Airwars assessment

A shepherd was killed during the bombing on the outskirts of a “camp” – most likely for internally displaced people – in Al-Khamesiya. Sources all attributed blame to Russia for the strikes.

A source states that “the house of Fawaz al-Hamdan was bombed, and the house of Mohammed al-Ghafili, and Beit Hamoud al-Dashar… [as well as] bombing the morning on the outskirts of the camp”. This was all within the vicinity of Al-Khamesiya.

In unpublished Amnesty field notes shared with Airwars, it was reported that “Fifteen days ago [c July 11th] ‘the Russians’ started dropping barrel bombs [in the areas near Maadan]. The first barrel bomb attack on Maadan was one week ago [around 19 July]. We stayed in the area during the bombardment for three days but we ran to the fields. They would kill 50 civilians for one [member of] IS.”

There are no further details at this time.

Airwars assessment

US Africa Command (AFRICOM) confirmed a US strike killed Ali Muhammad Hussein, believed to be a high-level al Shabaab commander. No civilians were reported to have been killed or injured in the strike.

The strike took place in Tortoroow in southern Somalia at around 1500 local time on July 30th, reportedly killing Jabal alone.

Africom said Hussein, who was also known as Ali Jabal, was “responsible for leading al-Shabaab forces operating in the Mogadishu and Banadiir regions in planning and executing attacks against the capital of Mogadishu.”

“The US conducted this operation in coordination with its regional partners as a direct response to al Shabaab actions, including recent attacks on Somali forces,” AFRICOM said in a statement announcing the strike. “We continue to work in coordination with our Somali partners and allies to systematically dismantle al Shabaab, and help achieve stability and security throughout the region.”

“His removal disrupts al-Shabaab’s ability to plan and conduct attacks in Mogadishu and coordinate efforts between Al-Shabaab regional commanders,” read a separate Africom press release announcing Jabal’s death.

The Somali information ministry had announced Jabal’s death earlier, describing him as the shadow al Shabaab governor for Mogadishu. “This individual was part of an al-Shabab network responsible for planning and executing several bombings and assassinations that resulted in the deplorable death of numerous innocent civilians in Mogadishu,” a statement from the ministry reportedly said.

According to Stars and Stripes, Somalia’s information ministry said Jabal was killed in what was described as an operation coordinated with “international partners”. Reuters said the information ministry called it a “military raid” carried out with its military and allied foreign troops, although the nationality of the troops was not given. A Somali intelligence official told Stars and Stripes at least one missile struck a car Hussein was travelling in.

Al Qaeda confirmed Jabal’s death in an online statement on August 26. “The cowardly American enemy planes tried to strike him. The first missed him and the second hit, making him a martyr,” said the al Qaeda statement according to Reuters.

In a subsequent FOIA response obtained by journalist Joshua Eaton in May 2019, AFRICOM again confirmed it had struck what it says was an al Shabaab leader (“an al-shabaab named objective”), in the vicinity of Tortoroow on July 30th.

According to SITE via Voice of America, al Shabaab later issued a statement confirming the death of Ali Jabal.

U.S. confirms strike against al-Shabaab’s Ali Jabal

On July 30 at approximately 3 p.m. Somalia local time, the Department of Defense conducted a successful kinetic strike near Tortoroow in southern Somalia, killing al-Shabaab’s Ali Muhammad Hussein, known as Ali Jabal. There were no civilian casualties from this strike. The U.S. conducted this operation in coordination with its regional partners as a direct response to al-Shabaab actions, including recent attacks on Somali forces.

Ali Jabal, a senior al-Shabaab terrorist, was responsible for leading al-Shabaab forces operating in the Mogadishu and Banadiir regions in planning and executing attacks against the capital of Mogadishu. He used the Lower Shabelle Region of Somalia, a known al-Shabaab safe haven, as a hub for these activities.

In recent months, al-Shabaab militants were known to have conducted suicide car bombings and assassinations targeting police, governmental and military leaders in the capital. Al-Shabaab militants were also known to have conducted numerous attacks against the Somali National Army and African Union Mission in Somalia members in the region. His removal disrupts al-Shabaab's ability to plan and conduct attacks in Mogadishu and coordinate efforts between Al-Shabaab regional commanders.

We continue to work in coordination with our Somali partners and allies to systematically dismantle al-Shabaab, and help achieve stability and security throughout the region.

This strike was conducted within the parameters of the proposal approved by the President in March 2017, which allows the U.S. Department of Defense to conduct lethal action against al-Shabaab within a geographically-defined area of active hostilities in support of partner forces in Somalia.

In a separate press release, AFRICOM initially stated that it had carried out a strike on July 29th at "8:00 p.m. Eastern Daylight Time". It later updated the date and time to Somali local time. The press release stated:

"On July 30 at approximately 3 p.m. Somalia local time working from actionable intelligence, the Department of Defense conducted a successful kinetic strike operation against an al-Shabaab Mogadishu Attack Network militant in Somalia, killing one (1) fighter and with no civilian casualties. The operation occurred near Tortoroow in southern Somalia. The U.S. conducted this operation in coordination with its regional partners as a direct response to al-Shabaab actions, including recent attacks on Somali forces.

Al-Shabaab has pledged allegiance to al-Qaeda and is dedicated to providing safe haven for terrorist attacks throughout the world. Al-Shabaab has publicly committed to planning and conducting attacks against the US and our allies.

We continue to work in coordination with our Somali partners and allies to systematically dismantle al-Shabaab, and help achieve stability and security throughout the region.

We will continue to assess the results of the operation, and will provide additional information as appropriate. Specific details about the units involved and assets used will not be released in order to ensure operational security.

In an incident not previously tracked by Airwars, the Coalition later confirmed the death of a civilian in an event near Raqqa.

Their October 2017 civilian casualty report noted: “During a Coalition strike that engaged an ISIS tactical unit, it was assessed that one civilian was unintentionally killed.”

Coalition officials told Airwars that their report referred to this incident.

In July 2019 the Coalition provided Airwars with the location of this incident, accurate to within a 100 metre box.

This incident may be related to CS1295, however there is not enough locational detail in that allegation to tell.

Hasaka Marsad also named these two victims and blamed the Coalition for their deaths.

This event might or might not be related to the two events that the Coalition has admitted responsibility for — see S1138b and S1138c below.

In their August 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that the allegation provided insufficient information on the timing and location of the strike to make a determination.

On November 17th, US Africa Command sent the Bureau of Investigative Journalism a list of previously unreported actions, which included this strike.

An AFRICOM spokesperson explained that their goal “is to be as transparent as possible while taking into account operational security, force protection and diplomatic sensitivities.” It therefore did not proactively release information about all of its strikes. It was limited to confirming or denying US operations took place when asked directly for those strikes that were not cleared to be reported in press releases.

The spokesperson would not say specifically where the attacks hit, telling the Bureau the best they could say was all the unreported strikes were conducted in southern Somalia, “for operational security reasons”.

Residents and press sources said that heavy airstrikes targeted the ice factory and gas station in Anah district west of Anbar and some reports said a number of civilians were killed or injured.

According to Yaqein, the aerial bombardment targeted the ice factory and the gas station in the Ana district, west of Anbar. The bombing resulted in civilian deaths and injuries and the destruction of a number of houses.

Samarra Tv added warplanes bombed Daesh sites in the city of Ana, west of Anbar, targeting a car bomb near the government complex and the ice factory and the central station in the city. It made no mention of civilian casualties – nor of who carried out the strikes.

Local Kurdish media said that four civilians were injured by alleged Turkish artillery shelling in Zakho at the Iraqi-Turkish border.

Asda News reported that “the shelling led to the injury of four civilians, who were taken to the hospital for treatment, noting that the health of the four injured people is stable.”

Rudaw added that “the injured have since been discharged from hospital,” Rudaw’s Yousif Musa reported.

The shelling happened at 6:00 Friday evening in the Psaxa area, Batifa sub-district.

The four young people, two of them professional players of the Zakho football club, went out on a picnic on Friday. They were in the same area where militants of the Kurdistan Workers’ Party (PKK) are also present.

The incident occured at 18:00:00 local time.

Six civilians died and 10 more were wounded in airstrikes on Abu Kamal, according to local sources. While the majority of reports blamed the US-led Coalition for the airstrikes, the Syrian Observatory for Human Rights said that it was unclear whether the Coalition or Russia were responsible. The Coalition later confirmed having unintentionally killed three and injured nine in this strike.

Euphrates Post reported that an “air bombardment” (it didn’t say who was to blame) targeted the city of Abu Kamal, near the Abdullah bin Masood mosque. It also noted another raid on “the empty house of Jamul al-Dulaimi”.

According to the pro-regime agency Sana, “the US-led coalition bombed the Aisha hospital, the club and Al Shuhadaa [Martyrs] roundabout killing six civilians, including women and children and injuring 10 others and causing damage to infrastructure”.

The Syrian Network for Human Rights, also attributing the event to the Coalition, reported the death of a mother and her two children.

However, according to the Syrian Observatory for Human Rights (SO4HR), who said that at least six non-combatants were killed, it was unclear whether Russian or Coalition warplanes were responsible for the strikes.

In October 2017, the Coalition conceded it had caused civilian harm in this strike: “During a Coalition strike that destroyed an ISIS headquarters structure, it was assessed that three civilians were unintentionally killed and nine civilians were unintentionally injured.”

In July 2019 the Coalition provided Airwars with the location of this event accurate to within a 100m box.
