Airwars assessment

One civilian male was killed as a result of reported artillery fire on the Saif al Dawla area of Raqqa, local sources reported.

Three sources separately identified the victim as Ayham Rashid al Barazi, but no further details were available.

All reports said that the US-backed SDF were responsible for the artillery fire. However, a spokesman confirmed to Airwars that only the Coalition was using artillery on the city.

For June 14th-15th, the Coalition reported: “Near Raqqah, 11 strikes engaged eight ISIS tactical units; destroyed nine fighting positions, three ISIS boats, and a vehicle; and suppressed an ISIS tactical unit.”

For June 15th-16th the Coalition reported: “Near Raqqah, 20 strikes engaged 14 ISIS tactical units and a sniper and destroyed nine fighting positions, four vehicles, three mortar systems, two supply caches, two ISIS headquarters, a heavy machine gun, and a home-made explosives factory.” It also additionally reported that “On June 15, near Raqqah, Syria, six strikes destroyed eight fighting positions, an ISIS headquarters, and a tunnel, and suppressed two snipers.” And that “On June 15, near Raqqah, Syria, one strike destroyed six fighting positions, five ISIS staging areas, two command and control nodes, an ISIS headquarters, and a supply cache, and damaged 10 fighting positions and two VBIED facilities.”

For June 14th-20th, 19 strikes were made by French aircraft in Iraq and Syria. Most of them were carried out during the Battle of Mosul, in support of the Iraqi fighters engaged in the fighting to drive ISIL out of its positions in the North of the Medina. The other strikes were carried out in support of the fighting for the capture of Raqqah, and against flows of arms and fighters in Iraq and Syria.

Thursday 15 June – A Reaper destroyed a terrorist vehicle in eastern Syria. Typhoons struck three targets in Raqqa, while Tornados and Typhoons hit a mortar near Tal Afar and six targets in Mosul…The following day [June 15th], a Reaper remotely piloted aircraft conducted armed reconnaissance in eastern Syria, some 35 miles north-east of Dayr az Zawr, and used a Hellfire missile to destroy a terrorist truck. Two Typhoons also struck three Daesh positions in Raqqa in support of the offensive by the Syrian Democratic Forces (SDF).

‘Friday 30 June – Tornados and Typhoons destroyed a truck-bomb and a Daesh-held building in Raqqa…The RAF is continuing to support Iraqi forces in their effort to liberate western Mosul. While the operating environment in the city is very challenging, particularly given the closely-packed buildings, very narrow streets, and the density of the urban population, our aircrew have continued to deliver precision strikes in close support of Iraqi troops on the ground. Daesh’s current tactics, including the illegal use of civilians as human shields, and fighting from sites such as schools, hospitals, religious sites and civilian neighbourhoods, increases the risk to innocent life. While no military operations come without risk, particularly in dense urban environments and against such inhuman Daesh tactics, the RAF continues to take all steps necessary to minimise civilian casualties. Royal Air Force Tornados and Typhoons provided close air support to Syrian Democratic Forces (SDF) pushing into Raqqa on Friday 30 June. The Typhoons worked closely with a coalition surveillance aircraft which had spotted a large truck-bomb. A direct hit from a Paveway IV removed the threat. A Tornado pair meanwhile bombed a Daesh-held building in the south-east of the city.’

A civilian male was killed following alleged SDF mortar fire or Coalition artillery strikes into the Al Dariya neighbourhood of Raqqa, local sources reported.

Raqqa is Being Slaughtered Silently and @Q_Alenezy reported that he was killed after shells hit his home behind the Tariq Ibn Ziyad school.

Four of the five sources alleged that the US-backed SDF was responsible, however two sources alleged that artillery fire was responsible, meaning that the Coalition was to blame as Airwars understands that they are the only party with access to such weaponry.

Amnesty International later reported generally on the situation in the neighbourhood, citing ‘Mahmouda’, who escaped on July 21st: “They were fighting on both sides when we left. They [the SDF/coalition] had been shelling for two months. IS slaughtered people like birds. Many people were killed in the shelling. There were bodies all over the streets. The killing was from both sides but the worst was from IS. Families and families died.

The planes couldn’t distinguish between IS and civilians as IS made us all wear the same clothes. If the religious police caught my 12 year old son they’d make him cut his trousers [between the knee and the ankle – Kandahari style] so they couldn’t distinguish.”

For July 12th-18th, France report 11 strikes: 7 in Syria (6 in Raqqa) and 4 in Iraq. There were 26 artillery strikes in Mosul. Since September 19th 2014 France has carried out 1322 strikes, with 2090 targets destroyed and 6812 air sorties. Additionally, they’ve carried out 1310 artillery missions.

‘OPÉRATION CHAMMAL SITUATION En Syrie, Dans la ville de Raqqah désormais encerclée, Daech défend fermement les quartiers sous son contrôle en s’appuyant sur un usage intensif de pièges dont le terrain est littéralement saturé pour ralentir la progression des forces démocratiques syriennes (FDS). Cette stratégie impose aux FDS de déminer, pas à pas, chaque rue et chaque maison, sous la menace permanente de tireurs isolés entre autres tactiques adverses. Leur progression reste donc très lente. En Irak, Alors que les opérations de sécurisation de Mossoul se poursuivent, la principale zone de combat se situe désormais à l’Ouest de la ville dans le secteur de Tall Afar. Depuis cette localité, Daech mène des actions de harcèlement par des tirs directs et indirects contre les positions des Forces de Sécurité Irakiennes (FSI) à proximité. A woman was killed and her son was injured following alleged SDF shelling into Raqqa, local sources reported.

The deceased woman was identified as the wife of Hamza Mohammed al Fahd and her injured son was identified as Mohammed al Fahd. Al Sokhna claimed Mrs al Fahd’s unnamed daughter was injured.

Both sources alleged that SDF shelling was responsible, however, Airwars understands that only the Coalition is using artillery in Raqqa.

The Syrian Observatory stated that “a female citizen was killed and her son was injured as a result of shelling by the “Euphrates Wrath” Operation Forces and the International Coalition warplanes after midnight on areas in Al-Raqqah city, which is considered the main stronghold of ISIS in Syria.”

CJTF–OIR Declassified Assessment and Press Release

Attached to this civilian harm incident is a provisional reconciliation of the Pentagon's declassified assessment of this civilian harm allegation, based on matching date and locational information.

The declassified documents were obtained by Azmat Khan and the New York Times through Freedom of Information requests and lawsuits filed since March 2017, and are included alongside the corresponding press release published by the Pentagon. For July 19th-20th: “Near Raqqah, eight strikes engaged seven ISIS tactical units; destroyed six fighting positions, a supply cache, and a tunnel; and suppressed a mortar team.” It additionally reported that “On July 19, near Raqqah, Syria, 19 strikes engaged nine ISIS tactical units; destroyed 34 fighting positions, two IEDs, and a VBIED; and damaged four fighting positions and a mortar position.” And also that “On July 19, near Raqqah, Syria, two strikes destroyed two ISIS fighting positions and a storage facility and suppressed a mortar system.”

Wednesday 19 July – Tornados destroyed an explosives warehouse in northern Iraq, whilst Typhoons and Tornados struck a command post and defensive position in Raqqa…Update: air strikes against Daesh – GOV.UK In northern Iraq, intelligence had identified a warehouse near Hawijah in which large quantities of homemade explosives were being stored by Daesh. A flight of RAF Tornados attacked the building with two Paveway IV guided bombs, and demolished it on Wednesday 19 July. A mixed pair of one Tornado and one Typhoon meanwhile provided close air support to the Syrian Democratic Forces (SDF) fighting to clear the terrorists from Raqqa. A coalition surveillance aircraft identified a Daesh defensive position, and our aircraft conducted a successful attack with a Brimstone missile. A terrorist command post was also identified within the city, and this was struck with two Paveway IVs.
