Airwars assessment

Local sources that reported on the incident either named Russia as the culprit, including Al Hadath Magazine and Step News Agency, or did not identify who was responsible.

The Kurdish Red Crescent reported that two civilian men and one woman were injured in the vicinity of Shya in Afrin canton.

One report came in later on March 5th 2018 of a civilian female ages 65 who was killed.

One child was killed and several other civilians were injured by alleged Russian airstrikes in al-Al-Salhiya, Deir Ezzor, local media reported.

Euphrates Post summed up the event by reporting “the martyrdom of the child Ali Mohi Al-Hussein Al-Ramdan in addition to the injury of three people.”

Most sources reported that two raids had been launched, except @JFLngo, who reported six raids, leading to the injury of three displaced people from the same family.

The Violation Documentation Center and Step News Agency attributed blame to Russia, while the remaining sources did not identify the culprit.

According to Al Raqqa Truth, “Abdel Rahman Najjar was martyred while being displaced in coalition raids on Sahlat al Banat yesterday. A number of people were injured in his family. They are from al Mashlab neighbourhood.”

The victim was also named by Raqqa Maydaniya, who blamed the Coalition for his death.

Osama Abdallah posted confirmation of the death of his grandfather, Abdel Rahman Najjar, on Facebook: “After my grandfather Abdel Rahman al Najjar Abou Ahmad was martyred in the coalition raid on Sahlat al Banat village in Raqqa, my cousins left on Thursday 18/5/2017 looking for a car to leave al Mashlab village in Raqqa. We haven’t heard anything from them since. The first is Izzedin Mohammad Abdallah al Najjar and the second is Abdel Rahman Ahmad Abdel Rahman Abdallah al Najjar. I call on all my friends in Raqqa and the surrounding area if anyone sees them or hears anything about them please let us know. Many thanks.”

In an August Amnesty report, field researchers interviewed relatives of Abdel Rahman Najjar who stated that “At least six building were hit, five houses and the driving school. When the firing began everyone ran from the houses and into the fields.” The report confirms the death of “Abd al-Rahman al-Abdulla”, aged 72, as well as two other boys who were already mentioned in incident S734a.

It is important to note that in the the interview, the interviewee states that the strike took place around 5pm on May 21st. However, most local sources had already reported the incident before that date.

For May 18th-19th, the Coalition reported: “Near Raqqah, eight strikes engaged four ISIS tactical units; destroyed four fighting positions, two tunnels, two VBIED facilities, a mortar system, a vehicle, a supply cache, an ISIS headquarters, a weapons cache, and a tactical vehicle; and damaged three fighting positions.” It was additionally reported that on May 18th “Near Raqqah, Syria, two strikes destroyed an ISIS headquarters, an ISIS-held building and an ISIS recruiting station.”
For May 19th-20th, the Coalition reported: "Near Raqqah, three strikes [1 British?] engaged two ISIS tactical units and destroyed two fighting positions and a heavy machine gun."

"Friday 19 May – Tornados struck seven Daesh targets in Mosul, whilst Typhoons bombed a group of extremists east of Raqqah…The following day [May 19th] , Tornados provided further support to the Iraqi ground forces, despite very challenging conditions as a dust storm raged. Again, a mixture of Brimstones and Paveway IVs were used to engage seven Daesh positions within the city, including a sniper team and a mortar, despite the Iraqi forces being extremely close to the targets on occasion. Airwars assessment

Local sources reported that an elderly man was killed when multiple Russian airstrikes allegedly struck several neighbourhoods in the city of Kafr Zeita. Local news outlet Baladi News reported that the Russian Airforce conducted eight airstrikes with high-explosive rockets on residential neighbourhoods in the town.

According to Step News, the Russian planes launched a total of 14 rockets, killing the man who, according to the source, was a displaced civilian from Al-Arbaeen village. The source added ten civilians were wounded, while Fresh-Syria claimed that in fact dozens of civilians were wounded. Baladi news specified that among those wounded were four children and two women. According to Horrya News, the rest of the family of the “elderly man” was among those wounded.

Smart News reported that the strikes it believed to be Russian caused a large hole in the ground and that the Syrian Cvil Defense teams worked to remove the body and wounded from the rubble.

The Syrian Observatory for Human Rights reported the incident took place after midnight in the night between April 7th and April 8th.

Sputnik reported that “warplanes carried out seven raids in the middle of last night [April 7th], targeting sites belonging to the army of Al-Azza, the most prominent allies of the Liberation of the Sham (Jabhet Al nusra), pointing out that the raids destroyed a series of targets of the organization in the city of Kafr Zeita and the town Al Sayyad Northern Hama…The correspondent quoted a military source as saying that the air strikes destroyed a number of militant headquarters, including ammunition depots and mobile rocket launchers used by armed groups to target villages and towns close to the fronts north and north-west of Hama.”

An August 2017 Amnesty International report documented the death of a 60-year-man, who was killed in the Dir’iya neighbourhood in Raqqa city on June 8th.
The report stated that several strikes, both air and artillery, hit the area on June 8th and 9th. Amnesty’s field researchers interviewed Intissar, who told them that her 60-year father, who was mentioned by his first name, was killed “on 14th day of Ramadan” which was on June 8th.

Airwars researchers have so far identified no known public allegations of civilian casualties related to this incident.
