Airwars assessment

An alleged Russian airstrike killed seven civilians at Ma’asaran in Idlib governorate. Most of those who died were from one family. A neighbour told Smart News: “This is my house, I arrived and I found everyone OK. But our neighbours? May God have mercy on them. I went to pray and then went to the shop.Ten minutes later Russian planes came and bombed.”

The Syrian Observatory put the death toll at seven, including three women and two children. The dead were later named as by VDC.

While making no specific mention of Ma’asaran, the Russian MoD confirmed multiple strikes in Idlib for October 7th 2015: “In Idlib, a Su-24M aircraft made a strike against an ISIS terrorist training ground. Objecting monitoring data registered multiple explosions of munitions. The training base aimed for the preparation of terrorists is eliminated. A pair of Su-25 attack aircraft attacked an ISIS terrorist field camp also in Idlib. The air strike resulted in destruction of numerous buildings and constructions used by terrorists for storage of explosives, as well as logistic and food supplies.

Airwars assessment

Coalition aircraft were alleged to have struck civilians some 15 km from Ar Rutbah, at the Haj Saleh Mraid Kubaisi glassworks factory. According to a number of sources, some families had fled the town for fear of airstrikes, only for members to be killed in an alleged Coalition attack on a civilian vehicle.

It was claimed by one source that four women from two displaced families were killed at the Mraid plant, with 10 children injured. The deceased women were said to come from the Haj Hammoud and Hajj Abtan al-Shami families.

An alternative source said that a small child, the son of Adib Tariq al-Shami had died along with two daughters of Nuri Faisal Abtan al-Shami.

Two more people were listed as injured.

The US led Coalition declared no strikes in  the vicinity at the time. In its monthly civilian casualty assessment for October 2019 – published on December 5th of that year – CJTFOIR assessed this event to be ‘non credible’, noting: “August 8, 2015, in Ar Rutbah, Iraq, via Airwars report. After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties. 2789/CI091 37SFS199561”.

The Coalition also provided coordinates showing the area it had assessed, accurate to within 100 metres.

An alleged Coalition strike at Khalidiya island, to the east of Ramadi, reportedly killed seven civilians including two cildren. Thirteen people were also reported injured, described as ‘mostly women and children.’

A Coalition report issued in December 2016 stated the following: “After a thorough review of the facts and circumstances of each alleged civilian casualty report, CJTF-OIR assessed that the following [12] reports received in October are non-credible. Non-credible means that at this time there is not sufficient evidence available to determine that, more likely than not, a Coalition strike resulted in alleged civilian casualties.

1. Sept. 20, 2015, near Ramadi, Iraq: Insufficient evidence available to determine credibility.”

A different perspective was offered in July 2017 however, with the Coalition noting that “Sep. 20, 2015, near Ramadi, Iraq, via Airwars report: After a review of available information it was assessed that no Coalition strikes were conducted in the geographic area that correspond to the report of civilian casualties.”

Given these apparently contradictory positions and confirmed strikes in the vicinity that day, Airwars is seeking additional information from the Coalition.

According to local sources, a Coalition airstrike at Ar Rutbah resulted in the deaths of seven civilians and the injuring of an additional 13.

News of Iraq reported that the attack destroyed the house of Aref Abrash in Methaq neighbourhood, and the home of Abdullah al-Fayad near the Mustafa mosque.

A propaganda video issued by Al A’Amaq showed a number of injured civilians, along with widespread damage to central Ar Rutbah.

In the first of their March 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

Airwars assessment

Seven named civilians were killed and dozens more were wounded, including a child, by alleged Russian and Syrian regime airstrikes on Douma City in Eastern Ghouta.

According to sources the city was one of many subjected to “heavy artillery shelling” and “aerial bombardment” that week. @syriahadath, specified the use of cluster bombs.

One of those killed was a senior commander of The Army of Islam and according to Jaish al-Islam, was the operations officer of the second brigade.

Media activist Alaeddin Kurdi told ARA News that “for the fourth day in a row, the Syrian warplanes launched fierce and intensive raids targeting civilians and infrastructure, and the warplanes are still flying in the eastern Ghouta area.”

Local sources were conflicted over who was responsible for the airstrikes. While the Local Coordination Committee of Syria identified Russian warplanes as responsible for the airstrikes, other sources, including Syrian Network for Human Rights, blamed Syrian regime planes for the casualties. However, the majority of sources did not identify a culprit and instead only identified the planes as belonging to an air force.

According to the Local Coordination Committee of Syria, the airstrikes struck the neighbourhoods, the markets, and mosques of Eastern Ghouta with long-range thermobaric missiles.

A video posted by Doum showed the shell of the missiles that crashed through multiple buildings, which were significantly larger than the average human height. In addition, graphic images of those killed were included in the video, including two young men that were covered in blood. Another video posted by the Syrian Civil Defence showed an ambulance being loaded with a child who had been injured by strikes.

Russia has not reported any specific strikes between November 1st – 30th 2016.

On 6 January 2017, Russia, however, reported: “Since November 8, 2016, the aircraft carrier group of the Northern Fleet consisting of the heavy aircraft carrying cruiser Admiral Kuznetsov, the heavy nuclear missile cruiser Pyotr Velikiy, the large ASW ship Severomorsk, as well as auxiliary vessels of the Black Sea Fleet, has been fulfilling counterterrorist missions on the territory of Syria”, adding that ”in the course of two months of their participation in the combat actions, naval aviation pilots have carried out 420 combat sorties, 117 of them were night ones”.

Local sources initially said that a family of three children and their grandmother were killed after their house was hit by a missile during Coalition raids on the Agricultural residential neighbourhood in central Mosul area, which at the time was under ISIS control. The New York Times later put the overall death toll at 16. In September 2020, the Coalition admitted that a strike had been conducted on January 6th 2017 against “a Daesh facility”, killing sixteen civilians and injuring three.

Mosul Ateka’s Facebook page reported at the time that a boy named Rafi Ahmed Mahmoud Al Rashidi was killed together with his two sisters and their grandmother, while they were asleep in their beds at dawn on 6th January 2017. A relative said in an associated comment that they were killed in a “bombing by a plane”.

Raedlay posted a video, which was later deleted, showing the effects of what was reported as a US airstrike. In a later post, it put the death toll at seven.

Initially, in its May 2017 casualty report, the Coalition denied responsibility, noting: “Jan. 6, 2017, near Mosul, Iraq, via social media report: After a review of available information and strike video it was assessed that no Coalition strikes were conducted in this geographic area that correspond to the report of civilian casualties.”

Between April 2016 and June 2017, New York Times reporters Azmat Khan and Anand Gopal visited the sites of nearly 150 airstrikes across northern Iraq, as part of their investigation for the New York Times Magazine. This was one of the events they investigated.

As Khan and Ghopal told Airwars: “Early on 1/6/17, airstrikes struck three family homes next to each other near the Saddam Mosque in Mosul. ISIS snipers had been been using the Mosque, but the homes were full of civilians, and 16 civilian men, women and children died.

“In the first home, where the family of Zuhair Hekmat was living, 9 civilians were killed.”

“In the second home, where Col. Riadh Adnan and his family were living, 3 civilians were killed, and two family members survived.”

“And in the third home, where Rafi Al Iraqi was living, 4 civilians were killed. Rafi Al Iraqi survived, as did his 10-year-old son, Muhammad Rafi Mahmud. Adnan Riyad Adnan and Abdullrahman Riyad Adnan also survived, although they had serious injuries.”

A later New York Times interview with survivors provides more details: “The target was a house assessed to be used exclusively as an ISIS “foreign fighter headquarters” and “artillery staging location.” But the blast destroyed several nearby homes as well, killing 16 civilians. Among them were three of the children of Rafi al-Iraqi, a local trader from a leading Maslawi family. The only survivors of the strike, besides al-Iraqi, were his mother and his 12-year-old son. This was the second tragedy to befall the family. A year earlier, al-Iraqi’s wife was killed by ISIS.”

In response to new information, the Coalition reopened their assessment of the event. In the second of their September 2020 civilian casualty reports, the US-led Coalition stated: “Coalition aircraft conducted an airstrike against a Daesh facility.
