “targeted Daesh near Hawija market,” though like some sources it did not describe the status of those killed. Al Jazeera was clear that those targeted were non-combatants: “According to witnesses the majority of the victims were killed in the popular market, which was packed with people during the bombing.

In a United Nations Assistance Mission in Iraq report issued in January 2016, UNAMI noted: “On 11 June, an airstrike reportedly hit an ISIL target near a market in Hawija, Kirkuk. According to a source, 10 civilians were killed and wounded in the incident. Other reports mentioned more than 60 civilians killed and over 80 wounded. UNAMI/OHCHR was unable to verify the exact number of casualties nor who was responsible for the airstrike.”

Local sources reported that a family of five including three children were killed in alleged Coalition bombing in Al-Baghouz camp days several days before March 20th. The exact date they were killed remains unknown.

Ahmad Abd Al Rzzaq said: “My cousin Louay Abdel Wahab Al-Hamad Al-Ibrahim Al-Abdullah and his wife Nadra Abdul Aziz Al Thabet Al Khudur, and their three sons Khalil, Isra and Yaqoout” were killed – but said that they died in Hajin which would mean they were killed before December 15th 2018.

But all other sources said that the family died at Al Baghouz camp. Ahmad Abd Al Rzzaq noted that the family were refugees from Hajin, though @DeirEzzor24 said that they were from Al Mayadin city.

Airwars can’t confirm any more details at this time.

In July 2019 the Coalition announced that it had assessed this allegation of civilian harm to be non-credible. Their monthly civilian casualty report noted: “The allegation provided insufficient detail to identify a specific date, time, or location to search for corroborating Coalition action.”

Airwars assessment

In the second of three Raqaa incidents for July 11th in which Coalition aircraft allegedly caused non-combatant deaths, a woman and two or three of her children died in an airstrike at the village of Warakat Samra according to reports. Her husband was severely injured in the attack, losing his leg.

Local activist Abu Ibrahim Raqqawi tweeted, for example, that “#Raqqa a women die with 3 of her children and her husband leg was cut Because Airstrikes by Coalition warplanes Yesterday #Syria #ISIS”.

According to the DCHRS, the woman and her two male children were from the village of Samra.

In its civilian casualty report for October 2019 – published on December 5th of that year, the Coalition assessed this event as ‘not credible, asserting: “July 11, 2015, in Raqqah, Syria, via Airwars report. After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties. 2799/CS098 37SEV008785”.

Officials published a location for the event to within 100 metres of where they had remotely assessed the incident.

Two civilians were reportedly killed when Coalition forces and special forces from the SDF carried out a landing operation in Dhiban, “targeting a house inhabited by people who are not residents of the town”.

Deir Ezzor reported that “a number of wanted persons were killed and a number of others managed to escape. Others were also arrested” and added that “In addition, two civilians were killed: (Ghiath Latif Al-Fawzi Al-Hafl – Majed Mahmoud Al-Hafl) after they went out to explore what happened.” According to Halab Today TV, the victims were from the same family.

While most sources are unclear about the cause of death, the Syrian Human Rights Committee claimed that the victims were shot by SDF forces.

In their January 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that the allegation provided insufficient information on the timing and location of the strike to make a determination.

A six-months pregnant woman named as Ghafran Al Jabli was reported killed in an event at Al Bab along with her 10-year old nephew, Mohammad Al Waki.

Syrian Martyrs reported that the deaths were caused by a Coalition strike on the outskirts of the city.

However VDC described the cause of death as shooting, while the Syrian Human Rights Committee cited unspecified ‘raids’ on Al Bab.

In its monthly civilian casualty assessment for October 2019 – published on December 5th of that year – the US-led Coalition assessed this event to be ‘non credible’, noting: “August 29, 2015, in Al-Bab, Syria, via Airwars report. After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties. 2824/CS119 37SCA670261”.

A named man, Abow Ali Wardi (or Wardiyow), was widely reported killed in a US targeted strike near Kunyo Barrow. While there were some local claims that the victim was a non combatant, AFRICOM later insisted the target was “an al-Shabaab facilitator” and that “It is assessed with a high degree of confidence that civilian casualties did not occur as a result of U.S. military action.”

Reporting the action 48 hours after the strike, AFRICOM said it had carried out an airstrike targeting al Shabaab in Kunyo Barrow which had killed one “militant”. AFRICOM also asserted that “Currently, we assess no civilians were injured or killed as a result of this airstrike. Our processes and procedures allow for additional information to inform post-strike analysis” – despite presumably being aware of local reports.

Somalimemo, the pro al Shabaab site, provided what it said was a detailed account: “More details are coming in about US drone strikes in the Lower Shabelle region around 05:00 (5pm). The airstrikes near the Kuunyo-Barrow area targeted Abow Ali Wardi, a businessman in livestock and farming, who was driving his own car. About three missiles were fired as he left Kuunyo Barrow on his way to his home in Arabow. He had previously taken patients for treatment in the free hospital in Kunyo. Abow, who was killed by an American strike around 18km from Kunyo, was cut into three pieces according to some journalists who visited the hospital’s mortuary today. His head and hands were severed, while the rest of his body was a net.

“Fifty people from the Arabow area, including the victim’s father and other people who attended the funeral, were furious and fiercely accusing the United States of America. “Our son was not al-Shabaab, he was a businessman, he was operating his car, he never went to the United States,” said one of Abow’s uncles. Abow was a young man in his mid-thirties who left behind 11 children and three wives, two of whom are pregnant. Arabow residents said they were also deeply saddened by the death of Abow as he was an active trader they had known from his youth.”

Aaqbaar Online – which described the victim as “in his early 40’s leaving 11 children and three wives behind”, later reported that the victim’s family were calling on the US government “to carry out impartial and urgent investigations over Wardiyow’s death.”

However in April 2020, AFRICOM explicitly denied any civilians had been harmed in the attack: “June 26, 2019, AFRICOM received two allegations from two social media accounts claiming one (1) civilian was killed as a result of a U.S. airstrike in the vicinity of Kunyo Barrow, Somalia, on June 25, 2019. AFRICOM received a duplicate allegation of this incident on January 21, 2020, from a foreign non-government organization. After review, the allegation was assessed to be unsubstantiated. Contrary to allegations that the individual killed was a civilian, U.S. intelligence confirmed the identity of the individual as an al-Shabaab facilitator. The vehicle and occupant were observed in support of known al-Shabaab locations and personnel. Strike video indicates that the effects of the airstrike were limited to the vehicle as the strike occurred in an isolated area. It is assessed with a high degree of confidence that civilian casualties did not occur as a result of U.S. military action.”

  • June 26, 2019, AFRICOM received two allegations from two social media accounts claiming one (1) civilian was killed as a result of a U.S. airstrike in the vicinity of Kunyo Barrow, Somalia, on June 25, 2019. AFRICOM received a duplicate allegation of this incident on January 21, 2020, from a foreign non-government organization. After review, the allegation was assessed to be unsubstantiated. Contrary to allegations that the individual killed was a civilian, U.S. intelligence confirmed the identity of the individual as an al-Shabaab facilitator. The vehicle and occupant were observed in support of known al-Shabaab locations and personnel. Strike video indicates that the effects of the airstrike were limited to the vehicle as the strike occurred in an isolated area. It is assessed with a high degree of confidence that civilian casualties did not occur as a result of U.S. military action.

Airwars assessment

The Syrian News Network reported Coalition strikes on the village of Huwaij to the west of Al Hassakah. Step News also reported that “Coalition aircraft targets ISIS-run center in the village of Al-Huwaij and for information on the size of the losses yet.”

It was claimed in an associated SNN website comment by Suleyman Suleyman that “Coalition planes launched raids on al Huwaij village in western Hassaka? Why don’t you mention that seven civilians were martyred in the village, five children, their mother and a woman visiting them. Or is that not allowed because the planes were American and Gulf ones?”

No additional details are presently known regarding this claim.

In its January 2020 civilian casualty report, the US-led Coalition assessed this event to be non credible, saying there was insufficient information to make a determination.
