Airwars assessment

Airstrikes targeted the Water Foundation building on the outskirts of Raqqah around midnight, killing an employee of the organization and two building guards according to the Syrian Observatory (which did not attribute the strike to any particular party.)

Other sources made no mention of casualties, although a propaganda video released by Daesh appeared to show damage to adjacent homes and shops.

On July 7th, 2017 the Coalition admitted responsibility for the incident, reporting: “Jan. 5, 2016, near Raqqah, Syria, via Airwars report: During a strike on an ISIS headquarters building, it was assessed that three civilians were unintentionally killed.”

In July 2019, the Coalition provided Airwars with the location of this incident, accurate to within a 100 metre box.

The local time of the incident is unknown.

Airwars assessment

In some of the heaviest coalition bombing reported for Syria to that time, US aircraft struck multiple Daesh targets in the strategic city of Raqaa – the beginning of a lengthy air campaign in which numerous civilians are now confirmed to have died.

Between 7 and 8 civilians were reported as being among the 23 dead in this first incident which occurred at around 4pm. CENTCOM conceded six months later that it had ‘likely’ killed three unnamed civilians in the incident.

“The significant airstrikes tonight were executed to deny Daesh the ability to move military capabilities throughout Syria and into Iraq,” US Lt Colonel Thomas Gilleran had told reporters at the time. “This was one of the largest deliberate engagements we have conducted to date in Syria, and it will have debilitating effects on Daesh’s ability to move from ar-Raqqah.”

However the Syrian Observatory reported that seven civilians died in one attack “by a drone” near Al Hameeda school, including a man and his son Fouad. Raqaa is Being Slaughtered Silently (RBSS) eventually placed the non-combatant death toll at eight, describing the slain boy as 10 years old. A 15 year old boy named as Mohammad Hammad Al A’akassi later died of his injuries.

Raqqa is Being Slaughtered Silently described the target of the Coalition strike as a vehicle, and said that the civilians killed had died as a result of shrapnel injuries.

Buzzfeed also spoke with two eyewitnesses to the event, with one noting: “They hit the target. But the people around the target were affected. I saw the kid laying on the sidewalk, and I felt I couldn’t walk.” According to the news site, ISIL militants carried away the remains of at least two of their comrades, leaving the dead civilians on the street.

On January 15th 2016, CENTCOM conceded that civilians had likely died in this attack on a High Value Target: “On July 4, 2015, near Ar Raqqah, Syria, during a strike against an ISIL High Value Individual, a car and a motorcycle entered the target area after the weapon was released. It is assessed three unidentified civilians were likely killed.“

In July 2019, the Coalition provided coordinates for the confirmed event to within 100 metres. Airwars geolocators had already previously identified the site of the attack.

In an incident previously not tracked by Airwars, the Coalition later confirmed the deaths of three civilians and the injury of another in an incident near Idlib, Syria.

In its May 2019 civilian casualty report, the Coalition noted: “Coalition aircraft conducted a strike against a Daesh vehicle. Regrettably, three civilians were unintentionally killed and one civilian was injured due to their proximity to the strike.”

The Coalition provided Airwars with the location of this incident, accurate to within a 100 metre box. The location given placed the event near Sarmada.

At least three civilians died in a Coalition airstrike on Raqqa, the alliance later confirmed.

At the time the Syrian Observatory cited “reliable sources’ as saying that “Coalition warplanes targeted a heavy machine gun for IS near al-Nour mosque but missed the target and killed 3 people at least by opening fire on a house.”

Airwars initially listed the event for November 15th. In its monthly July 2017 report, the Coalition denied responsibility, saying it had conducted no strikes in the near vicinity that day: “Nov. 15, 2015, near Raqqah, Syria, via Airwars report: After a review of available information it was assessed that no Coalition strikes were conducted in the geographic area that correspond to the report of civilian casualties. “

After reassessing original reports, the reported incident [originally S140] was identified by Airwars as likely having occurred on November 14th. The Coalition has since confirmed a civilian casualty event on this date. According to the Coalition’s August 2017 monthly casualty report, “Nov. 14, 2015, near Raqqah, Syria, via self-report: During a strike on an ISIS vehicle, after reviewing post-strike video, it was assessed that three civilians were unintentionally killed and one was injured.”

The Coalition provided Airwars with the location of this incident, accurate to within a one metre box. The location given placed the strike next to the Al Nour mosque in the an Nadah neighbourhood of Raqqa.

In an incident not previously tracked by Airwars, the Coalition later confirmed the deaths of three civilians in an artillery strike near Sala Heya.

Their December 2016 civilian casualty report noted: “During a strike on an ISIL mortar system, it was assessed that three civilians were inadvertently killed by Coalition counter-battery artillery near the point of origin of an ISIL mortar strike on friendly forces.”

Reports from the day made no mention of the Coalition, instead blaming the Assad regime. Baladi News noted that “Warplane shelling in Sala Heya, Kanamat, Jafar and Mariya in East of Syria killed a civilian and wounded others.” LCCSY reported that “Abdulla Sibhi al-Zaid, from #Jiaa village, was martyred due to targeting #Salhia neighbourhood with airstrikes yesterday.”

A day later Sin News said that 34 ISIL fighters had died in Coalition strikes on the town.

A single source, Smart, reported that one civilian male was killed and his six-year-old child injured in an airstrike that was later confirmed by the Coalition.

Contrary to the reporting, in October 2017 the Coalition admitted to having killed three civilians. In its monthly civilian casualty report, the following was noted: “During a Coalition strike that destroyed six ISIS-held buildings and damaged an ISIS fueling station, it was assessed that three civilians were unintentionally killed.”

The location of the Old Cultural Center mentioned by Smart is 35.951112, 39.009489 according to Airwars geolocation.

In July 2019 the Coalition provided Airwars with the location of this incident, accurate to within a 100 metre box. Although this places the event 4km away from Airwars’ geolocation of the incident, Coalition officials confirmed that that their report was based on this event.

According to the official release, the incident came to light following self reporting by pilots or analysts: “During a Coalition strike which destroyed Daesh bed-down location and killed five Daesh members it was assessed three civilians were unintentionally killed.”

Airwars assessment

Up to nine civilians were killed by US aircraft at Slouk in Raqaa’s suburbs.

Al Hal quoted Abu Ibrahim Al Raquaou of the group Raqaa is Being Slaughtered Silently as saying that as part of an operation to clear Slouk of Daesh militants, Coalition planes had “targeted IS machinery near the Slouk Front and its operations killed several civilians, amongst them two women and several children in their homes in the town.” Others reported that the dead were all from one family.

The head of the family was later named as Yusuf Al Sayid, who according to RBSS died alongside his two wives and five children.

A single source also reported that another civilian male, was killed nearby in a strike at Junction Alkntra.

On January 15th 2016, CENTCOM conceded that US aircraft had killed at least three civilians during this strike: “On June 11, 2015, near Soluk, Syria, during strikes against an ISIL tactical unit, it is assessed that three unidentified civilians were killed.”
